1 :30 P.M. - The Town Board met to review and finalize the resolutions to be
voted on at the 4:30 P.M. Organizational Meeting.
2 :45 P.M. - Work Session adjourned.
ORGANIZATIONAL MEETING
4:30 P.M.
The Organizational Meeting of the Southold Town Board was held
on Tuesday, January 2, 1996, at the Southold Town Hall, Main Road,
Southold, New York. Supervisor Cochran opened the meeting at 4:30
P.M. , with the Pledge of Allegiance to .the Flag.

SUPERVISOR COCHRAN: We'll start with Resolution #1 .
SUPERVISOR'S APPOINTMENT
Supervisor Jean W. Cochran hereby appoints William D. Moore as Deputy
Supervisor of the Town of Southold for the term of January 1; 1996
through December 31, 1996..
SUPERVISOR COCHRAN: We will be holding Number 2, appointing a
Confidential Secretary to the Supervisor, and we will certainly take care
of it as quickly as possible in all fairness to everyone. Three,
appointing a Southold Town Attorney, and Four, designating the Southold
Town Attorney as a Special Assistant District Attorney, are also being
held.

5.-Moved by Councilwoman Hussie, seconded by Councilman Townsend,
WHEREAS, Section 64 of the Town Law requires the Town Board to
designate, by resolution; banks in the State in which the Supervisor or
other officers of the Town shall deposit all moneys coming into their
hands by virtue of their office; and
WHEREAS, the Town Board may require any bank, so designated, to
deposit with such Board bonds or certificates of the Unites State, of the
State of New York, or any country, town, city, village or school district
of the State of New York, such security for such funds so deposited, but
each bond or certificate shall subject to the approval of the Town Board
and shall be deposited in such place and held under such conditions as
the Town Board may determine; now, therefore, be it
RESOLVED that the following banks are hereby designated for fiscal
year 1996 as depositories, and the following securities are hereby
required as collateral for such cash balances in said banks:
Bridgehampton National Bank $ 1,000,000.00
Fleet Bank $ 1,000,000.00
North Fork Bank $ 5,000,000.00
Shawmut Bank $ 100,000.00 (no collateral
required)
.Suffolk County National Bank $ 5,000,000.00

AND BE .IT FURTHER RESOLVED that the Town Board hereby authorizes
Supervisor Jean W. Cochran to execute Collateral Agreements between
the Town of Southold and the above designated banks and their Third
Party Custodial Institutions, all in accordance with the approval of the
Town Attorney; and be it
FURTHER RESOLVED that authorization for increase and decrease of
securities shall be subject to the approval of the Supervisor.

This resolution was duly ADOPTED.
6--Moved by Justice Evans, seconded by Councilwoman Hussie,
WHEREAS, Section 11 of the ' General Municipal Law requires that the
Town Board may authorize the Supervisor, chief fiscal officer of the
Town, to invest moneys not required for immediate expenditure; now,
therefore, be it
RESOLVED that ,the Supervisor is hereby authorized to deposit or invest
moneys not required for immediate expenditure in special time deposit
accounts, or certificates of. deposit issued by a bank or trust company
located and authorized to do business in this State, provided, however,
that such . time deposit. accounts or certificates of deposit shall be
payable within such time as the proceeds shall be needed to meet
expenditures for which .such moneys were obtained, and provided further
that such time deposit . accounts or certificates of deposit be secured in
the manner provided in Section 11 of the General Municipal Law.
6--Vote of the Town Board: Ayes: Councilman Moore, Justice Evans,
Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie,
Supervisor Cochran.
This resolution was duly ADOPTED.
7.-Moved by Councilwoman Oliva, seconded by Justice Evans, it was
RESOLVED that the Town Board of the Town of Southold hereby
authorizes the use of a facsimile signature to pay all checks, drafts and
other instruments for payment of money drawn upon the accounts of the
Town of Southold by Supervisor Jean W. Cochran, except those third
party checks, drafts or other instruments in amounts in excess of
$5,000.00, drawn upon the following banks:
Bridgehampton National Bank
Fleet' Bank
North Fork Bank
Shawmut Bank
Suffolk County National Bank

8.-Moved by Councilman Townsend, seconded by Councilwoman Hussie, it
was
RESOLVED that the Town Board of the Town of Southold hereby grants
permission to Supervisor Jean W. Cochran to travel with New York State
on Town business, as required throughout the year, and the necessary
expenses for travel, meals and lodging shall be a legal charge to the 1996
Budget.
8.-Vote of the Town Board: Ayes: Councilman Moore, Justice Evans,
Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie,
Supervisor Cochran.
This resolution was duly ADOPTED.
9:-Moved by Councilwoman Hussie, seconded by Councilman Moore, it was
RESOLVED that The Traveler-Watchman, a newspaper regularly
published in the Town of Southold, which has been entered as a second
class mail matter, be and the same is designated, effective February 1,
1996, as the . official newspaper of the Town of Southold, for the
publication of all notices, resolutions, ordinances and other matter
required: to be published.
9 .-Vote of the Town Board: Ayes: Councilman Moore, Justice Evans,
Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie,
Supervisor Cochran.
This resolution was duly ADOPTED.
10.-Moved by Councilman Moore, seconded by Justice Evans, it was
RESOLVED that pursuant to Section 64(1-a) of the Town Law, a petty
cash fund is hereby established in the following amounts for the following
individuals:

This resolution was duly ADOPTED.
11 .- Moved by Councilwoman Oliva, seconded by Councilwoman Hussie, it
was
RESOLVED that Supervisor Jean W. Cochran be and she hereby is
designed to represent the Town of Southold at the annual meeting of the
Association of Towns of the State of New York, to be held in New York
City on February 18, 19, 20, 21, 1996, and to cast the vote of the Town
of Southold pursuant to Section 6 of Article III of the Constitution and
By-Laws of the Association of Towns; and be it
FURTHER RESOLVED THAT Councilwoman Alice J . Hussie be and
hereby is designated to act as the alternate delegate, to cast the vote of
the Town of Southold at the annual meeting of the Association of Towns in
the absence of Supervisor Cochran.
11 .- Vote of the Town Board: Ayes: Councilman Moore, Justice Evans,
Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie,
Supervisor Cochran.
This resolution was duly ADOPTED.

12.- Moved by Councilman Townsend, seconded by Councilwoman Oliva, it
was
RESOLVED that 'those officers and employees of the Town of Southold
attending the annual meeting of the Association of Towns of the State of
New York be and hereby are allowed a maximum of $600.00 per officer and
employee for the actual and necessary expenses for registration, travel,
meals, and lodging incurred while attending said meeting.
12.- Vote of the Town Board: "Ayes: Councilman Moore, Justice Evans,
Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie,
Supervisor Cochran.
This resolution was duly ADOPTED.
U.- Moved by Councilwoman Hussie, seconded by Justice Evans, it was
RESOLVED that any Town official, elected or appointed, who is required
to use his own automobile in the performance of his duty, shall be
compensated for travel expenses necessarily and actually incurred in
carrying out the duties of his office, at a rate not to exceed thirty
cents ($.30) per mile.

Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie,
Supervisor Cochran.
This resolution was duly ADOPTED.
14.- Moved by Justice Evans, seconded ,by Councilwoman Hussie,
WHEREAS, it is required by Section 27, Subdivision 1 of the Town Law,
that the Town Board fix, from time to time, the salaries of all officers
and emplyees of the Town, whether elcted or appointed, and determine
when the same shall be payable, and that the . salaries- of the members of
the Town Board, the elected Town Clerk and elected Superintendent of
Highways shall not be fixed in an amount in excess of the amounts
respectively specified in the notice of hearing on the preliminary budget
published pursuant to Section 108 of the Town Law; now, therefore, be it
RESOLVED that the annual salaries of the following elected Town
officials shall be as follows, to wit:

15.-Moved by Councilman Moore, seconded by Councilwoman Oliva, it was the
RESOLVED that pursuant to Section 142(1-A) of the Highway. Law,
Southold Town Superintendent of Highways be and he hereby is authorized
to purchase equipment, . tools, snow plows and other implements and
devices without .prior approval of the Town Board in an amount not to
exceed $10,000.00 for any one item during the period from January '1, 1996
through December 31, 1996.
15.- Vote of the Town Board: Ayes: Councilman Moore, Justice Evans,
Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie,
Supervisor Cochran.
This resolution was duly ADOPTED.
16.- Moved by Councilwoman Oliva, seconded by Justice Evans, it was
RESOLVED by the Town Board of the Town of Southold that the
Commissioner of Public Works be and he hereby is authorized to purchase
necessary supplies and equipment, without prior approval of the Town
Board, in an amount not to exceed $10,000.00 for any one ,item during the
period from January 1, 1996 through December 31, 1996.
16.- Vote of the Town Board: Ayes: Councilman Moore, Justice Evans,

relate association dues for elected and appointed officials, and expenses
incurred by these Southold Town elected and appointed officials with
respect to said associations:

17.-Vote of the Town Board: Ayes: Councilman Moore, Justice Evans,
Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie,
Supervisor Cochran.
This resolution was duly ADOPTED.
18.-Moved by Councilman Townsend, seconded by Councilman Moore,
WHEREAS, Section 22B of the Town Law allows the Town Board of any
town having more than one Assessor to establish the office of Chairman of
the town Assessors, who, in addition to his regular duties, shall perform
such services in connection with asse$sment and taxation of property for
state, county and town purposes as the Board shall direct; now, therefore
be it
RESOLVED that Assessor Scott A. Russell be and hereby is designated
to hold the office of Chairman of the Board of Assessors until the 31st
day of December, 1996, at the pleasure of the Town Board, all in
accordance with Section 22B of the Town Law; and be it
FURTHER RESOLVED . that the compensation for such appointment be
fixed at $2,000.00 per annum, payable in regular bi-weekly payments.
18.-Vote of the Town Board: Ayes: Councilman Moore, Justice Evans,
Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie,
Supervisor Cochran.
This resolution was duly ADOPTED.
19.- Moved by Justice Evans, seconded by Councilwoman Hussie, it was
RESOLVED that pursuant to Section 272 of the Town Law, Richard G.
Ward is hereby designated Chairman of the Southold Town Planning Board
for the term of January 1, 1996 through December 31, 1996; and be it
FURTHER RESOLVED that the Chairman of the Planning Board shall be
responsible for furnishing to the Town Board a detailed monthly report of
activities within his department; and be it
FURTHER RESOLVED that the Chairman of the Southold Town Planning
Board shall be paid a salary of $2,000.00 per annum, in addition to his
regular salary, effective January 1, 1996 through December 31, 996, and
the same shall be paid in regular bi-weekly payments.
19.-Vote of the Town Board: Ayes: Councilman Moore, Justice Evans,
Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie,
Supervisor Cochran.
This resolution was duly ADOPTED.
20.-Moved by Moore, seconded by Councilwoman Oliva, it was
RESOLVED that pursuant to Section 267(1) of the Town Law, Gerard P.
Goehringer is hereby designated Chairman of the Southold Town Board
of Appeals for the term of January 1, 1996 through December 31, 1996;
and be it
FURTHER RESOLVED that the Chairman of the Board of Appeals shall be
responsible for furnishing to the Town Board a detailed monthly report of
activities within his department; and be it
FURTHER RESOLVED that the Chairman of the Southold Town Board of
Appeals shall be paid a salary of $2,000.00 per annum, in addition to his
regular salary, effective January 1, 1996 through December 31, 1996, and
the same shall be paid in regular bi-weekly payments.

WHEREAS, it is required by Section 27, Subdivision 1 of the Town Law
that the Town Board fix, from time to time, the salaries of the officers
and employees of the Town, whether elected or appointed, and determine
when the same shall be payable; now,, therefore, be it

at $60.00 per person per meeting, total compensation per person not to
exceed $5,000.00 for 1996.

written approval of the District Superintendent of Schools; and be it
FURTHER RESOLVED that the compensation of each Attendance Office be

RESOLVED that the Town Board of the Town of Southold hereby
appoints Thomas F. Doherty, Jr. as a part-time Bay Constable, and
authorizes and directs Supervisor Jean W. Cochran to execute an
agreement between the Town of Southold and Thomas F. Doherty, Jr.,
Fishers Island, to perform services as a part-time Bay Constable for the
purpose of patrolling the waters in and around the Town of Southold at
Fishers Island, at a total compensation of $2,680.00 per annum, effective
January 1, 1996 through December 31, 1996, the Town to pay all expenses
for fuel required for the operation of Mr. Doherty's boat while he is
performing services for the Town during the term of the agreement, and
payment for seasonal docking facility space at a Fishers Island marina for
Mr. Doherty's boat.

appoints William P. Wall as Assistant Bay Constable, and authorizes and
directs Supervisor Jean W. Cochran to execute an agreement between the
Town of Southold and William P. Wall, Fishers Island, to perform services
as Assistant Bay Constable for the purpose of patrolling the waters in and
around the Town of Southold at Fishers Island, at a total compensation of
$2,089.00 per annum, effective January 1, 1996 through December 31,
1996, the Town to pay all expenses for fuel required for the operation of
Mr. Wall's boat while . he is performing services for the Town, and up to
$250.00 during the term of the agreement for servicing the motor of Mr.
Wall's boat.

meeting by wishing the 'Town Board a Happy New Year, and now that you

like to ask if, you would. be cooperative at the end of Board meetings, and
give a report to the public? I think that one of the things, that the
Town Board is to keep the public informed, and I think now through the
media of television, and they're able to watch, I think it behooves each
and everyone one of you, that work with a committee, to report to the
public. ' It not only keeps them informed but it, also, shows your activity
and your involvement .with Town government. I look forward to, at the
end of each Board. meeting, you know, calling on you. If you have nothing
to report, fine. It doesn't mean you have to report every meeting, but I
look forward to you sharing information with the public. I think we should
let them know as much as we possibly can, in our every day working. I
wish you all a Healthy and Happy New Year, and I, truly, look forward to
working with each and every one of you.
