The' meeting was called- to order at 3: 00 P.M. .with 'the following present: Supervisor Albertson;: Councilmen Demarest and Grathwohl; Justices Tuthill and Clark; Town Attorney Tasker and Town Clerk Richmond;. Supt.. of Highways Price. Moved by% Justice Clark; seconded by Councilman Demarest: RESOLVED:= That� the minutes of the Special meeting of April 18, 1961, be and they_are hereby duly approved. Vote of: Town Board: Ayes-Supervisor Albertson; Councilmen Demarest' and Grathwohl; Jutices Tuthill and Clark. Moved by Justice Clark; seconded 'by Justice Tuthill;' RESOLVED: That the minutes of the meeting of April 25, 1961, be and they hereby are duly, approved. Moved by Councilman Demarest; seconded by Justice Clark: RESOLVED: _That the next regular meeting of the Town Board will be held at the ``office of Supervisor Lester M. ,Albertson at -16 South Street, Greenport, , N.Y. on Tuesday, May, 23, 1961'. at 3:00 P.M. Demarest, Sr. , for a tract of vacant land situated and being at Orient, Town of Southold, N.Y. and bounded 'as follows: North" by Narrow River Road; East' Eby land now or formally of John -Brown; South by Hallocks Bay; West by land now or formally of the estate of . George E. Edwards for use of a town parking area, and boat. 'landing for a term commencing the first day of May, 1961, and ending -April- 30, 1966 in the-amount of $25 :.00 per year : Provided, however, that either party may ,on the 30th day of April of ,any year 'terminate said lease by giving the ,o-ther party 60 days prior written notice by registered mail a'nd if said ' lease is so terminated, the liability of the parties thereunder for the further performance of the terms, covenants and conditions of said lease shall forthwith cease. Moved 'by ,Justice Clark;' seconded by Justice Tuthill: WHEREAS, the Town Board of the Town of Southold has visited' and exam- ined West Harbor at Fishers Island and WHEREAS, it has been determined that there is a definite need for deeper water in that area so that those persons engaged in Commercial Fishing and.:other business ventures kay be afforded the use of ex sting.. docks. and properties at ali. tides, NOW, THEREFORE, BE IT RESOLVED: That the 'Town Board of -the Town of Southold does recommend,.' that' the nece,s•sary steps be' taken''by Corps of Army Engineers to dredge the channel�!'inr West• `Harbor' =at; Fishers Island, N.Y. Moved by Councilman Demarest; seconded .by Councilman Grathwohl WHEREAS, - the Universalist Church has requested the present "NO PARKING" signs bechanged.to, "CHURCH ZONE" "SLOW" in Southold in the vicinity of the Universalist. Church and Catholic_ Church:, NOW, THEREFORE, BE IT RESOLVED: That Supervisor Albertson request the State Traffic- Commission to relocate "NO PARKING" "NO STANDING" signs approximately--forty feet eastward, which would afford a safe area :for pickup and dropoff, and' BE IT FURTHER RESOLVED: That a. sign reading "CHURCH ZONE — SLOW" be placed on the Main Road (Route. 25) Southold facing the. eastbound; teaffic, , If this sign- is located just west. of,-;,the Universalist Church it would serve double duty since the Catholic Church is located just beyond the Univers- alist -Church. Albertson, Supervisor, bf the Town of Southold be and he hereby is authorixed to attend Supervisor School at_ Schroon Lake, New York, on June 11, 12, 13 and 14, 1961, and be it further RESOLVED: That the necessary expendes: incurred:while attending said school be a legal charge against the-: Town. Moved by Justice Clark; seconded by Justice Tuthill: WHEREAS, rents in the Town of Southold are presently .controlled under the provisions of the Emergency. Housing Rent Control Law, and WHEREAS, the Town Board is of the belief that there is no longer any shortage of lousing facilities and therefore no necessity for. the con- tinuation of rent ,control in the Town of Southold, and WHEREAS, Section 8592, subdivision 2 of the Unconsolidated Laws of th e State of New York provides that the town on a finding that .decontrolI of rent in the town is warranted and. after a public hearing may request the Temporary State Housing Rent Commission to decontrol housing accom- modations ing the Town, NOW, THEREFORE, BE IT RESOLVED that a public hearing be held by the Town Board at the Supervisor ' s Office, 16 South Street, Greenport, New York, on the 6th day of June, 1961, at 3:30 P.M. on said day on the matter of decontrol of housing accommodations in the Town of Southold, and BE -IT FURTHER RESOLVED, that the Town Clerk cause a notice of said hearing to be published in the Suffolk Times, a newspaper having a general circulation in the town, not less than 20 days prior to the date of said hearing. Albertson :be and he hereby is authorized hnd directed to apply .to the New York State Youth Commission for a renewal of the Recreation Project for the Town of Southold. Councilman Demarest; RESOLVED: That the report of Howard M. Terry, Building Inspector, for the month of April be accepted .by the Town Board and placed on file. Luce. and George L. Penny III have made written.. applic- ation to the Town Board dated the 12th day of.,.April , 1961, to dedicate two cer5tain highways at East Cutchogue, -Town .of Southold, New York, .to be known as LUPEN DRIVE and BI-LLARD ROAD,, being more fully described in said application, together with a release executed by the owners thereof, and WHEREAS, the Highways Superintendent has inspected . said highways and has advised the Town Board that proposed said highways comply with all fesp�rts to the specifications for the dedication of said; Highway -in the Town of 44- Southold, NOW,. .,THEREEORE, BE IT RESOLVED: That in accordance with Section 171 of the -Highway Law of the State of New York, consent be and the same is hereby given to the Supt. of Highways 'to make an order laying out the aforesaid Highways to consist of lands described in said application and shown on certain maps on said application, and BE IT FURTHER RESOLVED: That. hhe Town Clerk be and he hereby is author- ized and directed . to forthwith cause such dedication and release to be recorded .in the office of the Clerk of County of Suffolk. Moved by Justice TUthll;l;seconded by Justice Clark: WHEREAS, a communication was received from the Brushes Creek Property Owners Association Inca requesting some financial assistance from the Town Board in opening the mouth of Brushes Creek, Mattituck, N.Y. NOW, THEREFORE, BE IT RESOLVED: That the Town of Southold contribute half of the cost up to but not to exceed the sum of $300.00 toward .the cost of dredging the mouth of Brushes Creek, in Mattituck, New York, Town of Southold. Vote of Town Board: Ayes-.Supervisor Albertson; Councilmen Demarest and Grathwohl; Justices Tuthill a1d Clark. The Supervisor discussed the State Road conditions at Orient Cuaseway. He stated that he is to contact the State Highway Department for further study of this condition. Justice Henry Clark volunteered to attend the Civil Service meeting at the County Center, Riverhead, New York, regarding Life Guard positions in the Town of Southold, A res6lut6n 'regarding department of probation from Town. Board of Islip was read and filed. Supervisor Albertson reported that arrangments will be made bo have the Town Beaches cleaned for the summer season. Adjournment .was at 3: 55 P.M. Albert W.
