EXECUTIVE SESSION
9:10 A.M. - On motion of Councilwoman Oliva, seconded by Councilwoman Hussie,
it was Resolved that the Town Board enter into Executive Session to meet with Labor
Negotiator Jamie Baker and Chief of Police Joseph Conway to discuss PBA
negotiations. Vote of the Board: Ayes: Supervisor Cochran, Councilwoman Hussie,
Councilman Townsend, Councilwoman Oliva, Justice Evans, Councilman Moore. Also
present: Town Clerk Terry, Town Attorney Dowd.
10:05 A.M. - Thomas Maher, Vice President, Dvirka & Bartilucci Consulting
Engineers, met with the Town Board to discuss recent correspondence from the DEC
and Suffolk County Health Department with regard to the land surrounding and
north of the Disposal Area in Cutchogue. Also in attendance at this meeting was
Executive Assistant James McMahon, who will research and apply for available monies
for public water supply for the impacted areas. The Board agreed (resolution 26)
to refund the Suffolk County Department of Health the cost of testing water samples
in the area in question.
EXECUTIVE SESSION
10:40 A.M. - On motion of Councilwoman Hussie, seconded by Councilwoman Oliva,
it was Resolved that the Town Board enter into Executive Session to discuss
litigation. Vote of the Board: Ayes: Supervisor Cochran, Councilwoman Hussie,
Councilman Townsend, Councilwoman Oliva, Justice Evans, Councilman Moore. Also
present: Town Clerk Terry, Town Attorney Dowd, Thomas Maher.
11 :25 A.M. - The Board acted upon the following for discussion items : Set 9:00
A.M. , February 25, 1997 to interview Town Attorney applicants.----Town Attorney
Dowd and Councilwoman Oliva discussed the proposed Cablevision Franchise
agreement. Cablevision has proposed that the Town Board hold a public hearing.
However, a meeting of the East End towns and villages is scheduled to be held on
February 6th to discuss the proposed franchise agreement, and it was suggested
the Board not act until the results of the meeting are known. One item the Town
Board would like to see changed is a term of five rather than ten years.----The
Board placed a resolution (27) on the agenda to appoint a part-time Clerk Typist
for the Town Trustees. An earlier resolution to advertise for resumes for this
position will be rescinded (resolution 28) .----Memorandum from the Landmark
Preservation Commission requesting permission to distribute complimenary copies of
their new Register of Designated Landmarks book (resolution 29) .----Councilwoman
Hussie submitted, for the Board's consideration, two concepts for the proposed Solid
. Waste Transfer Station layout and self-hauler drop-off area. The Board agreed they
would like to go with the larger of the two buildings, which would allow for greater
enclosure of the facilities.----The Town Board placed a resolution (30) on the
agenda to grant Senior Accountant John A. Cushman II a leave-of-absence.

2:00 P.M. - Work Session reconvened and the Board enter into Executive Session.
EXECUTIVE SESSION
2 :00 P.M. - On motion of Justice Evans, seconded by Councilman Townsend, it was
Resolved that the Town Board enter into Executive Session to discuss employment
history, possible purchase of property, and litigation. Vote of the Board: Ayes:
Supervisor Cochran, Councilwoman Hussie, Councilman Townsend, Councilwoman
Oliva, Justice Evans, Councilman Moore. Also present: Town Clerk Terry, Town
Attorney Dowd.
3 :50 P.M. - The Board continued action on for discussion items Resolutions (38 S 39)
were placed on the Regular Meeting agenda to refer two proposed Local Laws to the
Town and County Planning Departments.----Discussion was held with regard to the
application of Mariculture Technologies Inc. before the NYS Department of State.
The Board agreed they are still on the fence with regard to the zoning issue.----
The Board agreed to terminate the services of Enterprise Packaging (resolution 40)
for supplying the Town with Yellow Garbage Bags for 1997, whereas they have failed
to fulfill their obligation and supply the bags.----A resolution (41) was also put on
the agenda to authorize an emergency order of the bags from the Town's former
supplier, Resourceful Bag & Tag Co.----A request from Senior Bay Constable Donald
Dzenkowski to purchase a boat trailer was placed on hold until it can be determined
where sufficient funds can be found for the purchase price.
4:55 P.M. - The Town Board. reviewed the resolutions to be voted on at the 7:30
P.M. Regular Meeting.
5 : 10 P.M. - Work Session adjourned.

A Regular Meeting of the Southold Town Board was held on
February 4, 1997, at the Southold Town Hall, Main Road, Southold, New
York. Supervisor Cochran opened the meeting at 7:30 P.M. with the Pledge
of Allegiance to the Flag.

RESOLVED that the minutes of the January 21, 1997, Town Board
meeting be and hereby are approved.

SUPERVISOR COCHRAN: Set the date for a Special Town Board meeting,

RESOLVED that a Special Meeting of the Southold Town Board will be
held at 3:00 P.M. , Thursday, February 6, 1997, at Greenport, New York.

RESOLVED that the next regular meeting of the Southold Town Board'
will be held at 4:30 P.M. , Thursday, February 20, 1997 at the Southold
Town Hall, Southold, New York.

Ill . COMMUNICATIONS
SUPERVISOR COCHRAN: We have a letter from Assemblywoman Acampora
offering assistance from the 1997-98 Legislative Session. There was one
interesting one, a memo from Robert Kent, Cornell Cooperative Extension
talking about You Rake It. You know how you have you pick it, and
strawberry deals, and pick apples, and so forth, well, this is a new
business that •started up in some areas, where you go out and * you rake
yourself a mess of clams, and it's called the You Rake It Program. So, that
was interesting. Also, from Michael Forbes, our Congressman, he has
offered support to the Board and the community, and would like to come
out and meet with us in the future.

IV. PUBLIC HEARINGS
1 . 8:00 P.M. , on a proposed "Local law in Relation to Senior Citizen
Exemption".
SUPERVISOR COCHRAN: This evening we are very pleased to have with
us our Landmark Preservation Committee, and Chairman Cliff Benfield. I
believe you would like to do a presentation.
CLIFF BENFIELD: I would like to introduce members of our Commission,
who are here today. Ralph Williams, John Stack, John Cronin, Debbie
Winsor, and Bob Kasner. We are very proud to present this to you
tonight, because it actually fulfills our last objective we had for 1996.
This is a registrar of all landmarks, that have been designated in our
township since 1983 until December 31, 1996. The pictures of all the houses
are here, and a little bit of history about them, and I hope this book
becomes obsolete very quickly, and that everyone wants their house to
"become a landmark, and we will have to double the size of the book, and
redo it. I would like to present you with our copy, Judy, Bill, Alice, Joe,
Ruth, Laury. This book will be on sale at the Town Clerk's Office, priced
at $6.00. We think it will be a valuable addition to your library. In fact,
we will be giving copies to all of our libraries, and as far as other sales,
right now the only place you can buy it is at the Town Hall in the Town
Clerk's Office. Thank you very much.
SUPERVISOR COCHRAN: On behalf of the Town Board I would like to
thank you and the committee for a job well done. It really is a lovely,
lovely book. I had the opportunity to see it previous to now. I would still
like to have you come in, and we'll discuss the matter we talked about a
little earlier in relation to the sale price of the book. We know the cost
is $6.00, so we want to finalize that. We certainly do appreciate the fine
job you gentlemen and ladies have done, and thank you for serving the
community. I hope this will stress the importance of designating some of the
houses and structures we have in the town. It's a part of our heritage,
and we should try to protect it all we can. So, again, gentlemen, and
ladies, thank you for your work.
V. RESOLUTIONS.
SUPERVISOR COCHRAN: At this time we have another group with us this
evening from the Mattituck-Cutchogue High School, and they are here to
tell us all about random acts of kindness. I was chatting with them a little
bit earlier. I don't know who your spokesman is, but I would like to have
you all come up, and introduce yourselves as young people from the
community. One is going to be a future mayor. I already figured him out.
Just go along and introduce yourselves, so people can see who you are.

DENNIS CLAIRE: Yes. First on behalf of the Mattituck High School, I would
like to thank you for allowing.--;.us, ,to, come :here and explain random acts of
kindness. About a year ago, Mr. ' Chri'si ek' ' an idea. He is the head
guidance counselor in Mattituck High School. He had an idea to have an
acts of kindness week in conjunction with National Acts of Kindness Week,
which this year is February 10 through the 16. So, what he wanted to was
spread kindness in the school during this week. He wanted it to be a
school event, and have activities specialized in connection with random acts
of kindness, and this year he decided to make it a community wide event,
and I know he contacted you about asking it to be a townwide Random
Acts of Kindness Week, and it was started by Mr. Christie, and what we
are doing this year is we are handing out ribbons with the theme of who I
am makes a difference, and the point is just to recognize people and just
the basic things they do, that respect, and see the good in them all during
the year, and to symbolize that we're handing out ribbons. The school is
going to be handing out ribbons to each kid in the school.. They are going
to be . giving free ribbons to each town. Each person gives a ribbon to
someone who they feel make a difference in their life. If I give it to you,
I'm going to give it to you because I recognize something in you, that you
have done that isn't recognized as a great achievement, or more simpler
achievement, that doesn't get recognized, and just because it does this
helps the kindness week. I think a couple of us are going to show exactly
the type of kindness. That's basically it. Also, each one of us is going
to present each of the Board members with information about random acts of
kindness, a story about national acts of kindness week, a story about
people who do little things that count in other people's lives, and a
mailgram, which is basically the same type of deal as the ribbon, but you
could put it in someone's mailbox, just recognizing that person that they
make a difference.
SUPERVISOR COCHRAN: We have a gentleman that lives in the
neighborhood, and every day he walks down the Main Road, and he walks
across through Feather Hill to the post office, and on the way down he
picks up all the litter, and on the way. back he picks up all the litter.
The gentleman does this every day, and no one has ever taken the time,
and he is not looking for recognition, but it would be kind of nice to say
to him, you are doing something nice for the community you live in. I am
going to give my ribbon to him. I would like to first before you do the
presentation to the Board present Mattituck-Cutchogue School with a
proclamation.
WHEREAS, the Town of Southold wishes to recognize all outstanding
groups and organizations, which have rendered significant contributions to
the enhancement of residents within our township, and
WHEREAS, the student body at Mattituck-Cutchogue High School is
undertaking the task of making a difference in the community by being
involved in random acts of kindness, which are those extra things we do
for no reason except that the better part of us takes over; and
WHEREAS, the students are encouraging participation townwide in
random acts of kindness in the hope that kindness will remain a permanent
reminder of what can and should be; and
WHEREAS, various random acts of kindness can be as easy and simple as
telling someone that he or she is doing a great job, bringing home-cooked
meals or blankets to someone in need, giving another driver your parking
spot, visiting a retirement or nursing home and spending the afternoon
talking to the residents, cleaning graffiti off neighborhood walls and
buildings, be a buddy to a new student or co-worker, which are just a few
suggestion, now, therefore be it
RESOLVED that the Town Board of the Town of Southold hereby proclaims
February 10 - February 16, 1997 as RANDOM ACTS OF KINDNESS .WEEK
THROUGHOUT Southold Town in an effort to heighten public awareness,
that either young or old, we all can make a difference by displaying random
acts of kindness.

SUPERVISOR COCHRAN: Many people watch Channel 27, so we thank them
for helping us spread this good word, and support the work that you are
doing. Again, thank you for coming into the Town Board. Come back and
visit again. Believe me, you don't have to stay. If you have homework, or
other obligations, please, feel free to leave at any time. As you know the
Town Board has a policy in relation to resolutions, that before we act on
any resolutions, that you attending this evening have the opportunity to
speak in relation to any of the resolutions. Is there anyone that would
like to address the Board in relation to the Town Board relations? If so,
now is the time. (No response. ) If not, we will begin with the passage of
resolutions.
I .-Moved by Justice Evans, seconded by Councilwoman Hussie, it was
RESOLVED that the Town Board of the Town of Southold hereby grants
permission to two (2) Building Inspectors to attend the Finger Lakes
Building Officials Association Conference at Rochester, New York, from
March 24, 1997 through March 27, 1997, and the necessary expenses for
tuition, meals, lodging and travel shall be 'a legal charge to the Building
Department's 1997 budget.

RESOLVED that the Town Board of the Town of Southold hereby amends
resolution no. 22, adopted at the January 2, 1997 Organizational Meeting,
be adding Lauren Cundiff, Mini-Bus Driver to the employees at the
Human Resource Center, and increasing her salary from $6. 18 per hour to
$6.46 per hour.

RESOLVED that the Town Board of the Town of Southold hereby appoints
the following individuals to act as back-up School Crossing Guards on
Fishers Island, in the absence of Ann Banks or Susan Horn, effective
immediately, at a salary of $24.44 per day: Deborah Borgert, Monica
Doucette, and Nina Schmid.

6.-Moved by Councilman Moore, seconded by Councilwoman Oliva, it was
RESOLVED that the Town Board of the Town of Southold hereby
authorizes and directs Supervisor Jean W. Cochran to execute a lease
agreement between the Mattituck Park District and the Town of Southold for
the parking field on the south side of Pike Street, Mattituck, New York,
for the term of ten (10) years, from January 1, 1997 through December 31,
2006, at an annual rent of $1 .00, to be paid in its entirety upon execution
of the agreement; all in accordance with the approval of the Town Attorney.

Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie,
Supervisor Cochran.

7.- Moved by Councilwoman Hussie, seconded by Justice Evans, it was
RESOLVED that the Town Board of the Town of Southold hereby
authorizes and directs Supervisor Jean W. Cochran to execute an agreement
between the County of Suffolk and Town of Southold for the Federal Home
Downpayment Assistance Program, for first time homebuyers, as part of
the Elijah's Lane Estates Affordable Housing Program, all in accordance with
the approval of the Town Attorney.

Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie,
Supervisor Cochran.

8.-Moved by Councilman Townsend, seconded by Councilwoman Oliva, it was
RESOLVED that the Town Board of the Town of Southold hereby
authorizes and directs Supervisor Jean W. Cochran to execute a renewal
agreement between the Town of Southold and the CSEA Employee Benefit
Fund, whereby the Fund will provide benefits to the Town's covered
employees under the Package 7 Plan for the following amounts per month:
from January 1, 1996 to June 30, 1996, $64,00; from July 1, '1996 to June
30, 1997, $65.22; from July 1, 1997 to June 30, 1998, $68.61; from July 1,
1998 to December 31, 1998, $72. 13; said agreement all in accordance with
the approval of the Town Attorney.

RESOLVED that the Town Boad of the Town of Southold hereby grants
permission to Planning Board Clerk Typist Martha Jones to attend workshop
on "Shortcuts to Creating E Maintaining Organized Files and Records, on
Friday, March 7, 1997, from 9:00 to . 4:00 P.M. , at Hauppauge, New York,
and the $139.00 registration fee, and necessary expenses for meal and
travel, shall be a legal charge to the Planning Board's 1997 budget.

11 .-Moved by Councilwoman Hussie, seconded by Justice Evans,
BOND RESOLUTION OF THE TOWN OF SOUTHOLD, NEW
YORK, ADOPTED FEBRUARY 4, 1997, AUTHORIZING THE
ACQUISITION OF A VACALL DRAIN CLEANER FOR USE
BY THE TOWN HIGHWAY DEPARTMENT; STATING THE
ESTIMATED MAXIMUM COST THEREOF IS $175,000;
APPROPRIATING SAID AMOUNT THEREFOR, INCLUDING
THE AMOUNT OF $15,000 TO BE RECEIVED AS THE
TRADE-IN ALLOWANCE ON THE DRAIN CLEANER NOW
OWNED BY THE TOWN AND APPLIED TOWARDS THE COST
OF SUCH VACALL DRAIN CLEANER, AND AUTHORIZING
THE ISSUANCE OF $160,000 SERIAL BONDS OF SAID
TOWN TO FINANCE THE BALANCE OF SAID
APPROPRIATION.
THE TOWN BOARD OF THE TOWN OF SOUTHOLD, IN THE COUNTY OF
SUFFOLK, NEW YORK, HEREBY RESOLVES (by the favorable vote of not
less than two-thirds of all the members of said Town Board) AS
FOLLOWS :
Section 1 . The Town of Southold, in the County of
Suffolk, New York (herein called "Town" ) , is hereby authorized to
acquire a VACALL drain cleaner for use by the Town Highway
Department . The estimated maximum cost thereof, including
preliminary costs and costs incidental thereto and to the
financing thereof, is $175, 000 and the said amount is hereby
appropriated therefor, including the amount of $15, 000 to be
received as the trade-in allowance for the drain cleaner now
owned by the Town. and used by said Highway Department and to be
applied towards the cost of said VACALL drain cleaner. The plan
of financing includes the application of such monies to be
received as the trade-in allowance on the drain cleaner currently
owned by the Town to pay a portion of the cost thereof, the
issuance of $160, 000 serial bonds of the Town to finance the
balance of said appropriation, and the levy and collection of
taxes on all the taxable real property in the Town to pay the
principal of said bonds and the interest thereon as the same
shall become due and payable .

Section 2 . Serial bonds of the Town in the principal
amount of $160, 000 are hereby authorized to be issued pursuant to
the provisions of the Local Finance Law, constituting Chapter 33-
a of the Consolidated Laws of the State of New York (herein
called "Law" ) , to finance the balance of said appropriation .
Section .3 . The following additional matters are hereby
determined and declared:
(a) The period of probable usefulness applicable to the .
specific object or purpose for which said serial bonds authorized
pursuant to this resolution are to be issued, within the
limitations of Section *11 . 00 a. 28 . of the Law, is fifteen (15)
years; however, the bonds authorized pursuant to this resolution,
and any bond anticipation notes issued in anticipation of the
sale of said bonds, shall mature no later than five (5) years
from the date of original issuance of said bonds or notes .
(b) The proceeds of the bonds herein authorized and any
bond anticipation notes issued in anticipation of said bonds may
be applied to reimburse the Town for expenditures made after the
effective date of this resolution for the purpose for which said
bonds are authorized. The foregoing statement of intent with
respect to reimbursement is made in conformity with Treasury
Regulation Section 1 . 150-2 of the United States Treasury
Department .
(c) The proposed maturity of the bonds authorized by
this resolution will not exceed five (5) years .
Section 4 . Each of the bonds authorized by this
resolution and any bond anticipation notes issued in anticipation
of the sale of said bonds shall contain the recital of validity.
as prescribed by Section 52 . 00 of the Law and said bonds and any
notes issued in anticipation of said bonds shall be general
obligations of the Town, payable as to both principal and
interest by general tax upon all the taxable- real property within
the Town without limitation of rate or amount . The faith and
credit of the Town are hereby irrevocably pledged to the punctual

payment of the principal of and interest on said bonds and any
notes issued in anticipation of the sale of said bonds and
provision shall be made annually in the budget of the Town by
appropriation for (a) the amortization and redemption of the
bonds and any notes in anticipation thereof to mature in such
year and (b) the payment of interest to be due and payable in
such year.
Section 5 . Subject to the provisions of this resolution
and of the Law and pursuant to the provisions of Section 21 . 00
relative to the authorization of the issuance of bonds with
substantially level or declining annual debt service, Section
30 . 00 relative to the authorization of the issuance of bond
anticipation notes and of Section 5o . 00 and Sections 56 . 00 to
60 . 00 of the Law, the powers and duties of the Town Board
relative to authorizing bond anticipation notes and prescribing
the terms, form and contents and as to the sale and issuance of
the bonds herein authorized, and any bonds heretofore or
hereafter authorized, and of any bond anticipation notes issued
in anticipation of said bonds, and the renewals of said bond
anticipation notes, are hereby delegated to the Supervisor, the
chief fiscal officer of the Town .
Section 6 . The validity of the bonds authorized by this
resolution and of any notes issued in anticipation of the sale of
said bonds may be contested only if :
(a) such obligations are authorized for an object or
purpose for which the Town is not authorized to
expend money, or
(b) the provisions of law which should be complied with
at the date of the publication of such -resolution
are not substantially complied with,
and an action, suit or proceeding contesting such validity is
commenced within twenty days after the date of such publication,
or
(c) such obligations are authorized in violation of the
provisions of the constitution.

Section 7 . This bond resolution shall take effect
immediately, and the Town Clerk is hereby authorized and directed
to publish the foregoing resolution, in full, together with a
Notice attached in substantially the form prescribed by Section
81 . 00 of the Law in "THE SUFFOLK TIMES, " a newspaper published in
Mattituck, New York, having a general circulation in the Town and
hereby designated the official newspaper of said Town for such
publication.

the Town Board? (No response.) If not, I will call on the Town Board
for any reports, or any comments they would like to make, and I'll start on
my right with Louisa? No greetings from Fishers Island?
JUSTICE EVANS: - There are always greetings from Fishers Island, but
nothing to report.
SUPERVISOR COCHRAN: Councilwoman Hussie?
COUNCILWOMAN HUSSIE: Nothing to say.
SUPERVISOR COCHRAN: Councilman Moore?
COUNCILMAN MOORE: I just want to say I am looking forward to attending
the Association of Towns meeting a week and a half from now. I'm already
thinking that far ahead before our next Board meeting, I will attending
those sessions. The agenda looks chock a block full of good programs, so
I'm looking forward to coming back on Thursday and reporting on how that
session went.
COUNCILWOMAN OLIVA: I had a very good meeting with Senator LaValle
last Friday afternoon. I went to him to ask him for funding for the studies
that are necessary to see what types of alternatives we want to use to
correct the situation of primarily Goldsmith Inlet, but basically from Duck
Pond Point to Horton Point. The cost of these studies will amount to about
$300,000, and he has agreed to find the funds for us, and we're really
very, very pleased. So, I'm looking forward to working with the group,
and we have our meeting tomorrow night.
SUPERVISOR COCHRAN: Thank you for ' that job, Ruth. Councilman
Townsend?
COUNCILMAN TOWNSEND: The last couple of weeks have been pretty
busy, especially for personnel, which I recently took charge of. We've had
a lot of interviews for both Town Boards, and Clerk-typists, and
Legislative ,Aides, and so forth. The Town Board has, also, met at great
length on a variety of other issues. It's seems like I have been here more
than at home the last couple of weeks, but hopefully all these things will
work out. A lot of knotty problems facing the town right now. One thing
that I will mention is that the next Town Board meeting will be Thursday as
opposed to the Tuesday, which is because of the Town Association meetings
early in that week. I won't be here for that. I will be on vacation, so
have a good one.
SUPERVISOR COCHRAN: I have several things I want to report. The
Graffiti and Vandalism Committee, we did have a sub-committee meeting, and
our full meeting is on Tuesday the 11th at 7:30 here in Town Hall, if
anyone would like to join us. We have the dates set for all the hamlet
meetings. I have begun to get calls from people from the community that
are suggesting different programs that the different hamlets can do, but I'
would ask that when we come to your hamlet as group to present this
program, that you join us then, and give us all the ideas you have,
because we would like to see this thing work. Also, I have been attending
many of the D.A.R.E. graduations, one at Our Lady of Mercy in
Cutchogue, one at Cutchogue-Mattituck School, and one in the Greenport
School. We have had many, many students that have completed their
D.A.R.E. Program, and I'd like to, once again, thank Detective
Dzenkoski for the job she does with these young people. As always I am
impressed. I attended a meeting by the Peconic Land Trust, which was
held in relation to information on the installment buying of farmland, or
farmland development rights, depending how your bond issue was. There
is going to another one held. Our Attorney, and Joe Gold did attend with
me, and there was a lot to learn, and I think I'm going to go back a
second time around, because Southampton will be speaking as to how. they
are going to put this in place. So, that is a little bit more than what we
received the last time. Also, on Friday the 24th I met at a meeting with
Senator LaValle, Mike LoGrande, and Dave Kapell, and residents from
Paradise Shores. They had requested to meet with the Senator, and then
he included us, in relation to the water supply down at Paradise Shores.
They have a very, very, distinct problem of pollution within their potable

water, and so we are beginning to look at what can be done in that area.
On Friday, the 31st, here in Town Hall as a result of a letter from the
Department of Health, Joe Baier, stated that a water restriction was going
to be held on the land north of Route 48 north of the Landfill starting with
48 and' working up. A line has been drawn all the way to the Sound, and
that no new development will be allowed there until public water is
provided. This is one of the topics of discussion for the Board this
morning. In Mr Baier's letter they are getting out a letter to all the
residents within that area this next coming week, which will recommend to
�. the residents to have a water testing done by the Health Department. The
Town Board realizes that one of our main charges is public health, so we
are working in partnership with the Suffolk County Health Department, and
the cost of the $65.00 to the owner will be absorbed by Town. Over and
above the different meetings relating to the Landfill, and the water, and
some of the other things, and as Joe said we were having interviews for
employment, and department head meeting, and we've been meeting with
Greenport, and we will be meeting with them again on Thursday. So, all
and all it's been pretty busy. I also am looking forward to the trip to New
York. Their agenda has some good solid meat, it appears to be this year,
and I'm also serving on the Resolutions Committee for that conference, and
I was up in Albany all day to a meeting, and I found it very rewarding,
because not only am I meeting people throughout the state, different
Supervisors, but I am learning a little bit more about the different laws,
and things that New York State passes or works with that certainly does
have an impact on our lives, also. With that if no one has anything to add.
ED SIEGMANN: Jean, can I ask you one question about the Suffolk County
Water? Do they have any laid out plans, where they intend to bring their
services with the water to any place in the town? Do they have a schedule
or plan or something?
COUNCILWOMAN OLIVA: Do you mean a master plan?
s^ ED SIEGMANN: Yes.
SUPERVISOR COCHRAN: Not really, Ed. At this point we have had
different pockets within the community, that has been requesting of them a
supply of water. Okay? In relation to the Landfill, as I stated, people
will not be able to do anything north of 48, in that area, until we put in a
public water system, which the Water Authority has circled the Landfill
bringing the supply from Alvah's Lane. That's the closest field wells,
that they have. One of my questions to Mike LoGrande was, will you
please supply us with a listing of those areas where residents have
requested something be done as far the water, that is being used. You
know, the Health Department in their letter, it's caused by different
things. It is not pinpointed to one specific reason for the pollution. It is
farm. It is a lot of things.
ED SIEGMANN: The reason I ask is, you recall they came down through
Laurel, they came into Mattituck, and then they ended at a• certain point.
was wondering whether they have intentions of extending that.
SUPERVISOR COCHRAN: They have had requests in that area to extend,
but I don't think anything is definite yet. We have a lot of work to do as
a Town Board, and we're taking this very seriously, and we will
aggressively deal with this problem.
COUNCILMAN TOWNSEND: I can add a little something to do. The Town
from time to time over the last few years tries to drown the implementation
3 of the Water Authority coming in here, and a lot of it depends on the
willingness of people to accept it. I think in that Mattituck area they
tried to get people to go along with it on Love Lane for instance, and I
guess they didn't get a needed overwhelming response.

ED SIEGMANN: Well, when they get up to Love Lane they are out of the
area that has the problem. When you go south of 25 is where you have the
intrusion of salt water. That is the area where the people would like to see
it come in. Every time you have a big storm some of those wells in that
area you can't use them for a period of time. In fact, some of the people
had to dig new well when it happened, and that's the area that I felt that
they were coming around to, and once they get north of 25 you don't have
the water problem that you have south of 25.
SUPERVISOR COCHRAN : Most of that is caused by the salt water
intrusion. That is the same problem down Paradise, and many other areas
in town have that problem, but I know for a fact that two areas in
Mattituck on the Sound side have requested from the Water Authority an
extension. It really is a health problem, we have the responsibility to
look at. Anyone else like to make a comment?
GERALD GOEHRINCER: Can I just make one comment? I had the distinct
pleasure of going to the Award Ceremony last week of which you sent John
Raynor to, and Norm Riley from Mattituck did receive the Advanced EMT
Provider of Year Award for attempting to save a life over in Nassau Point.
He has been a Co-Officer with me in the Mattituck Fire Department Rescue
Squad. He has been an EMT since 1974, and it has been a sincere
pleasure serving with him. He actually probably would come down tonight,
but he is teaching a class in Mattituck.
SUPERVISOR COCHRAN : John Raynor did go representing the Town, and
on behalf of the Town Board we, also, would like to congratulate Mr. Riley
for the service he has given to the community. He is a very involved man.

Supervisor Cochran.
