HomeMy WebLinkAboutTB-10/07/1952 MEETING OF OCTOBER 7, 1952 The Southold Town Board met at the office of Supervisor Norman E. Klipp at Greenport, on Tuesday, October 7, 1952. The meeting was called to order at 1:30 P.M. with the following present: Supervisor Klipp; Justices Terry, Tuthill, Albertson and Clark; Town 1uperintendent of Highways Price; Town Attorney Terry and Town Clerk Booth. Supervisor Klipp advised the Board that he had received a communication from the North Fork School Boards Association, that at their last meet- ing they. had voted that a committee, consisting of one member from each School District in the Town of Oouthold, be authorized to meet with the Southold Town Board and discuss with them ways and means of enforc- ing traffic laws relative to the passing of stopped school buses. The committee that attended consisted of Oscar. Goldin and Reginald Hudson of the Freenport School Board and Mrs. games Wheeler of the Bay'-View School Board. Mr. Goldin acted as spokesman for the group and indicated to the Board that most of the violat6rs., in so far as the passing of school buses was concerned, came from' the Orient School District. Mrs . Wheeler indicated to the best of her knowledge that everything was running smoothly in so far as her district was: concerned. Mr. Goldin further indicated that Greenport School district and Orient School District were somewhat dissatisfied with their Schocl Traffic Officers. The Supervisor advised the committee that he had personally followed the Orient School Bus and found, as did the driver of the bias , that the signal lights were not functioning properly, and following motor- ists had no knowledge of when the school bus was about to stop. The Supervisor stated he would take up the matter of the Orient School Officer with the Orient School Board or Principal, and Mr. Goldin indicated he would further advise the Supervisor on the matter of the Greenport School Officer after, he had met with his Board. Mr. Oscar Goldin appeared before the Board as a Village Trustee of the Village of Greenport, and requested that the Town Board rescind their opposition to the establishment of a laboratory on Plum Island for combating Hoof and Mouth Disease. The Supervisor adked Mr. Goldin on what grounds he made the request, and Mr. Goldin stated that the Village Board, who took action in favor of the establishment of the . la'botatory, had received no criticism of their action. The Supervisor advised Mr. uoldin that officially the Town i'oard had not received any criticism of their action in opposition to the laboratory and Mr. Goldin _ was the first one to appear officially. Mr. Goldin further stated that the information he received from the U. S. Department of Agriculture indicated that those who had signed petition in favor of the establish- ment of the laboratory were far in excess of those that had signed petitions in opposition. The Supervisor informed Mr. Goldin that "the report of Mr. Miner , who conducted the hearing and which report was.. submitted to the Secretary of Agriculture was in the exact reverse of Mr. Goldin' s Statement. The Board sat as a committee on audit to examine claims against the Town concluding the audit work at 2:30 P.M. Moved by Justice Terry; seconded by Justice Albertson: RESOLVED: That the minutes of the previous meeting be and hereby are duly approved as read. Vote of Town Board: Ayes- Supervisor Klipp; Justices Terry, Tuthill, Albertson and Clark. Moved by Justice Terry; seconded by Justice Tuthill:: RESOLVED: That the Town Clerk be and he hereby is directed to request the Long Island Lighting Company to install two additional aerial street lights in the Orient Lighting District , one light to be placed on pole #8 and one light to be placed on pole #9 on Oyster Ponds Lane. Vote of Town Board: Ayes- Supervisor Klipp; Justices Terry, Tuthill, Albertson and Clark. Moved .by Justice Albertson; seconded by Justice Clark: RESOLVED: That the regular monthly meeting of this Board be held at the office of the Supervisor at Greenport , on yuesday, Oct. 21, 1952, at 1;30 P.M. Vote of Town Board: Ayes- Albertsonrand1L'larkustice Terry, Tuthill, Supervisor Klipp read the report of Town Attorney Terry in reference to the seminar which he attended in Albany, New York, in relation to the organization, administration and enforcement of the f"iultiple Resi- dent Law. After discussing the matter, the Supervisor ;was. instructed to communicate with Senator Mitchell indicating that, ,,the Town of Southold desires the Appeal Board be set up on a Town level rather than a County level. .. f The Supervisor read a resolution adopted by the Commissioners of the Fishers Island Ferry District relative to the( purchase of a dock sit- uated at New London, Conn. , and owned by the Fishers 1sland' Farms , Inc. After considerable discussion of the matter i/t was Moved by Justice Albertson; seconded by Jus,/ice Terry: RESOLVED: That the Town Board does hereby -'appoint a committee consist- ing of Supervisor Klipp and Justice Clark to make such investigation as they deem necessayy in order to determine the condition of said dock and the advisability of its prrchase , and to report upon the result of their investigation at the next meeting of the Board. Moved by Justice Terry; seconded by Justice Clark: RESOLVED: That General Bills in the sum of $3 ,63 5.85, Lighting District Bills in the sum of $1 58.93 , Fishers . sland Ferry District Bills in the sum of8,006.04, Town Trustees Account Bills in the sum of $25.00 be and the same are hereby ordered paid. Vote of Town Board: Ayes- Supervisor Klipp; Justices Terry, Tuthill and Clark. Moved by Justice Clark; seconded by Justice Terry: RESOLVED: That the "olice Report for the month of September be accepted by the Town Board and placed on fild. Vote of Town Board: .Ayes- Supervisor Klipp; Justices Terry, Tuthill, and Clark. Moved by Justice Clark; seconded by justice Tuthill: RESOLVED: That Chief of Police Otto L. Anrig be and hereby is authorized to attend the F.B.I '.Convention to be held at Bear Mountain, New York, on October 16, 1952. Vote of Town Board: Ayes- Supervisor Klipp; Justices Terry, Tuthill and Clark. Moved by Justice Tuthill; seconded by Justice Clark. RESOLVED: That this Town Board does hereby prepare and approve as the preliminary budget of this Town for the fiscal year beginning on the lst day of January, 1953, the itemized statement of estimated revenues and expenditures hereto attached and made rya part of this resolution, and be it FURTHER RESOLVED: That such preliminary budget shall be filed in the office of the Town Clerk where it shall be available for inspection by any interested person at all reasonable hours , and be it FURTHER RESOLVED: That this Board shall meet at 2 o 'clock P.M. on the 6th day of November, 1952, for the purpose of holding a public hearing upon such preliminary budget, and be it FURTHER RESOLVED: That the Town Clerk give notice of such public hear ing in the manner provided in Section 113 of the Town Law, and that such notice be published in substantially the following-form: NOTICE OF HEARING UPON PRELIMINARY BUDGET Notice is hereby given that the preliminary budget of the Town of Southold for the fiscal year beginning January 1st, 1953 , has been completed and filed in the office of the Town Clerk at Southold, New York, where it is available for inspection by any interested person at all reasonable hours.
