SOUTHOLD TOWN BOARD
JANUARY 6, 1998
WORK SESSION
Present: Supervisor Jean W. Cochran, Justice Louisa P. Evans,
Councilman John M. Romanelli, Councilman Brian C. Murphy, Town
Clerk Elizabeth A. Neville, Town Attorney Laury L. Dowd.
Absent: Councilwoman Alice J. Hussie, Councilman William D. Moore
9:10 A.M. - The Board met with John Raynor, Southold Town Radio
Operator, Assistant Deputy Emergency Management Coordinator and 911
Specialist to discuss the Bell Atlantic request to place several cell
phone antennas on the Town's NYNEX communication tower north of Police
headquarters. In addition to receiving revenue from the lease, other
benefits would be a climate controlled room for town equipment and a
new 60 kilowatt generator. The Board will check with Superintendent of
Highways Jacobs to be sure that loss of this room will not have a
detrimental effect on him. The Town ' Attorney will review the lease and
present it in final form at the next board meeting.
9:30 A.M. - Comptroller John Cushman and Solid Waste Coordinator
James Bunchuck met with the Board to discuss plans for expenditure of
1998 1/4% County Sales Tax revenue. For Discussion Item No. (1)
(Resolution no. 9 was placed on the agenda allocating it for debt service
relating to the hydrogeological Investigation at the landfill.) The
_Board also discussed and finalized an updated list of properties for
acquisition under the Suffolk County Charter Article 12 Drinking Water
_Protection Program. ( Resolution No. 10 was placed on the agenda
pledging the use of these funds.) Solid Waste Coordinator Bunchuck
advised that a grant has been received from Albany under the bond act
for funding in ,the amount of $325,000.00 which was applied for several
,years ago for the tub grinder equipment. This equipment has already
been paid off, but the money can be put into the fund balance. C E D
materials were discussed, the wood is not suitable for landfill capping,
It will settle and cause depressions which will allow pools to develop.
In the future, only concrete, asphalt and brick will be allowed. The
lowering of the tipping fee for C 8 D was discussed because it was said
that contractors are taking It out of town because they feel it is too
expensive to take to our landfill.
10:15 A.M. - Lieutenant Carlisle Cochran, Jr. met with the Board to
discuss the two rapid defibrillation units being offered to the town by
the county.These . units give the jolt to start the heart in cardiac
arrests. All fire departments and ambulances have them throughout the
county. They would be -a tremendous benefit to our police department to
help save lives. The Board agreed, the Town Attorney will review the
agreement when it is received from the county and authorization will be
granted at a future meeting.
10:25 A.M. - Department Report of Building Department, Code
';Enforcement. Edward Forrester, Department Head presented the Board
-,,with their new computer generated report. In 1997 there were 140 new
dwellings, compared to 99 in 1996. In December 1997 there were 66
building permits written, compared to 55 in December 1996. The reason
for this is the state of the economy, there is a lot more money
available. He will be initiating a new house policy when three inspectors
are present, one will remain behind from inspections, to write permits.
The total for 1996 was 697 permits, 1997 was 710. In addition to building
permits, they also handle pre-C.D. requests and foil information
requests. He reported that the . new clerk-typist is _getting up to speed
quickly, as she was formerly a title searcher. He will be instituting a
policy of rotating the inspectors in and out of the office writing permits
and Inspecting on the road. Everyone will have to know everything. He is
looking forward to meeting with the Code Committee, there are some
problems with definitions, uses, and fees. Southold Town is not on par
with the other towns. Fees should cover expenses, currently they do
not. He reported receiving calls regarding enforcement on a regular

basis. He tries to mediate first and feels that he has been very
successful in many cases. Enforcement is a matter of manpower. Ed will
be required to attend 5 weeks of State Mandated Code Enforcement
training within the next 5 months. He will work on .the generation of the
reports to track additional data.
11 :00 A.M. - James McMahon, Executive Assistant reported on the
progress of the Community Development programs. Eleven (11) affordable
homes were closed on in 1997. Contracts have been returned from
NYS, hopefully construction will begin again in the spring. The Suffolk
County Soil and Water Conservation is progressing on the Stormwater
Mitigation Plan for all of the area around Mattituck Inlet. It is hoped
to improve shellfishing by correcting the major pollution coming off the
roads. The boat ramps at Sakippers Lane, Orient, and Sandy Beach
Road, Greenport will be ready for spring. The Suffolk County Parks S
Recreation will be clearing the brush out of the Orient Point Park to make
open fields for use in the spring. Mr. McMahon reported that 12 to 15
homes were rehabilitated at a cost of approximately $20,000.00 per unit.
The Shellfish. Programs were successful last year, 1-2 million clams were
.grown, 5000,000 to 1 million oysters, and 300,000 to half a million
scallops. A clam raft program was coordinated with the Baymens
Association. The tennis courts and playgrounds at Tasker Park were
finally finished. Mr. McMahon reportedon the Youth Bureau/Juvenile Aid
Programs and the New York State Division for Youth Programs. Progress
is also being made on the Arshamomaque Wetlands project and the Fort
Corchaugarea. It is hoped to get some additional funds from the
Suffolk County HUD program for the Franklin Rich property on Peconic
Lane. . The annual. Goldsmith Inlet dredging can be .done this year even
though the study is still going on there. The Greenport Tourist
Information Booth was discussed. John Romanelli said that the
specifications should be re-drawn to scale It down to get it closer to the
$25,000.00 figure. Supervisor Cochran said they looking to accomplish it
on a community barn-raising project.
11 :15 A.M. - The Board reviewed For Discussion Items 2 - 7. (2) Boy
Scout project to build a. deck at the Human Resource Center (Resolution
No. 11 was placed on the agenda.) (3) Advertise for applicants for Police
Advisory Committee (Resolution no. 12 was placed on the agenda) For
Discussion (4) Scenic Byways charge (Resolution No. 13 was placed on
the agenda).. For Discussion (5) Employee Handbook will .be discussed at
the January 20th meeting. For Discussion (6) Street Light on Fishers
Island was only a replacement and has been taken care of. For Discussion
(7) Scavenger Waste Removal at Treatment Plant (Resolution no. 14
placed on agenda to advertise for bids). Justice Louisa Evans brought up
for discussion a matter of the Fishers Island Garbage District. They
wish to put up a little house on the property for the maintenance
quarters for the worker to get warm in, and would like to put in their
own cesspool rather than hook into the sewer district. The Board agreed
to allow them their own cesspool.
11:30 A.M. - The Board reviewed the resolutions to be voted on at the
7:30 P.M. meeting.
11:40 A.M. - The board reviewed the Employee Handbook (Discussion 'item
(5) They decided to hold it until the entire board is present at the next
meeting.
EXECUTIVE SESSION
11 :46 A.M. - On motion of Councilman Brian Murphy, seconded by
Councilman John Romanelli, it was RESOLVED that the Town Board
enter into Executive Session to discuss sale of municipal property and
employment history. Vote of the Board: Councilman Murphy, Councilman
Romanelli, Justice • Evans, Supervisor Cochran. Also present: Town
Clerk Elizabeth Neville, Town Attorney Laury. Dowd.

A Regular Meeting of the Southold Town Board was held on January
6, 1998, . at the Southold Town Hall, Main Road, Southold, New York.
Supervisor Cochran opened the meeting at 7:30 P.M. with the Pledge of
Allegiance to the Flag.

General Fund Whole Town bills in the amount of $134,026.68; General Fund
Part Town bills in the amount of $6,246.19; Highway Fund Whole Town bills

SUPERVISOR COCHRAN: May I have a motion to set the next Town Board
meeting for January 20, 1998 at 4:30 P.M.?
Moved by Councilman Murphy, seconded by Justice Evans, it was
RESOLVED that the next meeting of the Southold Town Board will be held
at 4:30 P.M., Tuesday, January 20, 1998, at the Southold Town Hall,
Southold, New York.

SUPERVISOR COCHRAN: I would just like to take a moment to those of
you attending the meeting this evening, and also our television viewing
audience, and introduce our two 'new Councilman, if you haven't yet had
the pleasure. . On my left is John Romanelli, and on my far right .is Brian
Murphy. At this time we have a special presentation in the form of a
proclamation, and it is to proclaim the Town of Southold 1998 as a Bias Free
Year. Many times these proclamations are done. We name a year for a
certain purpose, and .in my mind it doesn't stop at the end of the year., I
would like to feel that this proclamation, and the Town Board designating
1998 a Bias Free Year, that is only the foundation, a beginning, and it will

continue from there on. Dorothy Wolf is Co-Chairman of the committee.
Reverend Dozier took part in my inauguration on the first, and we
announced that this is what will be happening this year. He sat with my
family, and he said he liked sitting there, because all they did was talk
about food, after he looked at the size of my family. None of us are
underfed. In all seriousness 1 will read this proclamation.
WHEREAS, the Town of Southold is committed to securing a decent,
respectful and equitable life for all its citizens and has established an
ANTI-BIAS TASK FORCE to secure that end, and
WHEREAS, the ANTI-BIAS TASK FORCE has studied, explored and
identified elements of prejudice, bias and exclusion. Bias is a daily
occurrence and is increasing at epidemic rates across the nation; and
WHEREAS, racism and bias ignore, devalue and degrade the wonderful
diversity of our human family, now, therefore, be it
RESOLVED that .the Town Board of the Town .of Southold, in keeping with
the principle of equal civil rights for all, unequivocally oppose any
manifestation of hatred or prejudice towards any group or individual, and
be it further
RESOLVED the Town Board hereby proclaims 1998 as a BIAS FREE YEAR
IN THE TOWN OF SOUTHOLD and stands together with all people of good
faith throughout the 'town and pledges to do our utmost through support
and participation in plans and programs to foster goodwill to all through
our jobs, schools and places of worship, business and recreation.

DOROTHY WOLF:. On behalf of Reverend Marvin Dozier, who is our Chair,
and so many other members of our committee, we thank the Board, and
especially you, Jean. You have been very supportive, and I look forward
to a very exciting year. Reverend Lynda Clements will be Chairing the
Bias Free Year, and we are going to make a lot of happy noise. Thank you
very much.
SUPERVISOR COCHRAN: Councilman Bill .Moore will be working with the
committee. We had our Organizational Meeting the other day, and he. was
asked to serve in this capacity. I am sure you will enjoy working with him.

V. RESOLUTIONS.
SUPERVISOR COCHRAN: As you know the Town Board has a policy, that
gives you the opportunity to address the Town Board prior to the passage
of the resolutions. If there are any listed on your agenda, and you would
like to talk to the Board in relation to any particular resolution, now is
the •time. You also know that at the end of our prepared agenda, and our
prepared business, we also have time where you can address the Board on
any topic in relation to Town business. Is there anyone that would like to
address. the Town Board in relation to any of the resolutions on the
agenda? (No response.) If not, we will begin the passage of the
resolutions.
I .-Moved by Justice Evans, seconded by Councilman Murphy, it was
RESOLVED that the Town Board of the Town of Southold hereby appoints
Charlotte Cunningham as a Clerk-Typist in the Justice Court, from the
Suffolk County Department of Civil Service Certificate of Eligibles List,
effective January 7, 1998, at a salary of $22,658.42 per annum.

2.-Moved by Councilman Murphy, seconded by Justice Evans, it was
RESOLVED that the Town Board of the Town of Southold hereby grants
..permission to the Southold American Legion Giswold-Terry-Clover Post
#803 to place a reviewing stand on the west end of the front lawn at the
Southold Town Hall, Main Road, Southold, New York, to be used in
connection with their parade for the Suffolk County American Legion
Convention on June 13, 1998, provided they file with the Town Clerk a One
Million Dollar Certificate of Liability Insurance naming the Town of
Southold as an additional insured.

SUPERVISOR COCHRAN: The American Legion will hosting the, I believe
it's Suffolk County Convention here in Southold, so we are giving them
permission to use the front lawn, and they provide us with proper
insurance.

RESOLVED- that the Town Board of the Town of Southold hereby appoints
the following individuals as part-time Matrons to be on call to assist the
Southold Town Police Department, as, needed, effective immediately, at a
salary of $9.76 per hour: Donna Lyburt-Childress, and Roxana L.
Cruz.

authorizes and directs the Town Clerk to advertise for resumes for the
position of part-time Matrons for the Southold Town Police Department.

as Map No. 3444.

by the Sea, Section Two, filed October 26, 1961, in the Suffolk County
Clerk's Office as Map No. 344.

authorizes and directs the Town Clerk to advertise for sale by bid the IBM
55 SX Computer and Monitor.

RESOLVED that the Town Board of the Town of Southold hereby directs
and authorizes the Town Clerk to advertise for resumes for a member of the
Landmark Preservation Commission to replace Erich Haesche.

8a.-Moved by Councilman Murphy, seconded by Justice Evans, it was
RESOLVED that the Town Board of the Southold hereby accepts, with
regret, the resignation of Erich Haesche, Member of the Landmark
Preservation Commission.

This resolution was duly ADOPTED.
9•-Moved by Justice Evans, seconded by Councilman Murphy, it was
RESOLVED that the Town Board of the Town of Southold hereby allocates
1/4o Sales Tax for Landfill Capping totalling $50,482.00 for 1998 for debt
service relating to the Serial Bond issued for the Hydrogeological
Investigation at the Town's Cutchogue Landfill; and be it
FURTHER RESOLVED that the Town Clerk is hereby directed to forward
a copy of this resolution to Suffolk County Executive Robert J. Gaffney.

10.-Moved by Councilman Romanelli, seconded by Councilman Murphy,
WHEREAS, under the Suffolk County Drinking Water Protection Program established
by,;_�Ar'ticie Xil of the Suffolk County Charter, a portion of tFie funds acquired
through the- Quarter Percent (1 /4%) Sales Tax Program Is to be allocated to an
Environmental Trust Fund; and
WHEREAS, a portion of the money within the Environmental Trust Fund is to be
allocated through revenue sharing to towns within Suffolk County, pursuant to a
formula within S.C. Charter §C12-5(D) ; and
WHEREAS, pursuant to S.C. Charter §C12-5(D) , if lands exist in a town which fi
the' criteria for the • Suffolk County Pine Barrens Preserve or Suffolk Count
Water Protection Preserve, as defined in S. C. Charter §C12-2, the towns' revenue-
sharing allocation under the program must be used for acquisition of such lands;
and
WHEREAS,. such acquisitions must be made by the County of Suffolk, upon
recommendation of the Town, in accordance with Suffolk County Charter §C12-5(A)
and (D) ; and '
WHEREAS, the Town Board of Southold strongly supports acquisition and
preservation of the parcels listed in Exhibit "A", because these lands fit the criteria
In Suffolk County Charter §C12-2 for inclusion in the program; and
WHEREAS, under the State Environmental Quality Review Act, Environmental
Conservation Law Article 6 (hereinafter "SEQRA") , environmental review for tiie
Suffolk County- Drinking Water Protection Program was previously completed by
Suffolk County Local Law Nos. 40-1987 and 35-1988; and
WHEREAS, the Drinking Water Protection Program was classified as a Type I action
and negative declarations were issued by both of the above local laws; now;
therefore, be it 7
RESOLVED that the Town Board •of the Town of Southold does formally convey its
recommendation to County officials for acquisition of any of the parcels listed on
Exhibit "A", pursuant to Suffolk County Charter Article 12; and be it
FURTHER RESOLVED that the Town of Southold does hereby pledge to use a
revenue sharing funds received or credited as aforesaid pursuant to the Suffo
County Charter Article 12 Drinking Water Protection Program for acquisition of a ,
of the parcels listed in Exhibit "A", subject to the conditions that Suffolk County
will take full title to the subject parcels and will preserve the subject properties in a
manner consistent with the provisions of the Water Protection Program; and be It
FURTHER RESOLVED that tris Town Board, being the lead agency for purposes" of
this resolution only, hereby finds and determines that adoption of this resolution
Is a Type. II action, because it constitutes implementation of an action which has
previously. been reviewed under SEQRA and, therefore, is routine and continuing
agency administration and management, not including new programs or major
reordering of priorities; see 6 NYCRR :617. 13 (d) ( 15) and (21) , as a Type 11
action, the Legislature has no further responsibilities under SEQRA; and be it
FURTHER RESOLVED that this resolution shall be come effective immediately.

SUPERVISOR COCHRAN: I would just like a little word of explanation.' We
did not really make any significant changes In our selection, as to what is
most important. As you know for years we have been trying to save the
property around Laurel Lake, because Laurel Lake is a future water
supply. The only thing we did was move Cecil Young up, because we just
recently bought the farmland development rights. I believe, to the farm
area of his property, and the property that is right next to the lake, that
Is wooded and comes down, we moved up as the top priority, so that we
continue to get the land that is closest to the lake, and then Macari, and
Nofoe, and so forth are second and third, which is a slight change in our
selection, but this is how it will be.

RESOLVED that the Town Board of the Town of Southold hereby goes on
record in support of ,the Eagle Scout project of Ian Luhr of Troop; 39 to
construct a deck at the Human Resource Center at Mattituck, New York..

SUPERVISOR COCHRAN: Ian, I would like to introduce you to the
audience, if I may? This is the young Eagle Scout, who will be doing the
project at the Nutrition Center. Would you just like to share with us what
your Eagle Scout project is?
IAN LUHR: Thank you very much. The Eagle Scout project is to be
constructed at the Human Resource Center. It is basically a low level deck,
12 by 16, which is going to be mainly used by participants of Southold
Adult Day Care Center. It is probably the most beneficial projects I have
come up with, that serves the community.
SUPERVISOR COCHRAN: The Eagle Scouts in Southold have always done
fine projects, and this is especially fine, because it affects us, but it
affects the clients up at the Human Resource Center, and of course, Mrs.
McKeighan is absolutely delighted, because this will tie in very nicely to
the improvements that are being made up there, so thank you very much.

RESOLVED that the Town Board of the Town of Southold hereby
authorizes and directs the Town Clerk to advertise for resumes for members
of the Police Advisory Committee.

the following charge to the Southold Town Scenic Byways Advisory
Committee: Assist the Southold Town Transportation Committee , _and
Ferrandino & Associates., Inc. (Town Consultants) in devising a
comprehensive scenic byways corridor management plan, which addresses
the use and protection of local resources, and their impact on town
residents, for recreational and economic benefits while maintaining the
scenic, historic and rural characteristics of the Town. This charge is to
be accomplished through active liaison with the larger community in
Southold and full engagement in the role of sounding board to the
consultants.

scavenger waste from the Southold Town Wastewater Treatment Facility.

effective January 7, 1998, at a salary of.$22,658.42 per annum.

SUPERVISOR COCHRAN: The hearing is scheduled at eight o'clock, so we
have a few minutes before that. As you are aware our Town Clerk Judy
Terry retired after many years of service to the town. One of the., things
that -we did,, we had received a grant from Cornell Cooperative Extension
and it was planting native plants, so it was placed down in Silversmith's
Corner down on the corner here in the park. It's a lovely garden. I
thought it was great for education. The school takes the kids on a field
trip, and they stop in here, and they stop in the firehouse, they could
stop and see what plants are native to the area. We decided that we would
dedicate this to Judy Terry. So, the staff had a party for Judy, and
before that we all traipse down to the corner. Ruth, yes it was freezing.
We dedicated the garden to Judy, and needless to say she was very moved,
and very delighted. I think she had given like twenty-eight years as
Clerk, thirty-five in government. Also, a set of plans came in my office
today from Met Life. As you may or may not know Met Life Insurance
Company was very, very impressed with our Human Resource Center. They
wanted to know in what way they could help provide some service. For a
long time Ve has, Mrs. McKieghan, has wanted to finish the garage that
is in the back. We weren't able to enlarge services, or provide more,
because of the water supply, also, so while the Suffolk County Water
Authority was going in that area they were kind enough to come past the
Human Resource Center so that we now have a water supply system, public
water, and we are now able to put in some of these things into place.
But, what they are going to do, they are going to come in, and completely
renovate and redesign the garage, and the plans came in today, and it is
quite exciting. Some of the things that they are proposing, it is more or
less like a . .it's going to all renovated, and established by MetLife.
They are going to be paying a staff. The only cost, I believe, to the
Town, Laury, you can correct if I am wrong, but I think the maintenance
is our responsibility.
TOWN ATTORNEY DOWD: It will serve as a Wellness Center.
SUPERVISOR COCHRAN: It is a Wellness Center, and a place where I like
to call it kind of a sunshine center, because you certainly will feel better
after you go there, but some of the services they are talking about, and
don't hold me to this, but some of the ideas, there will be a lounge, there
will be computers, there will be six telephones for seniors to call anywhere
in the United States at no 'charge. So, there is different services like this
that they are going to be providing, and of course, this is the same area
that Ian is going to be putting his deck on, so we are going to have some
nice changes up there, that will benefit the clients that do come. We do
have Senior Day Care, and this Wellness Center will be showing seniors how
to continue to stay healthy. Many people as they get elderly, and they are
alone, they no longer cook properly, or exercise properly, and we try to
do as much as we can for them, but this will be something that will add to
their quality of. life. There was so many holiday things going on. We had
Lieutenant Cochran in today. The County is going to be giving us
defibrinations. This is a machine that electronically spells out the
patient's, if they have had a heart attack. It spells out their status, or
where they are at that time, and then you push the button after the thing
says, go for it, and it helps bring the person back rather than CPR.
Now, the County cars have had these for some time, carrying them. I know
the Southold Fire Department just bought three, and you have to be
trained, of course, but these are the first two that we are able to get from
the County, so we will at least have two, and they are working trying to
get more, but they will be in Police cars, which will give us a better hands
up on emergencies at that time. It is •all electronic. It tells when it is
time to push the button, and everything, the status of the heart, and the
patient, and everything. More and more are using it, and it is good. He
was telling .us of an incident of where one of the Policeman recently had to
give mouth to mouth for eight minutes. If this had been in the car, that
would have been eight minutes earlier that you could have revived this
person. I think it will serve a good purpose. It's another service, and it
is a good one. What we have been doing today, it started today, and we
will be doing it over the next probably half a dozen Board meetings, is

taking at least an hour out. of the Work Session day, and having department
heads come in, and give an update and ' a report, so the new Board
members can be brought up to speed, and they will have little background
as to what's going on in the - different departments. Today we had Ed
Forrester from the Building Department, and we also had a report from
Jim McMahon from the Community Development area, and grants. We will be
doing all the department heads, and once we finish with those we will go to
committee heads, such as Dick Ryan, who is with us this evening in
relation to Farmland Development Rights. You learn mostly going through
the process, but this will give you a little headstart. The proposed
Employee Handbook was on again today. This is what we hope will be the
final draft, and we kind of put it .aside, because we do have two Board
members that weren't able to be with us today, so we are holding it for the
next Board meeting, but this is something that we feel is important to
people that are being hired, or work for the town, so that they know what
the management decisions, and some of the policies are: We have people
come in for job applications, and ask for a handbook, which we haven't had
in the past. We will be putting this in place very shortly, and once we get
this in place what we will be doing is reviewing all the Town Board
policies, because it is my feeling that they are not all policies. Some are
procedures, and should be designated as such, so we will be reviewing
those next, and usually the policies of the Town Board are what directs the
staff in what direction they should be working. Fishers Island has a new
street light replacement.
JUSTICE EVANS: Very efficient. I called the Department of Public Works,
I guess that is Jake's, and asked them about it, and he said he would
take care of it, and I found out, that it was up ,before I even asked him.
SUPERVISOR COCHRAN: Jake seems to have a way of knowing those
things before they have to happen. Can I have a motion to recess for a
public hearing?

of this unlisted action, has determined that there will be no significant
effect on the environment.
DESCRIPTION OF ACTION: Acquisition of the development rights in the
agricultural lands of Reynold Blum (Peconic Bay Vineyards), Main Road
and Peconic Lane, Peconic, N.Y., Suffolk County Tax Map No.
1000-075-01-015 comprising 23 acres, at $7,800.00 per acre. The proposal
has been determined not to have a significant effect on the environment
because an ,Environmental Assessment Form has been submitted and reviewed
and the Town Board has concluded that- no significant adverse effect to the
environment is likely to occur should' the proposal be implemented as
planned.

acquisition on the 6th day of January, 1998, pursuant to the provisions
of the Southold Town Code; and
WHEREAS, the Town Board deems it in the public interest that the Town
of Southold acquire the development rights in the agricultural lands set
forth in the proposed acquisition between the Town and Reynold Blum
(Peconic Bay Vineyards); now, therefore, be it
RESOLVED that the Town Board elects to purchase the development rights
in the aforesaid agricultural lands owned by Reynold Blum (Peconic Bay
Vineyards), comprising 23 acres, at a sale price of $7,800.00 per acres;
said property located at 42275 Main Road, Peconic, N.Y., Suffolk County
Tax Map No. 1000-075-01-015'.1; and be it
FURTHER RESOLVED that the Town Clerk be and she hereby is
authorized and directed to give notice of such acceptance to Reynold Blum
(Peconic Bay Vineyards); and
FURTHER RESOLVED that the Supervisor be and hereby is authorized
and directed to execute any and all required documents for the acquisition
of said development rights.
