SOUTHOLD TOWN BOARD
FEBRUARY 22, 1996
WORK SESSION
Present: Supervisor Jean W. Cochran, Councilwoman Alice J. Hussie, Councilwoman
Ruth D. Oliva, Justice Louisa P. ' Evans, Councilman William D. Moore (11 :00 A.M. ) ,
Town Clerk Judith T. Terry, Town Attorney Laury L. Dowd. Absent: Councilman
Joseph L. Townsend, Jr. (out of town) .
9 :05 A.M. - Solid Waste Coordinator ' Jaynes Bunchuck met with the Town Board to
review projected 1996 costs for possible yard waste management options. The options
being. partial composting (the current program) , full composting with leased
equipment, and full composting with purchased equipment. The Board will take the
proposals under consideration until Councilmen Townsend and Moore have an
opportunity to review the options and all Board members have an opportunity to
discuss the financial impact with Senior Accountant John Cushman.
9:35 A.M. - Members of the Board of Town Trustees: . Albert Krupski, President,
John Holzapfel, Vice President, Martin Garrell, and Jim King, along with Senior Bay
Constable Don Dzenkowski, met with the Town Board to discuss (1 ) the proposed
construction. of a new launching ramp at Narrow River Road and Orient Harbor, and
(2) the Trustees requiring permits for moorings in State waters within 1500 feet of
the shoreline. The . Board agreed it would be a good idea to have a public
informational meeting to determine whether residents would approve of the launching
ramp, and set that for 8:00 P.M. , Tuesday, ,.March. 5th. With regard to the
moorings in State waters, that is would be under the Jurisdiction of the Town
Board, but the Town Board could delegate to the Trustees the administration of the
mooring permit system. Supervisor Cochran asked the Trustees to do the necessary
ground work -.-draw up proposed guidelines, permit fees, anticipated questions, and
then hold an informational meeting to determine how the public will react to the
proposal. After that has been accomplished, bring the results to the Town Board
for a decision.
9 :50 A.M - Town At.tQrn.ey Dowd reported that Star Recycling, the firm that has the
contract to haul the Town's C&D, has asked the Town to approve the assignment
of that contract to New York Acquisition Sub, Inc. who is negotiating for purchase of Star.
In accordance with the specifications, the Town must give prior written consent to
any assignment of the C6D contract. They have assured the Town that the
scheduling, contact people and equipment will be identical. The Board agreed the
assignment would not present a problem, as long as certain questions raised by
Town Attorney Dowd and Councilwoman Hussie can be resolved. They will make
telephone calls to New York Acquisition Sub, Inc. and get back to the Board,
hopefully before the end of the day. (Later in the day Town Attorney Dowd and
Councilwoman . Hussie reported back to the Board. Their concerns have been
resolved, and a performance bond will be posted by the new company. The Town
Board then placed a resolution (31.) -on the agenda authorizing Supervisor Cochran
to execute the Consent to Assignment and Assumption Agreement.----Town Board
reviewed a proposed resolution (23) recommending acquisition of land and pledging use
of funds received under the Suffolk County Drinking Water Protection Program.---
Receipt of .a memorandum from the Planning Board making . certain recommendations
with regard to farm stands. This matter was referred to the Code Committee.---
Executive Assistant James McMahon met with the Board to discuss the offering of
three parcels of land by the County of Suffolk prior to the parcels being offered
for sale at public .auction. These parcels are all roads, and the Board agreed they
do not wish to acquire those parcel'§. Secondly; Mr. McMahon presented a list of
parcels that have fallen into tax arrears and are now owned by the County of -
Suffolk. Most of the parcels were intended to be the Park & Playground areas of
subdivisions. It was agreed that Supervisor Cochran would send a letter to the
Suffolk County Department of Real Estate advising them of the Town's interest in
acquiring those parcels, and a resolution (24) was placed on the agenda expressing
the Town's interest.----Supervisor, Cochran presented a proposal to the Town Board
for revising the Town signs that are located at the entrance to Southold Town in

Orient and Laurel. She would like to dedicate them to the youth in Town, listing
group accomplishments'. Board agreed,' and asked Supervisor Cochran to bring the
final design back to the Board.---Senior Planner Valerie Scopaz advised the Board
that the Town has received a $4,.000 'grant for completion of a local economic
development plan focusing on business viability within the Town's existing hamlets.
A resolution (26) was placed on the agenda authorizing Supervisor Cochran to
execute the acceptance of this grant.
EXECUTIVE SESSION
11 :00 A.M. - On motion of Supervisor Cochran, seconded by Councilwoman Hussie,
it was Resolved that the Town Board enter into Executive Session to discuss
property acquisition. Vote of the Board: Ayes: Supervisor Cochran, Councilwoman
Hussie, Councilwoman Oliva, Justice Evans. Also present: Town Clerk Terry, Town
Attorney Dowd, Engineering Inspector Richter, Senior Accountant Cushman,
Raymond Terry Jr. , and William A. Klein, Jr. and Christina Capobianco,
representing Albrecht, Viggiano, Zureck & Company, P.C.
A brief recess was taken, after which the Town Board reconvened a second
Executive Session.
EXECUTIVE SESSION
11 :50 A.M. On motion of Justi 1.ce Evans, seconded by Councilman Moore, it was
Resolved that the Town Board enter into Executive Session to discuss police hiring.
Vote of -the Board: Ayes: Supervisor Cochran, Councilwoman Hussie, Councilwoman
Oliva, Justice Evans, Councilman Moore. Also present: Town Clerk Terry, Town
Attorney Dowd
12:40 P.M. - Recess for lunch.
1 :35 P.M. - Work Session , reconvened -and the Town Board discussed a list of areas
which Town Attorney- Dowd feels ' could use clarification in the nature of a Town
policy. The proposal was given to Councilman Moore who has computer software for
a policy and personnel manual.---The Board reviewed and revised the current list
of Town Committees, deleting a few .which no longer function, appointing Supervisor
Cochran to the Calverton '-Joint Planning & Redevelopment Commission, and Joseph
Krukowski to the Suffolk County Farm .Committee (resolutions 27 & 28) . The Board
also agreed the Agricultural Advisory Committee should be reorganized, and will ask
the current members whether they wish to be 'considered for reappointment when
the reorganization is completed.----Supervisor Cochran asked the Board whether
they would like to consider increasing the membership on the Conservation Advisory
Council from seven to nine. The law provides that two youths may be appointed,
and she would' like to see that accomplished. The Board members did not have an
objection; but suggested she speak with the CAC about the concept.----Town Board
set March 14th to interview . Account Clerk and EISEP Aide candidates.----The Board
reviewed the proposed ' agreement between the Town and retired police . officer
Frederick Fiedler, wherein Mr. Fiedler will be compensated for accumulated unused
vacation days, holidays: and sick days (resolution 29) .----Senior Accountant John
Cushman met with the Board to discuss his new responsibilities for the Town Hall
fleet. He reviewed his . proposed procedures, and it was agreed he and Supervisor
Cochran should meet with the .department heads who use Town vehicles to go over
the guidelines.----The Board reviewed a proposal to renovate a hallway/closet area
in the Assessors office to�, provide for a small conference room. The Board agreed
to hold on the proposal for the present time.----Computer upgrade for Town Hall:
Supervisor Cochran will meet with Data Control Supervisor Ruland and set up a
meeting with designated employees from each department to discuss their computer
needs.----Supervisor Cochran submitted a proposed resolution (30) to the Long
Island Power Authority requesting that the municipalization of local utilities be
specifically included in whatever plan. is finally authorized, and that Towns and
Villages on Long Island continue to have the right to municipalization that they
presently have under New York State Law, and which Towns and Villages in the .
remainder of New York State will continue to have.----Executive Assistant McMahon
met with the Town Board to discuss -.proposed 1996 Affordable Housing Guidelines. .
He said the Town should consider revising the formula used to compute the
Affordable Housing Guidelines, in that some of the It nits are escalating beyond the
intent and goals of the affordable housing program. The Board agreed the income
guidelines are too high, and asked Mr. McMahon to work up a proposed new formula
for their consideration.----The Board -decided to hold their discussion on the final
report from the Committee on Local Taxes until the next meeting when Councilman
Townsend will be present:

RESOLVED that the minutes of the February 6, 1996, 1995, Town Board
meeting be and hereby are approved.

II . REPORTS.
SUPERVISOR COCHRAN: We had several public notices from the New
York State of Army Engineers in relation to Gardiners Bay, and one in
relation to Cherry Lane Estates, and the third one is in relation to Depot
Lane, and Oregon Road in Cutchogue.
1 . Corp of Army- Engineers, New York District, an application of,
Richard Cantwell for the placement of vinyl-coated wire mesh cages to be
placed in Gardiners Bay, offshore of Orient, . Town of Southold, New
York. Comments to be received by March 7, 1996.
2.. New York State Department .of. Environmental Conservation, Notice
of Complete Application of. Ann Marie Nelson to subdivide parcel into four
lots. The project is .known as Cherry Lane"'Estates and is located on North
Street, of Pipes Cove in, the Town of Southold, New York. Comments to be
received no later than March 28,' 1996.
3. New York State Department of Environmental Conservation, Notice
of Complete Application of Frank McBride > Sons, Inc., to install an
irrigation well for . the purpose of irrigation of farm crops. Property is

III . COMMUNICATIONS.
SUPERVISOR COCHRAN: Communications, we had a lovely letter from
Barabara Poliwoda thanking the Town Board for the proclamation, and
I will be joining her at the first meeting, and so for the involvement,
and hopefully this chapter will be developed here in the Town of Southold,
because it certainly does. serve a good purpose. We, also, have letters
from Assemblywoman .'Acampora, and D'Amato, and Forbes, in relation
to the closing of the IRS in Riverhead.
1 . Barbara Poliwoda;` Division Director East ' End Division of American
Heart Association, thanking Supervisor Cochran, and the Town Board
for the Proclamation, and' participation in the committee.
2. Assemblywoman Patricia 'L. Acampora expressing her concern over
the closing of the IRS Office in Riverhead.
IV. PUBLIC HEARING.
1 . 5:00 P.M. , in the matter of the acquisition of development rights
in agricultural parcels owned by Marie D. Cassidy and Carole M.
Cassidy, located on . Albertson Lane, Greenport, New York, and by
Mark Lieb, c/o Lieb Vineyards located on - Oregon Road, Cutchogue,
New York.

SUPERVISOR COCHRAN As you know we give the opportunity to those
attending a Town Board meeting for discussion on any of the resolutions,
that are on the agenda. .You have the opportunity at this time to address
the Town Board. So,. if there's any resolution you would like to share
information with us about, we would -be very happy to have it at this
time. (No response.) If there is no discussion in relation to resolutions,
you will have the opportunity .at the end of the. Board meeting to talk to
talk to the Board at any given topic. We will start with the-resolutions.

RESOLVED that the Town Board of the Town of Southold hereby accepts ;
the resignation, of Rosemary Wysocki, EISEP/Home Aide, effective
February 1, 1996.

Supervisor Cochran to execute the Agreement for Amendment/Modification
of Restrictive Covenants relative to the Nutrition Center which amends the
original Covenants dated November 28, 1995.

RESOLVED that the Town Board of the Town of Southold hereby amends
resolution no. 2, adopted on February 6, 1996, granting permission to
Data Control Supervisor Jeanne Ruland" to attend a Novell
Administrator Trailing Course, to correct the dates of the class from
March 4-7, 1996 to April 29, 1996 through May 2, 1996.

10.-Moved by Councilwoman Oliva, seconded by Justice Evans, it was
RESOLVED that the 'Town Board of the Town of Southold hereby grants
permission to Recreation. Supervisor. Kenneth Reeves to attend the 56th
Annual New York State Recreation and Park Society Conference to be held
from April 28 - May 1, 1996 in Syracuse; N.Y., and the necessary
expenses for meals, lodging, registration, seminars, and transportation
using a Town . vehicle, shall be a legal charge to A7020.4.600.200,
Recreation Administration,;_meetings and seminars.

11 .-Moved by Councilwoman Oliva, seconded by Councilman Moore, it was
RESOLVED that , pursuant to Article IX of the Constitution, the Town
Board of the Town of :Southold. requests the enactment of Senate Bill No.
S.6065 and Assembly bill. No. 8809, entitled "AN .,ACT to amend Chapter
246 of the laws 'of 1916 relating to the extermination of mosquitoes and
the establishment of districts therefor, in relation to authorization
for the amount of the annual appropriation by the Town of Southold for
the Orient Mosquito District. : It is hereby declared that a necessity
exists for the enactment of such legislation, whereas the Town Board does
not have the power to enact such legislation by local law.
COUNCILWOMAN OLIVA: The Orient Mosquito District wishes to increase
their annual stipend from $30,000 to $40,000 a year to get rid of those
nasty little buggers.

12.-Moved by Justice Evans, . seconded by Councilwoman Hussie, it was
RESOLVED that the Town Board of the Town of Southold hereby grants
permission to the " Board of Commissioners of the Fishers Island Ferry
District to engage the, 'services of Brenton M. Easter, as a part-time
deckhand, effective immediately, at a rate-of $5.75 per hour.

13.-Moved by Councilwoman Hussie, seconded by Councilwoman Oliva, it
was
RESOLVED that the Town Board of the .' Town of Southold hereby
authorizes and directs the Town Clerk to, advertise for bids for the
purchase of one (1) Aerial Device and Ford Chassis and Line Body, or
equal, for the Commissioner of Public Works;- said truck to be paid for
equally from Street Lighting Equipment Account and Highway Equipment
Account.
COUNCILWOMAN HUSSIE: For those of us, who don't know what an aerial
device is, it's a cherry picker. We all know it as a cherry picker.

The last time I was here Councilwoman Hussie didn't have no smile on
her face, but she did today.
SUPERVISOR COCHRAN: That's wonderful. Just let me remind you,
though, I have to stop you at five o'clock no matter where you are.
RON' ECK: ' I just want to let you. know that I have met you by accident
on the telephone, when you tried to order a pizza pie from me.
SUPERVISOR COCHRAN: Oh, you're the gentleman. I dialed the wrong
number one day, .'and started to, order my pizza, and he said, I think you
have the wrong number`.,:':, It's nice to meet you.
RON ECK:. I had, spoken before this Town Board back in October, I
believe, about the proper%ty next to the building that I live in, and I
spoke with: you that day, about that property. Well, supervisors had come
out. . I spoke with two ' of them. They're going to put a blockade on
government agency property, and. a. firm way down the back of me
promised that he would fill it in. He told the government agency firm that
he would fill it in. So,',",let's hope that he does, and, also, today, I just
want to let you- know that I received my registration card for voting in
this district. So, I am registered Republican.
SUPERVISOR COCHRAN: Youdidn't have tell us what party you were
registered in.
RON `ECK: You would find out anyway. Also, I read in the paper here in
the Suffolk Life, that you are going to have a meeting with the Creenport
School District.
SUPERVISOR COCHRAN: No, that would be the Southold School District,
and the"Greenport School District.
RON ECK: -Well,'. in;. a :way :that. is good for me, but I'll talk about that
later. Also; I just heard .that you're on the committee on Calverton. A
friend of mine, I , just, read in the paper last'week, 'Mr. Harry Gucci, he
is a close friend of mine'; but I' haven't seen him in about, I would say,
about twelve years. Sol!, he's coming to Calverton, and when does come
hope to see him. again. ::Also, I saw you on television the other day with
three of my every close friends. I won't mention their names. You were
sitting next to one of them. It was on the Boy Scout deal. The other one
was Senator Ken LaValle. The other was Phil- Kendar. They're all close
friends of-mine.
SUPERVISOR COCHRAN: Thank you for being with us. Yes, sir?
JAY GARGANI : Jay Gargani of Southold. I would like the Town Board
to engage in: dialogue with the Metropolitan Transit Authority to remove a
statement of -r`estriction.- on it's - schedule, that prohibits the full
utilization of a reduced , .
educed , fare privileges for senior citizens. Namely, that
statement specifically 'states` that senior citizens must pay a full fare on
A.M. trains leaving this locality. .You can take off the S in the case of
Southold, because there's • only one train. That . train leaves 5:29 from
Creenport, arriving in. New York City at 8:30. There remains many senior
citizens, myself included, who enjoy a. continuance with their former
localities, in my case; New -Hyde Park. Many of us have medical
appointments, etc. It..is an impossible situation, if you have to take the
next train,` which is no'• longer an A.M. train. The. next train is 11 :37,
getting to New York : in .the P.M. hours. The New York City Transit
Authority, sub-division of Metropolitan Transit Authority, at one time
had, also, made an :A.M;- exclusionary clause. That was since removed.
Now, that -privilege extends • on'' the 24 hour basis, which it should,
because obviously, .if' you cant get the location on a reduced fare, you
certainly aren't' going to. be able to get back, because you won't get 'there

in the first instance. I rode that train to New York .the other morning,
and had no difficulty. . There was 'ho standing 'room only. I had a choice of
seats all the way. Not only here, but also at the Ronkonkoma and
Jamaica exchanges. I would really appreciate it, if you would look into
this matter, because the fare jumped from $4.50 to $15.25, if you try to
ride the A.M. train into Manhattan, which many people need. I think Alice
Hussie might have taken it the other day, when I saw here freezing
waiting for the express .bus outside of Town Hall. She's old enough, and
won't ask her. .
SUPERVISOR COCHRAN: Thank you for bringing it to our attention, and
we certainly will look at it. Officer Tirelli?
VINCENT TIRELLI: Vincent Tirelli, Southold PBA. I have two issues
I'd like to address today. One, naturally, failure to act on hiring. We're
getting to the po,i,nt .now where I'm almost ready to throw up my hands,
and just walk "away; 'but I can't do that, in .the . best interest of the
members that I'm supposed to take care. Just a point of note, a month ago
we received an , order ,from Chief Droskoski cancelling our regular days
off, which amounts to two days every three weeks. It was against the
contract. I brought it to the Chief's attention. We worked out a deal,
where he would rescind-,it directly, and it would become voluntary. So, we
have about 85% compliance where officers voluntarily work their days off,
with the understanding,' the way ,I was able to get them to accept it was,
that there's was going to be some motion, there was going to be some
movement within .the next,week or so, and there hasn't. The last couple of
days I keep getting tired of not having the time off. You have one day
swing between your midnights and your days, two days between days, and
your four to twelves. That two days really kind of broke it up, and it
relieved a lot of - stress. I'm getting tired of working overtime. The
second issue is .something that' appeared in the Suffolk Times today, an
article by Mr. Kelly here, and Justice Evans you are reported as saying,
there's an awful lot of pressure out there for us to do something. I don't
know how long we can wait. If we do hire someone, we can look to the
Police for having. put us .there. I have no idea what you meant there.
JUSTICE EVANS: I can tell you what I meant.
VINCENT TIRELLI : , If you're blaming this on us, you're dead wrong..
For the past six : years' :we've been asking, when ' people retire, let's
replace them, and all I'm doing here is trying to bring back the staffing
levels. All Jamie Cinas did was try to bring it up to where it was.
We've always been short staffed.
JUSTICE EVANS I think if you read the whole article you'll see that I
say, that we do need people. I'm well aware of the fact, that we need
police, and it was in context of speaking then, that if I had. my druthers,
we would be able to wait,..and have a hearing. It would be settled one way
or' the other, but- because, of the pressure of having so few police out
there we may not be able to wait. That still remains to be decided. That
is the context that was in.
VINCENT TIRELLI : The way it was taken, not only be police officers, I
worked today, I saw . a .lot of people out on the street, was that it's our
fault, that people. have retired. We didn't create the situation. If you
want to blame a guy who has thirty years on the job for retiring, that's
all well and good. We'. can blame him, but this issue. .we've been
shorthanded for a very 'long time. The abolition of Creenport hurt us a
lot, because we weren't : - able to prepare for it the way we could have.
The Town could have .hired people prior to the abolition, and they choose
riot to, and now it stands where I've pretty much written off the summer.
As far as having proper manpower, we're going- to go back again to just
being ' totally reactive._, You're going to see really no coactive patrols,
nothing to prevent crime. Everyone is going to be running around taking
reports after the fact. Once again, the way it was taken was that, why do
they blame you?
JUSTICE EVANS: It was not for the situation the way it was. If we hire
it's because we're feeling pressure at this -point. This is my personal
opinion, to hire because of the situation the way it is, recognizing that
you're very short handed. I think everyone on the Board recognizes that.

SUPERVISOR COCHRAN: . Yes, we do. We have about three minutes,' if
someone has a very short comment before the hearing. (No response.) We
could do a sing-a-long. That's one of things when I was running for
office, I said to Bill, . if we're, fortunate. enough to be elected, I'll sing
a song from the, dais. He said-, well, I'll wear shorts. So, I'm still
waiting for the shorts, %and ,T :.,haven't sung yet. This summer we're going
to keep an eye :on him: Is there something a Board member would like to
fill in for two minutes?
COUNCILWOMAN HUSSIE: . I'll fill in just a little bit. You know you're
sitting here on Thursday, rather than on Tuesday, because this was the
week, or three days, that the Association of Towns of New York State
held it's convention in New York City. It's not .only. .a convention, it's a
learning situation, courses .that are mandatory for some people, and just a
great opportunity for the rest of. us, and I went to it. Of course, this ' is-
the fifth year that; I've- gone. Each time I say, there can't possibly be
anything that I absolutely have to see, but I tell you, I don't just stick
with the .Town Board things. I floated all around. I went to something that
was supposed to, be.for .just ZBA, and I want to let you know; that there
are towns all over New York having trouble with their light and sign
ordinances, and their accessory use ordinances. I know that we see that a
lot of times. Our ZBA sees it a lot of times. It evidently is rampart.
They call it perplexing issues. That was the title of it. I, also, went to
a Planning Board session. I did spend some time at Town Board, where
they were talking about the deregulation of utility companies, and as you
know I'm anxious to get rid of our present utility provider, and so I went
to that, and in deed, as a followup I am going to go into Hempstead
on the 6th, I. think,. ..of-- March, because they're having a Nassau-Suffolk
meeting there, where,' they want public input, and I think I'm going to
have a thing, or two to.'say. I went to the Town Attorney's session, too,
where they were talking about� the formation of special districts, and,
also, Jean and' I ` both. =went to a course called Employee Management
Strategy. All together `:it was very interesting. I'm glad I went. Clad
came back.

forth in the proposed .`acquisition between the Town ' and Marie D.

RESOLVED. that the .Town. Board hereby elects to purchase - the

SUPERVISOR COCHRAN:. Joe, on behalf of the Board, we'd like to thank
you once, again, for a job .well done. Thank you. We can get back to
comments to. the Board. Is there anyone else, that would like to address
the Board this afternoon?
RON ECK: I'm Ron Eck on Peconic Lane in Peconic. I had put some signs
in the front office window recently, because' I had them laying in the
office on the floor, and I placed them there, because I was vacuuming the
floor. Then something came up, and I didn't take them out. Well, a report
was made to the office manager, of my landlord saying that I had political
signs in the' window. They received the call saying that the it was from
the Town Hall. I checked with the Building Department. Nobody from the
Building Department complained. I . had checked with Ed, your Inspector.
He said he didn't complain about ' them, and he said, probably someone
called up, and said they were from the Town Hall. Well, I am the newly
appointed New. York State Regional on Long Island for the Knights of
Columbus District I; which take in Calverton to Orient, and
Westhampton Beach. '.. The Knights of Columbus is not a political
organization. It is, in. our., by-laws. We can not go around yelling, because
one of our members is running ' for office, that he is a Knights of
Columbus. It is not in our by-laws. We can not do that. Now, two of the
organizations I belong to;. which is the Knights of Columbus is one, and
there is another one on .the North Fork, that .I belong to. I belong to a
couple of them on the 'North Fork, but two of them are interested in
renting that office. ; Now;,, being that I got a complaint about signs, I went
ahead, and bought the sign code, and, I painted a sign which some of my
higher-ups in the Knights of Columbus were told about. Now, if we rent
that office this is the sign we want to put. Now, it will be a help to the
North Fork, because in Riverhead I go ahead, and I am the Co-Chairman,
I am the Chairman, I should say, for two Little League teams. Father Dan
Donuhue is my Co-Chairman. Now, being I read that in the paper about

the school district bringing up, I know there are Little League in
Greenport. We sponsor. #hose Little Leagues, but we have to get members
in one of our councils out here, which is dying, and I need to get some
members fast. So, it is my .job to get some members in that council. So,
all I wish to .say -is. that 1 am .investigating the person, who complained
about these signs. It.-was like a -jeep type vehicle, but it didn't have a
Town emblem on it. So, :.I believe I know who is behind it.

RON ECK: It did not have a Town emblem on it, so it had to be someone
else, and I believe I know who it is. -So, I'm going to investigate it, and
told Ed that if I get . their license plate I will turn it over to him,
because they're saying the Town Hall complained, and I don't, like my
landlord telling me,. even though he's out of town right now, saying to me
that I put something in the window that was political, and it sheuldn't be
in there.
SUPERVISOR COCHRAN: We don't like people saying they're from Town
Hall, but there not, either. .
RON ECK: Right, and the Knights of Columbus is not a political
organization. Thank. you.
SUPERVISOR COCHRAN:,: Thank you. Is there anyone else, who would
like to address the Board? (No response.) Is there anyone from the Town
Board that would like to make comment. Ruth? Bill?
COUNCILMAN MOOR,E:, : Yes, just for a second. I, too, as Alice was
saying before` attended. the Association of Towns- meeting, and .to give you
an idea how, wide spread, and the broad choices there are in those
programs, I attended programs all day Monday, all day Tuesday, and
Wednesday morning;. and I know Alice went to hers, and I went to mine, .
and we went, to different: .ones. 'I didn't see Alice, but I know she was
there. There was some.. choices available to Board members. I attended a
very interesting meeting:', on Civil Service Law, and another meeting on
C. I .S., which is .Geographic Information Systems, regarding mapping to do
zoning and planning . for the town. Another session on SEQRA, and
regulations that were amended as of January of this year on SEQRA. Very
interesting. It could have a significant impact on our local business
community, and last but :less, and not inclusive, was a program on
farmland preservation,, '. and use of agricultural districts. All very
interesting. So as you consider the upcoming; or annual pilgrimage to New
York City, know that the programs are there, and Board members from
Town Board, to Zoning Board, to Planning Board, Assessors, and Judges,
all go, and can ,go. to ;these .things, and there are some super programs to
come - back 'with "additional_, ,training. The last thing I want to tell you
about is I've been asked to participate next weekend in an all weekend
long Greenport Future Search Conference. It starts Friday evening, goes
all day Saturday, and .into Sunday afternoon. (tape change. )
SUPERVISOR COCHRAN:`. I want to thank . Bob . Keith, who . lives in
Mattituck. He developed -. for. the Town a brochure on property
improvements, and ' it's available in the Building Department. I think many
people in the . community will , find it helpful in going through the
processes, or some-.of -the .processes, that we have here in Town Hall. So,
I'd like to say thanks to " Bob. In addition, I did have the opportunity to
attend the presentation of the Master Plan for Calverton. It was held in
Riverhead. It's very, very interesting. I won't take the time to go into
all of it, but we as a Board realize that what is happening in Riverhead
is very important to us. We do not yet know 'how it's going to effect us.
Hopefully the grant that we just accepted today for the $4,000, and
getting information from our business community will help us setting a
direction of support to our business. Also, I had the opportunity to
attend the East End. .Supervisor's meeting held in Westhampton Beach.
Everyone was .very warm and cordial for my first meeting. We had the
opportunity to. lay on 'the table .things that we would- like to see discussed
through the coming year. One of the things I presented was the five East
End Towns working together in relation to a regional transportation or
regional traffic study:: As we encourage tourism to come out to the East
End our traffic problems are going to increase. The guest speaker for the

day was John Raynor,, who talked on the , Enhanced 911 System, and . I ,
would like to say, . thank you, John, because he was well received, and
many of the towns...are ,-going -to be using his expertise. As you may, or
may not know, I say about seven years ago Southold Town was .the first
in New York State to ga-.into the 911 System. So, we've been a leader in
that direction, so it's. nice o' have John on our team, and he keeps us
moving ahead. Also, I .had the opportunity to go to Creenport, and march
with the Creenport Fire, Department on Washington's Birthday. That was
one of the fun things you ,get to do.as Supervisor. I rode in a fire truck,
and just rang the bell , the whole length of the parade, so that was fun.
Another fun thing, that I' had the, opportunity.,to do, there was a group of
Cub Scouts that came in one afternoon for a tour of Town Hall, and to
talk about government. They were working on their government badge,
and Councilman Moore was here, ,so .he took, the tour with us. These were
kids, I'd say, were seven or eight years old, and their questions were
excellent. They amazed me. Also, in attending the Town's and--Village's
meetings, I won't go into what I did, or didn't attend, but I saw both
Bill and Alice. But,. , it was interesting. One morning they have a
breakfast, and they- have guest speakers, and so forth, but I like to sit
with a table of people, . 'that are not from our area, from other parts of
New York State. , It was interesting. . Another woman Supervisor from the
area between Rochester .,and Syracuse, chatting with her, and another
person from the' .Watertown area, and it was interesting to me that their
problem was water. So, . we sat and discussed the problems of water. Ours
are a little different, but I . just don't stop to think with all the
reservoirs upstate New ,York, about the upstate towns having problems of
getting water, to their ..:residents in the community. All and all it was a
good meeting. Some of.`the:A* hings you attend are worthwhile, some aren't,
but it balances out that you do come home" with some new information, and
learn somewhat. So, at, this point , I'm going to get Louisa, and I'm going
to get Alice.
COUNCILWOMAN HUSSIE: You're not getting me again. I have nothing

JUSTICE .EVANS: I saw you, Alice, Bill and Judge Price, and Judge
Bruer at the Association•' 'of Towns, but I was attending Justice courses,
which took up all the time I was there.
