HomeMy WebLinkAboutTB-12/27/1995 SOUTHOLD TOWN BOARD DECEMBER 27, 1995 WORK SESSION Present: Supervisor Thomas Wickham, Councilwoman Alice J. Hussies. Councilwoman Ruth D. Oliva, Justice Louisa P. Evans, Town Clerk Judith T. Terry, Town Attorney Laury L. Dowd. 9:10 A.M. - Philip Horton and Katherine Mayne, members of "The Commoners", met With the Board to discuss .their proposed donation of two parcels of property to the Town, in return for the erection of a historic marker in the vicinity of Town Hall. They presented the Board with a draft of the proposed wording on the marker. The Town Board is fully supportive of the proposal, and Supervisor Wickham will refer . the project to the Landmark Preservation Commission for consultation. In the meantime the Town Attorney will draft a deed for the transfer of the property from "The Commoners". to the Town Trustees, prohibiting construction on the parcels, and allowing only limited passive use. 9:25 A.M. - Joseph Gold, Chairman of the Land Preservation Committee, met with the Town Board to report on his negotiations with John Koroleski for the acquisition of the development. rights in his farmland at Mattituck. Mr. Gold advised the Board that Mr. Koroleski is willing to put 64 acres in the farmland preservation program, holding out two acres where..the house and barn is situated, and four acres. where the greenhouse and former retail store is located. The Board set 5:00 P.M. , Tuesday, January 23, . 1996 ' for a public hearing on the acquisition of the development rights (resolution 37) c. 9:45 A.M. - Data Control Supervisor Jeanne Ruland, and two representatives of Bowne Management Systems, Inc. met with the Board to make a' presentation on their needs assessment of . the Town's computer system requirements. (Report on file in the Town Clerk's Office:) Ms. Ruland was asked to prepare a proposal for the Board of key people to be' on a Technical Committee that would be responsible for reviewing all computer activity within the Town. 10:25 A.M. - Board of Ethics members William Milusich, Chairman, Richard Ploth and Blanche Katz met with the Town Board to review their proposed revised Annual Financial Disclosure Statement. The Board had several questions, and the Ethics Board will retook at the form and modify certain questions. 11 :00 -A.M. - Robert Keith appeared before the Board to review his recently completed ."Property, Improvements in Southold Town, A Guide to Permit Procedures". The Board had a .few modifications,as well as a suggestion that the guide incorporate the procedures for a change of zone. Mr. Keith will revise the booklet and come back to the Board in January. 11 :20 A.M. - Town , Board reviewed a letter from Dvirka and Bartilucci which contained a cost estimate to perform the Closure Investigation field program as described in the Closure. Investigation Work Plan, and prepare the Closure Investigation Report. The .estimated budget to prepare the report is $30,200. It was agreed the Solid Waste Management Task Force should review and evaluate the proposal to determine whether. the Town is getting a cost effective proposal.----The Town Board spent some time' reviewing a proposal to the Village of Greenport with regard to the Scavenger Waste Treatment Facility - a proposal to work jointly with 98 DECEMBER 27, 1995 the Village to provide the most efficient and cost effective operation of the Treatment Facility. The most efficient - method would be to treat both the Scavenger Waste Treatment Planf-.-.and the Wastewater Treatment Plant as a unified facility, with personnel and equipment . moving freely between both operations as required by operations.----Town Board discussed a bill from Special Counsel Frank Yakaboski for legal services with regard � to the Cross Sound Ferry litigation. The Board agreed that to reduce expenses.,.,.._Mr. Yakaboski .should continue as legal counsel for litigation purposes, and to pursue a more aggressive stance for a hearing before the Court. Town Attorney Dowd should handle the administrative procedures before the Town at the present time. Town Attorney Dowd will ask for a progress report from Mr. Yakaboski, and his opinion as to what can be expected in the. foreseeable future with regard to the Cross Sound Ferry lawsuit. 12 :20 P.M. - Solid Waste Coordinator James Bunchuck met with the Board to review the progress at the Fishers Island Metal Dump.- 12:35 P.M. - Recess for lunch. 2:05 P.M. - The Town Board reviewed the resolutions to be voted on at the 4:30 P.M. Regular Meeting. 2 :15 P.M. - Supervisor Wickham reviewed with the Board his proposal for the transfer of Town property at Laurel Lake to the YMCA, and what the Town might expect to receive in return. The proposal will be submitted to the new Town Board for consideration in January.----Supervisor Wickham asked the Board to consider a display ad in .The Suffolk Times, to be prepared by Town Attorney Dowd, to explain the Lot Creation and Merger Law. The Board agreed to an expenditure not to exceed $200 for this purpose (resolution 39) . 2:45 P.M. - Planning Board member G. Ritchie Latham appeared before the Town Board .to discuss a $4,000 planning grant that has been offered to the Town by the New York Planning. Federation. The purpose of the grant is to support completion of a local economic development plan focusing on business viability within the Town's existing hamlets. . The Board. placed a resolution (40) on the agenda authorizing Supervisor Wickham to execute, the acceptance of the grant. 3 :00 P.M. - Receipt of a memorandum from the Board of Town Trustees requesting a code change that would 'permit churning by power in the taking of soft clams on land below the. high-tide line in Town waters upon the issuance of a special permit by the Trustees. Town Attorney Dowd will draft a Local Law for the Board's consideration. EXECUTIVE SESSION 3: 15 P.M. - On motion of Councilwoman Hussie, seconded by Supervisor Wickham, it was Resolved that the Town Board enter into Executive Session to discuss the Heins v. Suffolk 'County Civil Service lawsuit. Vote of the Board: Ayes:Supervisor Wickham, Councilwoman Hustle, Councilwoman Oliva, Justice Evans. Also present: Town Clerk Terry, Town. SUPERVISOR WICKHAM: You may be surprised to see only four of us. I think since I've been Supervisor we've scarcely ever had only four Board members, and we were kidding, that if any one of us got sick today we wouldn't be able .to hold the meeting, because we wouldn't have a quorum. But we're all here so far, and I guess we'll continue to be. COUNCILWOMAN HUSSIE: In various states of health. 100 DECEMBER 27, 1995 SUPERVISOR WICKHAM: We have several people that we would like to honor with proclamations, . and at this time I'd like to call on Judge Tedeschi, . if he'd' like to come forward. Fred, it's a pleasure to present to you a proclamation on behalf of the people of the Town of Southold, from the Town Board, and I'd like to just read this out to the audience, and to the -- people who would like to understand the contribution that Fred has made over the years to the Town of Southold. As I read this, I learned a bit myself about the period and the extent of your contribution. Moved by Supervisor Wickham, seconded by The Entire Town Board, WHEREAS, FREDERICK J. TEDESCHI, a most esteemed official of the Town of Southold is retiring from public service on December 31, 1995; and WHEREAS, FREDERICK J. TEDESCHI has given generously of his time and talent in his faithful service to the residents of the Town of Southold as TOWN JUSTICE since July 24, 1979; and WHEREAS, JUSTICE TEDESCHI's record of fine service, diligence to duty and dedication ' to the Town of Southold deserves the sincere gratitude of those with whom and for whom he has served; and WHEREAS, the Town of Southold will be deprived of his wise counsel and judgment as TOWN JUSTICE; now, therefore, be it RESOLVED that the Town Board of the Town of Southold hereby expresses ' its most sincere appreciation to FREDERICK J. HUSSIE: I'm accepting this for Joe. At the last Board meeting he was looking at his nameplate, and he said, I don't want anything at all. 'I ,don't want anything but my name plate. We had already taken it, because we. decided to give him a picture, which happens to be a scene in Creenport, . put his name, and his precious nameplate. So, on behalf of Joe, I thank you. SUPERVISOR WICKHAM: Thank you, Alice. The two Joes today, Joe Lizewski, and Joe Townsend, both are off on an annual vacation. COUNCILWOMAN OLIVA: Tom, if you'd like to come down, we have a proclamation for you. SUPERVISOR WICKHAM: I. don't normally follow Ruth. COUNCILWOMAN OLIVA: May I first just say, Tom, it has been really my pleasure to serve with you for the past two years. It's been a real learning experience for me. You've taught me how to take a negative person,' and turn him around to be a positive person, and really thinking well of the Town, when you got finished. You're an excellent negotiator, and I think you're honesty, and integrity should serve as an inspiration to everyone that follows. Moved by Councilwoman. SUPERVISOR WICKHAM: This is a picture of the Cutchogue train station, which like my tenure as Supervisor ended. The Cutchogue train station was there when I used it some years ago, when I was still in high school. That was in the late fifties, and I believe it was removed in the early sixties. - So, I have never seen a picture of it since that time. Thank you very much, and I must thank the Board for it's support, and it's contribution and .gift at this time. COUNCILWOMAN OLIVA: Don't go away, because John Holzapfel has. a little message for you from Joe Townsend. JOHN HOLZAPFEL: Joe Townsend asked me, since he wasn't going to be here, he wanted to say some words on this day. So, he called me up, and asked me to just read the following few words. This is Joe saying these things. I'd like to thank Tom Wickham for giving us two years of government on . a higher plane, a time when competency, and courteousness were the norm, and when issues were more important than egos. He has brought us the respect of every official with whom he has worked, and greatly improved our position with all government agencies, especially the 'DEC. Quietly he has changed the way Town government works, the way we plan, the way we spend money, and the way we involve the public. Most importantly, Tom has relentlessly pursued his goal to make Southold a Town that can accommodate change without loosing it's past, or it's beauty, as so many other towns have done. To IL02 DECEMBER 27, 1995 this he has enlisted the help of many people, and put together the legislative puzzle that is- necessary. His energy and commitment has been outstanding. We have just begun to reap the benefits of the work he has done. I would like to encourage the new administration not to leave the fruits of his labor in -.the trees, but to join us in finishing the job. Personally it . has ..been a privilege to serve with a man of his intelligence and integrity. SUPERVISOR WICKHAM: 'I Ahink ,everybody knows Joe, and he is just a wonderful person, to have as a colleiigue on the Board, together with Ruth, and everyone else who I have had the pleasure of serving with me on the Board. Thank -you, John. I'll take these home, and I'll be pleased to have them. It is the usual practice of the Board to summarize very briefly the Work Session that we had. We began at 9:00 o'clock this morning, and we ended about 3:30 this afternoon. Most of the matters that we took up in Work Session are on for resolution today along with a whole slug of budget .modifications, that are due at the end of the year. There. were two issues, that 1 thought the audience might be particularly interested in. One of them has to do with a computer upgrade study that we've commissioned for .the town. A proposal that has been made that would enable the town . to upgrade the computer system here, to better support the word processing options, the data processing options, and what is called the geographic information system. The geographic system being a system that will actually map any part .of the town. You "just press a few buttons on the computer, it will print out maps of different parcels, and roads, and systems, waterways, wetlands, in a geographic information, or mapping .system. This upgrade will be up to the new Board to act '"upon, .to .consider, in the new year, but I think will set the base for a more productive Town Hall, and more productive employees here. The second thing ,that we took up today, that is not on our agenda today, we didn't put it on the agenda in the Work Session in order to lead to vote, but that was a proposed contract by which the Town could offer a piece of property in Laurel in exchange for a series of services by the YMCA to better support the recreational and youth needs of this town. There was a two or three page, very simple, proposal in the nature of a contract. "Again, not placed today for a decision by a Board, which is about to go out of office, but rather to pull together, and culminate the efforts -of the last six, or eight months, to put on the table in a succinct document form, a legal and appropriate means of proceeding with the YMCA in the event that the Board wishes to pursue that action next year. There were a number of other issues we took up. They are all in the various resolutions that are before us this afternoon. 1 . REPORTS. 1 . SUPERVISOR WICKHAM: I think you have copies of the agenda, that were outside the door, . and at this time I'd like to call on members of the audience, if they would like to address the Board on any one or more of these resolutions, that are before us today. They are, most of them, rather straight forward budget modifications which call for squaring the budget by the end of the year, so that we take from lines of the budget that are in surplus to fill lines that are in temporary deficit as we reach the very. end of the year. If I don't hear of any further comments, I'd like to call upon the Board to start reading our resolutions, and then we're going to recess. at about five o'clock for a public hearing. (No response.) COUNCILWOMAN HUSSIE: I'll- start off by saying Resolution #1, appointing a gate attendant for the Disposal Area, is on hold 2.-Moved. by Councilwoman Hussie,. seconded by Justice Evans, it was. RESOLVED that the - Town . Board of the Town - of Southold hereby authorizes an additional expenditure of $7,695.00 for laboratory analysis by Nytest Environmental Inca with regard to the Southold Town Landfill Closure Investigation, all .in accordance with the recommendation of the Dvirka and Bartilucci, the Town's Consulting Engineer: 2.-Vote of the Town Board: Ayes: Justice Evans, Councilwoman Oliva, Councilwoman Hussie, Supervisor Wickham. This resolutions was duly ADOPTED. 3•-Moved by Supervisor Wickham, seconded by Justice Evans, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes the following modification to the General Fund Part Town 1995 Budget to appropriate -a SEQRA fee received by the Zoning Board of Appeals: To: Revenues: B2110.4 Zoning SEQRA Fee Reimbursement $ 500.00 Appropriations: B8010.4.500.300 Zoning, Contractual Expenses $ 500.00 Environmental Consultant 3.-Vote of the Town Board: . This resolutions was duly,ADOPTED. 4.-Moved by Justice Evans, seconded by Councilwoman Oliva, WHEREAS, . the bylaws of the Pebble Beach Farms Lot Owners Association, Inc. require approval of any amendment to said bylaws by the Town Board of the Town of Southold; and WHEREAS, the Pebble Beach Farms Lot Owners Association, Inc. has requested approval of amendments to their bylaws to more effectively enforce the covenants and restrictions which govern and affect the properties .of the Pebble Beach Farms subdivision; and WHEREAS, the proposed amendments are consistent with the purpose for which the bylaws were enacted initially and for which the Town Board of the Town of Southold was given authority to approve proposed amendments to said laws; now, therefore, be it RESOLVED that the amendments to the bylaws of the Pebble Beach Farms Lot Owners Association, Inc. set forth below are hereby approved by the Town Board, and the Town Clerk is directed to forward a certified copy of this resolution to counsel to the Pebble Beach Farms Lot Owners Association, Inc. : Section 1, Article XI, Assessments and Finances of the Bylaws of the Corporation be amended with the addition of the following language: JL04DECEMBER 27, 1995 "All costs and attorney's fees expended by the Association for the collection of any such unpaid dues and assessments and for the foreclosure and enforcement of any such liens in the Association's favor, as well as the enforcement by the Association against a member of any other obligation of a member under these By-laws or under the Declaration of Covenants and Restrictions, shall be,a personal obligation of the member against whom enforcement is sought, and shall be included in the lien of the Association on the Lot(s) of any such member." Section 6, Arbitration to Article XI11 General Provisions of the Bylaws be amended with the addition of the following language: "6. Arbitration In the event of a dispute between a member and the Association of a non-monetary matter relating to the enforcement against such member by the Association contained in Article II and Sections 1-7 of Article III of the Declaration of Covenants and Restrictions, both parties agree that the matter shall be settled by binding arbitration under the following procedures: either party shall have the right to serve upon the other party a Notice of Demand that the matter under dispute be settled by Binding Arbitration under the Expedited Procedures Section of the Rules for Real Estate Industry of the American Arbitration Association. Such notice shall be in writing and sent either by registered or certified mail, return receipt requested, to the Association at P.O. Box 387, East Marion, New York 11939, or to the member's address as carried on the Association's records, as the case may be. Within 30 days of the receipt of such notice by the respective recipient party, the person sending the notice shall initiate the Arbitration procedures set forth in the Expedited Procedures Section of the Rules for Real Estate Industry of the American Arbitration Association. For the purpose of riling fees, it shall be assumed that the amount of the claim does not exceed $10,000. In the event one of the parties fails or refuses in his obligations under this provision, the costs of enforcement, including attorney's fees, shall be borne by the defaulting party. All costs of the Arbitration, exclusive of legal fees of a party's own counsel, shall be shared equally by the parties to the Arbitration. DECEMBER 27, 1995 105 Judgement on any award or decision of the Arbitrator(s) may be entered in any court having jurisdiction thereof. All costs and expenses, including attorney's fees, for the enforcement of the Arbitration ruling or award, shall be borne by the party against whom the award or ruling was rendered and who might fail to comply with such ruling. No Arbitration under the provisions of this Section shall apply to the case of any covenant(s) or restriction(s) contained in the recited Articles H and M which reflect any law or ordinance of the Town of Southold, New York or of any approval requirement by the Southold Town Board. 4.-Vote of the Town Board: Ayes: Justice Evans, Councilwoman Oliva, Councilwoman Hussie, Supervisor Wickham. We have more of these, as Ruth implied we have more of these now than we did before. We had a very broad general budgetary framework previously, and those budget lines basically apply to a whole department. Within the last year 'and a half we've adopted another level of detail that provides budgets within each department for sub-categories. By State Law the Town can not exceed it's spending of any category or subcategory, so if any one of those subcategories is over, even though it's surplus in another category we've go to pull in officially by a vote from where it's in surplus to fill out the ones that are in deficit. BOB GAMMON: Did we have a surplus this year? SUPERVISOR WICKHAM: Yes. BOB GAMMON: We did? How much was that? SUPERVISOR WICKHAM: Oh, it was substantial. JOE RISTUCCIA: Joe Ristuccia, Southold. I'd first like to, before I make my comments, I'd like to just express Ed Siegmann's sentiments. He couldn't be here this evening, because of personal commitments, but he asked me to say something on his behalf, which is pretty much the sentiment that I have, and it relates to some of the things that were said a little earlier this evening, in terms of the citation. Certainly Councilman Lizewski is leaving the Board, and Judge Tedeschi. I certainly want to extend my congratulations to them for serving so many years, and also, the service. that they gave the Town certainly should be recognized. We, in TaxPac,- certainly recognize that. While we didn't agree with Joe on many things, I still want to convey to him, publicly, good luck, and we want to wish him well. I do want to say a few things, though., related to Supervisor Wickham. You're tenure was short, however, it encompassed '. four years as a Councilman, and two years as Supervisor. We feel that your tenure should have lasted a little bit longer, but the will of the people have spoken, and we want to say that we want to wish you well in whatever you're going to be doing, Tom, at the farm, or what have you. We do want to say, though, that you have integrity, intelligence, that we're going to miss, and we wish you well. Hopefully, that we'll see you serving the public in some capacity in the future, be involved, and we feel that this town needs that. The things that are going on in the public today, in Washington, on State level. There's such a turmoil in politics, and certainly, I think it's ramification of how the public feels things are so unsettled, whether It's in a private sector, the corporate area, or in the public sector. They're all in a state of turmoil. I hope that in the future our town will get the kind of leadership, that you've. given us in the last few years. I hope that that .will . happen, and I hope that we can settlement in the other areas of government. With that thought in mind, I want to wish you, Tom, good luck, and my best wishes go to you. Number two, you've really given us a awful lot of professionalism on this .Board, and also, in a way that you helped to educate people as to what the topic was. You bent over backwards to give it to us from every side, and as Joe just said, the other part is civility that was brought out here within the last couple of years. The civility of people working together, which is not apparent, apparently on the National level, the State level, even the County level. You don't see that very often. Tom, I appreciate everything you did for the town for all these years, and as I'm sure you are aware, Jean. Cochran has the potential to be a very good supervisor, and I'm sure you, as everyone else wish her luck in the next two years. As I say that, I, also, encourage you to keep involved in all the issues, that are very important to you. You worked very hard on projects, Tom, here in Southold Town, the quality of life, keeping taxes down. This town loses if ' you are silent to those issues. If you can be intimidated by a' particular publisher, and don't come forward, and state what you think is important to this town, and I think you owe it to the people of Southold Town not to go away, and be silent. Stand up with regard to the youth, Farmland Preservation, keeping taxes down, open government. All my years in Southold Town, I've never seen such open government here, and you should be congratulated for that. Stay involved, and congratulations for everything you've done. SUPERVISOR WICKHAM: Thank you, Larry. I look forward to being active in one capacity or another. Is there anyone else, who would like to address the Board this evening? (No response.) If not, I'll turn to the Board members, if there's anyone on the Board, who would like to make a comment. COUNCILWOMAN HUSSIE: Someone on the Board would like to say, good luck to you, Tom. It was very nice to know you, and Happy New Year to everybody. SUPERVISOR WICKHAM: Thank you, Alice. Anyone Else? JUSTICE EVANS: I haven't had the "opportunity to publicly tell you how much I appreciated working with you, Tom. I think it was a excellent opportunity for me. It was very much a pleasure to work with a man of your caliber, and I think that you set examples for the town, that I trust the new administration will work to live up to, and try to follow your example. I thank you for all those examples. SUPERVISOR WICKHAM: Thank you, Louisa. COUNCILWOMAN OLIVA:- I just have one. There was an editorial in the paper. last week about Lauren Grant's compensatory time. It just said that two Board members fought valiantly, they voted, just no, during this past Tuesday night's Town Board meeting, to prevent the United Southold Board members for approving what is considered to be a bogus request for overtime pay by Wickham's Executive Assistant Lauren Grant. I'd just like to read ,you a resolution, that we adopted on May 31, 1994. Resolved that the .Town Board of the Town of Southold hereby grants the below list of employees the following contract benefits, leave time, compensatory time, health insurance, retirement, and longevity, excepted salary. increases, as the employees, and the- CSEA collective bargaining unit, and included the Town Attorney, the Confidential Secretary to the Supervisor, the Exempt Secretary, at the time, to the Town Attorney, Senior Accountant, and Deputy Superintendent of Highways. 1 would just "like that paper to get the facts straight, if they're going to print them. Thank you. COUNCILWOMAN HUSSIE: I'm sorry your brought that up, Ruth. We almost ended the. year. without any problem. The problem was not that resolution. The problem .was . the. fact, that the usual time sheets that everybody else hands in, had not been handed, in, and when they were handed in, they were late, -and from my observation inaccurate. That was where the problem lies. DECEMBER 27, 1995 125 SUPERVISOR WICKHAM: They were handed in, or where not? COUNCILWOMAN HUSSIE: They were not handed in until late, until this whole thing arose. SUPERVISOR WICKHAM: But, they were handed in. COUNCILWOMAN HUSSIE: Yes, but I wonder who can remember from April, 1994? Who can remember in December of 1995, what they were doing in April of '94, as an example? , SUPERVISOR WICKHAM: I have one brief proclamation, that I would like to read on behalf of a Trustee, who is outgoing, and I wonder if I could hand it over to John Holiapfel, who is here. This is on behalf of Bill Albertson. I'd just like to read it into the record. Bill, an important member of our Board of Trustees, who did not run, and will be leaving office at this time. SUPERVISOR WICKHAM: I'd like to make just a couple of very brief comments in response to the generous comments, that have been made tonight, and I don't have a prepared statement. I just have a few observations, that I would like to make, reflecting on what has been six years of public office in the Town of Southold, the last three years quite intensive. The first three years as a Town Board member, which is obviously less . intensive, essentially a part-time position. First of all, you all know me. Many of you know me as an engineer, as a farmer, and as a professional person, who has tried to solve problems in a sort of professional manner. It means you identify what the problem is. You try to put the resources to solve it, and address it, the way an engineer, or anybody else would try to do in a rather, practical manner. That's sort of the approach that I tried to bring to Town government. It's worked in some cases. It hasn't worked so well in other cases, but that's more or less the background, that I came to when I took this position, and when I was elected to it. ' There was several priorities, that have driven me, that have been important to me from the very beginning, and some of you have touched on it tonight, and I would just like to kind of review them briefly, because they have been important to me, and I think they will be important to the new Board, as it takes office next month. I'll just mention three of them, because to me those three sort of encapsulate the cruxes of where Southold Town needs to continue to give attention. The first one. .and there's no order of priorities exactly, but the first one comes to mind is to retain the open quality to Southold Town. It would be very easy for Southold Town to be essentially overrun, become a suburban community, just like the communities to the west. The key to retaining that open quality is to retain farmlands in the Town of Southold, active working farmland. Farmland that produces crops, DECEMBER 27, 1995 produces jobs, that produces an environment, that produces a vista, and attractive landscape, that I think all of us recognize as part of the town. While saying that. we can not stop development, and those of us, and I'm foremost among them, who want to preserve farmland, and preserve this rural quality, have to understand that development is going to continue out here. We couldn't stop it, if we wanted to, and frankly, you shouldn't. What we should try to do is to control our development, to manage it, to be on top of it, and let it not steamroller over us. We, have tools to do that. It's up to the Board to have the will to use those tools. There are many tools. Which ones we use isn't important today. It's to have the will to- use them. I think personally, that one way to do it is to promote the growth and development in and around the hamlet centers, as a way of relieving pressure on the space in between, and there are many different .ways to do it. I think that, that's one of the challenges in the planning front, the key challenge that is front of us today. The second challenge, the second priority is to keep a lid on taxes. We have shown how that can be done, this past year, with a tax reduction in the Town of Southold. There are three little things I'll mention' today, that to me are the ways in which we can do this. It's not done by magic. There are steps to be taken to try to keep a lid on taxes. One of them is . to find ways for private, and not for profit, organizations to assist the town, to help finance things in the town, so it doesn't all come on the tax rolls. A YMCA financed through local subscriptions is an example of that. A second way is to make town offices more productive. We have some two hundred and eighty people working for the Town of Southold. If they can be made more productive, to serve the public good, more productively, more effectively. We won't need to increase their number.. We may even be able through. attrition to reduce their. number, and eighty percent of the cost to the town, eighty percent of our budget is personnel related. How do make people more productive? One example is to have a better computer system in the town, a computer system that people pull up things on the screen quickly, can write responses quickly, and some of us can even do things at home on our computers at home, and..bring in the disk the next day here, plug it in, and make use of it here. That's just one example. The third thing to keep -costs down is to keep a close tab on the management of Town affairs,- how to :manage Town government more closely, to keep track of departments, to keep track of spending, to see that departments work smoothly with other departments, just plain old fashioned management, like many of you I see out there provide in your own businesses, to provide that level of supervision, and management, in the town, I think is very important, and that it not just sort of go as it would naturally through laissez-faire activities. So, those are the things on the keeping a lid on taxes. The third on is openness in government, and somebody spoke to it today. Openness in government, I take some satisfaction from looking at what's happened in the last few years here, and there are three things, that I just mentioned here. One of them is an Ethics Code, that clearly states in black and white what is expected of public officials, and of Town employees? Secondly, bringing in new blood to Town government. Town government is no different from a business, or a sports team, or. anything else, a college, or a school. New people have to come along all .the time to replace those of us who are moving out. The success and vitality of any organizations has to do with how that process works, how many people come up from the bottom, and fill slots, that people are moving away from, to the extent that government is now based with a limited 'clique of people, who manage it, and more or less monopolize those positions we will not have an open system of government in this town. I'm not saying it characterizes it. What I am saying is that is a concern that in the political process I think we have to continue to give attention to. Finally, a word about myself. I'm looking forward to farming. I mentioned, we got preserved farmland. It's oftern been said, there's an old adage, that the way to protect farmland is to provide profitable farming. I look forward to putting my time into .making farming in one small part of Cuchogue, and New Suffolk, somewhat more profitable. The last few years it's been kind of on automatic pilot, as I spent most of my time here. I have to tell you I leave this position with some disappointment, but with absolutely no regrets. I look forward to spending time farming. It's part of my culture. It's part of where I'm coming from, and to be candid I really should be spending substantially more of my time in that capacity. It's fun. I enjoy it, and it does give me some free time to continue to be DECEMBER 27, 1995 127 active, to continue to take an active role in Town affairs. In conclusion, no one is indispensable. A lot of political people like to think that they're indispensable. I've had a history. Some of you who know me, I've worked for some years overseas as a professional engineer, and manager. I've worked for some years farming. I've been here for six years. I like to change. I like to do different things. I'm looking forward to that change. I think I'd be uncomfortable if I were here for too long a stretch. Finally, I would just like to express my appreciation and thanks to those people who have been a great pleasure to work with. I don't have to say that the people, ,Joe Townsend, Louisa Evans, and Ruth Oliva, who came to office with me, as Supervisor, two years ago, have been an enormous pleasure in all respects. The whole Town Board has been a pleasure for .me. I've enjoyed it. I've enjoyed trying to bring a consensus of all the different views, and the complexity, and sometimes opposition of views, -1 think that's healthy, and I've actually enjoyed it. But, I particularly enjoy the four people who I worked with. We've spent almost no time caucusing, planning, figuring out how to present our stuff to the Board, and in a sense we didn't have to, because basically the four of us look at things differently. We voted, but we virtually came to it with the same point of view of what will work best for the town. We can count on Louisa to take a rather conservative point of view. We can count on Ruth to worry more about the environment, and the concerns, on that side. But, I think all of us. . and Joe we can count on as being a ve;,-y creative person, and not knowing quite where he's going to come from. But, (. .think all of us have made a contribution, and I have to say it's been a great pleasure for me to work with them. Apart from the Board, I have gotten probably more satisfaction as Supervisor in working with Town employees. As I said, there's some two hundred employees in this town.. One of them is sitting at the end of the table here. She's been a great pleasure to work with, as Town Attorney. The Town Clerk, of course, is an elected official, and many in this building. I've gotten my kicks out of working closely with them, in particular the department heads, who, in turn, work with their people. This is what has given me my kicks, what I've enjoyed very much. I think the level of professionalism in the town is important. I think it's gained somewhat, and I step down after these years with some satisfaction looking back., and with a interest in keeping tabs on what's happening here, Jean and others, and to keep some sense of knowledge of what's going on, to be available, if there's need and an opportunity for me. Now, I'm afraid I've stepped up to at least those five minutes, and don't want to over speak my time. So, it's a pleasure to be with you, and see you here tonight.
