Townsend, Jr. , Councilwoman Ruth D. Oliva, Justice Louisa P. Evans, Town Clerk Judith T. Terry, Town Attorney Laury L. Dowd. 9 :05 A.M. - Neb Brashich, Chairman of the Transportation Committee, and Senior Accountant John Cushman; met with the Board to explain resolutions 1 1 - S 12 with regard to the Sea Trails of the-North Fork project Capital Budget for 1996 through 1998, and to seek authorization for the Town of Southold to participate to the extent of up to 1000 of the non-federal share in the cost of the Transportation Enhancement Federal Aid Project. 9 :20 A.M. - Public Safety Dispatcher III John Raynor met with the Town Board to request them to provisionally fill the PSD vacancy caused by the appointment of PSD Joseph Wysocki to Police Officer. Mr. Raynor was advised the civil service list has been called for. 9:25 A.M. - Tim Caufield, Peconic Land Trust, and Joe Gold, Chairman of the Southold Town Land Preservation Committee, met with the - Town Board to inform . them that Suffolk County is anxious to use the quarter percent sales tax monies allocated to Southold on the farmland preservation partnership program. Mr. Caufield said the Town is close to closing on the Cassidy and Fiore property, and suggested that a letter be sent to the County Executive prior to the closing in an effort to get matching funds to use for these two parcels, or for other parcels under consideration by the Land Preservation Committee. Mr. Gold said he would like to see the two best parcels his committee has under consideration designated, and acquired before the $2 million bond is passed in November.---Mr. Caufield distributed a proposed amendment of the Southold Town Subdivision Regulations with regard to accepting a deed, or deeds, transferring the fee title of real property, free and clear of any mortgages or liens, having a value established by the Town Tax Assessor of at least 150% of the amount of the security required for a performance bond. The Board referred this proposal to the Planning Board for their comm ents.----Planner Melissa Spiro met with the Town Board to review the status of the proposed subdivision for. Indian Shores (Fort Corchaug site) . 10 :10 A.M. Town Board approved the proposal of Harold Cook for a short term and long term plan of preventative maintenance for the Fishers Island Sewer District (resolution 20) .---=Held a request :from Recreation Director Reeves to set 1997 Lifeguard and Beach Attendant salaries, to be discussed at budget time.----Took under consideration a memorandum from Senior Accountant Cushman advising that now that .they have adopted the Retirement Incentive program, they must notify the State who is eligible for the incentive.----Placed a resolution (21) on the agenda reappointing John Sullivan to the Board of Assessment Review.----Authorized the issuance of a letter to the State Liquor. Authority stating they have no objection to the issuance of an on-premises liquor license to the Fishers Island Yacht Club Inc.----Placed a resolution (22) on the agenda authorizing the Town Clerk to advertise for resumes for a new member for the Agricultural Advisory Committee.---- Referred proposed legislation from the Planning Board regarding farm stands to the Code Committee.----Set September 11th to interview a short list of applicants for SEPTEMBER 3, 1996 Data Processing Equipment Operator.----Councilwoman Hussie submitted a draft letter to the NYS-DEC applying for a one year extension of the Town's temporary permit for the Cutchogue transfer station. The current permit expires on October 9th, and Town is in the processing of seeking a design for an expanded facility that will provide for full compliance with Part. 360, as well as improved 'operating efficiency, for all of the town's current transfer services. The Town expects to issue a formal RFP for a re-designed, expanded transfer station in the Coming months. The Board approved the submission of the letter.----Memorandum from the Planning Board requesting permission to purchase a computer workstation, plotter, GEIS software - ArcVIEW, and GIS training, at a total cost of approximately $20,000. The proposal is part of the 1996 Capital Budget, and dependent upon a proposed bond to upgrade the computer system. The Board will review the request during the upcoming budget process.----Board reviewed a proposed letter to JLJ Recycling Contractors Corp. , contractor4or the removal of scrap tires from the Disposal Area, giving them a deadline of Friday, September 6th, for the removal of a buildup of over 3,000 tires from the Disposal Area. Board directed the letter to be sent immediately as the stockpile of tires is a huge liability to the Town.----Board set 9:00 A.M. , September 11th to interview applicants for Seasonal Police Officer.----Letter from Greenport Village Mayor David Kapell requesting a waiver of the Disposal Area tipping fees- for debris resulting from the demolition of "Kokomos" and other small structures on the property. Town Board has adopted the policy not to waive tipping fees for anyone, and the Supervisor will so respond to Mayor Kapell.---- 11 :20 A.M. - Town Board reviewed the resolutions to be voted on at the 4:30 P.M. Regular Meeting. 12 :10 P.M. - Work Session adjourned. REGULAR MEETING A Regular Meeting of the Southold Town Board was held on September 3, 1996, at the Southold Town Hall, Main Road, Southold, New York. Moved by Justice Evans, seconded by Councilwoman Oliva, it was RESOLVED that the minutes of the August '20, 1996, Town Board meeting be and hereby are approved. SUPERVISOR COCHRAN: The agenda shows that there are no reports for the meeting of the 3rd. We do have two public notices. If you do not have a copy of the agenda for today it is found out on the table in the hall. Communications, we did have a letter from the DOT, a thank you letter. We have two public hearings scheduled for today, which will not be until five, so we will begin with resolutions. I . REPORTS. II . PUBLIC NOTICES. 1 . New York State Department of Environmental Conservation, Notice of Complete Application of Louis Bacon to install six potable water wells and nine irrigation water wells. The project is located on Robins Island in Peconic Bay, New Suffolk, New York. Comments to be received by March 13, 1996. 2. U.S. Corp of Army Engineers, New York District, application of Glendalough Properties, Inc. to dredge with ten years maintenance and beach nourishment in Cutchogue Harbor, Little Peconic Bay, Cutchogue, New York. Comments to be received by September 26, 1996. III . COMMUNICATIONS. 1 . C.P. Scheffer, Regional Design Engineer, New York State Department of Transportation thanking Supervisor Cochran for the hospitality extended at the annual Southold Town Board on Fishers Island. IV. PUBLIC HEARINGS. 1 . :5:00 P.M., .on a proposed "Local Law in Relation to Bulk and Parking Schedules". 2. —5:02 P.M., on a proposed "Local Law in Relation to Speed Limits - Boats". V. RESOLUTIONS. SUPERVISOR COCHRAN: As you know the Town Board does have a policy that encourages those of you in the audience that have any input in relation to a resolution, that we would take that now. If not, at the end of the Board meeting there is time when you can address the Board on any given topic. So, if there's anything, in relation to the resolutions, please feel free. Yes? On Number 16 Resolution funding for hauling the debris from Fishers Island Metal Dump, and number 18, provide funding for round trip ferry to Fishers Island Metal Dump. _ SEPTEMBER 3, 1996 U`5. SUPERVISOR COCHRAN: Louisa, would you like to answer this? JUSTICE EVANS: Are you aware of the clean-up we have been doing at the Metal Dump over there? PHIL VANBOURGONDIEN: I know that you have been doing something, but I had no idea of the volume, or the cost, or anything else. JUSTICE EVANS: It was a huge expense to the Town, over $300,000, but we were required to clean it up by the DEC, and, this is, when we had another contractor come in, and fill in one of the pits, that used to be filled with metal. He found a little bit of extra debris there. So, this is to haul it off the island, and were sending a . truck over, which is the ferry cost. Then all that remains to' be done is have a fence put up, and hopefully we're finished with that project. PHIL VANBOURGONDIEN: The debris is hauled to the town here by truck? COUNCILWOMAN HUSSIE: Because the stuff was found after the contractor, who had the job, had left. SUPERVISOR COCHRAN: We are utilizing the truck in two ways. He's taking sand over. PHIL VANBOURGONDIEN: Is it a large number of trips? JUSTICE EVANS: Just one. It is not that much, but when the contractor was pushing dirt into the hole to fill it up he uncovered it. PHIL VANBOURGONDIEN: I'm sorry I even asked. SUPERVISOR COCHRAN: It's important. We . like people to understand these things, but Superintendent Jacobs is going to utilize that round trip, because he is going to be doing sortie of the highways on. Fishers Island this fall, so he is taking materials over. Is there anyone else who has a question in relation to resolutions? This resolution was duly ADOPTED. 12.-Moved by Councilwoman Hussie, seconded by Justice Evans, RESOLUTION AUTHORIZING THE TOWN OF SOUTHOLD TO PARTICIPATE TO THE EXTENT OF UP TO 100% OF THE NON-FEDERAL SHARE IN THE COST OF A TRANSPORTATION ENHANCEMENT FEDERAL-AID PROJECT. WHEREAS, a Project for the Seaview Trails of the North Fork, P. I .N. OT 1199, funded for .in Title 23' U.S. . Code, as amended calls for- the apportionment of the costs of such program to be borne at the ratio of 80? Federal funds and 20% non-- federal funds; and WHEREAS, the Town of Southold desires to advance the above project by makirid a commitment of 1000' of the non-federal share of the costs of personal services, consultants, equipment, supplies and materials, NOW, THEREFORE, the Town Board of the Town of Southold, duly convened does hereby RESOLVED that the Town Board hereby approves the above-subject project; and it is hereby FURTHER RESOLVED that the Town Board hereby authorizes the Town of Southold to pay lUo% of the non-federal share of the cost of the above stated work for the subject project or portions of the subject project; and it is FURTHER RESOLVED that the sum of $77, 000.00 in cash and $10,000.00 in in-kind services is hereby appropriated to cover the cost of participation in the above phase of the project; and it is SEPTEMBER 3, 1996 FURTHER RESOLVED that in the event the full non-federal share costs of the project exceeds the amount appropriated above, the Town Board of the Town of Southold shall convene as soon as possible to appropriate said excess amount immediately upon the notification by tile Department of Transportation; and be. it FURTHER RESOLVED that Southold. Town Supervisor Jean W. Cochran be and She hereby is authorized to execute all necessary Agreements on behalf of the Town of Southold with the New York State Department of Transportation approving of the above-subject project and providing for the Town's administration of the Project and its participation in the cost of the local share of the subject project; and be it FURTHER RESOLVED that a certified copy of this resolution be filed with the New York State Commissioner of Transportation by attaching it to any necessary Agreements in connection with the Project. 12.- Vote of the Town Board: Ayes: Councilman Moore, Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie, Supervisor Cochran. SAID TOWN FOR THE PRESERVATION OF OPEN SPACES AND AREAS, STATING THE ESTIMATED MAXIMUM COST THEREOF Is $2;000,000, APPROPRIATING SAID AMOUNT THEREFOR AND AUTHORIZING THE ISSUANCE OF $2,000,000 SERIAL BONDS OF SAID TOWN TO FINANCE SAID APPROPRIATION. Recitals WHEREAS, pursuant to Section 247 of the General Municipal Law, constituting Chapter 24 of the Consolidated Laws of the State of New York (herein called "Sect.ion 247") , the Town of Southold, S6ffolk County, New York (herein called "'Town") , is authorized to acquire developmental ri.ghts in agricultural land-, actually used in bona fide agricultural production, which developmental rights represent permanent legal interests or rights in land for the preservati.on of open spaces and areas; and WHEREAS, the acquisition of developmental rights in prime agricultural lands located throughout the Town for the preservation of open spaces and areas and conserving the character of local communities must be found, determined and deemed to be necessary, in the public interest and a proper public purpose of the Town in accordance w1th the findings and determinations of the State Legislature as set forth in Section 247 ; and SEPTEMBER 3, 1996 WHEREAS, in pursuance thereof, the Town desires to implement the land acquisition and financing program hereinafter set forth: Now, therefore THE TOWN BOARD OF THE TOWN OF SOUI'HOLD, IN THE COUNTY OF SUFFOLK, NEW YORK, HEREBY RESOLVI?'S (by the favorable vote of not less than three-fifths of all. the members of said Town Board) AS FOLLOWS: Section 1. The Town is hereby authorized to acquire such developmental rights in various parcels of prime agricultural lands within the Town for the preservation of open spaces and areas as may be authorized from time to time, by the Town Board of the Town, after due notice and a public hearing, pursuant to the provisions of Section 247 , including incidental costs in relation thereto, such acquisition being hereby found, determined and deemed to be necessary and in the public interest and a proper public -purpose of the. Town in accordance with the findings and determinations set forth in Section 247 , provided, however, that no such right in any piece or parcel. of such lands shall be acquired ,until all relevant provisions of the State Environmental Quality Review Act ("herein called "SEQRA") , constituting Article 8 of the New York Environmental Conservation Law, have been complied with and a final declaration as to environmental impact has been duly declared by the entity duly authorized to so determine and declare. The estimated maximum cost of said class of objects or purposes , including preliminary costs and costs incidental .-thereto and to the financing thereof , is $2 , 000, 000, a.nd said amount 'is hereby appropriated therefor. The plan of financing includes the issuance of $2 , 000, 000 serial bonds of the Town to finance said appropriation, and the levy and collection of taxes on all the taxable real property in the Town to pay the principal of said bonds and the interest thereon as the same shall become due and payable. SEPTEMBER 3, 1996 9.1 ' Section 2 . Serial bonds of the Town in the principal amount of $2 , 000, 000 are hereby authorized to be issued pursuant to the provisions 'of the Local. Finance Law, constituting Chapter 33-a of the Consolidated Laws of. the State. of New York (herein called "Law") , to finance said appropriation . Section 3 . The following additional matters are hereby determined and declared: (a) The period of probable usefulness of said class of: objects or purposes, as described herein, for which said serial bonds authorized pursuant to this resolution are to be issued, within the limitations of Section 1.1. . 00 (a) 21 . (a) of the Law, is thirty (30) years. (b) The proceeds of the bonds herein authorized and any bond anticipation notes issued in anticipation of said bonds may be applied to reimburse the Town for expenditures made after- the effective date of this resolution for the purpose or purposes for which said bonds are authorized . The foregoing statement of intent with respect to- reimbursement is made in conformity with Treasury Regulation Section 1. . 150-2 of the United States Treasury Department. (c) The proposed maturity of: said $2 , 000, 000 serial bonds will exceed five (5) years . Section 4 . , Each of: the bonds authorized ,by this resolution and any bond anticipation notes issued in anticipation of the sale of said bonds shall. contain the recital of validity as prescribed by Section 52 . 00 of the Law and said bonds and any notes issued in anticipation of said bonds, shall be general obligations of the Town, payable as to both principal and interest by general tax upon► all the taxable real. property within the Town without limitation of rate or. amount. 'rhe faith and credit of the Town are hereby irrevocably pledged to the punctual payment of the principal of and interest on said bonds and any notes issued in anticipation of the sale of said bonds and provision shall be made annually in the budget of the Town by appropriation for (a) the amortization and redemption of the bonds and any notes in anticipation thereof to mature in such year and (b) the payment of interest to be due and payable in such year. SEPTEMBER 3, 1996 Section 5. Subject- to the provisions of this resolution and of the Law and pursuant to the provisions of Section 21. 00 relative to the authorization of the issuance of bonds with substantially level or declining annual debt service and of Section 30. 00 relative to the authorization of the issuance of bond anticipation notes and of Section 50. 00 and Sections 56 . 00 to 60. 00 of the Law, the powers and duties of the 'Town Board relative to authorizing bond anticipation notes and prescribing the terms, form and contents and as to the sale and issuance of the bonds herein authorized and of any bond anti.ci.pat.i.on notes issued in anticipation of said bonds, and -the renewals of said bond anticipation notes, are hereby delegated to the Supervisor, the chief fiscal officer of the Town. Section 6 . The validity of tl» hands authorized by this resolution and of any notes issued in anticipation of the sale of said bonds, -may be contested only if: (a) such obligations are authorized for an object or purpose for which the Town is not authorized to expend money, or (b) the provisions. of law which should be complied with at: the date of the publication of such resolution are not substantially complied with, and an action, suit or proceeding contesting such validity, is commenced within twenty days after the date of such publication, or (c) such obligations are authorized in violation of the provisions of the constitution . Section 7 . If there is anything you would like to share with the Town Board in relation to anything we are doing, or you think we should be doing, we would be very happy to take your comments. If it gets lengthy may stop you at five o'clock, but otherwise the floor is yours. RAYMOND COLUCCI : I plan to keep it brief. I appreciate the opportunity. It's nice to see democracy in action. As a taxpayer I seldom get to see a performance. My name is Raymond Colucci. I'm a resident of North Oakwood Road. I'm President of the Road Association at this particular time, and we are here to talk about something like, neighbors about the bridge over Peconic Bay Boulevard, that was put through, and now we have waterfront property where we can't get our boats through, our rowboats, skiffs. We have trouble getting a canoe through, and it's a concern. My concern is basically a matter of communication. We were told that the, bridge , wqs 'going ;to be replaced. But, we were never told it was going to be lower tb the water, and they said something like four inches lower. In. reality it's anywhere from twelve to eighteen inches. We are in the process now of getting photos, and trying to prove that, because of the tides, and the different hours of the' tides, but we already have seen where the new bridge has dropped several inches, and we hope that, yes and no, that it drops more because if it totally collapses we get it replaced. But at this height we're stuck with what we have. I have waterfront property It's a matter of communication. I sent two faxes to the office, the Highway Department, made several phone calls. The only response I got was from your engineer, Jamie Richter, who said that, yes, we know about it. Don't worry about it. It's four inches lower, but in reality it's anywhere from twelve inches or more. I have to use the expression between a rock and a hard place. We can't get a boat through at restrictive tide, and if it's favorable with a lowest to get through, therefore we have a very shallow creek, and we are just stuck in the mud. We have a choice of getting a boat out at twelve midnight, or 1 :30 in the morning, or twelve in the afternoon, or 1 :30 in the afternoon, and that's not what we're looking for. We not out there enjoying the fishing. We have to get back or leave the boat on the beach somewhere, or moor it. We're upset about it, because we have SEPTEMBER 3, 1996 waterfront property, which we value. I don't mind telling you, we're paying large tax. We're 90% retirees, veterans, and our largest investment is our home, and our waking day is spent maintaining it, and now, to change our way of life, and suddenly be told that, that's it, you're stuck with it. I spent something like $7,000 on the beautiful dock, and set up at my house on the creek with the hopes of using it to get out to the bay. Now, I can't use it. I didn't put my boat in the water at all this year. We're going to submit pictures, and proof of what I'm saying, and 1 hope my time isn't running out. Anyway it's irritating, and the fact that we're at a point now. It's not the Army Corp of Engineers. It's a Coast Guard thing. Fortunately, we got a phone call down to the Coast Guard, and they did come down to inspect it, and they simply said it was a mistake, yes, they should have put into the town. It's an oversight. That's nice to say, it's an oversight. 1 failed to pay my taxes by one day a few years back. SUPERVISOR COCHRAN: Do you documentation as to what the Coast Guard said? RAYMOND COLUCCI : Yes, I think we do. We're going to bring it up a little more. We have a petition, signed, and we took some photos. We're putting it all together. It should be at the end of this week we'll be able to submit that to you from the Coast Guard. I don't mind saying that I was late in my taxes by one day, and of course, I was penalized $100.00. It was my fault, totally my fault. It was mistake, and I paid for it. Now, it won't happen again, because I'll be sure to get my check out in time. But, when a mistake is made such as the Coast Guard say, well, it's an oversight, they never cleared it with this office. It's strictly an oversight, it can happen to anyone. Well, that's fine in that case, but we're the ones that are stuck with the oversight. I wonder if the DEC or the environmental have also been contacted, and whether there is retrainable water to the bay. Is truly the tides coming the way they should with the volume of water coming in now? So, there are a lot of little things that we find we're being stuck with, and that's all we're really looking for, is to find out what can be done at this point? Are we totally at a point of saying, I'm sorry, that's it? You have to live with it, and case closed, and that's the end of it. Will we have to keep on going to State, Federal, or whatever source we can to get together funds? As of this date right now, I have had no .response at all from this office, or the Town, on what has been done, what can be done. It's there, and hopefully it's going to keep collapsing if that's the case. SUPERVISOR COCHRAN: Why don't you get everything together, and make an appointment, and come in to my office? RAYMOND COLUCCI : Bring it to your attention, Mrs. Cochran? SUPERVISOR COCHRAN: Yes. RAYMOND COLUCCI : I'll do just that, and hopefully my neighbors may have something eNe to add to what I just said. SUPERVISOR COCHRAN: When you get everything collected, the documentation from ' the Coast Guard especially, call my secretary, Ruthanne, and make an appointment. RAYMOND COLUCCI : Will do, and bring as much information as I have. I have copies of the faxes I sent, copies of the petitions signed, and photos showing the reality of what we're up against. COUNCILMAN TOWNSEND: Can I ask a question? You mentioned that the bridge has sunk? RAYMOND COLUCCI : There have been repairs, one repair already two or three weeks ago. They repaired the road. They're taking good- care of the highway, but 'no consideration has been given at all to boats going . underneath it, and that's where we're at. It's a navigable water, and that's why the Coast Guard was out. That was in jeopardy. Yes, I'll try to give you some photos showing the collapsing, the little what it is at this point, but suspect that it may increase. We'll pass it on. We'd like to know where we stand. SEPTEMBER 3, 1996 MIKE NEVILLE: Mike Neville, North Oakwood Drive. On that repair of the road, they put over a foot of tar to cover, because it wasn't leveled properly, and with the weight of that car, when the oil trucks this winter come down that road it's going to make it sink more, and right now it's not level at all, and it's collapsing, and up further when you come out of North Oakwood there is a hill, and with that being lower people can't see the oncoming traffic going west, and it's a dangerous spot. You are going to have a big car accident there. It's going to happen because the people can't see what's coming up. Something has to be done about it. SUPERVISOR COCHRAN: Okay, it's well noted. GEORGE DORMAN: Good afternoon. My name is George Dorman. I also live on. North Oakwood Road. I am sixty-six years old. I've been going to Laurel since the age of two. So, I have sixty-four years of going up and down Brushes Creek until this year. There are five generations of our family, because my grandmother, my mother, my family, my kids, my kids' kids, would use that creek for access to Peconic Bay. We can't do it anymore. We think that's unfortunate. I've read it in the 'papers, that there is like a two or three inch difference in the height from the water up to the bottom of the bridge from what was the case in the past. If that was the case we would not be here. We're talking about eighteen inches, Mr. Colucci indicated or tried to prove that specifically, but I have personally tried to get through there within three hours of high tide, and you can not do it. So, I guess the question is, the obligation of our rights to get out in the bay over a long period of time, property values that• have now been damaged, the assessment that is overly high for the kind of use now that we can get out of that property. In addition, to what Mr. Neville indicates is a serious condition in terms of the safety of that bridge on Peconic Bay Boulevard. So, I really ask the Board to take into consideration of the fact that this is not been properly done, and there are about twenty-five families there who are penalized for action that was not done, I think, towards the proper construction, and recognition of the water in Brushes Creek. I thank you for your time. SUPERVISOR COCHRAN: If you bring in the stuff, and we sit and chat, we will. set up another meeting with our Highway Superintendent, our Engineer, and whoever else should be involved to take a look at this. Is there anyone else? We have about two minutes. HANK KUHN: Hank Kuhn, North Oakwood. Perhaps I can clarify a little bit about the drop in the road. The northeast corner of the bridge has been filled in with asphalt, graduated to the southwest corner which is about five inches. What I can't understand is that article in The Suffolk Times of 8/22 where a Town official says, the, new bridge is only four inches lower. Now, this drop if you would have a drop from ten inches to twelve inch to five inches, you've got about seven and a half inches. If you add Mr. Richter's comment about four inches, you are up to twelve inches. I don't know what Town official was commenting still maintaining the four inch difference in the old, bridge and the new bridge. I don't know whether it was one 'of you- people or: somebody from the Town Highway Department. But, certainly if it was the Tow Highway Department they are well aware of what's happened, because they -I arranged to have the' asphalt added to the bridge. In addition to that fact the bridge has continued to sink. This was about a month after the bridge was put up, that they added the asphalt. At that time the bridge was completely level again. If you go over it now you get a bounce going through. Quickly, I would like to bring up a few of the items in every Board meeting are somewhat small items, items. .a few minutes ago you mentioned about three men from the waste disposal going to a seminar. If those people are paid $50,000 a year, you are talking about $600. expenditure, and this goes through discussion, and votes by the Town Supervisor. You spent $100,000 on a bridge, and there's no public discussion at all. I just don't understand it. SUPERVISOR COCHRAN: I don't know when it was done. The Town Clerk is informing us. . 1 0 0 SEPTEMBER 3, 1996 TOWN CLERK TERRY: It was very published. We went to bid. They discussed going to bid. They advertised. We accepted the bid publicly. We authorized the bid publicly. SUPERVISOR COCHRAN: Town Clerk Terry can fill you in with the dates, and the time, and when it happened. TOWN CLERK TERRY: I have a complete file on it. COUNCILMAN TOWNSEND: I think on this thing when the Town Board was considering it, and I was on the Board at the time, we were not aware of some of the limitations. I doubt if you would have been aware until the thing was actually built. The nature of the changes, they were described as minor. • It was supposed to be an economical way of putting the bridge in, because bridges can be very, very expensive, and I think the Town Board was pleased to see that the bid was low. Shortly after it was put in 1 started to hear from people that this bridge was inadequate and may not have a very long life, and may present some problems safety-wise, and also the shape was such that .it might restrict. Already the barn was being closed after it happened. I'm very glad you are here to bring this stuff to us, and we can look , at it very seriously, and see if there is anything that can be done to rectify the problems. We've been hearing of the problems since it's been put. in. It was very difficult to anticipate those problems before. COUNCILWOMAN HUSSIE: At the time this was going to be done the word was, replace the bridge, and I think that we all felt that word replace meant put back in the new form what was there. HANK HUHN: See the bridge was square. It's a culvert. COUNCILWOMAN HUSSIE: If we wanted to, we could even talk about the aesthetics of it. SUPERVISOR COCHRAN: I think it's the ugliest bridge I have ever seen. Okay, gather your stuff, and the Board is open, as you can see, to looking at this in more detail. Thank you. JIM RICH: I don't know if this has been addressed or not. My name is Jim Rich. I'm a resident of the Town of Southold, and taxpayer. SUPERVISOR COCHRAN: A past member of the Town Board, and a past Judge. JIM RICH: The thing I'm concerned about, I don't know the answer or whether anything has been done. I wasn't here earlier, and I haven't been attending the meetings. Is there any consideration being given to purchasing that piece of property right next to us, just west of the Town Hall? I see it's got a for sale sign on it. It used to belong to the Thompson's. You know the piece. Is there any consideration about that? SUPERVISOR COCHRAN: Jim, we hired a firm for a nominal amount, and we felt he had a, good price on it to do research and a study on what direction the Town can go in relation to a Town Hall. They will be coming in, I believe, to our next Board meeting. Don't hold me to it, but I think it's our next Board meeting. They'll be coming in to report, because they are going to give us different options. One of the options was the bank building, but that has been sold, so that's no longer an option. I understand that someone is near closing on the property next door, but if it doesn't happen it may be one of the options. JIM RICH: When you're - situated somewhere whether it's your home, or business, or anything, the property next door to you. . SUPERVISOR COCHRAN: I wasn't even aware of it, Jim, until the realtor called me' 'and said, hey, I've got somebody ready to close on this. JIM RICH: I just thought I would mention it. SUPERVISOR COCHRAN: So, we are :looking, because we are in difficulty here. Thank you, Jim. Would anyone else like to address the Town Board? JOAN MATHIE: My name is Joan Mathie, and I'm here in Southold. I wondered about the road in front of our new fire house. It's a road that sometimes could be very dangerous. At night the lights appear as you are going towards South Harbor Road. You can see a car approaching,- but if you go there during the daylight it's very difficult to see. There's a hump in the road, and it's an extremely dangerous spot, and I live down in Nakomis Waters area, so I do take a left to get in there. 'Many times, especially now the school is started you will not see as many children approaching that area, but many times they will come over that hill on their bicycles, and no one can really see it. So, I was just wondering if you might be considering that at some time to look into somehow maybe putting a sign up, limited view, or limited sight, or something like that, that might be a note of caution to approaching there. 1;02 SEPTEMBER 3, 1996 SUPERVISOR COCHRAN: Is it . a double line or a single line, a passing lane? JOAN MATHIE: No line at all. Something like limited vision or something like that. Thank you. SUPERVISOR COCHRAN: Would anyone else like to address the Town Board? (No response.) If not, usually at this time I ask the Town Board if they have anything they would like to share. Councilman Townsend? Councilwoman Oliva? COUNCILWOMAN OLIVA: No. .I just hope everyone enjoyed their Labor Day weekend without the hurricane. SUPERVISOR COCHRAN: Mr. Moore? Louisa? JUSTICE EVANS: Just that I'm happy that we didn't get the hurricane, but it seems like our Emergency Management crew is working very hard, because I think they were very prepared, those on Fishers Island and the rest of the town, for the hurricane. SUPERVISOR COCHRAN: Councilwoman Hussie. COUNCILWOMAN HUSSIE: I thought I would let everyone know why the hurricane didn't hit. Because I had both bathtubs filled with water, and all the kerosene lamps ready. SUPERVISOR COCHRAN, I would just like to report that the Emergency Preparedness team, which includes fire services, the Red Cross, myself, Ve McKeighan from our Human Resources, We did meet Sunday morning at 9:00 A.M. The schools were all in place in case we .had to open up centers. Everything was in order, in place. We decided watching the reports of the weather, and so forth, that we could everything on hold. So, it was a good practice for us, and we did find one thing. I felt that Ve McKeighan should be invited, because of the Human Resource Center, and .in talking we found that our plan does not necessarily have adequate, if any provisions for helping people with special needs, either a blind person, or other handicaps they might have. So, we are meeting. This next week I'll be meeting with Mrs. McKeighan, and John Raynor, who is our Emergency Preparedness Deputy to myself, and we're going to look at trying to do an inventory of those people that live alone, and do have special needs, medical needs, so that we can deal with this in case of any emergency. It's never been a part of the plan, and we feel that it' is important enough, so out'of that little dry run that we had Sunday morning, something positive did come to our attention, so we'll be dealing with that. I have .greetings from Goofy, and Mickey, and Minnie Mouse. I did take my grandchildren down last weekend, as I had promised them. We went down for the week, and we did everything from Fantasy, to Epcot, to MGM, to Universal, to Sea World,. to. visiting my daughter in Cocoa Beach. So I came back to Southold for a rest.
