HomeMy WebLinkAboutTB-11/06/1952 MEETING OF NOVEMBER 6, 1952. The Southold Town Board met at the office of Supervisor "orman TeT". Klipp at Greenport, on Thursday, November 6, 1952. The meet- ing was called to order at 1:30 P. M. with the following present: Supervisor Klipp; Justices Terry, Tuthill, Albertson and Clark; Town Superintendent of Highways Price; Town Attorney Terry and Town Clerk Booth. The Board sat at once as a committee on audit to examine claims ag ainst the Town concluding the audit work at 2 P.M. - Moved by Justice Albertson; seconded by Justice Terry: RESOLVED: That the minutes of the previous meeting be and hereby are duly approved as read. Vote of Town Board: Ayes- Supervisor Klipp; Justices Terry, Tuthill, i Albertson and Clark. Moved by Justice Tuthill; seconded by Justice .Albertson:: RESOLVED: That the regular monthly meetinf of this Board be held at the office of the Supervisor at Greenport, on Thasday, Nov. 25, 1952, at, 1:30 P.M. Vote of..Town Board: Ayes-Supervisoo Klipp; Justices Terry, Tuthill" Albertson and QlarR. The Public Hearing on the preliminary,.- budget was formally open- ed by the Supervisor at 2:00 O'clock P.M. in .accordance with the notice published in the newspapers of the town, required by Section 113 of the Town Law. The Supervisor read the call of the Hearing and as there were no interested persons having appeared before the Board to speak either for or against any of the items in the proposed budget, the hearing was duly closed at 2:30 P.M. RESOLUTION OF TOWN BOARD ADOPTING ANNUAL BUDGET WITHOUT AMENDMENT WHEREAS, the Town Board of the Town of 0outnold has met at the time and place specified in the notice of public hearing on the preliminary budget and heard all persons desiring to be heard thereon; now, therefore, be it RESOLVED: that the Town Board of the Town of Southold does hereby adopt such preliminary budget as originally compiled, as the annual budget of this Town for the fiscal year beginning on the 1st day of `!anuary, 1953 , and that such budget as so adopted be entered in detail in the minutes of the proceedings of this Town Board, and be it further RESOLVED: That the Town Clerk of the Town of Southold shall prepare and certify, in duplicate, copies of said annual budget as adopted by the Town Board of the Town of aouthold, together with the est- imates , if any, adopted pursuant to Section 202-a, subd. 2, of the Town Law and deliver one copy thereof to the Supervisor of this Town to be presented by him to the Board of Supervisors of the County of Suffolk. RESOLUTION OF TOWN BOARD APPROVING .ANNUAL BUDGET AND CALLING PUBLIC HEARING THEREON RESOLVED: That this Town Board does hereby prepare and approve as the preliminary budget of this Town for the fiscal yeafr beginning on the lst day of January, 1953 , the itemized statement of estim- ated revenues and expenditures hereto attached and made a part of this resolution, and be it FURTHER RESOLVED:. That such preliminary budget shall be filed in the office of the Town Clerk where it shall be available for in- spection by any interested person at all reasonable hours and be it FURTHER RESOLVED: That .this Board shall meet at .2ro 'clock�P M on 6th day of November, 1952, for the purpose of holding a public hearing upon such preliminary budget, and be it FURTHER RESOLVED: That the Town Clerk give notice of such public hearing in the manner provided in Section 113 of the Town Law, and that such notice be published in substantially the following form: NOTICE OF HEARING UPON PRELIMINARY BUDGET Notice is hereby given that the preliminary budget of the Town of Southold for the fiscal year beginning January 1st, 1953, - has' been completed and filed in the office of the Town Clerk at Southold, New York, where it is available for inspection by any interested person at all reasonable hours. Further notice is hereby given that the Town Board of the Town of Southold will meet and review said preliminary budget and hold a public hearing thereon, at The Office of the Supervisory Green- port, New York, at 2 11clock P.m. on the 6th day of November, 1952, and that at such hearing any person may be heard in favor of or against any item or items therein contained. Moved by Justice Clark; seconded by Justice Tuthill:: RESOLUTION OF SOUTHOLD TOWN BOARD ADOPTING SPECIFICATIONS FOR COLLEDTION AND DISPOSAL OF GARBAGE .AND REFUSE FOR FISHERS ISLAND GARBAGE AND REFUSE DISTRICT AND INVITING SEALED PROPOSALS FOR CONTRACT. WHEREAS, specifications, estimate of expense and contract for collection and disposal of garbage and refuse for Fishers Island Garbage and- Refuse District have been made and proposed, and filed with the Town Clerk of the Town of Southold, as directed by statute, and have been examined by this Town Board, now, therefore, be it RESOLVED: .that the said specifications, estimate of expense and contract, be and each and everyone of the same is hereby approved and adopted, and be it further RESOLVED: that this Board invite sealed proposals to be submitted to ,it at the Supervisor ' s `'ffice on "outh Street,, Greenport, New York, at any time prior to 2:00 o 'clock P.M. November 25, 1952, f faro the collection and disposal of garbage and refuse in the Fishers Island Garbage and Refuse District in accordance with aforesaid specifications and under said contract, and -that the Town Clerk be , and he is hereby directed to prepare proper notices calling for special proposals , in detail, and cause the same to be pub lished in due form of law, in The Long Island Traveler-Mattituck Watchman, in its issue of November 13, 15-% and in the New London Day, a newspaper published in New London, Connecticut' in its issue of November '13, 1952, and in The Suffolk Times in its issue of November 149. 1952. Jacobi of Louthold9, Nidholas Kouros of I'lattituck and 11obert Dis jarlais of Fishers Island be and they hereby are appointed Dog Enumergtors for the Town, of 6outhold for the year 1953. Van Tuyl appeared before the Board presenting a tentative map of Marion Manor for its approval for sub-division purposes. Moved by Justice Albertson; seconded by Justice Tuthill: RESOLVED: That. pursuant to Section 335 of the Real Property 'Law the Town hoard does hereby approve the tentative map bf Marion Manor, situated at East Marion, Town of Southold, N.Y. owned and developed by Peter Blank and `'ons , for sub-division purposes. Moved by Justice Clark; seconded by Justice Tuthill: RESOLVED: That the Police Report for the month of October be accept- ed by the Town Board and placed on file. Moved by Justice Terry; seconded by Justice Clark: RESOLVED: That General Bills in the sum of $3,230. 55, Lighting District Bills in the sum of 2, 590.36, Fishers island Ferry District Bills in the sum of $16,186.28, be and the same are hereby ordered paid. Moved by Justice Clark; seconded by Justice Albertson: RESOLVED: That the Southold Town Board approves the action of the Commissioners of the Fishers Island �'erry District in entering into a license contract No. DA-19-ENG2055 between the Fishers Island Ferry District and the Department of the Army for a period of one year , beginning October lrjj 1952, and ending September 30, 1953 , in the amount of One Dollar 11.00) payable in advance, for the non- exclusive use of the following described premised for berthing and wharfage purposes : A certain parcel of land together with the Government owned dock, warehouse building and other appurtenances thereto located at the foot of John Street, New London, Connecticut, as shown outlined in red on Exhibit A Plan entitled "Government Dock New London" , Atteched thereto and made a part thereof. .Vote .of Town Board: Ayes- Supervisor Klipp; Justices Terry, Tuthill Albertson and Clark. A petition.was received signed by residents residing on Maple Lane in Southold, stating they found it difficult to safely gain access with their automobiles from Maple Lane to the Main Road due to the parking of automobiles close to the entrance of said Lane. They therefore request the Town "oard to have "No Parking" signs placed a distance of thirty (30) feet west of the intersection of Maple Lane and the Main Road and a distance of Twenty-five (25) feet east of said intersection. The Supervisor was instructed to take the necessary steps to obtain the installation of said signs . A communication was read from Mr. Arthur Joost, President of the Southold Free Library requesting the Town Board to have signs read- ing no Parking"Between Signs" placed on each side of the Library driveway as it is difficult to use the same owing to the fact that so many automobiles park in front of it. The Supervisor was instruct- ed to take the necessary steps to obtain the installation of said signs. Adjournment was at 4: 20 P.M. Ralph P. Booth Town Clerk l �
