SOUTHOLD TOWN BOARD
SEPTEMBER 30, 1997
Present: Supervisor Jean W. Cochran, Councilwoman Alice J. Hussie, Councilman
Joseph L. Townsend, Jr. , Councilwoman Ruth D. Oliva, Justice Louisa P. Evans,
Councilman William D. Moore. Also present: Town Clerk Terry, Town Attorney Dowd.
9:10 a.m. - The Town Board held an Unsafe Building hearing with regard to the
property owned by the County of Suffolk (formerly Geier), south side CR48,
Greenport, SCTM#1000-40-04-01 . The hearing was recessed to 2 :40 p.m. , concluded
and adjourned. See resolution 41 for the decision.
9:40 a.m. - Victor Catalano, representing Mattituck Men's Slow Pitch Softball
League, met with the Board to request funding under the ' Town's Grant Program.
He was advised to file a grant application with the Town Clerk and contract the
Recreation Supervisor for- consideration in the 1998 Recreation budget.
9:45 a.m. - The Town Board discussed the Nelson, Pope & Voorhis supplemental
review of the EAF with regard to the Mullen change of zone petition. Also in
attendance during this discussion was a number of residents in the Mullen Motors
area, and their attorney, Carolyn A. Zenk, and her associate Adam B. Grossman,
Esq. Ms. Zenk had filed with the Town Clerk, on September 29th, an "Attorney
Affirmation in Opposition to the. Change of Zone and/or in Support . of an
Environmental Impact Statement" with regard to the Mullen petition. The Board,
at the conclusion of their deliberations, decided the Mullens should submit a Full EAF
Part Ill. Their attorney will be notified of the Board's decision.
10:05 a.m. - Michael LoGrande, Executive Director of the Suffolk County Water
Authority and SCWA Board member and General Counsel for the Environmental
Defense Fund, Jim Tripp, met with the Town Board to discuss future water supply
for Southold Town. Supervisor Cochran presented her "Investment for the Future,
A Proposal for Southold Town: 1997-199911, the objective of which is to accomodate
growth and change within the Town without destroying (a) the traditional economic
base of farming, maritime trades E fisheries, and tourism; (b) the superlative natural
environment on which that .base rests; (c) the unique character and way of life that
defines the Town. Her objective is to adopt an effective governmental operating
and management strategy within the next two years. The Supervisor outlined her
action strategy to accomplish the foregoing. This proposal is on file in the Town
Clerk's office. Mr: LoGrande addressed the current Mattituck water' project, and
some of the details of the purchase of the Greenport Water System.
11 :00 a.m. - Ed Siegmann, representing the senior citizens, met with the Town
Board to discuss a new senior exemption which would permit the seniors to.subtract
out-of-pocket doctor and prescription expenses prior to compiling their household
income. Mr. Seigmann said this has been adopted by the County, but needs Town
and school district support. The Town Board took the request under consideration.
11 :20 a.m. - The Town Board took up For Discussion items: Councilwoman Oliva
presented a proposal for a one-year renewal of the North Fork Animal Welfare
League., Inc. contract for dog control services, for the same amount of money as
1997 (see resolution 39) .- -Justice Evans submitted a proposal for the purchase
of a parcel of property on Fishers Island with Land Preservation funds. The Town
Board is interested in the proposal and directed that the information be sent to the
Land" Preservation Committee for consideration.----Councilwoman Hussie and Director
of Code Enforcement Forrester held a discussion with the Board on the subject of
neon signs, which are prohibited in the Town of Southold. A. recent report of Mr.
Forrester revealed that his preliminary findings show 21 neon signs in the hamlet
of Southold alone. The Town Board agreed they should take a hard line on neon
signs form one end of Southold Town to the other. A press release will be prepared
informing the. public that there is an ordinance and it is going to be enforced.

EXECUTIVE SESSION
11 :50 a.m. - On motion of Justice Evans, seconded by Councilwoman Hussie, it was
Resolved that the Town Board enter into Executive Session to discuss hiring Police
Officers, litigation, and employment history. Vote of the Board: Ayes: Supervisor
Cochran, Councilwoman Hussie, Councilman Townsend, Councilwoman Oliva, Justice
Evans, Councilman Moore. Also present: Town Clerk Terry.----The' Board met with
Chief of Police Conway and Lieutenant Cochran to discuss the appointment of Police
Officers (see resolution 40) , after which they continued in Executive Session to
discuss litigation and employment history. •
1 :00 p.m. Recess for lunch.
2 :05 p.m. - Work Session reconvened and the Town . Board met with Merlon Wiggin
of Peconic Associates, Bob . Link, Vito Caporusso and Jamie Gaskel of Mariculture
Technologies, Inc. , Greenport .Village Trustee Barbara Heaney, and Steve Resler,
Department of State. The Board viewed a video on fish hatchery, after which Mr.
Wiggin submitted his proposal for a Marine I I I District, ! Fish and Shellfish Rearing,
for proposal in the Town Code. No action was taken on the proposal.
3:15 p.m. - The Town Board continued the For Discussion items: Permission was
granted to the Foundation for Marine Research and 'Preservation to use Town Hall
in November for a training session on rescue and rehabilitation of hypothermic (cold
stunned) sea turtles.----A resolution (42) was placed on the agenda for the issuance
of RFP's for the Coastal Erosion Study.----Councilwoman Oliva discussed the October
27th program sponsored by the Anti-Bias Task Force to be held at Greenport School.
It was determined there is sufficient funds in the budget for an ad to promote the
program.----Letter from Dr. & Mrs. Anthony Bennardo requesting permission for
parking for their party guests at the dead end of Nassau Point Road, Cutchogue,
near their home. Supervisor Cochran will work this out with Chief Conway.----
The Board discussed the Dvirka and Bartilucci Landfill Closure Investigation Report,
and a resolution (43) was placed on the. agenda to approve it subject to revisions
to Sections 8.3 and 8.4.----A resolution (44) was placed on the agenda to advertise
for members of the Police Advisory Committee.----A resolution (45) was placed on
the agenda to appoint Stephen Mudd to the Agricultural Advisory Committee.----
Executive Assistant McMahon presented a Management Plan for the Marratook Lake
Preserve. After reviewing the . document, some members of the Board found it to
be overburdensome, and asked Supervisor, Cochran -to discuss it further with The
Nature Conservancy.----Request from Richard Ryan, Chairman of the Land
Preservation Committee, for up-to-date aerial photography and GIS-based mapping
for particular geographic areas of the Town. Inasmuch as this is a current project
of the . Planning Board, Mr. 'Ryan will be asked to coordinate this proposal with
them.----A resolution (46) was placed on the agenda calling a public hearing on
October 28th to consider an increase and improvement 'of the. facilities of the Solid
Waste Management District.
4:05 p.m. - Town Board reviewed the resolutions to be voted on at the 4:30 p.m.

A Regular Meeting of the Southold Town Board was held on
September 30, 1997, at the Southold Town Hall, Main Road, Southold, New
York. Supervisor Cochran opened the meeting at 4:30 P.M. with the Pledge
of Allegiance to the Flag.

RESOLVED. that the minutes of the September 16, 1997, Town Board
meeting be and hereby was approved.

SUPERVISOR COCHRAN: To ' set the date of the next Town Board meeting
for Tuesday, October 14, 1997, at 7:30 P.M.

RESOLVED that the next meeting of the Southold Town Board will be held
at 7:30 P.M., Tuesday, October 14, ' 1997, at the Southold Town Hall,
Southold, New York.

TOWN CLERK TERRY: At this time I would like to announce that I have
presented the 1998 Tentative Budget to the Town Board members, and you
all have received a copy. Now, the Supervisor will present her Budget
message.
SEPTEMBER 30, 1997
SUPERVISOR COCHRAN: 1998 Budget message. I am pleased to present my
proposed 1998 Budget. This Budget proposal increases the property tax
rate by 2.53%. 1 propose to hold spending to the rate of inflation.
Regrettably we continue to struggle to find new revenue sourceq to finance
fundamental services to our community. However, I am corifident that
Governor Pataki's STAR initiative, coupled with the recent surge in the
financial market and tax relief of the Federal level will convince to
provide assistance . that . Southold Town taxpayers.. so desperately need.
Clearly, the STAR Program`will have the most dramatic impact on property
taxes. This budget reflects my continuing efforts to improve Town
facilities, provide adequate' park and recreational opportunities for all,
but particularly for our youth. One of the things we have done is to try to
upgrade and update our beaches. We finally completed the tennis courts up
at the playground, down -at Goose Creek property we have upgraded the
property, in addition there. will be a playground down there. I have put in
my Capital Budget, funds to purchase additional land for a park and
playground across . the way from Tasker Park. There are thirteen
available acres there. I .would like to see the Town purchase these, and
enlarge our parks and playgrounds for our young people. Presently we
have over 600 young people playing Little League, which is servicing more
kids than Riverhead. . In 'addition we have the Panthers in football. We
have kids playing soccer, so there is a need, and land in Southold Town is
going quite quickly. The vineyards are buying a great deal of land. It is
my philosophy that if we do not purchase some of the parkland now, that it
will not be there in the future, and I would like to see the Town plan for
the future in relation to parks and playgrounds. 1 think we should
continue to support our '.senior services developed through the Human
Resource Center. We have had a proposal from Met Life, which will be
helping us develop addition services for our seniors in town, which when it
is completed I think will please everyone. We will continue to enhance
public safety efforts through Police and Building Departments, and continue
the ability of our Highway Department, to respond through ice and snow,
wind, flooding and downed trees to keep our roadways open, safe and in
good repair. I am committed to supporting these activities as economically
as possible. This provides - no salary increase for, the Supervisor, Town
Board members, Trustees, Zoning Board, and Planning Board. Modest
increases have been provided for other full-time officials, contractual
increases provided under the CSEA and the PBA collective bargaining
agreement have been included as well. In addition; my budget proposes
increment step . increases for two employees excluded from the CSEA
bargaining agreement. Increments for Human Resource Center employees
totally $10,000 have been funded as ,well. In addition funding for promotion
of our. Senior Accountant to Town Comptroller and Senior Planner to
Principal Planner have been included. Governor Pataki recently has
announced his STAR initiative to provide property tax relief for our
taxpayers. We are presently hosting four informational meetings in the next
few weeks regarding the STAR initiative, and I would just like to remind
you we had one here yesterday at Town Hall, but there will be three
others, Wednesday night, October , 1st at the Mattituck Fire House,
Wednesday morning, October 15th at Greenport, and 7:30 that same
night, October 15th at Cutchogue School. Our Board of Assessors
anticipates an immediate and unprecedented surge in property tax exemption
filings under this program. I expect that this program will require an
additional clerk-typist for the Board of Assessors to assist in handling the
administration of this program. In addition, I expect that these filings
will have a dramatic impact on the Assessor's filing system, therefore, 1
propose that we include a modest item in the Capital Budget to upgrade this
system. With regard to the Police Department, 1 have not provided funding
for any additional Police Officer in 1998, however, 1 have included funding
for 8 Police Officers I expect the Board to hire this year, and who will
begin the Police academy on November 1, 1997. These police officers will
fill three vacancies created by retirements,that has been corrected. There
are now four vacancies, which have been created by retirements within the
department, and will provide staffing for our street crime unit. I propose
that up to five of these officers be financed for three years under the
Federal COPS hiring grant. As been the Town policy for the ,past several
years, my budget proposal appropriates 50% of the anticipated fund balance

at year end. I am pleased that our finance results continue to look
positive. No fund balance gimmicks are included in this budget. I continue
to support this policy and expect that the Town Board will do the same. I
look forward to discussing this budget proposal in further detail with the
Town Board and our Department Heads. We have scheduled the first
budget work sessions for October 1 and October 8. A Preliminary Budget
must be adopted by the Town Board by October 24, a public hearing on the
Preliminary Budget .will be held on November 6th, and final budget must
be adopted by November 20th.

SUPERVISOR COCHRAN: As you see from the . agenda reports are
submitted to the Town Board each month. Committees that are functioning
within Town government also submit reports to the Town Board. They are
on file with Town Clerk in the Town Clerk's Office. They are public
information, and if anyone would like this information you may request it
from the Town Clerk.

SUPERVISOR COCHRAN: We have had communications, a thank you from
Mike Forbes, and a , letter from Assemblyman Fred .Thiele in relation to the
2% tax bill, which was vetoed by Governor Pataki.

allowing him to hold a recent town meeting at the Southold Recreation
Center.
2. Fred W. Thiele, Jr., New York State Assemblyman, regarding
Assembly Bill A.8274, authorizing the establishment of the East. Hampton

1 . 4:45 P.M., on the reconstruction of the Wharf House facility and the
public restrooms building at Founders Landing Park in the Southold Park
District.

V. RESOLUTIONS.
SUPERVISOR COCHRAN: At this time ' we usually go into the passing of
resolutions. First we ask that if there is anyone .that would like to
address the Town Board in relation to any of the resolutions on the agenda
today. Is there anyone that would like to address the Town_ Board in
relation to the resolutions as presented? (No response.) If not, I will
take a privilege as Supervisor, and number 40 is the resolution which
appoints seven new police officers, and I would like to move that to the top
of the resolutions, so that it precedes number one. It's always been a
tradition that as new police officers are hired for Southold Town, that we
do invite them to come into the Board meeting at which the resolutions is
read hiring these young people. It's an honor and a privilege to become a
Police Officer. It's an honor and privilege in Southold Town, so we welcome
you. We expect you to do a fine job for us. You still have your Academy
to go through, and that is not a push over. You are going to have a lot
of long days, a lot of hard days, a lot of frustrating days, but if you come
through it we are guaranteed that we are placing on the street a Police
Officer who is going to do his job, and be there to serve the .community.

At this time we will have the reading of the resolution, and then following
that I would like to introduce those - young men that are here today, who
will be attending the Police Academy. Some couldn't get off their jobs. I
realize that. We made the decision this morning. We tried to call as many
as possible, so they could be here. If they are not it doesn't mean that
they are not interested. It's just that they had a prior responsibility,
which they could not just.. leave. At this time may I have a reading of
Resolution #40.
40.-Moved by Councilman Moore, seconded by Councilwoman Hussie, it was
RESOLVED that the Town :Board of the Town of Southold hereby appoints
Robert S. Bopp, Joseph J. Cassidy, David M. Okula, Steven L.
Harried, Thomas F. Hudock, William Brewer, and Gina M. Cavilla
McGrail as Southold Town..Police Officers, effective October 20, 1997, at a
salary of $24,603.00 per annum.
COUNCILWOMAN OLIVA: . No, and 1 would like to give my reasons. It's not
that I object to any of the officers that are being chosen. I think they
are all very fine young men. 1 certainly wish them well, but I wanted to
just hire those that would "be replacements of the ones that have retired, or
are going' out on retirement disability, which are four. I feel that even
though there is a grant for three years, after that three year time period
it will cost the Town in access of $100,000 per man to add to the budget,
and 1 just don't feel at this .time that is reasonable:, Thank you.
COUNCILMAN TOWNSEND: I vote, no, for the same reason. I, too, offer
my congratulations to the people that are hired. They are good men, and
was impressed in the interviews with them.

You may leave if you like. You don't have to stay through all the rest of
this. We do have a hearing at 4:45 for the Park Commissioners. I see Mr.
Skwara, and Mr. Hagerman are with us here. They serve as Park
Commissioners for the Southold Park District. May I have motion to recess?

RESOLVED that the Town Board of the Town of Southold hereby accepts
a $14,250.00 Bank Check from Russell Pellicano, as a bond for roads and
improvements in his minor subdivision of Russell Pellicano, Bayview,
Southold, New York.

2.-Moved by Councilwoman Oliva, seconded by Councilman Moore, it was
RESOLVED that the Town Board of the Town of Southold hereby
authorizes and directs Supervisor Jean W. Cochran to execute an Agreement
between the Town of Southold and the New York State Department of State
for grant funding for the Mattituck Inlet Stormwater Mitigation Plan, in the
amount of $40,000.00

Supervisor Cochran.
This resolution was duly ADOPTED.
3.-Moved by Justice Evans, seconded by Councilman Townsend, it was
RESOLVED that the Town Board of the Town of Southold hereby
authorizes and directs Supervisor Jean W. Cochran to execute an agreement
between the Town and Donnaree Rodriguez to teach computers during
the Fall 1997 recreation .program, all in accordance with the approval of the
Town Attorney.

Supervisor Cochran.

4.-Moved by Councilwoman Hussie, seconded by Justice Evans, it was
RESOLVED that the Town Board of Town of Southold hereby grants
permission to the Southold PTA to hold a Fun Run on Saturday,
September 20, 1997, commencing at 8:00 P.M. (1 .5 mile) and 8:15 A.M. 5
K, using the following Town Road, provided they file with. the Town Clerk
a One Million Dollar Certificate of Liability Insurance naming the Town of
Southold as an additional insured: Jernick Lane, West Hill Road, Harper
Road, Midfarm Road for the 1 .5 mile Fun Run, and Oaklawn Avenue,
Pine Neck Road, North Bayview Road, North Parrish Drive, North Field
Lane for the 5 K race.
4.-Vote of the Town Board: Ayes: Councilman Moore, Justice Evans,
Councilwoman - Oliva, Councilman Townsend, Councilwoman Hussie,
Supervisor Cochran.
This resolution was duly ADOPTED.
5.-Moved by Councilman Townsend, seconded by Councilwoman Oliva, it was
RESOLVED that the Town Board of the Town of Southold hereby accepts,
with regret, the resignation of Hiller Kahn from the Southold' Town
Anti-Bias Task Force, effective immediately.

Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie,
Supervisor Cochran.
This resolution was duly ADOPTED.
6.-Moved by Councilman Townsend, seconded by Councilwoman Oliva, it was
RESOLVED that the Town Board of the Town of Southold hereby appoints
Timothy Caufield, Peconic Land Trust, to the Fort Corchaug
Management Committee and the Fort Corchaug Recreation Ad Hoc
Committee, and Richard C. Ryan, Chairman of the Land Preservation
Committee,— to the Fort Corchaug Management Committee and Fort
Corchaug Recreation Ad Hoc Committee, effective immediately through
July 22, 1998, they to serve without compensation.

interest, -and is required in order to study and/or implement the local
project or program; and
WHEREAS, under Chapter 53, Section 1, of the Laws of 1996 relating to
the Local Assistance Budget, the .' Legislature has authorized financial
assistance to localities for services and expenses related to local
projects, programs and studies by means of a written agreement; and
WHEREAS, the Municipality has examined and duly considered Chapter
55, Section 1, of the Laws of 1996 relating to the Local Assistance Budget
and deems it to be in .the public interest and benefit under this law to
enter into a contract therewith;

SUPERVISOR COCHRAN: Number 30 is a resolution, -and I would just like
to give a little explanation. It has not yet been determined what week will
be clean-up. week, but a meeting with Superintendent Jacobs, we talked
about it last year, but it has been felt that people begin to put the brush
and so forth out two or three weeks before the clean-up week comes, and it
begins to become unsightly. It is all over the highways. It Is just
something that is not what we would like to see along the roads in
Southold. Therefore it was felt that if we did allow three weeks prior to
the week of the clean-up people would be more apt, or many people would
be apt, as they cut their trees and leaves to take them into the landfill.
This Mr. Jacobs feels will cut down some of the load that he has as a result
of the one week, and we feel that it will keep our highways a little nicer,
so 1 would like to offer this resolution.

contract as we have this year, for the same amount of money, which is

WHEREAS, the Building Inspector of the Town of Southold has made a
formal inspection of the premises owned by the County of Suffolk, and
referred to as: Suffolk County Tax Map designation: District 1000, Section
40, Block 04, Lot 01, located at the south side of New York State Route 25,
Creenport, New York, and thereafter prepared a written report thereon and
filed the same in his office; .and
WHEREAS, it was determined by the Building Inspector that the
buildings or structures on said premises are dangerous and unsafe to the
public; and
WHEREAS, the Building Inspector promptly thereafter served a notice on
the owner, their agent, or other persons having an interest in said
property, pursuant to the provisions of Chapter 90 of the Southold Town
Code; and
WHEREAS, said notice required the owner of said premises within ten
days from the date of service of the notice, to demolish the above described
buildings and remove all debris, and the work shall be completed within
thirty (30) days thereafter; and
WHEREAS, the owner of said premises has neglected or refused to
comply with the provisions of said notice within the time specified; and
WHEREAS, a public hearing on this matter was held by this Board on
the 30th day of September, 1997;.
NOW, THEREFORE, IT -IS DETERMINED AND ORDERED AS FOLLOWS:
1 . That based upon the written report prepared by the Building
Inspector and filed in his office and upon evidence given by the Building
Inspector at the hearing held on September 30, 1997, this Board does
hereby determine that the building or structure located on said premises is
unsafe or dangerous to the public.
2. That the owner shall board' the two back buildings, board the
lower floor of the main building and put snow fence around the main
building by no later than October 7, 1997, and that in the event that the
owner shall neglect or refuse to secure the property in this manner, the
Town Clerk shall advertise for bids to secure the premises in this manner
and submit the same to this Board for its consideration as soon thereafter
as possible.
3. That the owner shall burn or demolish the main building and
remove all debris by no later than November 25, 1997. Prior to demolishing
the main building, and in a timely manner, the owner shall apply for and
obtain a demolition permit.
4. That in the event that the owner shall neglect or refuse to take
down and remove the main building from said premises with the time
specified in the preceding paragraph, then in that event, the Town Clerk
shall advertise for bids to secure the premises in this manner and submit
the same to this Board for its consideration as soon thereafter as possible.
5. That the cost and expenses of the taking down and removal of
the building or structures on said premises shall be collected by the Town
.of Southold in the manner provided for in Section 90-4 of the Code of the
Town of Southold.

than a ministerial act) that may result in a financial
benefit to the requestor, the requestor shall disclose the
names of any town officer or employee who might have a
financial interest in the application, to the extent known
to the requestor at the time of the request. The disclosure
shall be set forth in writing and accompany the application.
ll . This local law shall take effect upon filing with the Secretary of

we welcome input from the community. If there is anyone that would like to
address the Town Board on any Town business .we would be very happy to
entertain that at this time.
ANNE LOWRY: Good afternoon. My name is Anne Lowry. I was
attending a ZBA meeting last week one` Thursday. Our monitor Gwen
Schroeder was "unable to be here, so, I took her place for the evening.-
Towards the end of the meeting the Chairman wanted to talk about
something that was very much a concern to him. It really bothered him
very much, and he was very angry, and it had to do with a memo that the
Town Attorney had sent to the ZBA, but somehow he claimed it had been
leaked to the Planning Board, and some member of the Planning Board had
spoken to him about it, and this upset him very, very much. He was very,
very angry about it, and said that he was instituting that there would not
have anymore of this, and he was instituting a gag order. I was sort of
surprised, to understate the case, that, A, anyone would do that, and, B,
whether it was legal or not, and he was really very serious about it, and
very angry. Just to repeat, his concern was that this had been leaked,
that it hadn't been more confidential. Some of the Board members
apparently did not have it, and when one of the Board members offered to
make copies, he also offered to get me one. I was the only one there
watching. 1 was the public, so he got me one. There was nothing that said
it was confidential or anything. So, as I said, I was very surprised,
upset, and concerned, and I thought that this should not be. Since there .
was no public but myself there, I thought other public should know about
this. I also can't help but make some connection when I see that Maureen
Ostermann, who was a very new member of the ZBA, is resigning. Now,
this being last Thursday, that perhaps there is some connection there. So,
thank you.
SUPERVISOR COCHRAN: Thank you for bringing it to our attention. I
became aware of some of the circumstances yesterday. We were going to
discuss some of it this morning in Executive Session, and we did not have
the time. It was brought to the Board's attention by another Board
member. I understand there was one person in the audience. I didn't
realize who it was, but the Town Board 'will be taking this under discussion
with the department. Thank you. Is there anyone else who would like to
address the Town Board on Town business?
HELEN KOUSOUROS: My name is Helen Kousouros. I live on Tucker's
Lane in Southold. An incident happened to me on the 12th of September
involving the Southold Police. I was going into the bank, my air bags both
deployed. 1 was injured. I got out of the car. The car was full of fumes,
and gases, and when I got out of the car the car rolled, and went onto a
curb, where it came to a stop. When the ambulance, when they were
caring for me, the last person to come there was an officer from the
Southold Police. He came into the back of the ambulance. He- asked for my
registration, and my license. I told him where it was. 1 said, officer,

would you like me to tell you what happened? He answered, no, you don't
have to tell me what happened, I know what happened. Now, this young
man I found out was a rookie, only a few months on the police force. When
I returned from the hospital to go get my keys I talked to the officer that
wrote up the report, in - the interim I had a witness, that witnessed the
whole accident, and she gave me her name, and wrote her phone number
down. The officer said that I hit the curb, which made my air bags
deploy. Now, this was a false report. I went to Conway, the Chief, and
he explained to him. He did not have any witnesses. The officer said to
me, I had witnesses also. I said, would you give me their names? The
officer answered, I don't have to give you the name. It wasn't necessary
for me to write their name down, what I say goes. This is what this
officer said. Well, it upset me, so when I went to Mr. Conway, the Chief,
he said he would get back to me. Now, he goes to the bank where there
was the first curb, and he said that he investigated the matter, and he
said, I see nothing wrong with the report. Now, this officer refused to
take my statement. He was not there to witness this accident. When I told
him I had a witness it didn't mean anything to him. Now, if this is the way
our Chief of Police is going to train our young police on this force, as a
law abiding citizen, and a taxpayer of Southold, I am very concerned.
Okay? There is no need for it. I thought that .a police report should be
on facts and witnesses, and if we are going to have a Chief who is going to
train these young men from the beginning, and train them wrong, I think
there is a concern.
SUPERVISOR COCHRAN: The Suffolk County Police Academy trains the
new police officers, but we certainly will, as a Board, take this up with
Chief Conway.
HELEN KOUSOUROS: Yes, the Suffolk County Police Academy trains
them, but there is more training on the force. You write up a report,
shouldn't it be an objective report on facts and witnesses?
SUPERVISOR COCHRAN: Of course, it -should.
HELEN KOUSOUROS: Why did he write up a subjective report?
SUPERVISOR COCHRAN: I can't answer for him until I find out what the
information is. You are telling me. I don't know anything about this. I am
just learning .it for the first time, so the Town Board will look into it.
HELEN KOUSOUROS: And Mr. Conway, Chief Conway, says that he went
over there at the bank, and saw . the first curb that I supposedly struck,
which he put on the report, which was false also, because I went over a
curb that was half beaten up, that I found out, I have witnesses, also, and
statements stating that they went over this curb two and three time prior
to my incident.
SUPERVISOR COCHRAN: May I ask, would you, please put this all in
writing, and submit it to my office?
HELEN KOUSOUROS: Absolutely.
SUPERVISOR COCHRAN: Is there anyone else who would like to address
the Town Board?
DONALD CARSIDE: My name is Donald Carside from Southold, Founders
Landing. I would just like to take a few minutes to speak about the
proposed expansion of Mullen Motors over there on the Main Road,. the
-corner of Locust Lane. I measured our town the other day in my car, the
odometer, from St. Patrick's Church, beautiful church, all the way to the
7-11, 9/10ths of a mile long. If this . proposal goes through for Mullen
Motors, and if, in deed, Mr. Mullen makes a parking lot out of that
property 2/10ths of that 9/10ths will be parking lot, 2/10ths of a
mile. I can't think of anything less aesthetically pleasing for a small town
like this, as a parking lot. Having settled that, Sunday afternoon I am
sitting in my dining room, and I look out my window, and who comes down
the driveway but Mr. Mullen, not the senior, one of the younger fellows
about my age. I think his name is Richard. Nice fellow. Comes down the
driveway. He's got a big site plan in his hand, a blueprint, and before I
know it he is sitting there showing my wife, and I, his plan, his side of

the story so to speak. You know what he is going to do over there. He
showed it to us. According to him the Colonial Corners buildings wouldn't
be razed. The parking .lot would be. in the back of all that. Separating the
parking lot from Locust Lane would 'be a fence, I think he said, and some
trees. There would be no throughway for anything to go from that parking
lot to Locust Lane. My wife and I listened to this, and then my wife asked
him the question, well, would it be general business business zoning, or
hamlet, that would be general. We said, that means anything could happen
over there in the future as far as Colonial Corners. You could build really
anything there, hotel, bars, you know a fast food joint. He assured us that
he plans on staying there. He has been there for years, and he has no
intention of making Southold like a highway. He assured us that he wasn't
a west developer or anything like that. He used the phrase a few time,
don't worry, don't worry, and I thought, boy, I heard that a few times in
my life, don't worry, and that meant start worrying. No reflection on his
character, because I don't know, and I appreciated the fact that he came to
our house to try and tell us. What I would like to say is that, you know,
can't stand here and say what his intentions are in future, you know. No
one can see the future, but what I would say is -that you might get a
glimpse of the future by looking at some of the towns west, Patchogue,
Port Jefferson, Riverhead, Ronkonkoma. At one time Nassau towns were
very pretty little towns with not that much development on their Main Road.
Like I said two weeks ago, when I was here, little by little you chip away
these zoning and before you know it, it would become a town that we don't
think would look too nice. I feel that we should remember the Southold that
we inherited I think is what we should bequeath to our children, and our
grandchildren. I am a little frightened, you know, what could happen on
that site, if it does become a General Business zoning. I would hate to see
this little town become . another Patchogue `-, or something like that. I just
wanted to voice my concern about that. Thank you.
TOWN ATTORNEY DOWD: Supervisor, you might remind people that since
this isn't the public hearing on Mullen's, but if they want it to be on
the record then they need to show up at the public hearing.
SUPERVISOR COCHRAN: We keep saying that each week. Come back again
when the public hearing is here. The Board bases their decision on what is
heard at the hearing, and so it is important that if you have a position you
should come back at the time of the hearing, and express it. Anyone else?
FRANK CARLIN: My name is Frank Carling the gadfly from Laurel. Before
I get into my main subject I also have seen Mr. Mullen's legislation, and
1 think this gentleman knows too, .that he intends to put evergreens all
around -the property. .it shows up on the blueprint, evergreens. I would
like to applaud some of the Town Board for voting to hire eight police
officers. I guess it's eight police officers.
COUNCILMAN MOORE: Seven.
FRANK CARLIN: How come seven now?' It was eight before.
COUNCILMAN MOORE: We hashed it out, and agreed on seven.
FRANK CARLIN: I want to go back and review this whole thing a little
bit, back a few years here. In 1990 , we had forty-one police officers in
Southold. We had nine in Greenport. Now, as of last week we had 38, and
one retiring this week, that is 37. That time we had 41 police .officers back
in 1990 we didn't even have the responsibility of patrolling Greenport. We
carried 41 police officers on our budget. Now, we have so far three
retired, one is on disability. That makes four. One retired last week. We
move up to 1994, November 17th of 1994, when the key was put into
Greenport ..Police Department, and Southold took over. My remarks, I will
be honest with: you, I don't beat around the bush, it is going to be mostly
directed to Joe Townsend and Ruth Oliva. A few were put on in November
17, 1994. The Police Department had to work tremendous overtime to
compensate to make up the difference in patrolling Greenport. It costs the
taxpayers thousands and thousands of dollars. I stopped counting at
$600,000. We couldn't hire any police officers for eighteen months, because
some of your colleagues on the Board, including the Supervisor, didn't
want to hire Eric Heins, so we went eighteen months without hiring any
police officer. So, these guys were working all kinds of overtime, .twelve,

sixteen hours a day. Oh, incidentally, I will tell you right now, if I was
Supervisor at that time, I would guarantee you Eric Heins would be in
uniform now patrolling Southold .Town, because you are innocent until
proven guilty. These 'police officers that are retiring, Joe, they are not
coming out of Town Budget. They are coming out of State funding. They
are replacements. They are replacements, so we got seven police officers,
and we are going to replace them. We. have to replace four. That is not
the budget money. The retirement money from the State budget is allowed.
Creenport gives us, Joe, I believe, $240,000 a. year towards police
protection. We got $375,000 from COPS. In 1995 we got $75,000 to hire one
police officer; so to say that we are worrying about $500,000, well, we find
the $500,000. We take it from another program, that doesn't have that
priority there. That's s what we got to do. It's pathetic when we put the
mighty dollar before the safety of the people in Southold Town, and our
police officer's retirement. It's tough. You know it takes over a year
before we get more police officers. There is one academy a year. It takes
a year. You have to allow,. and this is where my three step formula comes
in, logic, common sense, and reasoning. You have , to allow sick leave. You
have to allow for somebody for being sick and being out on leave. So,
seven police officers to me is good, but it is not excessive, being that we
have to handle Creenport. We got involved in Creenport there at that time
back in 194, '95. They started complaining they weren't getting protection.
They started taking us to court. Taxpayers start paying money for legal
suits. Trustee Heaney, I applaud her for coming up with the suggestion
of saying, let's sit down at the table, let's discuss this, and try to
settle it, which you did, and I applaud the Board again for this, and
applaud Creenport for doing this. You knocked it off, and that you
stopped spending taxpayers money on legal fees. Very good. We had in
the '96 budget, we had enough to hire new police officers. Joe, what do
you mean by this remark in the paper here? 1 don't get what you mean by
this remark. We are replacing guys who haven't been productive. What do
you mean by that? We are replacing guys that are not being productive.
COUNCILMAN TOWNSEND: I'll wait until you make your remarks, and then
I will make mine.
SUPERVISOR COCHRAN: Frank, can we move it along a little bit?
FRANK CARLIN: Subject is getting kind of hot. It's election year.
Replacing guys that haven't been productive, okay. But, getting by
without new officers for some time. I could go on, but I won't.
SUPERVISOR COCHRAN: Would you like to respond?
COUNCILMAN TOWNSEND: I'll talk a little bit about my position. Back in
'90, 1 don't know what the police budget ' was, but my guess is it was
probably almost half of what it is now, even though we may have had 41
officers. The Police budget is probably the largest part of our Town
budget in terms of, personnel. It is by far the largest, and also probably
the fastest growing. We did have a problem. We were operating with 27 or
something at that point during that period you were talking about when we
were enjoined from hiring new policemen, because we were waiting for a
hearing on Heins, Officer Heins. 1 'don't want to get into that. That
is not a pleasant discussion, but it suffices to say, that was resolved, and
we . hired at that point, I :think, with the officers that we got from
Creenport, and the five new additional officers, we have seven officers
from that low point. The overtime figures are much reduced from then.
think mostly they are quite low. Actually, most of the overtime comes in
from the Sergeant that has to be replaced, and that is at a point where we
could make it at any time. We could give somebody a promotion to Sergeant
any time, and help reduce some of the Sergeant's overtime. My feeling
based on .the overtime, and by the way, we did manage to get seasonal
police officers, which gave us two officers during peak times which we
didn't have before, has mitigated the need more than four police officers at
this time. We will be up to full 41 with the four police officers, and when
I say, officers were not productive, I wasn't saying anything negative
about them. What I was saying, is they hadn't worked for over a year.
Those officers have been on disability, some for years and years, maybe
have worked 10% of the time within the last ten years. One of the
retirements was in January. Another was in the middle of summer, so if we
were going to have overtime bills, we would have them now. That is what I

meant by those officers not being productive. They haven't been on the
job. Those people are replaced, so we were basically getting along without
four officers, and these new officers will be in additional to the force, an
addition to the working force. I believe that with creative management
keep the cost down. A new officer right now. .not a new officer but an
officer that has been here for five� years is costing probably around
$100,000, Five years from now at the rate that they are increasing they
will be up probably $120,000 or more per officer. So, if we were to increase
the manpower, . and. I think one of the arguments that people use, and in
favor of it is there is a grant that will pay for 500 of the salary or three
of the seven new officers, that we will be hiring. That grant is only 500
of the first three years. The first year is $26,000. It's inconsequential
to what will happen four and five years down the road, plus it is not
certain whether we will have to maintain that level of staffing afterwards.
I think that the feeling is that these people will gradually take the place
of people that are retiring, or we can lay off after we have established
this new number, but I am not too sure we will. Certainly it will be
difficult to do so once we establish a new level of staffing. So, that is
the reason I took my position, and voted against. hiring seven. I have
nothing against our police department. I think they are doing a good job,
but I think we can make more effective use of our manpower, and we can
get along with these four additional officers. That's my position.
FRANK CARLIN: If it wasn't for the gentleman from the Civil Service Board
making the decision not to hire Heins we probably wouldn't have hired
police officers yet. The Board couldn't make it. We had to leave it up to
the gentleman from the Civil Service Board to make the final decision,
because you fool around for eighteen months, and as far as them being
unproductive that's a point right there :'that we needed to have police
officers. We got to have them replaced. That's what I am trying to say,
Joe. When I started out I think this proves something. Back in 1990 we had
41 police officers, but with Greenport we had nine. Now we got only right
to this day we have only 37, and we try to keep up with Greenport yet. It
don't add up, Joe. There is no logic. No logic. I'll tell you one thing,
we worry about the police, but we all know when we are in trouble where
to call, .911, expecting them to be there. That's all I have to say. I have
one more short thing, I want to make a compliment. That gentleman that
takes care of that Laurel Park, mows the grass, and he trims the plants, I
understand he handles several other parks. What a wonderful job. - When I
see Ray Jacobs I intend to tell him so. I give credit where it is due. One
more thing while I am flying here, one more thing being that we are going
to go now. As long I have been coming to these Board meetings I have
never, any Supervisor, I have never walked into a Supervisor's Office
before .Board meeting to discuss what I am going to speak on, any subject,
Bill Pell, Frank Murphy, Scott Harris, you, never. I never discuss what
I am going to say before I come here to any Supervisor. Nobody knows
what I am going to say, and what my subject is. I want to make that one
clear, too. Thank you very much.
SUPERVISOR COCHRAN: That's very true. You have never been in my
office. Thank you, Frank. Is there anyone else that would like some
input from the Town Board?
JAY GARGANI: I am a little tired. I guess you are, too. Jay
Gargani, Southold. I have a little police experience of my own, and that
word productive scares me. That can be a very dangerous thing when you
use a negative yardstick to measure a policeman's performance. Also, these
numbers that are being tossed around with the number of policemen
required to police a certain area, that certainly can not be done by a
layperson, because everyone knows that mobile policeman, car patrol, radio
patrol, far exceeds patrolling costs since it covers a much wider area, and
all of these factors have to be reconciled. No one can make generalization
about this"except. an experienced police personnel. But, that wasn't really
what I had to say. I did read, also, the article about speakers in The
Suffolk Times, and I promise not to be more than a two minute egg. I only
have two words, departmentalization, and fractionalization. You know we
hear about department heads, parking issues, planning people, etc., and
all these people are consumed with a passion for their course, and I can
really understand that. The problem is with departmentalization is that
people become so engrossed in their own unit, that they lose sight of the
overall cost of government, and that is why I would want the Supervisor to

become a gatekeeper, such as we have in HMO's, to tie things together.
In fractionalization we have sideroads of taxation. We have independent
enduros set up for this course, and that course, and who is going to tie all
of this together? We are told that school taxes predominate our tax bill,
and that is an absolute truth, however, these things all come together on
one piece of paper to the taxpayer. So, compilation something" has to be
done about that. Units have to talk to each other a little more fully, or
openly, and objectively, and the Supervisor has be the gatekeeper, and
wish to compliment. you on the opening of this meeting, when you said 1
believe that tax increases., 2.50, and of course that is a very nice thing,
but we all know that percentiles don't really mean anything unless we know
the whole to which they .refer. I think it would be a good idea that when
tax increases are talked about, that model examples be given as to what the
net cost would be to an average tax payer in Southold, so we can get some
focus on the situation. I feel that it is very important.
SUPERVISOR COCHRAN: You can pick up all that information in the Town
Clerk's Office. It's available.
JAY GARGANI : I don't think a person should have to really go through
all the pages of these text. I don't see anything wrong in just asking you
to keep an overall view of this situation. That's all I am asking.
SUPERVISOR COCHRAN: Thank you. .
FRANK CARLIN: Madame Supervisor, I have one more thing I forgot to
mention here. Being that the fourth police officer retired this week, what
squad is short one man?
SUPERVISOR COCHRAN: Is there anyone else who would like to address
the Town Board?
DONNA DEZUKA SMITH: My name is Donna Dezuka Smith. I had a
very pleasant experience with the Police. Department; as far as people that
have been there years. I had a very bad tenant, a trying tenant shall we
say, and at the drop of a hat they answered her complaints and issues that
were unfounded. They were very, very good at responding, not putting
there what they think or anything, just taking the facts, saying windows
are open, when she is saying there is no heat, etc. I don't want to go on
about that, but I say here today. Helen was very upset, and I think the
point she is making was, number one, it was a rookie, and number two,
yes, they may be trained by Suffolk Police Academy, but they answer to
the Chief of Police, and really, . she gave the Town the benefit of the
doubt. She went to the Chief. She was very calm right now, and she also
went to Councilwoman Moore. It fell on deaf ears. Okay? Now, she is
bringing it up here, and I hope that she puts it all in writing, and then
something comes of it. (tape change)
COUNCILMAN MOORE: It didn't fall on deaf ears. I did speak to the
Chief about it. He was satisfied. It is not my position to tell him how to
write a report. I did suggest to you that you write your own report,
which you are entitled to do. In fact, in certain instances it is required
by law to do your own accident form, and I did invite you to come to the
Board today. I am glad to see that you came, and followed up on it. I
didn't leave it on deaf ears, and I did invite you to come here, so, thank
you.
SUPERVISOR COCHRAN: Anyone else?
SARA GARSIDE: Sara Garside, Southold. I know the hearing on
Mullen Motors fs a long ways off. I would just say a few things today.
Apparently. before the last expansion we were promised shrubs, and a nice
atmosphere, but he never went through with it, and this time who is to say
that that wouldn't happen again. I feel that we were taking for granted
the beauty of this town. A big change like this you can very carefully
consider, because once we destroy - these surroundings the changes of
recovery are very slim, and I think it would be very impossible to, you
know, parking lot, plant trees, so I think before this goes through you
should be very careful in considering the future. Thank you.

SUPERVISOR COCHRAN: Thank you very much for your comments.
Anyone else like to address the Town Board? (No response.) If not, I
will call on Board reports starting on my left with Councilman Townsend.
COUNCILMAN TOWNSEND: This last couple of weeks were interesting; a
lot of festivity In the air in different parts of the town, and 'you know,
when you are campaigning you become very aware of these things. I .had a
good time at the Greenport Maritime Festival. I think it has grown to
amazing proportions, .and they are to be congratulated. There are so many
things to do there, both night and day, with fireworks and, you know,
people dropping out of the sky, and boat races, which I won't talk too
much about.
SUPERVISOR COCHRAN: Were you in the race?
COUNCILMAN TOWNSEND: Yes. We placed, and so that was great and they
had a Harvest Festival up in Cutchogue, which is an amazing thing to see.
When you go between the buildings up there, they have traditional and
early ways of, cooking, weaving, how they made flax: It was a fantastic
and interesting process, and I recommend next year, when they have it, '
that everybody try to get there, and send your kids there. It's a very eye
opening experience. We had the second round of interviews for police on
the 24th, a Code Committee meeting, which was primarily on the Tower
Law, which I attended. I .am not the Chair. That was Bill Moore position,
and that's about it. 1 did meet with the Town Attorney, and the Planning
Department on the ongoing changes to the uses in the business zones,
which I believe we are almost ready to bring forth in language, in the Code
language, so hopefully I will have that by the next Board meeting. They
are down to semantics at this point in the Code, and that's about it.
SUPERVISOR COCHRAN: Thank you, Joe. Councilwoman Oliva?
COUNCILWOMAN OLIVA: Thank you, Jean. I attended a Land Preservation
Committee meeting where I think this committee is going to be far more
active in looking to acquire pieces of land, that are more, cohesive, or
contiguous to other pieces that have been, approved, either by the .County
or the Town. The are looking at management methods of using the open
space, and they .are working with the Fort Corchaug people. I am on-that
committee, and we are going to meet again on Monday, and that is going to
be a real fun thing to do, to try to plan the different access points to
Fort Corchaug. I also attended the , Code Committee about the cellular
towers. It is of great concern in Orient, as you all know. We did interview
the police. Jim McMahon and I attended a Habitat Restoration Program that
was put on at Quogue Wildlife Refuse. It is in conjunction with the Peconic
Estuary Program, that I think the main idea of it is just an initial meeting
to get people together from Easthampton, Southampton, Riverhead,
Shelter Island, ourselves, to do a unified type of project, so that we .can
use the same personnel, or perhaps ask for bonding for the same type of
equipment. They are all not just repeating the same thing, but we can
work cooperatively with each other, and I am looking forward to working on
that project. I am also delighted that we passed the agreement with the
State to proceed with the studies, and go out for the RFD's for the Duck
Pond Point to Horton's Point reach. I think it will be very productive, and
we certainly will have a base line analysis to know what we ,can do in the
future, and if get the extra money from the Environment Protection Fund,
we can extend that to the Town line. I think the information will be
invaluable to everybody.
SUPERVISOR COCHRAN: Thank you, Ruth. Councilman Moore?
COUNCILMAN MOORE: On the lighter side I participated in a new festival.
We had a bunch of regular ones, that we have talked about today, but the
Southold School had their Potato Festival back on September 20th. I
participated in their run-walk. I did the walk part of it. I took the kids
with me, so that is. my excuse. Also, had an opportunity with a bunch of
people to participate in Hands Around the Bays Clean-up, and the group I,
worked with was down at Founders, and did a nice job of cleaning up on a
Sunday morning bright and early. I am still reporting on the Code .
Committee. We met last Wednesday, as has been said before, and we are
meeting again tomorrow afternoon. We are trying to put the final touches,

I hope, on the cellular tower ordinance. We are working against a deadline.
October 14th is our drop dead date. Right, Laury?
TOWN ATTORNEY DOWD: Yes.
COUNCILMAN. MOORE: So, we have to get our act together, and get that
done, but that is what we are working on tomorrow afternoon at 4:00
o'clock.
SUPERVISOR COCHRAN: Louisa?
JUSTICE EVANS: I will report on the usual Fishers Island things I do,
but I don't know how much interest people have in.. them. I issued hunting
licenses, and went to senior meetings, and did my Harbor Committee
meeting, and various other meetings that have to do with Fishers Island.
SUPERVISOR COCHRAN: We are always interested in Fishers Island.
That's a part of Southold town. Councilwoman Hussie?.
COUNCILWOMAN HUSSIE: 1, too, have been busy with 'the Code Committee,
too, but one of the most interesting things was that Wednesday two weeks
ago we had some visitors here from Southwold, . England, and it was my
pleasure to squire them around town for a few days, Mrs. Margaret Chad,
and, also, Mrs. Nora Crane. Very nice, and, of course we have, as you
know, been having some sort of an exchange of visitors for a number of
years. I have been over. there twice. Every year somebody comes from
Southwold here to Southold. I went to the Maritime Festival, too, and I
tell you I didn't see many of you all there. I saw everybody from out of
town. I saw Joe,. and 1 . saw Jean. The place was packed. It was very
interesting, but there were a lot of out-of-towners, and I can see that it
certainly does bring tourism into the town. However, if you recall about
two meetings ago there was some talk that I had about the referendum
coming up about the LILCO/LIPA situation, and - what Suffolk County
Legislature should do about -it. At the time the Board suggested that I hold
a meeting, and finally we do have a date. Please, put aside on your
calendar Wednesday, October 22nd at 7:00 P.M. right here. We are going
to have Dave Wilmott, who is against the LIPA/LILCO, and that
person who is for the LIPA/LILCO situation, and I will be talking,
too, and we will discuss, not only the pros and cons of the proposal, but,
also, the referendum, so, please, make it a point to come here. I would
love to see a full house.
SUPERVISOR COCHRAN: Sounds good. I. would like to share a few
things, , that I have been busy with over the last couple of weeks, over and
above the time that 1 have devoted to developing the budget. I didn't have
an opportunity at the last Board meeting to share with you, we had
received a $68,000 grant towards the first purchase of property in the
Arshamomaque greenbelt that we would like to preserve, so I was quite
excited about that. I attended this past Sunday. we did a fire drill,
evacuation for Fishers Island. Louisa was not over here, but everything
went very, very well for the first drill. We have made some changes in the
Emergency Preparedness Plan for Fishers Island if there is a nuclear
problem with Millstone, hopefully, there never is, but we certainly believe
in being prepared and having things in order. It went very well. There
was involvement by fire departments, school; the Red Cross, it was
simulated exactly as a tragedy, or an incident might happen, so we even
had one young lady that had a heart attack. She is about sixteen, but what
an actress she was. She did a beautiful job. I, also, had the privilege
with Bill, a bunch of us went down and cleaned for Hands Around the Bay
in cleaning the beaches throughout Southold Town, and around the entire
bay. We had a lot of fun. We had people of all ages, and every once in
awhile you do get fun things to do. In addition to the clean up we were
served coffee, and coffee cake, and doughnuts for the kids, and juice and
so forth, but it was a fun thing to do. I, also, .had the opportunity to
attend the Long Island Fall Harvest Festival at Suffolk County Community
College. I took the time to congratulate the college, and 'the Farm Bureau,
and Cornell Co-op for their involvement. This was their sixteenth year,
and it is also a nice fair, and a nice family afternoon for everyone. Also,
I had the opportunity 'to meet with the neighbors, that live around the
Landfill here in Southold. At our last meeting I had said we would meet
with the residents, and develop an evacuation plan, and hopefully again

these things don't happen, but if we have a spill in the future we have put
down the different options, and: things that can, and will be done, and it is
being finalized into a plan for us to . have to function if something occurs.
Also, the Recreation Committee of the Fort Corchaug site met on
Thursday the 18th. We had a very good first meeting. It +is a good
committee. We are going to be walking the site within the next couple of
weeks, and then to begin the development of these things. I was out of
town for a couple of days last week, part of it personnel, but some of it
was pleasure. I . had. the opportunity to meet an Eric Ditz, his name was,
and his father is the foremost archeologist in the United States, and Eric
was working on a site, that was being dug, and I told him about Fort
Corchaug, and he said he would love to be invited up here at 'the time
when we begin, if we ever begin, to do a dig in relation to the site. As I
stood there at the site,a young archeologist, who was on the site dug up a
small bottom of pottery, and this goes back to about— I'm going to say
1650. That was the Jamestown area, 'and 1 said, oh boy,, look what we
have. I said, I'm your good luck, let's see what else you can dig up, .and
it's interesting, because when you do a dig you usually go down as; far as
the plow would go, and that's the first layer of the .,_dig, and if it's light
in color you ' assume that the. digging only went that deep. If it is dark in .
color, then it .is an indication usually of a house foundation, or it's an
indication of a well, but it's an indication that the earth has been dug up
deeper than just the first foot. So, he found this first little piece, I
said, come on, I'm your good luck, let's see what else you can find. It is
very tedious, because you have this whole thing, the grid, and you use
this little teeny trowel, and you just scrap away, scrap away. He found the
second piece of the bottom of the pottery, then the third piece, and Mr.
Ditz and another gentleman was on the other side, and he said, we have
to show him. This is a good find, this is a'`good find. I. said, okay, fine,
so I yelled over, and said, hey, guys, come on over here, see. what we
found, so it was kind of fun. It was exciting, and I thought to myself, if
this is going to part of what is going to happen at Fort Corchaug, as far
as getting the foot print of the Fort and so forth, and any artifacts that
are there 'it certainly is going to be excited for not only the Town Board,
but it is going to be exciting for the entire community, so we look forward
to working on these committees, both the Recreation and the Fort
Committee, and hopefully it will be something that we will all be proud of
someday. As I said I have been busy with the budget. I presented it
today. I do have my budget message, if there is anyone here that would
like a copy, you are certainly welcome to it, and I thank you, all for
joining us,, and I will entertain a motion for adjournment.
