The Organization Meeting of the Southold Town Board was held
at the office of Supervisor Morman E. Klipp at Greenport, on
Tuesday, January 6, 1953. The meeting was called to order at
1:30 P.M. with the following present: Supervisor Klipp; Justices
Terry, Tuthill, Albe--tson and Clark; Town Superintentent of
Highways i'rice; Town .Attorney Terry and Town Clerk Booth.
The Board sat at once as a committee on Audit to examine claims
against the Town concluding the audit work at 2 P.M.
Move by Justiec Albertson; seconded by Justice Tuthill:
RESOLVED: - That the minutes of the previous meeting be and hereby
are duly approved as read.
Vote of. Town Board: Ayes- Supervisor Klipp; Justices Terry,
Tuthill, Albertson and Clark.
Moved by Justice Albertson;: seconded by Justice Clark:
RESOLVED: That Town Officials that desire to attend the annual
meeting of the Association of 'owns of the State of 4w York,
to be held at New York, N.Y. on February 4, 5 and 6, 1953 , be
and hereby are authorized to attend, and be it further
RESOLVED: That the necessary expenses incurred while attending
said meeting is a legal charge against the Town.
Vote of Town Board: Ayes-Supervisor Klipp; Justices Terry,
Tuthill, Albertson and Clark.

RESOLVED: That Supervisor Norman E. Klipp be designated to
represent the Town of Southold at the Annual Meeting of the
Association of Towns of the State of New York, to be held at
New York, N.Y. , on February 4, 5 and 6, 1953 , and to cast the
vote of the aforesaid Town, pursuant to Section 6 of Article
111 of the Constitution and By-Laws of said Association, .and
that. Justice Harry H. Terry be designated as Alternate to cast
the vote of said Town in the absence of Supervisor Klipp.

RESOLVED: That Rensselaer G. Terry, Jr. , 'Town Attorney and
Edwin S. Conklin , Building Inspector for the Town of Southold,
be and they hereby are authorized to attend a conference of -he
New York State Building Code Commission to be held at New York,
N.Y. , on Wednesday, February 11 , 1953 , and be it further
RESOLVED: That Rensselaer G. Terry, Jr. and Edwin S. Conklin,
be reimbursed for their necessary and actual expenses incurred
while attending said meeting.

RESOLVED: That in accordance with Section 197 of the Town Law
the Supervisor be authorized to advertise for sealed proposals
for furnishing all materials and doing all work necessary for
the performance according to specifications of a contract to be
let by the Town of Southold for construction of a garage at. the
Town Dump, located at Cutchogue, and be it further
RESOLVED: That the sealed proposals will be received at the
office of the Supervisor in Greenport, at 2:00 o 'clock P. M.
on January 20, 1952, and will be considered publicly at that
time.

A communication was read from the Mattituck Chamber of Commerce
requesting the Town Board to have three street lights on Pacific
Street changed from 100 c. p. to 250 c. , p.

RESOLVED: That the Town clerk be and he hereby is directed to
request the Long island Lighting Company to change the street
lights on poles No. 3 , No . 5 and No. 7 from 100 c. p. lights to
250 c.p. lights on Pacific Street in the Mattituck Lighting
District.

RESOLVED: That Performance Boad No. 93643 issued by the New
Amsterdam Casualty Coi}pany in the sum of $12,800.00 on behald
of N. B. King & Co. , Inc. be and the same is hereby approved
as to its form, sum, manner of execution and surety therein.

RESOLVED: That the Southold Town Board approves the action
of the Commissioners of the Fishers Island Ferry District on
entering into a contract for the purpose of transferand haulage
of U. S. Mail with the Fishers Island Farms , Inc. , Fishers
Island, New York, in the amount of One "undyed Dollars ( 100.00)
per month from January 1, 1953 through December 31, 1953.

RESOLVED: That the Southold Town Board approved the action of
the Commissioners of the Fishers Island Ferry District on enter-
ing into a contract for the purpose of transfer and haulage of
U. S. Mail with John Kaletchitz, Groton, Connecticut , in the
amount of Forty-five Dollars ($45.00) per month from January
19 1953 through December 31, 1953 .

RESOLVED: That the Southold Town Board approves the action of
The Commissioners of the Fishers Island Ferry District in enter-
ing into a contract with Robert G. Williams , 56 State Street,
New London, Connecticut, for accounting services from a period
starting January 1, 1953 , through December 31 , 1053 , in the
amount of Forty-five Dollars ($45.00) per day for services
rendered exaninl.ng accounts in the office of Robert G. Williams
and Fifty Dollars ($50.00) per day for services .rendered exam-
ining accounts in the offices of the Fishers Island Herry District
located at Fishers island , New York.

RESOLVED: That the Police Report for the month of December
be accepted by the Town Board and placed on file.

RESOLVED: That General Bills in the sum of $59846.38, Lighting
District Bills in the sum of $1,377.37, Town Trustee Bills in
the sum of $80,00, Fishers Island Ferry District Bills in the
sum of 68,322.36, Fishers island Refuse and Garbage District in
the sum of $773.00, be and the same are hereby ordered paid.

RESOLVED: That on the recommendation of the Superintendent of
Highways , the salaries of the employees of the Town Highway

as of January 5, 1953.

WHEREAS , It is required by Section 27, Subdivision 1 of the
Town Law that the Town Board fix the salaries of all Town
elected officers at an amount not in excess of the amounts
respectfully specified in the notice of hearing in the pre-
liminary budget , published pursuant to Section 113 of ,the Town
Law, now

WHEREAS , It is required by Section 148 of the Education Law that
a local Historian shall .be appointed by the Supervisor of a Town,

WHEREAS , The Supervisor has appointed Wayland Jefferson to act as
Town Historian, now therefore be it
RESOLVED: That Wayland Jefferson be 'compensated while acting in
such capacity in the amount of Four Hundred Dollars ($400.00)
per year , payable in regular monthly payments , and be it further
RESOLVED: That the expenses incurred per year by the Town Historian
in the performance of his duties be paid by the Town in an amount
not to exceed One Hundred Dollars ($100.00 per year, and be it
further
RESOLVED: That the Town Clerk be instructed to file such certif-
icate with the proper parties as is required by Section 30, Sub-
dividion 3 , of the Town Law.

WHEREAS, It is required under Section 303 of the Multiple Resident
Law that a Building Inspector. be appointed, now therefore be it
RESOLVED: That Edwin S. Conklin-be and hereby is appointed' Build-
ing Inspector for the Town of Southold until January 1, 1954, and
be it further
RESOLVED: That Edwin S. Conklin be compensated for such services
in the .sum of Eighty-five Dollars ($85.00) per month, payable
in regular monthly payments ,and be it further
RESOLVED: That this appointment take effect as of January 1 , 1953
and be it further
RESOLVED: That the Town Clerk be instructed to file such certif-
icate with the proper parties as are required 'by Section 30, Subd-
division 3 of the Town Law.

and that these salaries be paid in regular semi-monthly payments

Subdivision 3 , of the Town Law.

WHEREAS, Section 22b of the Town Law allows the Town Board of
any Town having more than one assessor to establish the office of
Chairman of Twon Assessors who in addition to hes regular duties
shall perform such services in connection with assessment and
taxation of property for state, county, and town purposes as the
Town Board shall direct, now therefore be it ,
RESOLVED: That RAYMOND W. TERRY, ,be and hereby is designated to
hold the office of Chairman of the Town Baord of .Assessors until
the first of January next succeeding such designation all in
accordance with 22b of the Town Law, and be it further
RESOLVED: That the compensation for such appointment be- fixed
at $800.00 per year, payable in regular monthly payments.

—WHEREAS, Section 64 of the Town Law requires the Town Board to
designate by resolution banks of this State in which the Supervisor
or any other officer of the Town shall deposit all monies coming
into their hands by virtue of their offices , and
WHEREAS , The Town Board may require any Bank so designated to
deposit with such Board ,the Bonds or Certificates of the United
States of the State of New York or any County, Town, City,
Village or School District of the State of New York as security
for funds so deposited but such bonds or certificates shall be
subject to the approval of the Town Board and shall be deposited
in such place and held under such conditions as the T own Board
may determine, now therefore, be it

WHEREAS': Section 62 of the Town Law requires that every Town
Board shall meet on or after the 28th day of December, butt not
later than the 31st day of December, in each year, and
WHEREAS: There is no other time specified by law when meetings
of the Town Board of a Second Class Town should be held, now
therefore be it
RESOLVED: That the Supervisor be and hereby is empowered to call
all meetings of the Town Board as may be required for the best
interest of the Town, and be it further
RESOLVED: That the Supervisor designate Tuesday as the day of the
week for calling such meetings , and be it further
RESOLVED: That each member of the Town Board be given at least
2 days notice in advance of such meeting, notice to contain the
time and__place where such meeting is to be held.

RESOLVED: That the Assessors of the Town of Southold who use
their own automobiles in the performance of their duties for
the Town will be compensated for the use of such automobiles
in the amount not to exceed Eight Cents U.08) per mile.

RESOLVED: That the Suffolk Times , Greenport, New York, and the
Long island Traveler-Mattituck Watchman, Southold, New York,
be and hereby are designated as the official newspapers to
publish the notice of the Receiver of Taxes that he is in re-
ceipt of such tax and assessment roll and warrants , and that t`ihe
taxes and assessments therein may be paid to -he Receiver of Taxes
at the times and with penalty other than his principal office when
and where he will attend for the receipt of Taxes and asessments
inaccordance with Section 22 of the Suffolk County Tax Act. °§

The following members of the Town Board are assigned by 'the Super-
visor to the following committees:
Parks , Beaches and recreation Judge Clark & Judge Tuthill
Inland Waterways Improvement Judge Clark & Judge Tuthill
Police Judge Albertson & Judge Clark
Taxation & Finance Judge Albertson & Judge Terry
Highway Judge Terry & Judge Tuthill
Supervisor Klipp - Ex Officio member of all Committees.
Within sixty (60) days after the close of the fiscal year the
Treasurer of each Fire District shall file in the office of the
Town Clerk and. the State Comptroller a financial statement setting
forth in detail the receipts and expenditures of the Fire District
for the previous fiscal year. (Section 181 of the Town Law) .

On or before the 1 5th day of January in each year the Commissioners
of each Improvement District shall file with the Town Clerk a
financial report for the presiding fiscal year. (Section 215,
Subdivision 9, of the Town Law) .
The Town Clerk should advise the Town Board as to existing con-
tracts , for lighting, garbage collection, fire protection, water
supply, and also leases of any property rented by the Town, and
specify the date of expiration of such contracts . (Section 64,
Subdivision 2 and 19, Section 183 , 181+ .and 198, Subdivision 6,
79 8 and 9 of the Town Law. )
The Town Clerk should supply th the Executive Secretary of the
Association of Towns at the Hotel Ten Eyck, Albany, New York, a
correct list of the flames and addresses of all Town Officers and
the Supervisor should advise the members that he, the Town Clerk,
Justices of the Peace Superintendent of Highways , Assessors ,
Welfare Officer, and �he Town Attorney will receive copies of
meetings , bulletins , issued by the Town and "ounty Officers Train-
ing School on subjects of interest and importance to various officers .
