SOUTHOLD TOWN BOARD
JUNE 10, 1997
WORK SESSION
Present: Supervisor Jean W. Cochran, Councilwoman Alice J. Hussie, Councilman
Joseph L. Townsend, Jr. , Councilwoman Ruth D. Oliva, Justice Louisa P. Evans,
Councilman William D. Moore, Town Clerk Judith T. Terry, Town Attorney Laury
L. Dowd.
9:10 A.M. Donald Sayre, representing the Southold Fire District and Southold
Town Fire District Officers , Association, met with the Town Board to request them
to enforce the existing house numbering system in the Town to assist fire and police
personnel during emergency situations. He submitting a copy of Southampton Town's
"Street Address Numbers" regulations which is being strictly enforced. The Board
referred the proposal to the Code Committee, at which time fire and police
representatives will be . included in the discussions.----Mr. Sayre also asked the
Board to follow-up on the clearing of private roads, as provided for in the Town
Code. Orient and Southold have prepared a list of their roads, but the other
hamlets have not. Town Investigator Forrester was present during this discussion,
and said he would make it a priority to contact the other departments for their lists.
9:30 A.M. - Richard Hilary, Program Director of Project S.O.A. R. (Stewards of
Americas Resources) met with the Board to bring them up to date on the progress
of the program. Their first scheduled event on April 12th was a success, when
youths constructed sutet feeders, bird ' feeders and blue bird houses at Peconic
Dunes Camp, and improved the nature trail and constructed interpretive signs to
be placed along their trail. Th-e previous Sunday was a S.O.A. R. Fun Day at the
camp, and Councilwoman Oliva participated as a representative of the Town Board.
Mr. Hilary distributed a S.O.A.R. Calendar of Events and Activities for 97-98.
9:30 A.M. - Roy Schelin and Susan Boivin met with the Town Board to request
permission to locate a temporary watchman/office trailer on'the North Fork Sanitation
property at Cox Lane, Cutchogue, until their permanent office can be built. They
have experienced vandalism recently and feel that trailer would deter future theft
and destruction. The Board agreed to a six month permit (resolution 30) .
10:15 A.M. - The Board took up the following For Discussion items : Supervisor
Cochran asked Councilman Townsend, Chairperson of the Planning S Zoning
Committee, . to invite a representative from each of the local Chambers of Commerce
to his meetings. She would like them to have input as a number of changes are
being proposed to business uses.---Councilwoman Hussie and Solid Waste Coordinator
Bunchuck discussed moving forward on the construction of the solid waste transfer
station, However, it appears a bond resolution will be required to pay Dvirka &
Bartilucci the consulting engineers on the project. Councilwoman Hussie will make
the necessary arrangements.----Mrs. Hussie and Mr. Bunchuck advised the Town
Board that they recommend going forward with awarding the contracts for hauling
and disposing of solid waste and CSD to Trinity Transportation Corp. (resolutions
9 E 10) .----A resolution (31) was placed on the agenda to request the Suffolk
County DOT to conduct a traffic study on CR48 from Southold Town Beach to Sound
Shore Motel for the purpose of reducing the speed limit.----The Board discussed
the request of The North Fork Women's Resource Center for a grant for the COOL
Project, and a resolution (32) was placed on the agenda to grant $500.00.----
Request from Greenport Merchants Association for a donation toward the fireworks
display for the Maritime Festival. Board members were hesitant to grant such a
request, as the Maritime Festival is to benefit the East End Seaport Museum, and
the Town gave a grant of $800.00 to the Museum. Councilman Townsend asked the

Board to hold this discussion item until he has an opportunity to speak to Janet
Claudio of the Greenport Merchants.----The Board considered a request for a permit
that would allow fishermen to park at road ends in the late evening and early
morning hours. - A communication from Alan. Ravenhall, Cutchogue, indicated that
Riverhead has such a law. The Riverhead law will be secured and referred to the
Code Committee for study.----Town Board set 8 :30 A.M. , Wednesday, June 18th to
interview an applicant for the Land Preservation Committee.
EXECUTIVE SESSION
11 :10 A.M. - On motion, of Councilwoman Oliva, seconded by Councilman Townsend,
it was Resolved that the Town Board enter into Executive Session to discuss
litigation. Vote of the. Board: Ayes: Supervisor Cochran, Councilwoman HUSSie,
Councilman Townsend, Councilwoman Oliva, Justice Evans, Councilman Moore. Also
present: Town Clerk Terry, Town Attorney Dowd.---The Board met with the Board
of Assessors: Scott Russell, Chairmen, Robert Scott, and Darline Duffy, and Special
Counsel Richard Cron to discuss the San Simeon by the Sound litigation, and then
with Planning Board Chairman Bennett Orlowski, Jr. and Special Counsel Frank
Yakaboski to discuss the Cross Sound Ferry litigation. Town Attorney Dowd was
absent during the Cross Sound Ferry litigation discussion.
12:45 P.M. - Recess for lunch.
2:00 P.M. - Work Session reconvened and the Board continued the For Discussion
items: Town Board asked that letters be sent to canvass a civil service list for
Stenographer.----Discussion was held on the proposed Lot Creation and Structures
Local Law, which will be redrawn by Town Attorney Dowd for the June 24th work
session.-'---The Fishers Island Harbor Management Local Law was again discussed,
and comments from Leslie Goss, President of the Fishers Island Civic Association,
will be incorporated in the current draft by Town Attorney Dowd for the June 24th
work session.----Letter from Congressman Michael Forbes asking for letters of
support from the .Town Board with regard to the Eastern Long Island Scenic Byway
from Smithtown to Montauk, and the Long Island Sound Preservation and Protection
Act, which will prevent anyone, even our own government, from dumping
contaminated material into the Long Island Sound and Block Island Sound.
Supervisor Cochran will send, letters on -behalf of the Town Board.----The Board
reviewed Town Board policies to determine which ones will be incorporated into the
Employee Handbook. Town Attorney Dowd will take the selected policies and place
them in the proper format in the handbook.
3 :15 P.M. - The Town Board. reviewed the resolutions to be voted on at the 4:30
P.M. Regular Meeting.
EXECUTIVE SESSION
3:45 P.M. - On motion of Councilwoman Oliva, seconded by Councilwoman Hussie,
it was Resolved that the Town Board enter into Executive Session to discuss
litigation and personnel history. Vote of the Board: Ayes: Supervisor Cochran,
Councilwoman Hussie, Councilman Townsend, Councilwoman Oliva, Justice Evans,
Councilman Moore. Also present: Town Clerk Terry, Town Attorney Dowd.----
During this session a resolution (33) was placed on the agenda to authorize the
settlement of the Gary Charters v. Town of Southold and The Southold Town Police
Benevolent Association, Inc. litigation, subject to the execution of a collateral
agreement with the Police Benevolent Association, Inc.

A Regular Meeting of the Southold Town Board was held on June 10,
1997, at the Southold Town Hall, Main Road, Southold, New York.
Supervisor Cochran opened the meeting at 4:30 P.M. with the Pledge of
Allegiance to the Flag.

General Fund Whole Town bills in the amount of $143,501 .77; General Fund
Part Town bills in the amount of $7,919.01; Community Development Fund
bills in the amount of $20,000.00; Highway Fund Whole Town bills in the

and hereby are approved.

SUPERVISOR COCHRAN: Setting the date of the next Town Board meeting
for Tuesday, June 24. 1997, at 7:30 P.M.
Moved by Councilwoman Oliva, seconded by Justice- Evans, it was
RESOLVED ' that the next regular meeting of the Southold Town Board,
will be held at 7:30 P.M., Tuesday, June 24, 1997, at the Southold Town
Hall, Southold, New York.

Supervisor Cochran.

SUPERVISOR COCHRAN: Many of you are aware of the committee,
Community Pride, that we have been working with, and doing projects
throughout the town, different non-profit groups, and schools, and young
people. You perhaps noticed coming into town, both down in Orient, and
in Laurel, that we have a new sign. One of the things we were going to
do was put signs at the beginning of the town to showing the many
accomplishments of young people. I contacted the schools, and lists began

to come in, and we have so many young people that are achieving
throughout the schools in Southold Town, that we probably would have had
a sign on each end of the township at least 100 by 200 feet, just to begin
to list some of these things. Really, we have good students. We have
good kids. But,. when we went to the Community Pride, and different
schools are involved, and they will be doing some of their projects in the
fall, with summer coming on now. The Southold School .did do. a project in
relation to education, and awareness, and it was competition before the four
grades, Freshman,. Sophomore, Junior, and Senior, which is always fun.
When we had our meeting .over there we did tour the halls, and they put all
sorts of informational, and educational information in relation to graffiti,
and vandalism up on the walls. Some of it was really clever. It was really
good, by the way. I wish that we could say that all four classes were
winners, because they . were, and the fact that they have brought an
awareness, not only to their students, their peers, but they brought an
awareness to the community as well. So, we would like to offer
congratulations on the behalf of the Town Board to the Junior Class, and
would -you, please, those who represent it that are going to pick up this
plaque today, please, come forward. We, also, have with us Principal Mary
Fitzgerald. Would you join us, too, please? We can do this presentation,
and you take it into school tomorrow, and hang it in the hall in one of the
cases. It says, and I'd like to show the plaque. I think it's a pretty nice
plaque. It says, congratulations to Southold High School Class of 1998.
Winner, graffiti and vandalism display, school Community Pride competition,
and it's signed by myself as Supervisor, March 12, 1997. It's really given
on behalf of the entire Town Board of which I would like to introduce you
to Judge Evans, Councilwoman Hussie, our Town Clerk Judith Terry,
Councilman Bill Moore, Councilwoman Ruth Oliva, and Councilman .foe
Townsend, and our Town Attorney Laury Dowd. I would like you to
introduce yourselves. (David Osburn, Melissa Krupski, Michelle Elak,
Melanie Long, Mary Fitzpatrick) Nice meeting you. Since this gentleman
is outnumbered by the female class, I'm going to give this to him to carry
back to school. We certainly thank you for taking part, and hopefully you
will plan another project in the fall because community pride is something
that has to continue. It just doesn't happen in a one shot deal. You do
something continually each year - to get involved with your community.
Thank you for coming in. Congratulations.
I . REPORTS.
SUPERVISOR COCHRAN: As you know each month the Town Board
receives reports from the different departments and' committees, and they
are listed on the agenda. For those of you who aren't with us, but do
watch this program on TV, the reports are Scavenger Waste, Office of the
Building Inspector, Town Clerk's Monthly Report, Town Justice from the
Courts, our Healthcare claim lag study. But these are the kind of reports
that the Town Board receives each month, and so we keep a pulse, or
finger on what is going on in all the departments and the committees.

III . COMMUNICATIONS.
SUPERVISOR COCHRAN: There are different letters from the community,
or it could be other municipalities. There is one here from Long Island
Railroad. There is one here from Department of Energy Brookhaven, so
we try to list these so that one way it does go into the minutes, because it
is now a part of the official minutes of Southold Town, but we have a great
deal of correspondence. Many of it is directly related to the Town Board,
so it becomes a part of their packet. Some of these more general ones are
listed as communication.

their search ' for a new contractor to manage and operate Brookhaven
National Laboratory.
2. Antonia Booth, Southold Town Historian, in -regard to the acquisition
of Fort Corchaug by the Town.

Supervisor Cochran's concerns about the Intermodal Surface
Transportation Efficiency Act.
4. Governor George Pataki thanking Supervisor Cochran for
contributing to the success of the study of Long Island Sound and Peconic

5. Mary J. Dewey, Chairman and Joan Sinning, Co-Chairman of the
Eastern Long Island Hospital Auxiliary thanking the Town for the use of
the Rec Center for the annual plant sale.

IV. PUBLIC HEARINGS. None.
V. RESOLUTIONS.
SUPERVISOR COCHRAN: You are aware that the Town Board has a
policy, that allows people to address the Board in relation to the
resolutions that are on the agenda for action, and we will do that at this
point. Later in the meeting, 'at the end of the meeting, when we are
finished with the resolutions, and that formal part of business, we do ask
if there is anyone in the audience that would like to address the Town
Board on Town business at the time, on topics other than what the
resolutions called for. Is there anyone, that would like to address the Town
Board in relation to any of the resolutions' on the agenda? (No response.)
If not, we will begin with the resolutions.
I .- Moved by Councilwoman Hussie, seconded by Justice Evans, it was
RESOLVED that the Town Board 'of the Town of Southold hereby
authorizes and directs Supervisor Jean W. Cochran to execute the
Environmental Protection Fund Grant Agreement, between ' the New York
State Office of Parks, Recreation and Historic Preservation and the Town of
Southold for the Fort Corchaug Park Project, in the amount of $200,000,
subject to the approval of the Town Attorney.

2.- Moved by Justice Evans, seconded by Councilwoman Hussie, it was
RESOLVED that the Town Board of the Town of Southold hereby appoints
Evelyn Kouri and Katherine J . Turpin as an EISEP Aides, effective
June 16, 1997, 17-1/2 hours per week, at a salary of $6.46 per hour.

Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie,
Supervisor Cochran.

RESOLVED that the Town Board of the Town of Southold hereby grants
permission to Orient Community Activities, Inc. to use the following Town
Roads to hold a "Walk Into Summer" on Saturday, June 21, 1997, beginning
at 8:30 A.M., provided they file with the Town Clerk a One Million Dollar
Certificate of Liability Insurance naming the Town of Southold as an
additional insured: Village Lane, Oysterponds Lane, Skippers Lane,
Tabor Road, Orchard Street, Platt Road, Halyoke Avenue.

RESOLVED that the Town Board of the Town of Southold hereby sets 8:15
P.M., Tuesday, June 24, 1997, Southold Town Hall, 53095 Main Road,
Southold, New York, as time and place for a public hearing on the question
of the acquisition of development rights agricultural property of
Buovondantona Anthony Aliperti, north side of ' Oregon Road,
Cutchogue, N.Y., (SCTM#1000-95-01-033), at a price of $6,000.00 per acre
for approximately 31 acres.

B.-Moved by Justice Evans, seconded by Councilwoman Hussie, it was
RESOLVED that the Town Board of the Town of Southold hereby accepts
the proposal of Pirate's Cove Marine, Fishers Island, N.Y., in the amount
of $1,650.00, for repair and replacement of channel markers and
instructional flats to be placed in both West Harbor and Hay Harbor,
Fishers Island, as well as repairing and replacing, or returning missing
markers that are lost during the season, at - a rate of $30.00 per hour,
under the supervision of part-time Bay Constable Thomas F. Doherty, Jr.;
buoys and floats to 'be prepared and placed by May 23, 1997, and removed
and stored by October 15, 1997; foregoing all in accordance with the bid
proposal; Pirate's Cove Marine to be paid 500 on June 1, 1997, and 50% on
November 1, 1997.
8.-Vote of the Town Board: Ayes: Councilman Moore, Justice Evans,
Councilwoman Oliva, Councilwoman Hussie, Supervisor Cochran. Abstain:
Councilman Townsend.
This resolution was duly ADOPTED.
9.-Moved by Councilwoman Hussie, seconded by Justice Evans, it was
RESOLVED that the Town Board of the Town of Southold hereby accepts
the bid of Trinity Transportation Corp. , Central Islip, N.Y., at a unit
bid price of $56.03 per ton, to provide equipment and labor for hauling
Solid waste and disposing of solid waste at the Contractor's Solid Waste
Disposal Site, for a term of three (3) years, commencing on July 10, 1997.
If the Town enters into an intermunicipal solid waste haul/disposal
Agreement, the Town may terminate the Agreement at any time during
Agreement years two (2) and three (3) by giving six (6) months 'written
notice to -the contractor. The Town, at its sole discretion, shall have the
option of renewing the Agreement for two (2) additional one (1) year terms
by giving Contractor written notice of its intention to renew at least
thirty (30) days prior to the expiration of the term; and be it
FURTHER RESOLVED that Supervisor Jean W. Cochran be and she hereby
is authorized and directed to execute an Agreement between the Town of
Southold and Trinity Transportation Corp. for the aforesaid services, all in
accordance with the approval of the Town Attorney.

Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie,
Supervisor Cochran.
This resolution was duly ADOPTED.
10.-Moved by Councilwoman Hussie, seconded by Justice Evans, it was
RESOLVED that the Town Board of the Town of Southold hereby accepts
the bid of Trinity Transportation Corp. , Central Islip, N.Y., at a unit
bid price of $56.03 per ton, to provide equipment and labor for hauling
construction and demolition debris and disposing of construction and
demolition debris at the Contractor's Construction and Demolition Debris
Site. The term of this Agreement shall be three (3) years commending on
July 10, 1997. The Town, at its sole discretion, shall have' the option of
renewing the Agreement for two (2) additional one (1) year terms by giving
Contractor written notice of its intention to renew at least thirty (30)
days prior to the expiration of the term; and be it
FURTHER RESOLVED that Supervisor Jean W. Cochran be and she hereby
is authorized and directed to execute an Agreement between the Town of
Southold and Trinity Transportation Corp. for the aforesaid services, all in
accordance with the approval of the Town Attorney.

11 .-Moved by Councilwoman Oliva, seconded by Justice Evans, it was
RESOLVED that the Town Board of the Town of Southold hereby
authorizes and directs Supervisor Jean W. Cochran to execute an Extension
Agreement between the Suffolk County Office for the Aging and the Town
of Southold, for the Supplemental Nutrition Assistance Program (SNAP), for
the period of March 31, 1997 through March ,31, 1998, at a total agreement
cost not to exceed $31,510.00, all in accordance with the approval' 'of the
Town Attorney.

United State Environmental Protection Agency for a program to promote the
use of native plant species in landscaping in the Peconic Estuary area to
reduce `pollution; and
WHEREAS, Cornell Cooperative Extension ' of Suffolk County Marine
program is Acting as the agency to administer this program and will hire
the contractor(s) for planting of several demonstration sites throughout the
estuary; and
WHEREAS, the Town of Southold is supportive of such activities which
offer an education opportunity to residents; and
WHEREAS, the Village Green is an ideal site for such demonstration as. it
is dedicated to aesthetic, recreational and educational use by town
residents; now, therefore, be it
RESOLVED that the Town .of Southold is authorized to take part in the
aforesaid Peconic Estuary Native Plats Project; and be it
FURTHER RESOLVED that the Town will provide the layout for the
existing sprinkler system and will remove turf from' the planting area; and
be it
FURTHER RESOLVED that the Town Clerk is hereby directed to forward a
copy of this resolution to Chris Pickerell, Cornell Cooperative Extension.
SUPERVISOR COCHRAN: •1 .was just going to explain this before the vote.
Mr. Pickerll did come and meet Jim McMahon, and myself, and they had
fund, a grant from the MPA, and he wanted somewhere in town to place a
native planting garden. He .thought Silversmith Corner was the appropriate
place, and it is. So, if you are standing on the gazebo, and you face
toward the liquor store in the back from the Christmas tree to the lot line
is where this garden is going to go. It's about ten feet wide, and it's a
distance long, but it will be all natural plants. We are hoping to tag them
all, and label them. So, it will become not only a pleasurable thing, but
it will also be an educational tool for any of the schools on their field
trips, and for the people from the community just walking through the
green, as you see them many, many times do, it will be another added nice
thing to the corner. So, we would like to say, thank you to Cornell
Cooperative Extension for thinking of us.

we have no public hearings, so if there is anyone that would like to
address the Board on Town business, now is your opportunity. Yes, Sir?
RON ECK': I am Ron Eck from Peconic. I live on Peconic Lane. I have
something here, Mrs. Cochran, and I would like to present it to you this
picture of your sister and myself taken last year in June. I would like you
to have it. There are no negatives to it, but you. can get it blown up, and
get an enlargement of it, if you would like. It's the only picture. The man
that took the picture threw the negative away. Another thing I would like
to talk about is something I put in that letter to you. I go up to your
Town Landfill every once in =awhile, and this one day I went there it was
quite crowded at throwing cans away, and stuff.. I looked around. I
noticed you had a dumpster Cans for Kids. How about tops for kids? When
1 started saving these tops, I was told that they were for people that were
on dialysis machines. But, I found out last month when I went up to Christ
Church in Commack, that they are used for the children that are on
dialysis machines, and there is a dialysis ward in Stony Brook, and what
they use these tops for, they send these kids out on camping trips, and
they have to have nurses' with them all the time, so these tops are used for
camping trips. I now have two and a half coffee cans, and my office
always saves them for me, and I am going to my office on Friday. They
may have another can full for me. From now on I will bring them to Stony
Brook Hospital.
SUPERVISOR COCHRAN: Good. I know that there are .other people
collecting them. I know of adults. I know of young people, and different
groups.

RON ECK: .What I was told, every pound that have the people that are on
dialysis machines gets one hour free on the dialysis machine. Now, I would
like to talk about something that happened here the last time I was here.
There seemed to be man named Cus Macorto. He told me I made a donkey
out of myself: He didn't use that word, but I am not a donkey. I .am an
elephant, like you are Mrs. Cochran.
SUPERVISOR COCHRAN: Nothing political, sir, please.
RON ECK: He said I represented the VFW. I never said 'I represented
the VFW. I said I represented the VA Hospital, and I do work for the VA
Hospital, which _ is a Federal job, so I did represent Mrs. Fran Mater,'
who had a heart attack. But, when I told her I would represent her, it
was December 12th I told her that. After that she ' was out doing the
South Side, and she had a heart attack. So, another .lady came out. Mary
O'Sullivan come out. She was in Westhampton about a month ago, doing
it in Westhampton, and I did promise Mrs. Terry some forms for
registration at the VA Hospital. I have them home someplace, but I have
been so busy doing other things. I will bring them to you, Mrs. Terry.
Another thing I want to talk about, the Second Vatican Council said that
anyone who would want - to take another person's life should be punished.
Now, Pope John Paul in 1991 he revised that. He said, anyone trying to
injure or hurt another person in anyway should be punished.
SUPERVISOR COCHRAN: Can I pull you back a little bit, Ron? We have.
to have this relate to Town business.
RON ECK: Well, this happened in the Town of Southold? We spoke about
your Police Department.
SUPERVISOR COCHRAN: Yes, we met.
RON ECK: 'That day when I started to walk I was told by your dispatcher,
that day to - go out on the roadway, and wait for the police car, which I
did. When I started to walk back across the roadway a man come out of
the post. office, -and was laughing, So Miss Georgiana Forgar.ty was in on
this. She is very, very much not the person that should be in that office.
She should have came to me and apologized for what she had said about
what we talked about in .your office. That young lady she talked about,:
she said a young girl. It happened to be a young lady who's track record
is very, very poor, even in school. So, that's all I have to say.
SUPERVISOR COCHRAN: Thank you, Ron. That you, again, for the
picture of my sister. Is there anyone else that would like to. address :the
Town Board?
JAY GARGANI : Jay Gargani of Southold. I just have a series of.
statements. They are all declarative. I certainly don't seek any response
of any kind from the Board at this time. I would like to say. that, first of
all, during the last meeting I sort stated a classical blupper. I
misrepresent every Town Board member. I had residual . surgery on my foot
that .day, and I think the anesthesia caused me to put my foot in my
mouth, and I apologize again for that. Fort Corchaug according to
newspaper accounts is obviously a done deal, successfully orchestrated by a
well organized group. I do hope that the passions of the preservationist
who tempered itself to be more concionate with the town budget. I
certainly hope - that we don't have to purchase additional acres . to save
salamanders. I would like to go on to say that, if we really .cherish our
children, as the new signs in town say that we do, then let us give some
-thought to the economic viability of the town. Let's go beyond pensions
and Social Security. The job market in this town is severely constrained,
not only .for graduates of a $14,000,000 educational institution, but also
for seniors who seek supplementation or willingness to work. Something
has to be done about the skeletal transportation system that exists in this
town. As evidence in conversation on the Long Island Railroad, and aboard
express buses, workers can be heard saying that they have to seek other
employment, because their earnings are consigned to paying their carfare.
Southold is an isolated special situation on the printed schedule of the
Long Island Railroad. Certain restrictions appearing therein need to be
modified. Workers can not afford to buy or lease cars on part-time
minimum wage jobs. I don't think government is the ready remedy for

everything, but it certainly has a role to play. I think that plans have to
be made. I think that details have to be developed. I think that close
custodial action has to be taken by all Board members, by the government
in it's entirety. I ask that some stimulus to the job market be created, or
else Southold will become a playground for the non-working class. The
Board exercises a significant influence in our lives, and I do hope that
they will intensify that awareness, and by their actions demonstrate and
reflect the responsibility that is theirs, principally theirs.
SUPERVISOR COCHRAN: Thank you. Is there anyone else that would like
to address the Town Board? (No response. ) If not I will call for Board
reports. I will start on my right with Judge Evans.
JUSTICE EVANS: We are going to enjoy the rest of the day.
SUPERVISOR COCHRAN: I have a six o'clock appointment, so this is
good. Councilwoman Hussie?
COUNCILWOMAN HUSSIE: Nothing today.
SUPERVISOR COCHRAN: Judy, do you have anything to say? We are
going to miss you. We are going to say that at every meeting between now
and the time you leave. Councilman Moore?
COUNCILMAN MOORE: I will be real quick. We forego, or forewent, or
whatever the word is, our last session Board reports, and I would have
report at the last Board meeting my thanks to the Town Board for sending
me off to Newark for two and a half days. it was great seminar on cellular
towers, and wireless communications as an industry. We had speakers
there from the communication industry as well as from Planning Federation,
and New York State government there as well. The session included a
morning on drafting model ordinances, and we have since met once or
twice. We are" meeting again tomorrow, and working on telecomunications
ordinance, so I'm happy that I went. ' I am glad to be putting it right to
work. That is it for my report.
SUPERVISOR COCHRAN: Councilwoman Oliva?
COUNCILWOMAN OLIVA: A couple of weeks ago we, didn't have time, but
would like to say, we had a very good meeting at Mattituck High School
with a film entitled, Not in Our Town, and it showed how one town reacted
to some bias incidents a few years back, and how everybody rallied around
no matter what was put before them, the graffiti, the racial slurs, and the
whole town pulled together, so that the people that were doing these just
felt ashamed and they were put out of town, and it wasn't going to happen
again. We had a very good exchange with some of the young people there,
with different school people, and the police, and it was a very productive
meeting. 1, also, went with Alan Connell, and Jim. McMahon down to
Autumn Lake, which is just behind the Goldsmith Inlet, because there has
been a flooding problem down there, and we discussed it with Alan
Connell, who is with the Natural Resource Council, and when money
becomes available he has some very good ideas on how to contain that
water, and prevent some runoff going into Goldsmith's Inlet, so perhaps at
one time it could, again, become a productive shellfish area. This Sunday
I was very privileged to attend the SOAR meeting at Peconic Dunes Camp.
They had about forty kids, and they were going to go out, and do some
Archery, and some fishing, and learn how to tie flies, and do some canoeing
around. This is .just the start of a program to introduce kids to the
stewardship of our resources, and I certainly wish; them well, and I think
-it's a wonderful program. Yesterday I attended the DARE Program at the
Oysterpond School, and as always, it is such a pleasure, because the
school and the kids really' do seem to get so much out of that, and I only
.wish we had the money to extend it to the Junior High School, and the
High .School. Thank you.
SUPERVISOR COCHRAN: Councilman Townsend?

COUNCILMAN TOWNSEND: Since the last time I made a report I have. had
a couple of Planning and Zoning Committee meetings where we reviewed
proposed changes .of uses to the various B Zones, limited business, hamlet
business, and general business, and the last one there were some minor
fireworks, but we have been expecting that, because people are going to be.
affected by these' changes. I hope to bring them to the Board either the
next meeting or the meeting after that for final discussion before we
schedule a public hearing on these changes. I, also, attended Bill Moore's
Code Committee meeting, where we discussed several interesting and
problematic issues, Merger Law, which has. been around, we have been
discussing that for years, the tower, .and so forth, and tomorrow I have
been asked to give a tour of some of the historic aspects of-Greenport to a
group of Southold Elementary School kids. I'm looking forward to it, and
also, on Thursday.
SUPERVISOR COCHRAN: I would like to report on a few things. I did
have the pleasure of attending the Southold Rotary Club 'several weeks ago
with the exchange from Taiwan, and it was just nice to meet people
visiting, and they did some of their native dances and so forth. There
were about a half a dozen, and I thought it would be nice to give the little
red and white Southold pin to each one attending, so at one point in the
evening after I addressed the group, I gave each one of the visitors a
little. pin, and I told them that we have line of commutation, even before I
joined them for dinner because when I took the pins out of my desk drawer
to stick them in my pocket, so I could present them, it said made in
Taiwan, so we thought they was pretty clever. They laughed, and thought
that great, also, and they were really, really wonderful people. I enjoyed
it. Also, the next day I attended a Police memorial service in
Southampton: We had a Graffiti sub-committee meeting. From the press
you have seen that the Greenport Booth has been opened, and we went_
down and toasted the success of the booth. We are looking forward to ours
being built, but I don't think we will see any action on that until the
fall. We have had, as a Board, the Safety Inspection Committee. meeting,
that our Finance Manager is in charge of. We meet from time .to time. The
Labor Management Committee has met, Department Head meetings have met,
so we are moving along internally in trying to get things up to speed, 'and
some new concepts of management. We did go up to the Landfill, and look
'at a site up there. There is a possible site for a roller rink. Ruth went up
with us that day, and we looked at the site, and the DEC, we've checked
with them, and there shouldn't be problem in using it. I certainly would
prefer another site, but in trying to develop recreation for youth, and we
do have that land, we going to do the best we can with what we have. I
was also invited to the Historical Society here in Southold to present the
peppercorn. It's been done at Christmastime. A peppercorn, it's an
exchange when you make a deal. Some years ago sometimes you just do a
handshake, or pay a penny. Well, this is peppercorn they choose to.
exchange, and it's for the last celebration of the town, when they had their
birthday the schoolhouse was given to the town by the Dickerson family,
but each year we must present to them a peppercorn, so that we can
continue to keep the schoolhouse down at the museum. Also, all of us
attended the parade in Greenport for the holiday. It was nice to see all the
Town Board in attendance, and paying their respects to the veterans that
fought in the wars. Louisa is on Fishers Island, so we didn't expect to see
you, but everyone else was there, which is nice. It was nice to have the
entire Town Board there. Also, the COOL Program, as you saw on the
agenda today, we have given them $500.00 towards that program. Their
last programs are winding down, because school is about over, and I have
been speaking to the groups in the different schools on COOL, and I have,
also, been attending the DARE graduations in all the schools, and Ruth has
been very kind, and I thank you, Ruth, for pinch hitting for me on more
than one- occasion (Tape 'change) Had a meeting in Southampton with Mr.
Larocca from the Long Island Railroad, and two vice-presidents, and we
sat and talked with Southampton, and Easthampton, and ourselves in
relation to the rail service. Valarie Scopaz, the head of the Planning
Department, went over it with me, and Neb Brashich who is the head of
the Transportation Committee, had a very successful, 'productive meeting.
We let them know how we feel about 'certain things, and what we feel they
should be doing for transportation on the East End, and one of the
vice-presidents, and I don't recall the names, but he said something, well,
we have a new bureau division now, you know? We are working very hard

in relation to graffiti, and I said, ah, you took that right into the proper
place. What about the bridge in Mattituck? Let's get that painted. So, they
are working with us. Their law enforcement part of the railroad has offered
to work with our Chief of Police in investigating the graffiti, because they
have been doing it for so long, and they are pretty sharp at it, and can
many times find the culprit, . so the bridge should be getting painted soon,
and I requested. . ) said the philosophy is that once it's painted you repaint
it again immediately, and this thing hasn't been painted in about six months
or better, so they were quite surprised to hear it hadn't been painted
recently, because they also believe the minute it's graffitied, it should be
painted immediately. So, hopefully in the future the: bridge will be painted
more often. I requested perhaps a darker gray, . which wouldn't be so
attractive for the dry marks, and the graffiti, then down on the abutments
put your reflective tape kind of thing. So, they are going to be coming
out, and we are going to go up and look at it together, .and see what we
can do up there to get this done. Also, at the LIA, and this is very
interesting to me, we received this notification, I had not idea what it
was, and was to the Supervisor, and was for an update from the Long
Island Association. It's located in Hauppauge, and it was an Economic
Briefing. So, you get many of these invitations on a County basis, and
you go the first time to see if it has value. If . it doesn't, it doesn't
become one of your priorities, because you are invited to so many of these
things. This was excellent. It was absolutely excellent, so I'm going to
share a copy with all East End Supervisors and Mayors. We will make a
copy for the Town Board, too, because it is really interesting data. The
next one is going to be on tourism, so if any of the Town Board members
would like to attend I will let you know at the time,' They are only going
to do it twice a year, so it will be another six months before they do it,
but if the one on tourism is as well done, and informative, as the one in
Economic Briefing, it was a benefit to attend. We also had the second
graders come .through here. I think there was close to 200, so we had to
split them into three groups, and my two Executive Secretaries, Pat and
Ruthanne, helped, and we all went in different directions. We had kids
coming out of the woodwork, but it was a good tour for the young people.
I was invited to have lunch with the Cutchogue Homemakers last Friday,
and it was a nice warm feeling, because many years ago one of the first
things I ' did when I married my husband forty-six years ago was join
Homemakers. I don't know if I felt I had the need, or what, but it is a
nice group. It's a nice organization, and I would like to thank them for
letting me share that time with them. Yesterday I had the opportunity to
attend the Suffolk County Highway Superintendents Convention, and visit
with some of our Superintendents from throughout Suffolk County, and I
had the opportunity to chat with some people that would benefit Southold.
Also, I received a copy of the newsletter from the North Fork Beach
Volleyball people, and as you may or may not know, last year we did create
a volleyball court down on the beach in New Suffolk across the way from
Legends, and thanks to .:Henry Raynor he has allowed us to use this
property, so they have several volleyball courts,, and the adults, the
league, played there last year, but I think what is. interesting is sometimes
when you put one thing in place, something else has developed from it, and
I'll just read here. Hence, the creation of our new coed team division. The
plans are to have a combination of both clinic and open play format in an
atmosphere that young players can develop and improve their skills. The
ages are between fourteen and eighteen. The division coordinator is Mrs.
Kathy Roce, and also, other names on here are Becky Jens, Eric Wall,
and Mike Ryan. I don't have a telephone number for this; but if you
would like to call my office we will try and get one, and because we started
it for the adults, but they themselves now are going to have team leagues,
so I think it's great, and we would like to thank them. This is how .you
get community involvement in sharing some of the. .it's another partnership
in sharing, and providing recreation for young people. That's about all I
have. We, certainly thank 'you for joining us.. Anyone have anything else
