SOUTHOLD TOWN BOARD
JANUARY 7, 1997
WORK SESSION
Present: Supervisor Jean W. Cochran, Councilwoman Alice J. Hussie (9:35 A.M.) ,
Councilman Joseph L. Townsend, Jr. , Councilwoman Ruth D. Oliva, Justice Louisa
P. Evans, Councilman William D. Moore, Town Clerk Judith T. Terry, Town Attorney
Laury L. Dowd.
9:10 A.M. - Edward Siegmann, representing the senior citizens of Southold Town
and TAXPAC, met with the Board to request their support of New York State
legislation to amend the Education Law, the Tax Law and the Public Authorities Law
in relation to school property tax relief and school budget reform. Inasmuch as the
Town Board does not have a copy of the Senate bill, and the Assembly bill is in
the ,process of being written, they will await that paper work before taking action.
9:25 A.M.' - Ann Lowry, President, and Howard Meinke, Vice President for Southold
Town, of the North Fork Environmental Council, met with the Town Board to present
their plans for preserving the North .Fork. As a start, they would like the Town
-=� Board to review the Stewardship Task Force document and adopt it as 'a formal
planning document. Supervisor Cochran said she would distribute copies of the
document for the Board's review.
9:45 A.M. - Town Trustees Albert Krupski, President, Peter Wenczel, Jim King,
Senior Bay Constable Don Dzenkowski, and Executive Administrator Jim McMahon,
met with the Town Board to discuss several items of concern. First, the Trustees
asked the Board to consider granting them sole jurisdiction over the fresh water
wetlands, separate from the powers of the State. This was referred to the Code
Committee. Secondly, they discussed . a proposed .amendment to the Shellfish
Ordinance with regard to oysters. It was agreed the Trustees should have the
power to set limits on the number of oysters which may be harvested, and the Town
Board agreed. A resolution (11) was placed on the agenda to set a public hearing
on a proposed local law to accomplish this. Lastly, they discussed the need to
change the shellfish regulations with regard to the taking of scallops that have an
annual growth line. A resolution (12) was placed on the agenda setting a public
hearing on a local law to accomplish this.
10:40 A.M. - Bruce Cadman and his associate from General Code Publishers Corp. ,
made a presentation to the Town Board on PC/Codebook for Windows, which allows
instant display of information on-screen, and to quickly print sections or entire
chapters of the Town Code. The program allows for the search, in a matter of
seconds, for words, numbers or dates, highlighted material, phrases or' word
groups. Mr. Cadman will submit a written proposal to the Board for their
consideration.
11 :30 A.M. - Senior Accountant John Cushman met with the Town Board to discuss
the creation of an exempt Legislative Secretary position for the Building Department,
to be filled by ZBA exempt Secretary Linda Kowalski. Mr. Cushman will send the
position description to CSEA President Atkinson, in accordance with the CSEA
contract. As part of the proposed implementation of this position, the Board made
several personnel moves within Town Hall (see resolution 13) .
12 :15 P.M. - Recess for lunch.
JANUARY 7, 1997
1 :30 P.M. - Work Session reconvened, and the Board discussed a request from
former Planning Board Chairman Richard Ward to promote Senior Planner Valerie
Scopaz to Chief Planner. Supervisor Cochran advised the Board that inasmuch as
the money was not placed in the budget for this promotion, and the new Chairman,
Bennett Orlowski said the proposal was not discussed with the entire Planning
Board, the matter will be held until this can be accomplished.----Letter from Harry
Katz, Lighthouse Road, Southold, asking if the Town would consider a portion of
the property they purchased at Hummel's Pond, so he can make a garden. The
Board agreed they were not inclined to sell any of that property, in fact, they are
proposing to develop it as a passive recreation site.----Letter from Superintendent
of Highways Jacobs asking if the Board would like him to install a light fixture on
the Nassau Point Road causeway. Councilman Townsend, Chairperson of the Street -
Lighting standing committee, will discuss the proposal with Mr. Jacobs, and have
his recommendation for the January 21st work session.----Resolutions were placed
on the agenda for appointments to the Anti-Bias Task Force (16) , appointment to
the Architectural Review Committee (17) , and Conservation Advisory Council
(18) .----Town Board agreed to the Fleet Bank proposal that the Town hire Fleet
to act as the Town's agent in a third party custodial agreement, in which the Town
swaps its cash for securities owned by Swiss Bank.----A resolution (19) was placed
on the agenda to hire a part-time Account Clerk for the Accounting S Finance
Department.----Town Board reviewed a proposed contract submitted by Receiver of
Taxes Quintana to engage the services of Jeanne Ruland to provide the technical
support needed to maintain her computer programs and data files. The proposal
was placed on hold for the present time.----Date to interview candidates for a
temporary Clerk Typist position in the Building Department will be set by
Councilman Moore once he has determined the length of time of the position.----
Letter from Assemblyman Fred Thiele, Jr.. advising the Town that there is a balance
owing for the Southold's share -of the services of Public Financial Management, who
conducted a comprehensive study to determine if the formation of Peconic County
would be financially feasible. Supervisor Cochran will determine where the money
can be found in the budget for this expenditure, and report back at the January
21st work session.----Supervisor Cochran presented a proposal to increase the
Senior Citizen's Exemption, based on the newly legislated income levels. Town
Attorney Dowd will prepare a local law on this for discussion on January 21st.----
Letter from the North Fork Environmental Council citing the dangers at the
intersection of Route 25 and Love Lane, Mattituck. The Board placed a resolution
(20) on the agenda to request the NYS-DOT to conduct a safety evaluation of this
intersection.
2 :15 P.M. - The Town Board reviewed the resolutions to be voted on at the 7:30
P.M. Regular Meeting.
EXECUTIVE SESSION
2 :35 P.M. - On motion of Justice Evans, seconded by Councilwoman Oliva, it was
Resolved that the Town Board enter into Executive Session to discuss the Greenport
Village v. Town of Southold litigation negotiations. Vote of the Board: Ayes:
Supervisor Cochran, Councilwoman Hussie, Councilman Townsend, Councilwoman
Oliva, Justice Evans, Councilman Moore. Also present: Town Clerk Terry, Town
Attorney Dowd.

A Regular Meeting of the Southold Town Board was held on January
7, 1997, at the Southold Town Hall, Main Road, Southold, New York.
Supervisor Cochran opened the meeting at 7:30 P.M. with the Pledge of
Allegiance to the Flag. Boy Scout Troop 51 from Greenport presented the
Colors. .

Board meeting.
Moved by Councilwoman Oliva, seconded by Justice Evans, it was
RESOLVED that the minutes of . the December 23, 1996, Town Board
meeting be and hereby are approved.

SUPERVISOR COCHRAN: Setting the date of the next Town Board meeting
for Tuesday, January 21, 1997 at 7:30 P.M.

RESOLVED that the next meeting of the Southold Board will be held at
4:30 P.M., Tuesday, January 21, 1997, at the Southold Town Hall,
Southold, New York.

SUPERVISOR COCHRAN: I am very delighted this evening that we have
Troop 51 from Greenport with us. These young men are earning their
Citizenship Badge, I believe it is, and I would like them to come on up
front, and introduce yourselves to the audience, and the Troop Leaders. It
takes a lot of good volunteers to keep Girl Scouting and Boy Scouting
moving along, so I think it's important that people know that you are
earning such a thing as a Citizenship Badge, and we are pleased and
honored that you joined us this evening. So why don't you tell the watching

audience what your name is, speak nice and loud and say who you are.
(Boy Scouts and Leaders of Troop 51 introduce themselves.) Thanks again

V. RESOLUTIONS.
SUPERVISOR COCHRAN: We have a policy that you are permitted to
address the Town Board prior to the passing of the resolutions, on any of
the resolutions, so at this time if there is anyone here with , us this
evening, that would like to address the Board in any way in relation to
resolutions, please, feel free_ to do so now. (No response.) If not, we
will proceed with the resolutions.
1 .-Moved by Councilwoman Hussie, seconded by Justice Evans, it was
RESOLVED that the Town Board of the Town of Southold hereby
authorizes and directs Supervisor Jean W. Cochran to execute the 1997
Suffolk County Youth Bureau Agreement, between the County of Suffolk,
the Town of Southold, and Family Service League, Inc. for the Southold
Youth Services Program of individual counseling and crisis intervention
services, for the period of January 1, 1997 through December 31, 1997, at .
an agreement cost not to exceed $10,000.00; all in accordance with the
approval of the Town Attorney.

RESOLVED that the Town Board of the Town of Southold hereby grants
permission to Town Justice Rudolph H. Bruer to attend a series of five
seminars entitled, "Fresh Perspectives on Handling a Criminal Case in New
York", to be held at the Suffolk County Bar Center, Hauppauge, New
York, on January 7, 1997, February 4, 1997, March 4, 1997, April 1, 1997,
and May 6, 1997, and the $250.00 tuition for the series, and necessary
expenses for travel shall be a legal charge to the Town Justice 1997 Budget.

the services of Andrew D. Stype, Certified Real Estate Appraiser, at a fee
of $300.00, to appraise the Thompson property located on the corner of
NYS Route 25 and Horton Lane, Southold.

This resolution was duly ADOPTED.
5.- Moved by Councilman Townsend, seconded by Justice Evans, it was
RESOLVED that the Town Board of the Town of Southold hereby
authorizes and directs Supervisor Jean W. Cochran to execute an agreement
between the Town of Southold and Dvirka and Bartilucci Consulting
Engineers for engineering services with regard to the construction of a
municipal solid waste transfer -at the Town's collection center at Cutchogue,
New York; said agreement all in accordance with the approval of the Town
Attorney.
COUNCILMAN TOWNSEND: For the benefit of the citizen students out
there, this is a significant move, because we have to build a new facility,
because the Department of Environmental Conservation requires that we have
a better transfer -station. In other words, everybody brings their garbage
into us, and we have to* have a facility that is going to make sure that the
area doesn't get polluted, and that is in accord with their specifications.
So, we have hired this group who are engineers to. help us with the Sorlid
Waste area, formerly known as the dump, and we're about to undertake this,
and we don't exactly know how much it is going to cost, but it ain't going
to be cheap. That's the reality of the solid waste industry today.

RESOLVED that the Town Board of the Town of Southold hereby modifies
the 1996 General Fund Whole Town Budget to appropriate donated funds for

RESOLVED that the Town Board of the Town of Southold hereby increases
the price for the disposal of Construction and Demolition Debris (C&D) at
the Southold Town Disposal Area from $90.00 per ton to $120.00 per ton,
effective January 8, 1997.

RESOLVED that the Town Board of the Town of Southold hereby
authorizes and directs Lawrence Healthcare Administrative Services, Inc. to
pay the medical bill of Chester Skwara, which bill was submitted by the
medical provider more than 90 days after the date of service.

RESOLVED that the Town Board of the Town of Southold hereby
authorizes the release of the $40,000.00 bond being held as a guarantee for
completion of the roads and improvements in the major subdivision of
Farmveu Associates at Mattituck, all in accordance with the
recommendations of Engineering Inspector Richter and the Southold Town
Planning Board.

RESOLVED that the Town Board of the Town of Southold hereby rescinds
resolution no. 36, adopted on January 2, 1997, appointing Claire Glew as a
Stenographer for transcribing the public hearings of the Board of Appeals,
whereas Mrs. Glew has declined the position.

D. The Trustees of the Town of Southold may establish by
resolution, the limits on the number of oysters which may be
harvested for commercial purposes and non-commercial
purposes. A permanent resident a taxpayer, a temporary
resident or quest accompanied by a resident may harvest
oysters for non-commercial purposes in the quantities set
by resolution of the Trustees.
2. Section 77-211.1 (Dredges and scrapes) is hereby amended by
adding the following:
Except as permitted by §77-204C of this Article, the use of al
dredge, scrape, ell dredge or similar device towed by a boat
operated by mechanical power or other means is prohibited in
in town waters except by special permission of the Trustees for
scientific study proiects.
II . This Local Law shall take effect upon filing with the Secretary of
State.

Law in Relation to Scallop Size Regulations"; now, therefore, be it
RESOLVED that the Town Board hereby sets 5:02 P.M., Tuesday, January
21, 1997, Southold Town Hall, 53095 Main Road, Southold, New York, as
time and place for a public hearing on this Local Law, which reads as
follows:

COUNCILMAN TOWNSEND: Both of these laws tend to give our Trustees,
who are given the charge of governing all the underwater lands more control
over the shellfish that come out of it. We feel it is appropriate, because
they are ones that have expertise in that area, and they are charged with
overseeing the wetlands, and the bay bottoms. So, that is the focus of
these two laws.

SUPERVISOR .COCHRAN: On number 13, 1 would just like to call to the
attention of the Board the second resolve, that the employee was changed to
make the move on Monday after discussing It with her, so she can finish up
some 'of the things she is in the middle of here, and then Monday she'll go
up. Ken is caught up on work up at the Rec Center, so I made this
change.

RESOLVED that effective January 8, 1997, the town Board hereby
transfers part-time Board of Appeals Clerk Typist Noreen Frey to the
Southold Town Police Headquarters, and full-time Justice Court Clerk Typist
Patricia Conklin to the Board of Appeals. office; pind be it
FURTHER RESOLVED that effective January 13, 1997, the Town Board
hereby transfers full-time Trustees Clerk Typist Diane Herbert ' to the
Recreation Department in Peconic.

14.-SUPERVISOR'S APPOINTMENT

1997.

RESOLVED that the Town Board of the Town of Southold hereby appoints
the following individuals as new members of the Anti-Bias Task Force,
effective immediately through October 30, 1997, they to serve without
compensation: Joseph Mellender, Elizabeth Serkin, Ethel Singleton,
Cynthia Kumelos-Smith.
SUPERVISOR COCHRAN: I was going to ask you to explain to the young
gentleman with us this evening, in fact everyone with us, what the
Anti-Bias Task Force is.
COUNCILWOMAN OLIVA: We are set up to help provide some education for
people to be non-discriminatory to anybody, whether it's race, religion,
sexual orientation, or women, or men, or what have you. We have been
meeting, and we are going to be presented with some educational tools to
present to the School Board so they can incorporate it into the school
program. We are also going to be working with the police. We are going to
bring out several different programs, that we are going to review, and
present them to the Chief of Police, that he can give these for training for
the police people here, so they understand that everybody has to be treated
the same, that you have to use just pleasant language. The main thing is
don't use the profanity. This way if you treat people with respect you are
going to get respect back. We hope to do that with everybody in town.

17.-Moved by Councilman Townsend, seconded by Councilwoman Oliva, it was
RESOLVED that the Town Board of the Town of Southold hereby appoints
Sanford Hanauer as a member of the Southold Town Architectural Review
Committee as a Hamlet member for Mattituck/Laurel, to replace Gayle
Sturniolo, effective immediately through October 17, 1998, he to serve
without compensation.
COUNCILMAN TOWNSEND: The Architectural Review Board is a group that
is an advisory board to the Planning Board. When somebody comes in with a
site plan, or a plan for a building, that the Planning Board is going to
look at, the Architectural Review Board, which has some expertise, because
they tend to be architects, and landscape architects, gives them advise as
to the appearance of this new building, the kind of materials that might be
used in it that might help it blend into the community, or keep it from
becoming an eyesore. It has no power other than to advise. We have a
member from each area in the town on that Board. It was just formed last
year. We hope it will be a real help to the Planning Board, and to keeping
the town looking as nice as it can.

RESOLVED that the Town Board of the Town of Southold hereby appoints
Melvyn Morris as a member of the Southold Town Conservation Advisory
Council to replace Alan S. Connell, effective immediately through June 18,
1997; and be it
FURTHER RESOLVED that the Town Board hereby appoints Mary Griffin
as a member of the Southold Town Conservation Advisory Council to replace
John J . Hagerty III, effective immediately through June 18, 1998.
COUNCILWOMAN OLIVA: To explain to you gentlemen out there -the
Conservation Advisory Council is an advisory board to the Trustees, which
oversee our wetlands, and our bottom lands, our docks, bulkheads, coastal
erosion on the bluffs, and they are a. very important part of the Town. We
hope that when you get into high school, and we have some positions open
on the Conservation Advisory Council we are encouraging young people to
apply for this, so that you might get an interest in town, and see just what
is going on. By the way, you do get paid a little bit for it, too, so I
think it's a very important organization.

SUPERVISOR COCHRAN: It looks good on your resume, too, when you go
off to college. We presently have two high school students serving on the
board, thanks to Mr. Moore. It was his suggestion that we open it up to
young people, and so we interview, and we do it the same way we do for
any adult person. They are doing a nice job, so we are pleased. Perhaps
you will submit your resume at some point. It is a good experience.

RESOLVED that the Town Board of the Town of Southold hereby appoints
Janice L. Smither to the position of part-time Account Clerk in the
Accounting S Finance Department, effective immediately, 17-1/2 hours per
week, at a salary of $8.40 per hour.

20.-Moved by Councilwoman Hussie, seconded by Justice Evans, it was
RESOLVED that the Town Board of the Town of Southold hereby request
the New York State Department of Transportation to conduct a safety
evaluation of the intersection of Love Lane and NYS Route 25, Mattituck,
for the purpose of mitigating this dangerous intersection.
COUNCILWOMAN HUSSIE: Now it's my opportunity to instruct you. I
wonder if you really wanted to come tonight to hear all of this. However,
New York State Route 25, as many of us know as Main Road or Main Street,
is a road that is sort of ruled by New York State, not by the Town. In
Mattituck where it's that curve that comes in by Love Lane, it is very
dangerous. It is very difficult to cross there, and we are by this
resolution requesting that the New York State Department of Transportation
come take a look at that, and see what they can do to make it less
dangerous.

RESOLVED that the Town Board of the Town of Southold hereby increases
the fee for transporting to and disposing of scavenger waste at the Southold
Scavenger Waste Pretreatment Facility from $.03 to $.04, effective January
8, 1997.

SUPERVISOR COCHRAN: That's the end of our printed resolutions. I would
just like to say- to the Board, after the meeting I may have you just five
minutes. Ray Cowan from the DEC called, and I have some information to
pass along, because I have to call him back in the morning. At this time we
will entertain comments or remarks on Town business for anyone in Our
audience this evening. If there is anyone that would like to address the
Town Board on any given topic, we would be pleased to hear it now. Mr.

JIM HICKEY: Jim Hickey. This is in reference to the gas compressor
station. Should I call it the ZBA LILCO charade? In reference to a
newspaper article evaluation. What are they building, a nuclear plant? Are
they going to store radioactive material there? It's natural gas. There
won't be any meltdown. There will be just a quick flash, and it will be all
.over. Maybe a high jet three hundred feet of flame until the flow is shut
off. There will be no radiation, none of that. Evacuation plan is nothing
but a farce. Does LILCO have a plan for the compressor station on West
Main Street in Riverhead? I doubt it. I suggest the. Supervisor take the
ZBA and the Planning Board by the hand, and lead them to the rear of the
LILCO site. Maybe you could, also, bring the rep from LILCO. I don't
think there, was a physical inspection of the site. I asked the question
before, and was refused an answer. Maybe some of this will have to be
answered. It makes me very suspicious who has interest in this property. It
is obvious that the site has all sorts of rubble buried there. It's
protruding out of the ground in the rear of the site. Apparently the two
hundred, the three hundred cubic yards of clean sand and loam, that was
removed from the McDonald site, and placed at that site in April and May of
1995 was a goof up. They forgot to cover the rear of the site. I invite
anyone in the Town of Southold to come to my residence, and see for
themselves, including Mr. Kelly here of Suffolk Times. Why is the ZBA
Planning Board approving this kind of operation next to a residence? Why
was my home permitted to be built at that location in the first place?
Business Residential, does it actually have a permit? If that was planning
then it is obvious this town does not need such Boards. Maybe they should
be abolished by the elected officials of this town. Take over the
responsible of these boards. Do away with the political patronage. It's much
too sensitive a position to appoint people to. Once they are on these Boards
it seems to be a lifetime job. Who are they, local committeemen, etc.? A
little too much pork. Take a look at LILCO compressor station on West
Main Street, Riverhead. Why was it manned? Because they had ten large
tanks of propone gas in the back on the Southampton side of Riverhead
behind the containment tank, the sphere contains the natural gas.
Approximately fifteen, sixteen years ago, there was a tanker, a railroad
tanker, that caught fire by Middle Road. I was advised that the man at
that site received a phone call, and was told get ready to throw all
switches, and clear out. I am just wondering if the Town of Riverhead was
advised of that. They no longer store the natural gas, the propane gas at
that site. I don't know, maybe they'll store it in Mattituck. If you look
at that sphere, it's covered with rust. It needs paint. Does LILCO always
look for the cheapest way, not the safest? • Now, we come to a location.
The Riverhead compressor station, where is it put? Predominately in a
minority neighborhood, which I happen to be a minority within the
minority. Southold Town Dump, 1938 hurricane, predominately minority
neighborhood, they condemned two houses on the North Road, when they
could have just put the entrance off Cox Lane. No. The North Fork Bank
complex, the increased shopping center, Mattituck hamlet district
predominately minority neighborhoods. This Board has the character and
qualities it takes to make the difference in this town. Maybe it needs a
woman's touch such as this Board has, that turned this Town around.
After all we're going into the 21st Century. I'm sorry to say, Southold
seems to be still living in the 17th Century, especially when it pertains
to minorities. Thank you.
SUPERVISOR COCHRAN: Thank you, Mr. Hickey. I would just like to
share with you that the Town Inspector has been calling the DEC weekly.
We're keeping an eye on this once a week.
JIM HICKEY: They were at my house today.
SUPERVISOR COCHRAN: That's what we were told, that this is an ongoing
investigation with the DEC. They are the lead on this, and that they were
going to be contacting you for depositions. So, they have contacted you.
That's the only comment I will make at this time. Thank you. Is there
anyone else that would like to address the Board? (No response. ) Now, I
will call on Board - reports, or if the Town Board has anything they would
like to share or say. I'll start on the left with Councilman Townsend.
COUNCILMAN T.OWNSEND: Nothing at this time other than we had a busy
and active holiday. I'm glad to be back in the saddle, so to speak.

COUNCILMAN TOWNSEND: I was. It was no colder there than it, was down
here.
SUPERVISOR COCHRAN: Councilwoman Oliva?
COUNCILWOMAN OLIVA: Just to wish everybody a Happy New Year.
SUPERVISOR COCHRAN: Councilman Moore?
COUNCILMAN MOORE: No, other than to welcome you all again. Nice to
have you here. I hope you learned a little bit from the shorthand
conversation. We take for granted what we do up here on these resolutions,
and things, so I hope that some explanations you got were helpful.
SUPERVISOR COCHRAN: Mr. Moore has his Eagle Badge, too. He just
thought you should know that. We have one Councilperson from Fishers
Island. She has to fly back and forth, or take the ferry back and forth to
come to the mainland for the Board meetings, and she also serves as a
Judge, Councilwoman Louisa Evans.
JUSTICE EVANS: I think you should all realize, too, that what you see
tonight really isn't the major work that we do. We are here all day
discussing what we are going to do with these resolutions as well as a lot
of other work, and resolutions as well as a lot of other work. Resolutions
are really the result of what has happened during the day. You are just
listening to us repeat, and everybody is going, yes, yes, yes, but there is
a lot of work and thought that has gone behind the resolutions.
SUPERVISOR COCHRAN: Councilwoman Hussie? You know what, I'm going
to give you this, Alice. Councilwoman Hussie is Chairman of the Landfill,
and we have received a rather impressive notification from the Governor,
that we have received an award, and since Alice is the Chairperson we will
let her share it. It's three pages. There were only three towns. I
haven't really read it. We just got it this afternoon.
COUNCILWOMAN HUSSIE: The one thing that I did want to say was, Joe, I
have to do a little bit of a footnote to your remark that we don't know what
it is going to cost yet, when we were talking about the engineers, and the
transfer station. If I were a citizen of Southold 1 might worry a little
bit about that. This particular resolution we have, we do know what it is
going to cost. It's going to cost us about $7,900. We have the money, and
all is well, and we are going to start part of an eight step procedure in
order to put up this transfer station. So, this resolution was for us to do
the first two parts. We do know what it's going to cost. That's all.
SUPERVISOR COCHRAN: I will share this with you. It's the Governor's
First Waste Reduction Recycling Award, and there were three winners for
the Achievement of Excellence Award. One was a small town upstate, and
then Southold Town, and the Town of Southampton. These were the only
three presented this award within New York State in relation to recycling.
This is something that has always been supported by Town Board members,
be they Democrats, Republicans, United Southold, Independents,
Conservatives. I think all of us support the recycling effort that is done
in Southold, and we have been most successful, so we are quite pleased.
We just .got this notification, and I'm sure we will will probably be invited
to travel up to Albany to accept this award, which someone certainly will
attend on behalf of the Board to accept this. Also, we had some other good
news today. The Governor listed grants for parks and historic structures,
and Southold was awarded a $200,000 grant toward the purchase of Fort
Corchaug in Cutchogue. So, you know that we are trying to preserve this
fort. The town themselves have in reserve a million dollars toward "the
purchase. We are working with the County, and we are still working with
the State to see if this can be worked out, and we can preserve it, because
it is a very important part of our heritage. Also, I had a meeting last
night, which Boy Scouts should be interested in. We _have a committee
here, which is graffiti and vandalism, and we want to add litter to that,
too, . as part of the title. But, we have been meeting, and trying to develop
a campaign, which we are going to call Community Pride, and involve the
entire community. We have problems at the end of our roads, and at some

of our beaches with young people drinking, breaking the bottles all over the
asphalt, tearing out telephone booths, you know, pulling them right out of
the black tar, graffiti all over the bathhouses, and this not only is an
eyesore, but it is a cost to the Town, and that cost comes from your
pocket, the taxpayer. So, it's a terrible waste of money. It is not
pleasant to look at, and people that live in these areas become very upset.
So, this committee was formed, and we are approaching it. We're developing
this whole campaign. But, one of the first things we are going to do at the
week of kickoff, we're going to holding meetings in all the hamlets on this
community pride. We're going to ask each hamlet to plan a project, which
would began to beautify more than we feel Southold is beautiful, but there
is always room for improvement. So, we are going to ask each hamlet to
become involved, and I know each year up at the Town Beach I have the
Girl Scouts come up, and they plant all flowers up there, but there
certainly must be something that you can get involved in your own
community to help instill in people the importance of keeping Southold
lovely, and attractive, and something that we are all proud to live in, so
hopefully you will get involved in that at the time when it comes along. It
has been busy. We have gotten through the holiday, and many meetings,
many phone calls, but that is all I will report to you this evening. I'd
like to thank you all for joining us, and another special thank you to Troop
51 from Creenport for being a part of our meeting this evening. Thank you
