The meeting was called to- order at 3: 00 P.M. with the following present: Supervisor Albertson; Councilmen Demarest and Grathwohl; Justice`.lTuthill; Supt. of Highways Price; Town Attorney Tasker and. Moved by Councilman Demarest; seconded by Justice Tuthill; WHEREAS,- it .has been .brought to the attention of the Town Board that the "Building Zone Ordinance. of .the Town of- Southold makes no .provision.'for the use of land for cemetery purposes except in the "C"" Industrial Dist. and WHEREAS, this Board believes that cemeteries should be . a permitted use in the "A" Residential and Agricultural District. as well as the other , . „use districts as a special . exception by the .Board of Appeals, NOW, THEREFORE, BE IT RESOLVED: .That the Building Zone .Ordinance of the Town°'.of Southold be amended as follows: 1. Moved by Councilman Demarest; seconded by Justice Clark: WHEREAS, the Commissioners of the Fishers Island Ferry District wish to enter into a bareboat charter . for use. of the ,MV.Yankee with the .Inter- state Navigation Company for a period commencing at -7:00 AM on May 15, 1961, ,and ending at 7: 00 AM on'May' 17, 1961, excepting, however, that at the request of the charterer ,it, may be .further extended in all its` form and agreements, such extension to end on or before noon on May''22, 1961, at a lump sum minimum payment of $500.00 to cover the first two (2) days charter and if the charterer shall' elect . to continure the charter thereafter, it, shall pay the owner at the. rate of $200.00 per day for each additional day or part thereof, . NOW, THEREFORE, BE IT RESOLVED: . That the 'Southold Town Board approves of the action of the Commissioners of Fishers Island `Ferry District on entering .into the . contract as above stated with the Interstate Navigation Company. Moved by Councilman Demarest; seconded by Councilman Grathwohl; WHEREAS, the provisions of Chapter 274 of the Laws cE1946, as amended, constituting the "Emergency Housing Rent Control" presently apply to the Town of Southold and that certain classes of housing accommodations in said Town are subject to the controls specified in said chapter, and WHEREAS, a notice in due form .was duly published as required by law, specifying the time when and the place where a public hearing would be held by this Town Board to consider -the adcbption of a resolution request- ing the Temporary State Housing. Rent Commission to decontrol all classes. to housing accommodations in the Town of Southold, and WHEREAS, said public hearing was duly held at the Supervisor 's Office, 16 South Street, Greenport, N.Y. .at 3r3'0. P:M. on June 6, 1961, . and at that time all persons wishing to be heard thereon were duly heard NOW, THEREFORE, BE IT RESOLVED AND DETERMINED: That no serious public emergency exists .in the housing of any considerable number of persons within the Town of Southold; that no acute shortage of dwellings exists in said Town; that control and regulations of residential rents and evict- ions areyl no longer needed to prevent disruptive practices, inflationary pressure and other seriousthreats to the public health, safety and general welfare of said Town and that it is now in the public interest that all classes of housing accommodations in the Town of Southold-be decontrolled_ and that the provisions of said. "Emergency Housing Rent Control Law" should no longer apply to any class of housing accommo- ., dations in said .Town. BE IT FURTHER RESOLVED: That the, Town Board of the Town of Southold hereby respectfully requests the Tempory State Housing Rent Commission to decontrol all classes of housing. accommodations in the Town of Southold so that the provisions of said "Emergency Housing Rent Control Law" shall no longer apply to any class of housing accommodations within said Town. Albertson for the' five months ending May 31, 1961, be accepted by the Town-Board and placed on file. Moved by Justice Clark; seconded by Councilman Grathwohl; WHEREAS, the Justice of the Peace. Annual Budget for the .current fiscal .year. exceeds an appropriatidrf-^.of •$1200.00, and WHEREAS,' of such sum so appr�`iated_ $863 .93 remains unexpended to"date, and WHEREAS, after due allowance for stated claims and fiscal expenditures chargable . agairist such appropriation or account., there is an unexpended. . ,.balance in 'said appropriation or account of $863 .93, ' NOW, THEREFORE, BE IT RESOLVED: That $300.00 of said unexpended balance ' be and the same hereby is transferred to Equipment of Justice of Peace Fund, and that the amount. heretofore appropriated for said purposes be and the same hereby is increased in the amount of $300.00. Moved by Justice Clark; -seconded by Councilman Grathwohl; RESOLVED: That the pay rate established for Life Guard, Town of South- old, be and the same is fixed at $1.75 per hour and the gay rate of the assistant Life Guard be' fixed at $1.50 per hour, payable bi-weekly, BE IT FURTHER RESOLVED: That Thomas Breeze be hired as Life Guard and .Henry Frazone as assistant Life Guard at the Town Bo' V for .the summer of 1961, and that they be compensated at the hourlyuvage rates aforesaid. That the Police Report for the month of May be accepted by the Town Board and placed on file. A proposal from Mr. McBride for certain property locatdd adjacent to the Southold Town Dump was presented to the Board by the Supervisor. The Board felt the asking price of $1500.00 was excessive., No action was taken at this time. Estimate was received from R... T. Preston Inc. for extending the bulkhead at Gull Pond, said estimate being• $30.00 per lineal foot. The�Supervisor was directed to contact the firm of P. T. Preston Inc. and to prepare a contract to be acted upon at the next Board meeting. A letter was received from William Collins, Mattituck, N.Y. compliment- ing the Highway Department for work done in that area. A letter was received from the U. S. Army Engineer District, New York, asking permission to dispose of the dredged material to the east of the east Jetty at the entrance . of the inlet at Mattituck Harbor, New York. -There were no objections to this work by the Board.
