SOUTHOLD TOWN BOARD
JANUARY 10, 1996
WORK SESSION
Present: Supervisor Jean W. Cochran, Councilwoman Alice J. Hussie, Councilman
Joseph L. Townsend, Jr. , Councilwoman Ruth D. Oliva, Justice Louisa P. Evans,
Town Clerk Judith T. Terry, Town Attorney Laury L. Dowd. Absent: Councilman
William D. Moore, (out of town) .
This Town Board meeting was scheduled for January 9, 1996, but was postponed
due to blizzard weather conditions.. over the past few days.
1 :00 P.M. - Councilwoman Hussie reviewed with the Board the next steps required
for landfill closure, time constraints and consulting engineering firms, which subjects
were discussed at the recent Solid Waste Task Force meeting. Timing: The DEC
stipulation agreement' allows the Town 45 days from the date of the DEC acceptance
of the Landfill Closure Investigation Work Plan to implement the plan, and then 150
days to do the work. The Task Force Technical Committee suggests that now is
the appropriate time to seek requests for proposals for all of the remaining work
to be done up to . actual capping of the landfill. The Board is in receipt of.
correspondence from Dvirka . and Bartilucci Consulting Engineers with a breakdown
of the services .they_ have provided to date, and proposed continuing services. The
Board agreed they would invite Tom Maher of DEB to meet with them at their
January 23rd meeting to discuss their proposal.---Solid Waste Coordinator James
bunchuck was present during much of the foregoing discussion.
1 :25 P.M. - Justice Evans and Solid Waste Coordinator Bunchuck brought the Town
Board up to date on the status of the excavation of the Fishers Island Metal Dump.
It is estimated the contractor, ESNA, Tri-S Inc. Division, has three weeks work
left for completion, and they are behind schedule_as it is. This unanticipated delay
will make it - necessary- for the Town's representative, Edward Capobianco, to
continue on at Fishers Island, at an additional cost to the Town. The Board agreed
a letter, drafted by the Town Attorney, should be sent to the contractor directing
him to be ready to complete the job as soon as the weather breaks, and to contact
the Fishers Island Ferry District to be certain they can accommodate him.
1 :35 P.M. - Councilwoman Hussie. discussed with the Board the Draft Environmental
Impact Statement recently received with regard to the proposed Finfish Aquaculture
Project for the production of Summer Flounder on Greenport Village property at
Clark's Beach, Greenport. This property is located within the Town of Southold
and will require a change of zone from R-80 to Marine II for the aquaculture project
to comply *with the Zoning Code. Town Trustee James King was in the audience and
expressed his objection to the proposal. The Board members agreed to review the
DEIS and discuss this again at the January 23rd work session.
EXECUTIVE SESSION
2 :00 P.M. - On emotion of Councilman Townsend, seconded by Justice Evans, it was
Resolved that the Town Board enter into Executive Session to discuss personnel.
Vote bf the Board: Ayes: . Supervisor Cochran, Councilwoman Hussie, Councilman
Townsend, Councilwoman Oliva, Justice Evans. The Board conducted this discussion
while they traveled to Greenport to present a proclamation to Edith Courtenay on the
celebration of her 100th birthday.

2 :40 P.M. - Town Board agreed to place a display ad in The Suffolk Times
publicizing the "Lot Creation E Merger Local Law", and to place a second ad, approx-
imately 1 /8th of a page, in the May 23rd issue of The Traveler-Watchman (resolution
11) .
2:45 P.M. - Mark Wagner, Cameron Engineering, met with the Town Board to discuss
the Board's proposal -for joint operation of the Town Scavenger Waste Treatment
Plant with ,the Greenport Village Wastewater Treatment Plant. Supervisor Cochran
asked for and .received permission to formulate- a.- Contingency plan . with the Town
of Riverhead to. use their plant in an emergency.----Mark Wagner recommended to
the Board that they accept the bid of R.G.M. Liquid Waste Removal Corp. ,- Deer
Park, N.Y. , for Cleaning the West Equalization Tank at the Scavenger. Waste
Treatment Plant (resolution 12) .
3:35 P.M. - Senior Planner Valerie Scopaz met with the. Board'to request permission
to attend meetings related to her job responsibilities during the year (resolution
13) .----Board placed resolution 14 on the agenda to create the. position of Account
Clerk for the Disposal Area.----January. 16th, 4:00 P.M. , was set for interviews
of applicants for the Land Preservation Committee.----Board discussed publicity for
the January 25th Peconic County Informational Meeting. It was agreed Supervisor
Cochran would announce it during the regular meeting, which will gain. the attention
of the press and the TV audience.----It was also agreed Supervisor Cochran would
make an announcement during the regular. meeting to request individuals to remove
the snow from the sidewalks in front of their residences/businesses in accordance
with the law.----Board discussed a memorandum from Executive Assistant James
McMahon with regard to requiring beach permits at all times during the year, not
just between May 15th and October 15th. It was agreed this matter should be
referred to the Parks, Beaches and Recreation Committee, which will be reappointed
at the January 23.rd Board meeting.----Town Board placed a resolution . (1.5) on the
agenda granting permission to Recreation .Supervisor Reeves to attend a playground
hazard identification and risk management training program.
4:10 P.M. - Town Board reviewed the resolutions to be voted on at the 4:30 P.M.
Regular Meeting.
4:20 P.M. .- Work Session adjourned.

A Regular Meeting of the Southold Town Board was held on January
10, 1996, at the Southold. Town . Hall, Main Road, Southold, New York.
Supervisor Cochran .opened the meeting at 4:30 P.M. with the Pledge of
Allegiance.to the Flag.

U.S. Army Corp of Engineers to place 1,200 shellfish cages and racks in
the Town of Southold.

application by LNX, Inc. to place 1,200 shellfish cages, and up to 1,200
racks on privately controlled underwater land located in Little Peconic
Bay, Southold, New York.

SUPERVISOR COCHRAN: Under communication, there is none. We had a
short .week this week, ladies and gentlemen, with the storm, which I will
report on a little bit later.
IV. PUBLIC HEARINGS. None.
V. RESOLUTIONS.
SUPERVISOR COCHRAN: We had a busy schedule this afternoon, working
with the business of .the town. We had .the meeting scheduled 'at one, and
this meeting we formally scheduled for 7:30 tonight, but we 'scheduled it
at 4:30, because of the weather, and it will be good to get people home
early. They are predicting more snow. I think we have enough now, but
we have no choice in the matter, so we'll take what comes. Before we go
into resolutions, I would like to ask if there's anyone in the audience,
that would like to speak in relationship to any of the resolutions? You
will have the opportunity later on to speak in general to the Town Board,
but at this point it's for any resolutions on the agenda. Mr. Siegmann?
ED SIEGMANN: There's resolution number 9, where they're ;going put a
traffic light at Aldrich Lane in Mattituck.
SUPERVISOR COCHRAN: A street light.
ED SIEGMANN: Sorry, I thought it was a traffic light.
SUPERVISOR COCHRAN: May I say,_ Ed, that the Board had some
questions on this, also, so this the, one resolution that we're holding
today.
ED SIEGMANN: I don't have any arguments about putting the light
there, but when 1, thought it was a traffic light I was wondering why after
we put 1,700 signature .one time for a traffic light in front of the AEP
center, . and then the . traffic department said, there was not enough
people., I guess, getting killed there to put up a light, so they printed
lines in there, instead of putting up a light. If there's one place that
this town needs a traffic light, it's in front of that A&P shopping
center. You have a lot less problems of getting in and out of there, if
they had a light, where .the light would stop the traffic. They don't
necessarily need it right by the shopping center, but if they would put it
on a cross street, where the ice cream place is there, it .would at least
stop the traffic to give people every so often a chance to come out.
SUPERVISOR COCHRAN.: I think I was serving on the Board; at the time,
we investigated more than once, both Cutchogue, and AEP, because of the
traffic conditions in that area, and I think we were told ,at the time, and
Judy just reminded me, that this is what went through my head, was that
the owner of the property would have to be responsible for, putting the
light up. Do you remember that?
ED SIEGMANN: That is what the letter said, and I still have a copy of
that letter. It said that, the owner would have to pay for the light, but
if it were put on the . corner, where the ice cream place is, which is a
cross street, and the owners aren't involved in it. at all. The one just
before you get down to the shopping. center for. .Eugene's Road, who paid
for that? I'm sure that was put in by the traffic department.
SUPERVISOR COCHRAN: By the State.
ED SIEGMANN: So, if they can put one there, they can put one in the
cross street down by AEP.
SUPERVISOR COCHRAN: Why don't we put this on the agenda for next
week's meeting, the. next Board meeting on the 23rd, and the Town
Board can discuss this possibility, and perhaps it's time to 'approach the
State again, and see the feasibility of a traffic light'in that area.

ED SIEGMANN: I just don't want to have to get involved again, and get
1,700 signatures like before.
SUPERVISOR COCHRAN: No, I think we can take the initiative, and
investigate this, and we will. That's the only resolution, that we are
holding, but is there any other comment on any of the other resolutions?
(No response.) Hearing none, we'll move on with the resolutions.

RESOLVED that the Town Board of the Town of Southold hereby
authorizes the following 1996 Budget modification to the General Fund
Whole Town to appropriate donated funds for the Tree Committee:

2.- Moved by Justice Evans, seconded by Councilwoman Hussie, it was
RESOLVED that the Town Board of. the Town of Southold hereby
authorizes and directs Lawrence Healthcare Administrative Services, Inc.
to pay the medical claim of Pamela Anshutz, which claim was submitted
more that 90 days after the date of service by provider.

Councilman Townsend, Councilwoman Hussie, Supervisor Cochran.
This resolution was duly ADOPTED.
3.- Moved by Councilwoman Oliva, seconded by Councilman Townsend, it

RESOLVED that the Town Board of the Town of Southold hereby
authorizes and directs Supervisor Jean W. Cochran to execute a Contract
Budget Modification Request to the County of Suffolk to amend the
Nutrition Program budget; which amendment results in a zero net change.

RESOLVED that the Town Board of the Town of Southold hereby
authorizes and directs.. Supervisor Jean W. Cochran to execute an
Agreement between the . Town of Southold and. Cornell Cooperative
Extension, Marine Program for the Town of Southold's 1996 Shellfish
Programs.
COUNCILMAN TOWNSEND: That's the reseeding program, oysters and
clams, and so forth.

5.- Moved by Councilwoman Oliva, ' seconded by Councilman Townsend, it

RESOLVED that the Town Board of the Town of Southold hereby grants
permission to Board of Appeals member Lydia A. Tortora to attend the
Annual Meeting of the Association to Towns at New York City on February
18, 19, 21, 1996.

abolishes the "Supervisor's Finance Committee", effective January 2, 1996.

7.- Moved by Justice Evans, seconded by Councilwoman Oliva, it was
RESOLVED that the Town Board of the Town of Southold hereby
authorizes and directs' Supervisor Jean W. Cochran to execute an
extension agreement between the Suffolk County Youth Bureau, the Town
of Southold, and Family Service League, Inc., whereby the Family Service
League, Inc. will provide individual and crisis intervention counseling,
plus alcohol and substance abuse prevention/education services to the
Southold Town Youth Services Program, at a -sum not to exceed, $8,778.00,
for an extended term through December 31, 1996, all in accordance with
the approval of the Town Attorney.

Councilman Townsend, Councilwoman Hussie, Supervisor Cochran.
This resolution was duly ADOPTED.
8.- Moved by Councilwoman Oliva, seconded by Justice Evans, it was
RESOLVED that the Town Board of the Town of Southold hereby
authorizes and directs . Supervisor Jean W. Cochran to execute an
agreement between the Town 'of Shelter Island and the Town of Southold
will receive and dispatch radio transmissions to and from the Shelter
Island town police vehicles and keep a proper record of all such radio
transmissions, effective January 1, 1996 through December 31, '2000, at an
annual fee of $30,000.00 to be paid to the. Town of Southold; all terms and
conditions in accordance with the approval of the Town Attorney.

Councilman Townsend; Councilwoman Hussie, Supervisor Cochran.
This resolution was duly ADOPTED.
SUPERVISOR COCHRAN: Number nine,, as I previously stated, we're
holding.
10.-Moved by Councilman Townsend, seconded by Councilwoman Hussie, it
was
RESOLVED that the Town Board of the Town of Southold hereby accepts
the . proposed reduction in- the assessment of Southampton Lumber Corp.
SACTM#1000-114-11-24.3,., from $27,400 to $19,500 for tax year 1995/96,'
all in .accordance with the recommendations of the Board of Assessors.

authorizes the placement.�of a display ad in The Suffolk Times to publicize
the new "Lot Creation and Merger Law"'."

This resolution was duly-ADOPTED.
COUNCILWOMAN HUSSIE: Excuse me. Maybe we ought to say, since we
want to publicize . this law, that anybody can come down to the Town
Clerk's Office to get a copy of the new law on Lot Creation and Merger-.
You have one year to do something with your property, and it would be a
good time to find out what's going on.
12.-Moved by Councilwoman Oliva, seconded by Councilwoman Hussie, it
was
RESOLVED that the Town Board of the Town of Southold hereby accepts
the bid of .R'G.M. Liquid Waste. Removal Corp., Deer Park, N.Y., in the
amount of $15,932.00; for Cleaning the West Equalization Tank at the
Southold Scavenger Waste Treatment Plant, all in accordance with the bid
specifications.

13.-Moved by Justice Evans,, seconded by Councilwoman Oliva, it was
RESOLVED that the Town Board of the Town of Southold hereby grants
permission to Senior Planner Valerie' Scopaz to attend meetings related
to her job responsibilities during 1996, and travel expenses shall be a
charge to the Planning Board's 1996 Budget: Southold Town representative
to the Peconic Estuary . Program Technical Advisory Committee, Local
Waterfront Revitalization Program, American Planning Association and
Regional Planning Association on regional transportation issues of concern
to the Town of Southold.
13.-Vote of the Town Board: Ayes: Justice Evans, Councilwoman Oliva,
Councilman Townsend, Councilwoman Hussie, Supervisor Cochran.
This resolution was duly ADOPTED.
14.-Moved by Councilwoman, Hussie, seconded by Justice Evans, it was
RESOLVED that the Town Board of the Town of Southold ' hereby creates
the position of Account Clerk for the Southold Town Disposal Area, and
sets a salary of $26,472:70 for the position.

This resolution was duly ADOPTED.
15•-Moved by Justice Evans, seconded by Councilwoman Oliva, it was
RESOLVED that the Town Board of the Town of Southold hereby grants
permission to the Recreation Supervisor Kenneth Reeves at attend the New
York State Recreation and Park - Society and the NRPA National
Playground Safety Institute's training program on playground hazard
identification and risk management, February 6 E 7, 1996, at the Melville
Mariott Hotel, and the $303.00 cost for the two day course shall be a
legal charge to the Recreation Department's 1996 Budget.
15.-Vote of the Town Board: Ayes: Justice Evans, Councilwoman' Oliva,
Councilman Townsend,. Councilwoman Hussie, Supervisor Cochran.
This resolution was duly ADOPTED.
ED SIEGMANN: I don't want to discuss a given topic, but I would like
to discuss the continuation of something that has been going on, and I
read in the papers, which may be wrong, that you intend to look at some
of the committees, and possibly eliminate some of the committees that are
not needed. I would make a plea to this Board not to eliminate the
committee on taxes. I understand that committee worked very hard. They
came down with a very good sampling ofthings to be done, and now they
got to get to the point where they .do something about it. It's not by
accident. I'm out here sixteen years, and I watch my taxes go. This is
the lowest tax increase that we've received since I've moved out here, and
this is not by accident'. It's because some people are finally taking a
look at what can- saved in different areas. But, there's one area that
nobody has been doing anything about, or looking at, and I'm talking
about some of the taxing agency out here, such as park, such as fire
departments, such as libraries. All of these taxing agencies, up to now, I
haven't seen them. do anything. to cooperate with trying to hold back the
cost to people, that live in the town. There's something I always have to
repeat, when I say anything about this. I'm not against firemen. I'm not
against 'the people, that work in the libraries. I think the firemen, and
the emergency crews do a terrific job, but regardless of how good the job
is, I think we can look at ways possibly to save money along those. lines.
That's why I wouldn't like to see ,that taxing committee disband.
SUPERVISOR COCHRAN: Ed, I would like to share with you, that the
committee expired in October, when their tasks were completed. So, the
committee is not in operation at this time. What 1 would like to see, and
Joe Townsend just spoke with me briefly before we started meeting, that
a report has been done, but it's never been reviewed by the Board. So,
we will take the report that has been done, and completed by this
committee, and we will review it as a Board.
ED SIEGMANN: I would hope that if you find anything in there, that
is worthwhile looking at, that you'll reinstitute it, or do something
about it, and' not just let it die, because if you look at that committee's
report, they made an extensive report. I think it's about 27 pages, or
something like that. Isn't it?

SUPERVISOR COCHRAN: I'm sure most of the Board has a copy. I don't
have a copy, but I've already requested a copy, and we will be reviewing
it then as a Board. If there is something that should be put in place, we
certainly will consider it. I think the first step is reviewing the
report. That's already been done. Okay?
ED SIGMANN: Thank you.
SUPERVISOR COCHRAN: Thank you, Ed. Is there anyone else? Mr.
Ristuccia?
JOE RISTUCCIA: First of all I want to wish you well on your new
administration meeting, and I .want to wish you a Happy New Year.
Certainly, this is going to be, I think, exciting for this new Board to
try to come to terms where they can not only do the day to day activities
of handling things, that the town -has do, but I think this Board can do
the things that Ed talked about, and I'd like to just comment on that. You
may have a vision to- maybe do something for this town, where we can
preserve our traditions, and maintain the kind of living, that we would
like to have in this town, where we can enjoy the tranquility and
civility, that we really. would like to see. So, I want to wish you all
well, those that are on the. Board, and those that have just joining, good
luck.
SUPERVISOR COCHRAN: Thank you.
JOE RISTUCCIA: If I may I'd just like add a few more things to what
Eddie said relating to the taxing committee. Ed, and myself, are
representatives of TaxPac. It's an organization involved with taxes,
We've been active in community. Hopefully, you know, we may have had
some kind of an impact.;; The taxing committee, we did not serve on them.
It's a good thing,' that we didn't, simply, because people might say, hey,
there's: those TaxPac .guys. We not interested in really serving. We just
want to help, because �l_, think overall the Board initially two �years ago,
when they formed that group, they gave it a charge, of two phases. Phase
one was to get involved .with the fact finding, and phase two was to come
up with the recommendation. I wasn't really aware of what the status of
that recommendation phase was at, but now you just mentioned that they
did come . up. with.' the :recommendations. I would love to see what those
recommendations are: This Board may consider, that once those
recommendations come forth, and they are appropriate to the needs of our
community, there should be maybe 'a phase three, which' would be
implementation. Certainly, if there is any validity to those
recommendations, then `we 'should start to do something about it. Not
withstanding the fact; and recognizing that each one of ' the taxing
agencies are independent, but, the Supervisor's chair in this community,
really you're the most senior public official in the community, and
therefore you have that kind of unwritten kind of law, that you are in a
position where you could jawbone, .and perhaps lead the town. with your
leadership, kind of look at how these .agencies can come up with ways to
solve some of the problems, where they remain independent, and they're
not forming percentage .of perhaps saving money. By that I• mean, for
example; Jean, ,you have; served on some of the drug kind of, committees,
and you're interested ::in youth, and you're interested in recreation, and
that type of. thing. I think, maybe, if we combine some of that activity
with, say, the schools, and the churches, and some of, the other agencies
in the . community, , maybe. we. can start, perhaps, increasing the quality of
what we want to achieve, while at the same time reducing the cost. So, it
might be something for;this Board to take a look at, and I thank you very
much, and, again, good -luck.

SUPERVISOR COCHRAN: Thank you very much. I would just like to
share with you, that as serving as Recreation Committee chairman for
quite some time, that we really are park poor in Southold Town. We're
very limited in parks, and through the years a great deal of money has
not been spent on parks. In addition, -we're .limited in the funds that we
spend on beaches. As far as youth is concerned, I believe it's around
$2,000, that is in the ' budget for programming for youth. So, as a
community we have not. ,been wasteful in the money that we spend in these
areas. As responsible people, being elected by the community, one of our
first concerns will be taxes. We .will. be looking at ways. This is part of
our everyday responsibility. - So, we will be reviewing the report, as I
said, and if there are any ideas from the committee, that is feasible to
be implemented, we certainly will. Thank you for your words.
ED SIECMANN: I would just- like to add, that if for any reason you start
this up again, that TaxPac, is willing to help wherever the can, because
we have some ideas, where money .can be saved in these different places.
SUPERVISOR COCHRAN: We thank you for your offer, Ed. Joe
Townsend?
COUNCILMAN TOWNSEND: When I spoke to you before, I didn't mean
to—the prior Board did review the report.
SUPERVISOR COCHRAN: I thought you had said they had. Was any
action taken after that?
COUNCILMAN TOWNSEND: No, the recommendations, that were made
were long term in nature, and by that time we were already into the
budget process, ' and it was thought that the best time to address them
would be in the new year. You known, the recommendations were long
term, talking about working with districts, and to consolidate costs for
maintenance, and things like that, maybe contracting out or whatever. It
also mentioned evaluating services. There are towns, that have developed
systems to evaluate services to see how important they are to our
community, and what we're getting for our money.
SUPERVISOR COCHRAN: It would behoove us to, again, review, where it's
a new Board. Is there anyone else, who would like to address the Board?
PAUL SZPARA: My name is Paul Szpara. I just have a question on
Number 7 about radio communications?
JUSTICE EVANS: Shelter Island pays us $30,000 to go through our radio
dispatcher, E911 system.
SUPERVISOR COCHRAN: We wouldn't want you lost out there. Is there
anyone else? (No response.) I have several things I would like to share
with, not only with those attending, but with our viewing audience. As
you know we had a blizzard several days ago, and it was not the first
thing I looked forward to doing, as your new Supervisor. But, it came
along, and we took it all in hand, and I was very fortunate in that we
have excellent people in the Town of Southold, and did it well. We have a
Highway Department .that is to be highly commended with our
Superintendent Ray Jacobs, and all the men. that were out in the plows,
and working through the night without rest, and so on, and so forth.. I
would also like to thank the Police Department, and, the Fire Department.
One of the nice things about a small community, and I consider us still a
small community,. is that everyone knows one another, and when an
emergency does . come along, every one just jumps in, and does the job,
and works with one another. So, we're very fortunate in this sense. I
would also like to thank John Raynor, who is the Deputy Emergency
Preparedness Officer. I think we came out of it well. We did not have any
major tragedies, or emergencies. I -would also like to thank the State for
sending down the two MV's, one was stationed in Southold, and one in
Orient at the Fire Department, in case we did have flooding, we would be
able to get anyone out- of Orient with an emergency, and the other vehicle
was so that we could cover the rest of the town. I did Monday the 7th

make the decision to declare a state of a snow emergency, because it does
give us stronger powers to be able to act, and mostly in a snow storm the
powers that we receive benefit of is in relation to the highways, and
relation to the parking, and so forth. So, I did rescind it yesterday
morning at 10:00 o'clock, but having declared we were able ' to get the
MV's down here,. and then, of course, it's now been rescinded, and
they've gone home, and "we thank them for their coming down to help us
out. Also, as you know:, because of the 'snow storm, it delayed people in
the paying of taxes. ." The Governor presented to the Senate, and the
Assembly, a bill to be passed to extend the paying period for the taxes
from the 10th to the 17th. Yesterday the Senate did pass it. The
Assembly went home, so we're waiting for Monday for them to pass it, and
it looks like it will pass., So, people will not be in violation, or have
to pay late fees for paying their taxes. Also, speaking about the storm,
this will be aired when; may I ask? Friday. If you haven't gotten out,
and cleared out your sidewalk, maybe you could ask a neighbor's son, or
friend to help you, but it is a hazard to have the sidewalks still filled
with snow, and we're encouraging people to, if they're not capable of
doing it themselves, to, please, find someone, or call, and we'll even see
if maybe we can get some volunteers, some of the young people, but the
sidewalks should be really cleared off for everyone's safety. We had a
pleasant thing, that we . did this afternoon. We took a break at 2:00
o'clock. We went down to Greenport with a little nosegay of flowers, and a
proclamation, and we wished Mrs. Courtenay, a Happy Birthday on the
100th anniversary of her birth. She turned 100 years old today. This
is an absolutely fantastic woman. I hope I'm this well when I get to be
100 years- old, but she's, alert, and she bright, and she's got a great
mind, and she reads one book a week, and she remembers, and she would
give you the history of 'her home, and when it was built, and when she
moved there, and it was absolutely wonderful. Friends and neighbors had
set up an open house, so" the entire Board went down, and she was
pleased, and we were . pleased" to be able share this day with her. That's
the end of my . comments. I would like to ask if there are. any Board
members, and I'll start on my right with Louisa from Fishers 'Island. You
weathered the storm over there okay; Louisa?
JUSTICE EVANS: Very well. The Highway Department from the Town did
very well out there, and we were probably better off than a lot of other
places, because we have less roads to plow.
SUPERVISOR COCHRAN: Wonderful. Alice?
COUNCILWOMAN HUSSIE: I say anything without talking about the dump.
I'm sorry, the landfill. In fact, you know . you talked about different
committee meetings, and I wanted to let everyone know that the Solid
Waste Task Force is still meeting, at least the Technical Advisory section
of the Task Force has met, because- we have received this Landfill Closure
Investigation Work Plan, and now, we have to follow all the instructions
that come in here, so we wanted. to figure out how we were going to go
about doing this, when, what our time limits are, etc. So, we're gradually
snaffling our way towards actually capping Landfill. The other thing I
wanted to talk about was a meeting,. that is coming up on the 25th of
January, Thursday, on, Peconic County. You know that some time ago back
in the beginning of September, or, so, there was a Feasibility Study done,
an Economic Feasibility Study done on Peconic County. It' looks very
promising. It would be a financial advantage to Southold from what I read,
if, in deed, Peconic County became an entity. However, everybody has to
know about it, and there will a referendum on it. It's not something that
is . just going to happen without everyone's input. So, this would an
opportunity for you to come down to Town Hall, right here, Thursday,
January 25th at 7:30. The people, who wrote this, will be here. Fred
Theile, who has been one of the pilots of this, will be here. Many of us
will be here ready to answer your questions.

COUNCILWOMAN OLIVA: I'd just like to remind people, that there is
going to be a celebration of Martin Luther King's birthday at the
Creenport Methodist Church on Sunday at 4:00 P.M. It's an ecumenical
service, and I would hope as many people as possible can attend. I, also,
would like to state that Anti-Bias Task Force is having a meeting this
Wednesday evening, January 17th at 7:30 P.M., and our speaker is
going to be Lawrence. Miller, who is the Commissioner of the Human Rights
Division in Suffolk County. I would hope all of you out there would
attend, as many of you as possible, because we have a very good
committee, and we'd like to see more people attending. Thank you.

SUPERVISOR COCHRAN: I would just like to share with those of you
attending, that Bill Moore, our newest Councilman, is in Pennsylvania with
over thirty inches of snow, so Bill is kind of snowed in over there, and
we look forward to having him join us at our next Board meeting. That's
