SOUTHOLD TOWN BOARD
DECEMBER 23, 1997
WORK SESSION
Present: Supervisor Jean W. Cochran, Councilwoman Alice J. Hussie, Councilman
Joseph L. Townsend,. Jr. , Councilwoman Ruth D. Oliva, Justice Louisa P. Evans,
Councilman William D. Moore, Town Clerk Judith T. Terry, Town Attorney Laury
L. Dowd.
9:10 a.m. - Fred Anders, New York State Department of State, met with the Town
Board to discuss the award of the contracts (resolutions 28 through 31) for the
Duck Pond Point to Horton Point studies: Environmental , Inventory, Geophysical
Investigation, Historic Shoreline Analysis, and Shoreline Monitoring. The total for
the four studies is $293,476.00. The fifth study, Benefits Analysis, is currently
out for proposals.
9:40 a.m. - The Board took up the following For Discussion items: Request by
Scale Operator Michael Anasagasti for leave time, under The Family and Medical
Leave Act, by using his accumulated sick time when his new baby is born on May
22, 1998. The Board will consult with their labor relations - consultant on this
request.----A Freedom of Information Appeal from Jody Adams, with regard to access
to police records, was discussed. Town Attorney Dowd reported that the, material
requested by Ms. Adams is under active investigation by the Police Department, and
to reveal same would jeopardize the investigation. The Town Board denied the appeal.
The Board discussed the letter from Ag-Bag Compost Technology International with
regard to their request for an executed purchase order, and the terms and
conditions included therein. Councilwoman Hussie will contact them to discuss the
points in question. The Board also had questions on the acceptability of the Ag-
Bag , system by the DEC. They would like 'a letter in writing to that effect, since
to date the only comments have been verbal. Town Attorney Dowd will contact Tony
Cava of the DEC and request such a letter.----
10:00 a.,m. - Executive Assistant James McMahon met with the Board to discuss the
preparation of bid specifications for a new scale house at the Disposal Area,
Cutchogue. The major question is whether the Suffolk County Health Department
will permit the inclusion of a bathroom, and if so, how long it will take to- get a
permit. The Board agreed the inclusion of a bathroom is essential.----Mr. McMahon
also reviewed the on-going issue of the construction of stairs at the terminus of
Rocky Point Road, East Marion. Recently bids were solicited for the third time.
However, Mr. McMahon advised the Board that the grant money for the project is
included with a grant for restoration work at Goldsmiths Inlet, which is a Nigh
priority. He would like to hold off on the Rocky Point Road project until the
Goldsmiths Inlet work is complete. A. resolution (33) was placed on the agenda to
reject the bid for stairs at Rocky Point Road.--Earlier a resolution (32) was placed
on the agenda to advertise for bids for the scale house.
10:35 a.m. - John Stype, President of Stype Insurance, Town Comptroller John
Cushman, and Insurance Consultant William F. Mullen Jr. , met with the Town Board
to discuss extending Mr. Stype's services for 1998 as the Town's insurance Broker
(resolution 6) , and authorization to increase the limit of the Town's Excess Liability
Coverage from $5,000,000 to $10,000,000 (resolution 7) . Mr. Stype responded to
questions concerning the coverage provided in the various Town insurance policies.
Mr. Mullen informed the Town Board that the Town has saved $1,200,000 .on health
insurance since they became self-insured in 1986.

11 :05 a.m. The Town Board continued the For Discussion items: Councilman
Townsend reviewed the Board of Appeals memorandum containing comments and
criticisms of the' "Local Law to Revise Business Uses". He concurred with their
comments, and it was determined there would be several substantial changes. The
public ' hearing is to be held on this Local Law at 5:00 p.m. this date, therefore,
the Board will not enact the law, but hold it for discussion at the January 6, 1998
work session.----Ina*smuch as there was only one resume received for the vacancy
on the Land Preservation Committee, Supervisor Cochran as'ked that a resolution (34)
be placed on the agenda to readvertise.----Thirteen resumes were received for the
position of Senior Citizen Aide 11. Director of Senior Services Venetia McKeighan
will be asked to schedule the interviews at the Town Hall so Town Board members
may attend.----At the urging. of Councilwoman Oliva, a resolution (35) was placed
on the agenda to engage the services of Park Line Asphalt Maintenance, Inc. to
clean the east and west equalization tanks at the Scavenger Waste Treatment Plant.
11 :20 a.m. - The Town Board reviewed the res6olutions to be voted on at the 4:30
p,.m. Regular Meeting.
EXECUTIVE SESSION
11 :45 a.m. - On motion of Councilwoman Hussie, seconded by Councilwoman Oliva,
it was Resolved that the Town Board enter

employment history with regard to engaging the services of a labor relations
consultant. Vote of the Board: Ayes: Supervisor Cochran, Councilwoman Hussie,
Councilman Townsend, Councilwoman. Oliva, Justice Evans, Councilman Moore. - Also
present: Town Clerk Terry, Town Attorney Dowd, Councilman-Elect Romanelli,
Councilman-Elect Murphy.

A Regular Meeting of the Southold Town Board was held on
December 23, 1997, at the Southold Town Hall, Main Road, Southold, New
York. Supervisor Cochran opened the meeting at 4:30 P.M. with the Pledge
of Allegiance .to the Flag.

Moved by Councilwoman Moore, seconded by Justice Evans, it was
RESOLVED that the minutes of the December 91 1997, Town Board meeting
be and hereby is approved.

Councilwoman Oliva, Councilman Townsend, Supervisor Cochran.
This resolution was duly ADOPTED.
SUPERVISOR COCHRAN: This is Judy's last Board meeting, and so it's. .
TOWN CLERK TERRY: It's a little emotional.
SUPERVISOR COCHRAN: Yes, it 'is. We are going to have tears off and on
through the whole thing, so you are just going to have to bear with us.
Setting the date for the next Town Board meeting for January 2, 1998, for
the Organizational meeting at 1 :00 P.M.
Moved by Justice Evans, seconded by Councilwoman Oliva, it was
RESOLVED that the Organizational Meeting of the Southold - Town Board
will be held at 1 :00 P.M., Friday, January 2, 1998, at the' Southold Town
Hall, Southold, New York.

RESOLVED that the next Regular Meeting of the Southold Town Board will
be held at 7:30 P.M., Tuesday, January 6, 1998, at the Southold Town
Hall, Southold, New York.

SUPERVISOR COCHRAN: May I ask Al Krupski to join me up here. Are
the Trustees, I don't see them as yet, are they coming, Al?
ALBERT KRUPSKI : I presume John Holzapfel is coming.
SUPERVISOR COCHRAN: Okay, we'll hold this a little bit. I had invited
Al to present the proclamations to the retiring Trustees. We'll wait and
see. I thought the only one that wasn't coming was Marty, and he
stopped in the" office the other day, and I said, I can present it to you
right now, and he said, no, he would prefer if I gave it to you, and then
you could give it to him. He gave me a big hug, and out the door he went.
You know, he was grateful for being able to serve the town in the years,
and the time that he had given, and of course, we also thank him. So, we
will leave these in case your other two people come In, Al, and we would
like very much for you to present those. At this time I would like to
present this resolution to Ruth B. Oliva. Ruth, would you like to stand
with me here?

WHEREAS, RUTH D. OLIVA,will be leaving public service on December
31, 1997 after having given generously of her time in her faithful service
to the residents of the Town of Southold as COUNCILWOMAN, since
January 1, 1998 to December 31, 1991 and from January 1, 1994 :to
December 31, 1997; and
WHEREAS, RUTH's record of service, diligence , to duty and
dedication to the Town of Southold deserves the sincere .thanks of those
with whom and for whom she has served; and
WHEREAS, the Town of Southold recognizes RUTH D. OLIVA, for her
insight and advice given as a COUNCILWOMAN: now, therefore, be it
RESOLVED that the Town Board of the Town of Southold hereby,
expresses their appreciation to RUTH D. OLIVA, for her unselfish and
wholehearted cooperation and untiring efforts on behalf of the Town, and,
extends their best wishes for the years ahead; and be it further

WHEREAS, JOSEPH L. TOWNSEND, JR.will be leaving public service on
December 31, 1997 after having given generously of his time in his faithful
service to the residents of the Town of Southold as COUNCILMAN, since
January 1, 1982 to December 31, 1985 and from January 1, 1994 to
December 31, 1997, and
WHEREAS, JOE's record of service,, diligence to duty and dedication
to the Town of Southold deserves the sincere thanks of those with whom
and for whom he has served; and
WHEREAS, the Town of Southold recognizes JOSEPH L. TOWNSEND,
JR., for his insight and advice given -as a COUNCILMAN; now,

member. It is the Orient Point Yacht Club. We know Joe sails, and enjoys
the water, so, again, on behalf of the Town Board and Town, thank you,
Joe. Judy, if you would join me here.
Moved by Supervisor Cochran, seconded by The Entire Town Board,
WHEREAS, the Town Board of the Town of Southold wishes to recognize
the commendable service of JUDITH T. TERRY, a most esteemed and
valued official, who will be retiring from public service on December 31,
1997, after having given very generously of her time and talents in her
unfailing service to the residents of the Town of Southold for the last 35
YEARS; and
WHEREAS,JUDITH T. TERRY commenced her service to the Town 35
YEARS ago in a variety of positions starting as Senior Stenographer to the
Board of Appeals, Planning Board and Building Department transferred to
the Assessors Office, and was appointed Stenographer to ,the Town Clerk on
April 16, 1971 and as Deputy Town Clerk and Deputy .Registrar on January
4, 1972. On June 1, 1975, JUDITH T. TERRY was appointed TOWN
CLERK and REGISTRAR, and
WHEREAS, JUDY's record of excellent service, diligence to duty and
dedication to the Town of Southold deserves the sincere thanks of those
with whom and for whom she has served for so many years; and
WHEREAS, the Town of Southold will miss JUDY's wise counsel and
judgement as she performed her daily tasks, and acknowledges her
invaluable insight and advice which she dispensed as TOWN CLERK, now,
therefore, be it
RESOLVED that the Town Board of the Town of Southold hereby-
expresses their heartfelt appreciation and congratulations . to JUDITH T.
TERRY, as she ' retires as TOWN CLERK and extends to her and her.

TOWN CLERK TERRY: Isn't that beautiful? Thank you so much. I would
just like to thank everyone for all their support all these years. How
closely we have all worked together. Regardless of' what political
affiliation I always felt I had a good relationship with everyone, and I
value that very much. I am going to miss all the people I have worked with
every day, and all the people that stop in, and get their permits, and
licenses, all year long. It's just been wonderful and I have had a rewarding
career, and thank you all so much for your appreciation.
SUPERVISOR COCHRAN: A special privilege from Louisa Evans.
JUSTICE EVANS: Fishers Island wanted to thank Judy, and Ruth, and
Joe, so I brought you each a Boroleum, and also in the Conference Room
off the Supervisor's Office there is a dozen Fishers Island oysters for each
of you.
TOWN CLERK TERRY: Thank you, Pat. That was a wonderful proclamation.

V. RESOLUTIONS.
SUPERVISOR COCHRAN: The Town Board has a policy that in relation to
the resolutions, that if you would like to address the Town Board on any of
the printed resolutions on your agenda, please, feel free at this time
before we start passing on the resolutions. If you would like. to address
the Town Board on any other topic relating to Town Board business you
will have time at the end of the meeting to address the Board. Is there
anyone that would like to address the Board in relation to any of the Town
Board resolutions, this is the time, and we would be very happy to hear
from you. Is there anyone that would like to address the Board in relation
to any of the resolutions? (No response.) If not, we will begin the
resolutions.
I .-Moved by Justice Evans, seconded by Councilwoman Oliva, it was
RESOLVED that the Town Board of the Town of Southold hereby appoints
Valerie M. Scopaz as a Principal Planner, from the Suffolk County
Department of Civil Service Certification of Eligibles, effective
immediately, at a salary of $50,037.62 per annum.

Councilwoman Oliva, Councilman Townsend, Supervisor Cochran.
This resolution was duly ADOPTED.
2.-Moved by Councilwoman Oliva, seconded by Justice Evans, it was
RESOLVED that the Town Board of the Town of Southold hereby
authorizes and directs Supervisor Jean W. Cochran to execute an agreement
with Donnaree Rodriguez for Internet Computer Course during the
Winter 1998 Recreation Programs, all in accordance with the approval of the
Town Attorney.
2.-Vote of the Town Board: Ayes: Councilman Moore, Justice Evans,
Councilwoman Oliva, Councilman Townsend, Supervisor Cochran.
This resolution was duly ADOPTED.
3.-Moved by Councilman Moore, seconded by Councilwoman Oliva, it was
RESOLVED that the Town Board of the Town of Southold hereby
authorizes HHS Administrators to . pay the medical bill of Randall Wells,
which bill was submitter by the provider morb than 90 days after service
was rendered.
3.-Vote of the Town Board: Ayes: Councilman Moore, Justice Evans,
Councilwoman- Oliva, Councilman Townsend, Supervisor Cochran.
This resolution was duly ADOPTED.
4.-Moved by Justice Evans, seconded- by Councilman Moore, it was
RESOLVED that the Town Board of the Town of Southold hereby
authorizes and directs Supervisor Jean W. Cochran to execute the 1998
Program Application for the Southold Town Youth Service Program, in the
amount of $10,060.00.
4.-Vote of the Town Board: Ayes: Councilman Moore, Justice Evans,
Councilwoman Oliva, Councilman Townsend, Supervisor Cochran.
This resolution was duly ADOPTED.
5.-Moved by Councilwoman Olvia, seconded by Councilman Townsend, it was
RESOLVED that the Town Board of the Town of Southold hereby
authorizes HHS Administrators to pay the medical bills of Victor Lessard,
which bills were submitted by the provider more than 90 days after service
was rendered.

Councilwoman Oliva, Councilman Townsend, Supervisor Cochran.
This resolution was duly ADOPTED.
6.-Moved by Councilwoman Oliva, seconded by Councilman Moore, it was
RESOLVED that' the Town Board of the Town of Southold hereby extends
the services of Val Stype & Sons, Inc., as the Town's Insurance Broker for
the period 'of January 1, 1998 through December 31, 1998.

Councilwoman Oliva, Councilman Townsend, Supervisor Cochran.

7.-Moved by Councilian Townsend, seconded by Councilwoman Oliva, it was
RESOLVED that . the Town Board of the Town of Southold hereby
authorizes an increase in the limit of the Town's Excess Liability, coverage
from $5,000,000 to $10,000,000, effective January 1, 1998, at a total
additional cost of $5,500.
COUNCILMAN TOWNSEND: I would like to make a comment on that. The
Town's total insurance costs has -actually been reduced by some, I think,
$25,000, and even with this increase in our total liability limit the way
liability settlements have been going, and the Increased exposure of the
Town, we feel it is necessary to increased our excess coverage, and right
now the premiums are right to do that.
7.-Vote of the Town Board: Ayes: Councilman Moore, Justice Evans,
Councilwoman Oliva, Councilman Townsend, Supervisor Cochran.
This resolution was duly ADOPTED.
8.-Moved by Councilwoman Oliva, seconded by Justice Evans, it was
RESOLVED that the Town Board of the Town of Southold hereby appoints
Connie D. Sims as a Clerk Typist in the Building Department, from the
Suffolk County Department of Civil Service Certificate of Eligibles List,
effective January 2, 1998, at a salary of $22,658.42 per annum.

Councilwoman Oliva, Councilman Townsend; Supervisor Cochran.

RESOLVED that the Town Board''of the Town of Southold hereby accepts
the bid of East Coast Mines & Materials Corp., in the amount of $5.96 per
yard, for supplying the Southold Town Highway Department with Screened
Sand for Ice Control and Highway Maintenance, all in accordance with the
bid specifications; and be it.

RESOLVED that the Town Board of the Town of Southold hereby
expresses their appreciation to JOHN HOLZAPFEL, for his unselfish and
wholehearted cooperation and untiring efforts on behalf of the Town, and
extends their best wishes for the years ahead; and be it further
RESOLVED that a copy of this resolution be presented to JOHN
HOLZAPFEL, and be entered in the permanent records of this Town Board
meeting.

SUPERVISOR COCHRAN: At the end of our planned agenda it is an
opportunity for anyone in the audience, that is attending today who would
like -to address the Town Board. Please, feel free at this time. Mr.
Carlin, may I take Mr. Gold first?
JOSEPH GOLD: Joe Gold, Cutchogue. I would just like to say a few words
to the departing members of the Board, and to the departing Town Clerk.
Judy, 1 have had a lot of dealings in your office, and every one has been
characterized by the professionalism and courtesy, and that comes from the
top down. I know you have got wonderful people in your office, but they
didn't get that way by happenstance. You have done a smacko job, and
the Town is going to miss you. Good luck and God speed.
TOWN CLERK TERRY: Thank you.
JOSEPH GOLD: Now, Ruth and Joe, I believe Ruth and Joe are two unique
people on this or any other Town Board. I don't believe anyone has worked
harder, dug deeper into issues, or cherished what this town means to all of
us, as Ruth and Joe. Nobody works harder than Ruth. We all know that.
have worked with Ruth on the Land Preservation Committee, on the
Shellfish Advisory Committee, and her knowledge of Town affairs,
particularly in the environmental areas, is just unparalleled. Joe is a
deep digger. Joe has probably . more knowledge in his head right now,
more complex issues of this town than anyone before or after his tenure. I
just want to salute both of you for the energy, the integrity, and the
dedication that you brought to this job. We , are going to miss you. Look
forward to working with you in the future.
FRANK CARLIN: Good evening, ladies and gentleman of the Board. I .
wasn't going to make this meeting tonight, but I thought about something.
It was very important, and necessary that I am here. Before I start I
would like to apologize to Joe Townsend. I made a mistake on those street
lights.
SUPERVISOR COCHRAN: I did relay your phone call.
FRANK CARLIN: I appreciate that, but I want to do it face to face. I
appreciate what you did. I want to apologize. I made a mistake on the
street lights about $9.00 to $10.00 a month. It comes to between $100.00
and $120.00 a month. My mistake, and I apologize. I have no issues
tonight. You notice I have no black book. When I have no black book that
means no issues. I have plenty for next year. I have something tonight to
me is very important. I have lived in .the town for over 44 years. Madam
Supervisor, Judith Terry, I know you. I remember when our Town Hall
was in Greenport. Can you imagine now today if the Town Hall was in
Greenport? I, also, remember, you remember, too, that our Zoning

Ordinance Code was made up by six sheets back in 1966, and it was sold
for $.25. Today it sells for around $50.00. It goes to show you how much
the Town did on zoning. Enough of Southold history, now, let's get to why
I am here. It's a lot of work being the Town Clerk. There is a lot of
things to be done, permits, licenses, public notices in the newspaper, Town
Board agendas, and I could go on. There's not a Supervisor that sat on
that Board in the past or present, who will ever say that Judith' Terry
never went out of her way to get a job done for them. I know, because I
made many of the Board meetings, and * I have been here long enough to
know. Many a Saturday she was here. I don't have to be in Town Hall to
know this. Many Saturday she was in here to get some work done, and four
o'clock never, meant anything to her.
SUPERVISOR COCHRAN: It still doesn't.
FRANK CARLIN: It is just a number. I know I am going to miss her.
know a lot of people in town are going to miss her. But, it is like
President Kennedy once said. It's not what your country can do for you,
it's what you can do for your country, and that is exactly how Judith used
to operate. It's not what the Town can do for her, but what she can do for
her town. Believe me. If I was a president of a big company, which I
never will be, I would want her as my top secretary, because I know that
work would get done in a professional way. Whatever money she made, she
earned, believe me. Like Smith Barney said, stock broker, you earn money
you earn it the hard way. Well, it's going to be kind of funny not seeing
Judy here no more, to me anyway, to me anyway. But, everyone -wants to
retire, and I know I would like to wish, and I know other people in town, I
feel safe in saying, that people in town feel the same way. I would like to
wish you happiness. Enjoy your retirement, and good health. It was a.
pleasure for me to associate with you because you were never too busy to
help people out. Any questions you were always there to help them. I think
this town is going to miss you a lot. Thank you very much.
TOWN CLERK TERRY: Thank you so much, Frank.
SUPERVISOR COCHRAN: Thank you,Frank.
FRANK CARLIN: One more thing. I would like to wish Madame
Supervisor, once again, and all the Town Board members a Merry Christmas
and Happy New Year.
SUPERVISOR COCHRAN: Would anyone else like to address the Town
Board?
TOM WICKHAM: Tom Wickham of Cutchogue. That is a hard act to follow,
but I will have just a very brief comment. I also enjoyed very much
working with Judy, and it was professional relationship, and one I think
we'll see that professionalism projected in that office in the future. That
is how she treated the office. I used to think, but I didn't often say that
she and I were the last people to leave the building around six o'clock,
when I would leave when I was Supervisor. I didn't say it, because I didn't
want to start rumors. It was true that we were usually the last people
here. The Board will be losing the services of Ruth and Joe, as others
have mentioned, and I would just like to reflect very briefly on the
qualities that they brought to the Board in the four years that I have
known them, and the four years that have been on the Board. In the case
of Ruth I don't think. .we have seen some of the resolutions today, as
things that she has picked up. on. They are not the fanciest issues. They
are not the ones that are the most exciting, but they have to be done. She
has always been there to do it. She has made basically a full time job of
being a Town Board member, and I don't think there is any other Board
member who has done that in the years that I have been here, provided
insight, work, and not in a partisan environment, just trying to solve
problems on the basis of the future of the town. Joe Townsendhas brought
to the Board, and I am sure has brought to almost everything he has done,
unfailingly good nature; no partisan. I have never seen Joe really get
upset, or angry with people, and I have never seen people get angry with
him. Joe brings a positive creative impulse to Town government, to public
office, that is very rarely seen among. public officials. I think both of
them have established a model that will be of value to ingoing Board
members. It was certainly of value to me, and I think it Will. be of

particular value to the Town. I think the Town was very fortunate to have
them, and I just hope that others can learn from what they contributed,
and provide the kind of benefits to the Town. Thanks for being on board.
SUPERVISOR COCHRAN: Thank you. Is there anyone else that would like
to address the Town Board? (No response.) f will call for any comments
from Board members starting with Joe Townsend. Anything you would
report, or anything you would like to share with us, Joe?
COUNCILMAN TOWNSEND: We had the usual thing. Business goes on in
Town Hall. You have interviews, and hearings, and things. I would actually
like to take this time to, not say much, but make one point, not to end in
a moment of acrimony, or partisanship, but I was prepared to vote, and I
think Ruth was on these Business Uses. We felt that the defects that were
identified by the Z.B.A. were such that they could be corrected without
materially changing the law. However, it was apparent it wasn't going to
happen we let it go on. I hope the Board that follows me will follow up. If
they do see some minor improvements, well, great, but I hope it gets done,
because it is a very important thing. It's been going on for a long time. In
general it's a very positive thing for the town, so I really hope that the
Board that follows will do it. Having said that, that is the last sort of
political thing I will say. I would like to thank the Town for this
tremendous opportunity. I can't think of any other profession where you
get a chance to learn so much about so many different things. It's like
going to graduate school, and I have found it fascinating: You know there
are times where it's exasperating. You get called names, and so forth, but
that is part ' of the job. It's a great privilege, and I am sure that the
people that have been elected realize that, and people that serve on this
Board realize that. It sounds corny, but it is . also an awesome
responsibility. There is tremendous pressure on the town these days, and
it's going to get worse. The economy seems to be boiling, and there is
going to be more growth. We have the issues of the ferry traffic, which
may well grow and transcend the site plan issue that we are dealing with
now. The issue is much greater than that, because no matter what they do
with the site if this remains the only ferry on the east end of Long Island
they will find a way to bring more and more people over, and it is going to
have an -impact on our life. 1 am hoping the Board thinks about that in a
creative way, and gets the State, and County, and other towns involved.
It's very important, and I know they feel that way. There's the farmland
issues. We have greenhouses that are going up ,all over, which are going to
change the nature of farming, and the nature of the landscape. These are
issues that we have to address. There is the growth issue. There should
really should be changes where some of the zones are located. I hope to
keep tabs on what is going on, and to help if the need arises. I want to
thank the Board, both the Board that I started out with, and the Board
that I ended 'up with, for providing a cordial and a convivial place to work.
It was not unpleasant. The campaign brings out negative things, but in
general it has been an enjoyable. process, and I think everyone will agree
that there was no real acrimony, and I appreciate the civility in which
everyone was treated. I wanted to say one thing before I go about Judy
and Ruth. I have been aware of local politics for a long time. I have been
involved for a long time. They .have been two fixtures, and probably, as
everyone said, the hardest working, the most dedicated. For them it has
never been a job. It's been a life, and I want to offer them my
congratulations on moving to the next phase.
SUPERVISOR COCHRAN: Ruth?
COUNCILWOMAN OLIVA: We had an Anti-Bias meeting last Thursday
morning, all morning, and we had some very exciting things, I think,
coming up in the next year with the Anti-Bias Task Force, and we are
looking forward to a Bias Free Year, which the Supervisor will .elaborate on.
in her Inauguration and the first Board meeting. We also had a meeting of
the Goldsmith Inlet Working Group last night, and I was so pleased that the
committee all came to the conclusion that it is time to get off the stick,
and approve these requests for proposals, so we finally will have a data
base, that will be good for everybody concerned, not just the east side or
the west side, for Trustees and for everybody in the town, so I am
delighted that process has been started, and . I do want to thank the public
for the privilege of serving in this position. I have loved every minute of
it, and as Joe said, it's never boring. You are always learning something

new, and that is what A have enjoyed about it, because it is never. dull,
and there is so many new ideas and there is so many new opportunities to
help the people, and do something better than what we have done before. I
think we have done it in some instances, and I hope we will progress on
the Local Waterfront Revitalization Program, because it is one of the most
important pieces, really comprehensive plan in this town. I am looking
forward, if I can, to help with It, and encourage everybody to do it. It
has been a pleasure to work on this Board, as with Tom's Board for the
past four years. They. have been good Boards. They have been civil
Boards. It has been just a nice working relationship, and so much better
than some of the other Boards I have seen in the past, and it really has
been a pleasure. Judy, .my dear Judy, I just don't know how anyone is
going to get along without you, without your encyclopedic memory of just
what to do, because all the rest of us go blissfully along, and Judy will
say, oh, wait a minute. I don't think you can do that. You have to do
such and such, and she has been the backbone of this town for so many
years, and the town is going to experience a tremendous loss, and I love
you, Judy, and it has just been great. Again, thank you everybody and
for all the support that I have received over the years. It has been a
pleasure working with my friend, Joe, here. I worked with him before on
the Board at a different level, but it has been great, and just thank you
all so much, and a very Happy New York, and a prosperous New Year, and
to the new Board coming in. Brian, my best wishes to you and John, and
much success and luck, and have fun. Thank you.
SUPERVISOR COCHRAN: Thank you, Ruth. Councilman Moore?
COUNCILMAN MOORE: 1 will be very brief. The important comments were
made by the two of you as you leave the Board, and I thank you for.
working with you. As you said it was a professional and cordial
relationship. Disagreements, you could hardly tell we were disagreeing at
times. As we disagreed it was very easygoing, and a pleasure to work with
both of you, so thank you for that opportunity. We had an opportunity last
week, I won't get into the details of it, but a lot of work has been going.
in Town Hall in the last couple of weeks, it seems as things are getting .
wrapped up. The Supervisor; and myself, and the Town Attorney, had an
occasion to meet last week with Senator LaValle, and Assemblywoman
Acampora on the environmental cleanup issue that is of grave concern to
the Town. It was a. very productive meeting. I was glad to see we could
reach out to State representatives, and I think we will have some solutions
to that without getting the details, but that was a very productive meeting.
I am glad they came out to join us for that. I am going to share with you
that there is a young man sitting in the audience right by the name of Matt
Falder. Matt and I are working on his Merit Badge involving citizenship,
and we are meeting again next Saturday morning at my office. He is going
to explain to me what all we just did tonight with regard to the budget
modifications, as he -is sitting with his lap copy of the budget there. He
can explain what all we just did tonight, but Matt is working on his Citizen
Merit Badge and I am honored to work with him in that respect. Other than
that I wish everyone Happy Holidays, and a safe Happy New Year, and
will see you after the first.
SUPERVISOR COCHRAN: Thank you, Bill. Louisa?
JUSTICE EVANS: As Bill and Ruth said, the ,most important thing was the
people in the audience with all their accolades for Judy, Ruth, and Joe. I
just want to say that I will miss them all. I have really enjoyed working
with them. . I benefitted immensely from working with them, and I hope that
we will see them all in the future, that they won't be strangers to Town
Hall, and please; don't forget to pick up your oysters before you leave.
SUPERVISOR COCHRAN: Judy, would you like to say anything?
TOWN CLERK TERRY: I said enough, but I do want to wish everyone a
Merry Christmas, and a Happy New, Year, and a Healthy New Year, and the
best of 1998.

SUPERVISOR COCHRAN: I would like to say to Judy, she has been a
support system. She has helped not only me, as Supervisor, but the Town
Board. Not only is she a professional Town Clerk in the way she runs her
office, and the business she does for the public, but she, is also a friend
to each and everyone of us. Judy, you know you are going to be missed.
You have at least another week so we can get real teary.
TOWN CLERK TERRY: You are not going to get rid of me until the 31st.
SUPERVISOR COCHRAN: I do wish you luck. Joe, you will be around for
another week, and Ruth. We will have some things cooking then, also. I -
worked with Joe and Ruth many, many years ago. We were on the Board
together. It was the Frank Murphy years. I think we became friends then,
and we always worked well together, and I would like to think we are still
friends, and hopefully there are some areas that we can continue to work
together on, and I wish you both well. I will take a motion to adjourn.
