Albertson at Greenport, N.Y. on Tuesday, November 28, 1961 at 3:00 P.M. with the following present: Supervisor Albertson; Councilmen Demarest and Grathwohl; Justices Tuthill and Clark; Town Attorney Tasker; Supt. of -Highways Price and Town Clerk Richmond. Moved by Justice Clark; seconded by Justice Tuthill: RESOLVED: That the minutes of Nov. 9, 1961, be and they hereby are duly approved. Vote of Town Board: Ayes- Supervisor Albertson; Councilmen Demarest and Grathwohl; Justices Tuthill and Clark. Moved by Councilman Demarest; seconded by Councilman Grathwohl; RESOLVED: That the minutes of a Special Meeting on Nov. 21, 1961, be and they.are hereby duly approved. Vote .of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and Grathwohl; Justices Tuthill and Clark. Moved by Councilman Demarest; seconded by Justice Clark; RESOLVED: That the next regular monthly meeting of this Town Board will be held at the office of .Supervisor Lester M. Albertson at 16, South Street, Greenport, N.Y. on Tuesday, December 12, 1961, at 3: 00 P.M. Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and Grathwohl; Jutices Tuthill ad Clark. Moved by Justice Clark; seconded.::~by Councilman Demarest; WHEREAS, Henry and Stella Smith have applied to the Town Board to take over as a Town Highway/pertain road at Indian Neck, Peconic, N.Y. to be known, as Robinson Lane, NOW, THEREFORE, BE IT RESOLVED: That this application Tor a highway dedication be turned over to the Southold Town Planning Board for its official recommendation and report. Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and Grathwohl; Justices Tuthill and Clark. Moved by Justice Tuthill; seconded by Justice Clark; WHEREAS, F. Harold Sayme has applied to the Town Board to take over as Town Highways certain roads in Southold to be known as North Parish Extension and Northfield Lane, NOW, THEREFORE, BE IT RESOLVED: That this application for road dedication be turned over to the Southold Town Planning Board for its official rec- ommendation and report. Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and Grathwohl; Justices ,Tuthill and Clark. Moved by Councilman Demarest; seconded by Justice Clark; WHEREAS, Southold Development Corporation has applied to the Town Board to take over as Town Highways certain roads in Southold to be known as Clearview Avenue,West, Gardiner ` s Lane, Bennett Lane, Clearview.Avenue, Custer Avenue and Willow Pond Lane, NOW, THEREFORE, BE IT RESOLVED: That this -application for hs¢ghways dedic- ation be turned over to the Southold Planning Board for its official recommendation and report . Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and Grathwohl; Justices Tuthill and Clark. At 3: 30 P.M. in accordance with a notice published according to law, bids were opened for proposal to furnish to the Town of Southold, Police shirts, caps, raincoats and reefers. Moved by Jusitce Tuthill; seconded by Councilman Demarest; RESOLVED: That Supervisor Lester M. Albertson be and he hereby is author- ized to investigate the possibility of the purchase of the property of Mrs. Alice Thompson adjoining the present property of the Town. of South - old at Southold. Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and Gratwhohl; Justices 'Tuthill and Clark. Moved by Councilman Demarest; seconded by Councilman Grathwohl; RESOLVED: That Supervisor Lester M.' Albertson be and he hereby is "author- ized to enter into a contract with the Long' Island Lighting Company for a flat rate of $7 .40 per month to operate the traffic light,- corner of New Suffolk Avenue and 5th Street, New Suffolk, N.Y. Vote of town Board: Ayes-Supervisor Albertson; Councilmen Demarest and Grathwolh; Justices Tuthill and Clark. Moved by Justice Clark; seconded by Councilman Demarest; RESOLVED: That Bond No. 73S-680, issued by the Aetna Casualty and Surety Company in the name of Chester M. Dickerson, Receiver of Taxes, in the sum $50, 000.00 be and the same is hereby approved as to its form, manner of execution and sufficiency of sureties therein. Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and Grathwohl; Justices Tuthill and Clark. Moved by Justice Clark; ' seconded by Councilman Demarest; WHEREAS, the Police-other Expense Fund P20-30 in the Annual Budget for the current fiscal year exceeds an appropriation of $211200.00, and WHEREAS, of such sum appropriated $12, 311.63 remains -,unexpended to date, and WHEREAS, after due allowance for 'stated claims and fiscal expenditures- chargeable against such appropriation or account, there is an unexpended balance against appropriation or account of $12, 311.63, NOW, THEREFORE, BE IT RESOLVED: That $2300.00 of said unexpended balance be and the same is transferred to other Insurance and Bonds Account P80-35 and that the amount heretofore appropriated for said purposes be and the same hereby is increased in the amount of $2300.00. Albertson be and he hereby is apthor- ized to advertise for bids for the purchase of six resuscitators for the Police Cars. Moved by Justice Tuthill; seconded by Councilman Grathwohl: WHREAS, the Town Superintendent of Highways did on the 28th 'day of Nov:' 1961, duly recommend the purchase of certain snow fence pursuant to the provisions of Section 142 of the Highway Law,' NOW, THEREFORE, BE IT RESOLVED: That pursuant to Section 142 of the High way Law the Supt. of Highways .is hereby authorized to .purchase in accord- ance with the provisionsof Article 5A of the General Municipal Law with the approval of .the County Supt . of Highways the following: 10, 000 feet of snow fence with pickets 1�2-"xh, 4' high, spaced 2" apart with 5 double strands of 12'k gauge galvanized wire, stained red - 50 lineal feet rolls, delivered;. to Highway department., Peconic., N.Y. for a' maximgm price of $1,689.1 d, Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and Grathwohl; 'Justices Tuthill and Clark. Moved by Justice Tuthill; seconded by Councilman Grathwohl; WHEREAS, the Supt. of Highways did on the 28th day of Nov. , 1961, duly recommend the purchase of certain machinery pursuant to the provisions of Section 142 of the Highway Law, NOW, THEREFORE, BE IT RESOLVED: That pursuant to Zam :K Section 142 of the Highway* Law the Supt. of Highways' is hereby authorized in accordance with the provisions of Article 5A of the General Minicipal Law, with the appro- val of the County Supt. of Highways to purchase the following: One (1) New Model B4=4217 F.W.D.Truck 'complete in accordance with the specific- ations - extra 632 Transfer giving 1/3 power to the front and 2/3 to the rear; west. coast mirror; extra stop and taillight; 360 degree red flash- ing light;'- directional signals; headlights on cab; 2 front tow hooks; identification lights; flags and flares; 50 amp generator; spotlight; heater and defroster; wheel lugs; dual to single,; "rear wheel flaps; spare rim, all for maximum price of $14,858.00 delivered at Peconic, N.Y. and to be delivered on or about Jan. 15, 1962. Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and Grathwohl; Justices Tuthill and Clark. Moved by Justice Tuthill; seconded by Councilman Grathwohl; WHEREAS, - Otto L. Anrig, Police Chief (Constable) of the Town of Southold, will attain the age of seventy (70) years on January 5, 1962, and WHEREAS, said Otto L. Anrig has requested that the Town Board approve of his continuance in service for a period of one year from Dec. 30, 1961, and WHEREAS, this Board believes that it would be in the' best interest of the Town of Southold that the said Otto L. Anrig continue in service for an additional year commencing Dec. 31, 1961, NOW, THEREFORE, BE IT RESOLVED: That this Board pursuant to the provisions of Section 70 of the Retirement and Social Security Law approve of the continuance in service of Otto L. Anrig as Police Chief (constable) of the Town of Southold for -a period of one year from Dec. 31, 1961, and BE IT FURTHER RESOLVED: That the Supervisor be and he hereby is authorized and directed to transmit to the State Civil Service Commission a certified copy. of this resolution together with any other written statement required by said Commission approving of the continuance In service of the said Otto L. The hearings on the applications 'of Thomas DeWulf, K. G. Brown and Huntington Coach Corp. ,. were opened by Supervisor Albertson and recorded- by Judith Boken. Moved by Justice Tuthill; seconded by Councilman Demarest; RESOLVED: That Harold Price, Supt. of Highways, be and he hereby is author- ized to advertise for bids- to purchase 10, 000 feet of snow fence and 500 posts. DeWulf, Mattituck, N.Y. by petition' verified the 19th day of October, 1961, petitioned the Town Board for a change of zone of certain property described in said petition from "C" Industrial District to "B" Business District, and .4 WHEREAS, the Town Board pursuant to due notice thereof held a hearing there- on on Nov. 28, 1961„ at which time all interested persons werer,given an opportunity. to-be heard, minutes of which were recorded by Judith Boken ,. NOW, THEREFORE, BE IT RESOLVED: That the Southold Town Building. Zone Ordin- ance including the Building Zone Maps be amended by changing from "C" In- dustrial District to "B" business District the. following described property: ALL that. certain tract or parcel of land situated at Mattituck, in the Town of Southold, Suffolk County, New York, and more particularly bounded. 'and" described as follows: BEGINNING at a point' on the northerly line of Naugles Drive .at the south- westerly corner of land of Mrs. Stanley Naugles and the southeasterly cor- ner of land of Thomas H. DeWulf, and being the southwesterly corner of the exidting "B" Business District; running thence along the northerly line of said Naugles Drive, . Mattituck, N.Y. by petition verified the 6th day of October, 1961, petitioned the Town Board for a change of zone of certain real property described in 'said petition from "All Residential -and Agricultural District .to "B" Business District, and WHEREAS, the Town Board pursuant to due notice .thereof held a heating` thereon on Nov. .28, 1961, at which time all interested persons were .given an opportunity to be heard, minutes of which were recorded by Judith Boken, NOW, THEREFORE, BE IT RESOLVED: That the Southold Town Building. Committee, advising. the Town that work classidication, survey would be undertaken by the Suffolk County Civil Service Commission about current information on Town Jobs. A letter was received from State Conservation Department advising the Town of the departments position in transferring small, escallops within the Towns ,of Suffolk County. The Highway Supt. brought to the attention of the Town Board the fact that certain properties adjacent to the Highway Buildings at Peconic may be available for purchase. The, Southold Town Board met at the office of the Supervisor, Lester M. Albertson, at Greenport, N.Y. on Tuesday, December 12, 1961 at. 3: 00 PM with the following present: Supervisor Albertson; Councilmen Demarest and Grathwohl; Justices Tuthill and Clark; Town Attorney Tasker and Town Clerk Richmond. Moved by Councilman Demarest; seconded by Justice Tuthill: WHEREAS, James Mellas has completed six months satisfactory service as 1. Police Patrolman (Constable) for the Town of Southold on July 1, 1961, NOW, THEREFORE,, BE IT RESOLVED: That effective as of December 2, 1961, the salary of James Mellas will be $20.00 per day. Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and Grathwhl; Jutices Tuthill and Clark. Moved by Justice Tuthill; seconded by Justice Clark; WHEREAS, Frederick F. Rackett has completed six months satisfactory service as Watchman for the Town ' of South®ld on December 17, 1961, NOW, THEREFORE, BE IT RESOLVED: That effective as of December 16, 1961, the salary 5f Frederick F. Rackett will be $17.50 per day. Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and Grathwohl; Justices Tuthill and Clark. Albertson for the eleven months ending November 30, 1961, be accepted by the Town Board and placed on file.
