MEETING OF JUNE 301 1953.
The Southold Town Board met at the office of Supervisor
Norman E. Klipp at Greenport' on Tuesday, June 30, 1953.
The meeting was called to order at 1:30 P.M. with the
following present: Supervisor Klipp; Justices Terry, Tuthill,
Albertson and Clark; Town buperintendent of Highways Price;
Town Attorney Terry and Town Clerk Booth.
Moved by Justice Albertson; seconded by Justice Clark:.
RESOLVED: That the minutes of the previous meeting be and
hereby are duly approved as read.
Vote of Town Board: Ayes- Supervisor Klipp; Justices Terry,
Albertson, Tuthill and Clark.
Mrs . Evelyn Clark and Mrs. Marguerite Leyden were present
at the meeting as a committee representing the Women' s
Society of the Methodist Church of Greenport ' New York.
The Town Board had requested a committee to meet with the
Board to discuss matters stated in a, resolution which was
received by the Town Board from this Society at a meeting
held June 9, 1953.
Moved by Justice Tuthill; seconded by Justice Albertson:
RESOLVED: That the regular monthly Audit meeting of this
Board be held at the office of Super-fisor Norman E. Klipp
at Greenport, on Tuesday, July 75 1953 , at 1:30 P.M.
Vote of Town Board: Ayes-Supervisor Klipp; Justices Terry,
Tuthill, Albertson and Clark.
A communication was received from William Sterling , Clerk
of School District No. 8 Cutchogue, stating that the school
bus filled with children crosses the Long Island Railroad
tracks on Cox Lane several times daily. He stated the cross-
ing is unprotected.
Moved by Justice Clark; seconded by Justice Tuthill:
RESOLVED: That Supervisor Norman E. Klipp be instructed
to communicate with the Long Island Railroad Company and
request that more adequate protection be given at Cox Lane
crossing at Cutchogue.
Vote of Town Board: Ayes-Supervisor Klipp; Justices Terry,
Tuthill, .Albertson and Clark.
The Supervisor received a letter from J. L. Jacobs & Co.
on the plan for equitable reappraisal and assessment
equalization of -ldxable property.
Moved by Justice Albertson; seconded by Jusstice Terry:
RESOLVED: That the Supervisor be instructed to turn the
said letter over to the Town Board of Assessors.
Vote of Town Board:Ayes-Supervisor Klipp; Justices Terry,
Tuthill, , Albertson and Clark.
Moved by Sup6tintendent of Highways; seconded by Justice Albertson
RESOLVED: That inasmuch as the required dedication has
been duly received, map of same duly filed and the necessary
papers signed, the Town Board take over and maintain as
public highways , Gillette Drive, Manor Road, Midland Place,
Cleaves Point Road and East Gillette Drive situated at
East 1"larion, Town of Southold, New York.

and Sup . of Highways Price.
A communication was received from the Brushes Creek .Assoc-
iation requesting some financial assistance from the Town.
Board in drddging the channel in Brushes Creek at Mattituck.

RESOLVED: That Norman E. Klipp, Supervisor, be and hereby
is authorized to contribute the sum of $475.00 towards the
cost of dredging the channel in Brushes Creek at Mattituck
Town of Southold , N.Y.

RESOLVED: That Norman E . Klipp , Supervisor, be and hereby
is authorized to approve the actions of the Commissioners
of the Fishers island Ferry District in executing an
extention to License Contract No. DA30-075-Eng-1 569
Supplemental Agreement No. 2, between the Corps of Engineers ,
U.S . Army, and the Fishers island Ferry District for the
right to the Non-exclusive use of a certain parcel of land
known as Silver Eel Cove Dock together with Buildings nos .
248? 29, and the north wing of Building No. 1, located at
Fort H. G. Wright , 'Fishers Island, New York, and including
certain access to roads all as shown in red on Exhibit "A"
attached to said License at the rental rate of- One Dollar
($1.00) per annum for a period from October 1, 19521 up to
and including September 30, 1953.

Tuthill, Albertson and Clark.
Barney Harris requested that two street lights be installed
on Youngs Avenue in Mattituck, New York.
Moved. by Justice Tuthill; seconded by Justice Terry:
RESOLVED: That the Town Clerk be and he hereby is directed
to request the Long Island Lighting Company to install
two additional 100 c p aerial street lights in the Mattituck
#1 Lighting District , said lights to be placed on Pole #3
and Pole #9 on Youngs Avenue in Mattituck.
Vote of Town Board: Ayes-Supervisor Klipp; Justices Terry,
Tuthill, Albertson and Clark.
Lawyer Krupski appeared before the Board presenting an
application on beEalf of William H. Kalynack requesting
the Board to take over certain proposed highways through
his property at Southold, said highways to be known as
PARK WAY, BRACKWOOD WAY, CRITTENS LANE , AND WOOD END WAY.
Moved by Supt. of Highway Price; seconded by Justice Clark:
RESOLVED: That the Town Board will view the above named pro-
posed roads and if they comply with the Town Highway Spec-
ifications they will consider taking them over as public
highways .
Vote of Town Board: Ayes-Supervisor Klipp; Justices Terry,
Tuthill, Albertson and Clark, and
Supt. Of Highway Price.
A hearing was held at the office of the Supervisor at Green-
port , on Tuesday, June 30, 1953 , to consider a proposed Town
Ordinance for the regulation of Tourist Camps , House Trailer
Camps , House Trailers or similar establishments. The Town
Clerk presented proof of publication of such hearing.
Supervisor Klipp opened the hearing at 2:30 P.M. and read
the call of the meeting. He then called upon any person pre-
sent wishing to speak either for or against the proposed
ordinance. The following persons spoke in favor of such an
ordinance.

The Supervisor then called for a vote on the proposed ordin-'
ante. There were sixteen (16) persons present at the meeting
all of whom voted in favor of the ordinance.
Moved by Justice Clark; seconded by Justice Tuthill:
RESOLVED: That the Southold Town Ordinance providing for the
regulation of Tourist Camps , House Trailer Camps , House
Trailers or similar establishments be' and hereby is
duly adopted as amended by the Town Board.
Vote of Town Board: .Ayes-Supervisor Klipp; Justices Terry,
Tuthill, tlbertson and Clark.
NOTICE OF ADOPTION OF ORDINANCE
NOTICE IS HEREBY GIVEN that after a public hearing held pur-
suant to the requirements of law the following ordinance was
duly adopted, enacted, and ordained by the Town Board of the
Town of Southold, Suffolk County, New York, at a regular meet-
ing of said Board held at the office of the Supervisor at
Greenport, N.Y. , on June 30th, 1953:
SOUTHOLD TOWN ORDINANCE PROVIDING FOR THE REGULATION
OF TOURIST CAMPS , HOUSE TRAILERS CAMPS , HOUSE TRAILERS ,
OR SIMILAR ESTABLISHMEiNTS .
Section 1 Definitions
(a) A Tourist Camp is hereby defined to be any lotri piece or
parcel of ground where two or more tents , tent houses , camp
cottages , house cars , or trailers used as living or sleeping
quarters are or may be located, said camp being operated
for or without compensation.
(b) A unit is hereby defined to be any section or pl6t
of ground, upon which is erected any tent, tent house or
camp cottage , and/or for the accomodation of each automobile
trailer or house car.
(c) Camp Cottage is defined to be any small building of
whatever material constructed having less than 350 square
feet of cross section area and used as living or sleeping
quarters and constructed and equipped only for seasonal
occupancy.
(d) Automobile Trailer or House Car shall be defined to be,
any vehicle used as sleeping or living quarters , which is or
may be mounted on wheels and is or may be propelled either
by its own power or by another power driven vehicle, to
which it may be attached.
(e) Board of Department of Public Health shall mean any such
Board or Department established pursuant to the laws of the
State of New York and entrusted with the regulation, control
and ;-supervision of matters pertaining to and affecting the
public health in the Town of Southdld.
Section 2.
It shall be unlawful for any person, persons , firm, assoc-
iation, corporation or co-partnership to establish , main-
tain, or operate within the limits of the Town of Southold
any tourist camp on any location or plot of ground for use
of transients by the day, week, month, or season, whether a
charge is or is not made, who does not possess a permit from
the Department of Health and Town Board of the Town of South-
old. The permit of the Town Board of the Town of Southold
shall expire on December 31st following the date -of issuance.
Such permit shall not be transferable or assignable. All
Town Board permits may be revoked for cause by such Board
after a hearing.
Section 3.
Any person or persons , firm, association, corporation or
co-partnership hereafter applying for a permit and/or a
license to establish and operate a tourist camp must first
file with the Board of Health and the Town Clerk a complete
copy of the plan of the .proposed camp. This plan with the
legal description of the property shown, shall be drawn to

scale and must show clearly the extent and area to be used
for camp purposes . All proposed roadways and/or driveways
shall be shown together with each proposed location or site
for tents, tent houses , camp cottages , and/or trailers or
camp cars; location of all proposed sanitary conveniences ,
laundry buildings and slop sinks; the proposed method of
sewage disposal or removal and the plan for water supply and
lighting. A typical plan for proposed camp cottages , toilet
and wash room and laundry shall be filed for future reference.
Section 4.
All' land used as a tourist camp shall be located on well
drained sites of ample size, free from heavy or dense growth
of brush or weeds. The land shall be free from marsh and shall
be graded to insure rapid drainage during and following rain.
' Section 5.
Each site used as a tourist camp shall be provided with an
ample and adequate supply of water of safe sanitary quality,
approved by the Board of Health. Where water from other sources
than that of the municipal supply is proposed to be used, the
sources of supply shall first be approved by the Board of
Health.
Section 6 .
Each tourist camp shall be provided with safe and adequate
provision for the collection and removal of garbage and shall
provide a proper and acceptable sewer system either by conn-
ection to a municipal sewer system, where such is available,
or to septic tanks; all of which shall comply fully with all
laws , ordinances and/or requirements prescribed by the Board
of Health.
Section 7.
Each unit in any tourist camp upon which a tent, tent house,
camp cottage, trailer or house car is erected or placed shall
not be less than 4-Ox 50 feet in area clearly defined by markers
in each cormer and no single family cottage used for living
or sleeping quartwrs shall be less than 280 square feet or
less than 14 feet wide at its narrowest point or less than
7 feet high from floor to plate or shall have less than 27
square feet of ventilating opening or windows properly and
fully screened.
Section 8.
Each cottage site or location shall be well drained and the
floor of each cottage shall be raised not less than four inches
above the ground level to permit free and uninterrupted vent-
ilation. If floor be of wood it shall be raised not less than
12 inches above the ground level.
Section 9.
The roof cover of each cottage shall extend sufficiently
beyond the exterior wall line so that all roof water shall
fall free of walls.
Section 10.
No cottage shall be erected or placed upon any site at less
distance than 15 feet from any other building or cottage.
Section 11.
No trailer or camp car shall be located on any site where
there is less than 15 feet between the trailer or camp car
and other buildings , trailers , or camp cars included in the
camp area and no cottage site or location of trailer or camp
car site shall be placed or erected within less than q0 feet
from the property line separating the camp from adjoining
property, measuring from the nearest point of the cottage
site or location, tr:�iler of camp car site. No tourist camp
abutting any public street, avenue , boulevard, terrace , court,
or place shall locate any tent, tent house, or cottage site
or locate trailer camp car site beyond the established line
set and agreed upon and in no case closer than 20 feet to
such street, avenue, boulevard, terrace , court , or place.
Section 12.
Roadways or driveways shall be provided not less than 25 feet
in width, well marked in the day time and lighted at night.
Said roadways, or driveways to be so located that each unit
of the camp is easily accessible. Said roadways or driveways
shall be so constructed that a dust nuisance will not be
created. All entrances and exits from the camp shall be well

marked and so arranged that they will be easily controlled
and supervised.
Section 13.
Each camp upon which two or more tents , tent houses , camp
cottages , trailers or camp cars are erected or placed and
where private conveniences for each site or cottage are
not provided shall provide at locations hereinafter defined,
toilets , urinals , wash basins , slop basins , showers , or baths ,
water faucets or spigots in accordance with the following:
(a) One toilet or stool for each unit.
(b) Each toilet room provided for men shall have in
addition urinal stalls.
(c) Each toilet room shall be provided with one lavatory
or wash basin for every five toilets or fraction thereof.
(d) One shower or bathtub shall be provided for each
sex for each 10 units or fraction thereof.
(e) All Toilets , basins and showers , shall be placed
in properly constructed buildings conveniently
located as to .each cottage or unit.
(f) Buildings shall be well lighted at all times ,
day or might , well ventilated with screened open-
ings , and constructed of such moisture-proof
material as shall permit rapid and satisfactory
cleaning , scouring and washing.
(g) The floors shall be of waterproof material elevated
not less than four inches above grade Pnd each floor pro-
vided with floor drains.
(h) Slpp sinks or basins with water supply over
shall be provided to serve each seven units and
shall be constructed in accordance with design,
size and material approved sty the Board of Health.
Section 14.
Each tourist camp shall be under the direct management of
the owner or licenses or his agent or representative for
whose acts he or they shall be fully responsible. The names
of the person entrusted with the direct management of the
camp shall be filed for reference with the Board of Health
and with the Police Department of the Town of Southold.
Such person or persons must be of good reputation and character
and shall satisfy the public authority of their experience
and capacity to supervise, manage , regulate , control and
maintain good order in the camp.
Section 15.
Each tourist camp shall be provided with a building to be
known as the office in which shall be kept copies of all
records pertaining to the management or supervisor of the
camp , such records to be available for inspection by the
Board of Health or �y the Police Department.
Section 16.
It shall be the duty of the owner , his agent or manager,
to keep a register of all persons accommodated in the camp,
said register to include the names of all persons , their
home addresses , the registration numbers and description of
their automobiles or other vehicles ; to prescribe rules . and
regulations for the management of the camp; to make adequate
provision for the enforcementofsuch rules; to subscribe to
and adopt such general rules and regulations which may be
hereafter adopted for the management of such camps .
Further , it shall be the duly of the owner , his agent or
manager to:
�a) Provide for regular inspection of the water and
the sanitary conveniences .
(b) Provide for the collection and removal of garbage
or other waste material.
(c) Prohibit the placing or storage of unsightly
material or behicles of any kind.
(d) Provide for the regular cleaning, Painting ,
repairing 3 disinfecting of all buildings , and
le) Provide at least one 22 gallon soda and acid
fire extinguisher , or its equivalent, for each 5 units , so
1Qcated that all units shall be within 200 feet of an
ext ingui s4'3�.
(f) Take such other measures as may be deemed to be
necessary by the Board of Health to preserve the health,
comfort , and safety of all persons residing in the camp and
the general public.
(g) Cause each dog, cat , or other pet animal to be
kept under control at all times , either by being tied up
or confined in proper enclosure.
(h) Repot to the Board of Health all cases,- of
communicable disease or suspected cases of communicable
disease affecting any occupant of the camp.
(i) Report immediately to the public authority all
acts of disorderly character committed by any person or
persons inside the camp; and
(j ) See that copies of Standard Rules and Regulations
shall be prepared and posted in conspicuous locations
throughout the camp.
Section 17.
Each tourist camp shall clearly indicate one or more .en-
trances and exits the use of which shall be enforced.
Where it is established by complaint of adjoining property
owners that their property is being trespassed upon by
inmates of any tourist camp:,. it shall be the duty of the
owners , manager or other person responsible + to provide
fence or other effective barrier to insure such owners of
adjoining property protection against trespassing.
Section 18. CD
The provisions of this ordinance shall be in addition to
and supplementary to the provisions of all other ordinances
of the Town of Southold and where there is any conflict be-
tween the provisions of this ordinance and any other ordin-
ance, then -the ordinance providing the stricter regulation
shall prevail.
Section 19.
On every Trailer Camp a suitable planting not less than
five ( 5) feet high, sufficient to screen the Trailer Camp
from view shall be erected along all lines of public lands
and publihc highways and such fence shall be not less than
ten (10) feet from such public lands or highiaay lines .
Section 20.
On receipt of any application fora permit, other than a
renewal under this article the Town Clerk shall cause a
notice of public heari.nf thereon specifying the time and
place thereof tft be published once in the newspaper pub-
lished in the Town at least 10 days before the day of the
hearing.
Section 21.
This ordinance shall not apply to any territory included
within the limits of the incorporated village of Greenport.
This ordinance shall not apply to any tourist camp, unit,
camp cottage, or house trailer camp in operation on or be-
fore July 1, 1953.
Section 32.
Any person, firm or corporation who shall violate or fail
to comply with any of the provisions of this ordinance,
shall be guilty of a misdemeanor and shall upon conviction
be punishable by a fine of not less than $50.00 nor to
exceed $100.00 or by imprisonment for a term not exceed-
ing six months or by both such fime and imprisonment.
Each day that a violation is permitted to exist shall con-
stitute a separate offense.
EFFECTIVE DATE
This ordinance shall take effect upon publication and post-
ing as required by Law.
