The Southold Town Board met at the office of the Supervisor, Lester M.
Albertson, at Greenport, on Tuesday, July 25, 1961, at 3: 00 P.M. with the
following present: Supervisor Albertson; Councilmen Demarest and Grath-
wohl; Justices Tuthill; ..-Supt::...:.of Highways Price; Town Attorney Tasker an
Town Clerk Richmond.
Moved by Councilman Demarest; seconded by Justice Tuthill:
RESOLVED: That the minutes. of. July 11, 1961, be and they .are hereby duly
approved. Vote of Town Board: Ayes-Supervisor Albertson; Councilman Dem-
arest and Grathwohl; Justice Tuthill.
Moved by Justice Tuthill; seconded by Councilman Grathwohl;
RESOLVED: That the next monthly meeting of the Town Board will be .held at
the office of Supervisor Lester M. Albertson at 16. South Street, Greenport,
N.Y. on Tuesday, August 8, 1961, at 3:00 P.M.

Grathwohl; Justice Tuthill .
Moved by Councilman Demarest; seconded by Councilman Grathwohl:
WHEREAS, ::.the Supervisor has received a letter from the Honorable Robert
R. Barry, Congressman from the Twenty-seventh District of New York, advising
the Town that the Federal Government on Nov. 3, 1960, made a ruling which
.would classify as the public domain all islands formed offshore by tidal
action, storms or shifting currents, and
WHEREAS, it is the opinion of this Board that such an order is adverse to
the interests of the people of the Town of Southold, and
WHEREAS, Congressman Barry has stated that he will intercede with the
federal government to rescind the aforesaid ruling,
NOW, THEREFORE, BE IT RESOLVED: That the Town Board hereby goes on record
as opposing the aforesaid ruling of the federal government and hereby
authorizes Congressman Barry to take such steps as he deems necessary
to rescind the order of the federal government of Nov. 3, 1960, the effect
of which was to classify as 'the public domain all islands formed offshore
by tidal action, storms or, shifting currents.

RESOLVED: That the Auxiliary Police report for the month of June be
accepted by the Town Board and placed on file.

Moved by' Justice Tuthill; seconded by Councilman Grathwohl;
RESOLVED: That the Town Board make its official visit to Fishers Island
on Tuesday, August 15, 1961, The Supervisor is hereby authorized to pro-
vide transportation. The boat will leave Greenport dock at 9 AM.

,Grathwohl; Justice Tuthill.
Moved by Councilman Grathwohl; seconded by Councilman Demarest:
WHEREAS, the residents of Deep Hole Creek have requested the Town Board
to regulate the speed of boats in Deep Hole Creek, Mattituck, N.Y. , and
WHEREAS, the Town Board has investigated the boat operations in Deep Hole
Creek and is of the opinion that in the interest of safety the speed of
boats should be limited in said area, now, therefore, be it
RESOLVED: That no person shall operate a boat in the waters of Deep Hole
Creek at Mattituck, N.Y. at a speed greater than 5 miles per hour and it
is further
RESOLVED: ' That the Supervisor be and he hereby is authorized to cause
notice of such speed limit to be posted in pppropriate places in said
Deep Hole Creek. Ayes

It was decided by the Town Board to hold a joint meeting with the _.
Planning - ard, and the Board of Appeals on August 16, 1961 at-,7s30..
P.M. at the Town Clerk' s Office,. pouthold; New York.
A letter was received from the U. S,. Army Engineers advising the Town
Board that the residents of Captain Kidd Estates, Mattituck, N.Y. have
requested permission to place a. swimming net in Long Island ,Sound. The
Town board has no objection.
A letter was received from the Tteasurer. of the Southold Park. District
concerning property adjacent- to a Town parking area in Southold Village.
A'.petition. was' received ,from-43 members of the residents . of. Southold.
Town requesting that a temporary boat launching ramp be placed on the
south end of First Street, 'New Suffolk, . N.Y. until such time as a perm-
anent ramp may be constructed east of Jackson Street. The Supervisor
was directed to make the necessary arrangements for such a ramp with
the thought ,' mind that perhaps mesh pads might be used for 'temporary
installations.
A letter was received from Nassau Farm Assoc. Cutchogue, NY thanking
the Supervisor for his assistance in connection with the recent opening
of Little Creek by the Mosquito Control-. Commission, also asking .the
Supervisor to consider further improving conditions at Little. Creek
as part of future work which may be done at Nassau Farm Causeway.
The matter of the hydrant agreement contract between the Town of
Southold and the Village of Greenport was .discussed with the Town.,
Attorney. It was decided by thb Board that .a clause should be included
in said contract providing for the clearing of ice, snow, weeds, brush
etc. from the fire hydrants by the Village of Greenport.
A letter was received from C. H. Wicklam, ,Mattituck, N.Y. concerning.
conditions on Suffolk Avenue, Mattituck, N.Y. This letter was referred
to the Highway Ccbmmittee for study and recommendations.
The Town Board was asked to consider participation in a plan to connect
existing water mains west of Southold Town Beach with existing water.
main 'east of the Town 'Beach. After descussion it was agreed that the .
Town is interested in such extension but the matter o:9 the rate to .be
changed should be further considered before any contract is .entered. into.
A letter was received from Brushes. Creek Property Owners Ass'n. request-
ing that the Board investigate the placing of wings and piling attached
to a private bulkhead belonging to R. Fulcher at the mouth of Brushes .
Creek. The Supervisor was directed to make necessary inquirie.s-- and .effort
to determine the facts regarding the situation.
An application by Leander ,Papson to the Copp. of Army Engineers -to
conttruct a pier in the vicinity of East Marion was discussed and the
Board voiced no objection.
A letter was received from Michael Marchean, Southold, N.Y. requesting
that a dead tree across from his home be removed. This letter was
referred to the Supt. of Hdbghways for appropriate action. .
