Murphy at' 9: 10 A.M. , Monday, October 5, 1987, at the Southold Town Hall, Main Road, Southold,. New York. . Town Board members signed a Waiver of Notice of Town Board meeting. Present: Supervisor Francis 'J. ..Murphy Councilman Paul Stoutenburgh Councilman James A.. Schondebare Councilwoman Jean W., Cochran Town Clerk Judith T. Terry Accountant John Cushman Absent: Justice Raymond W. Edwards. Councilman George. L. Penny IV Town Clerk Judith T. Terry formally presented the 1988 Tentative Budget of the Town of Southold.Ao the Town. Board. The following Budget Message from Supervisor Murphy accompanied the Tentative Budget: "The '1988 Southold Town Budget reflects a 9. 168% increase over the.total 1987 budget, an increase of $823,388. This results. .in a tax rate increase of 9. 3250 or $7. 922 per $1,000 assessed value. These figures are based on the most recent assessed. valuation of $84,716,314 for Whole Town and $80*,277,768 for Part Town. "In 1988 there will be decreases .in our Federal Government revenues,. in particular elimination of'Federal Revenue Sharing and reduction of Federal Grants. However, we are able to maintain all services and increase services in vital areas. "The major services to be increased include the following: Enhanced 911 servic to provide the immediate location of the source of 911 emergency calls; Road Drainag Projects; Recreation Services for. .the physically and mentally disabled; and Senior Citzen services including Adult Day Care, Meals on Wheels, and Alzheimers Disease Center. Landfill improvements such as the STOP program to handle hazarous waste and recycling programs, will help to insure that Southold will be one of the few towns to meet the requirements of the. New York State 1990 deadline for Landfill Operators. "Increased development has forced the Town to increase staff and mandated services, iresulting in the increased cost of. Town government. The departments directly affected by increased development are: Police, Justice Court, Town Clerk, Building, Planning, Accounting 8 Finance, Recreation, Public'Works, and Senior Services. Major purchases, such as a computer for the Town Hall, a Police Dis- patcher Console and a Garbage Compactor for the Town Landfill are essential for the more efficient operation of Town government-. "The 1988 Supervisor's Budget does not include the various Special. Districts within the Town, i.e. Fire, Park, Water, Road, Sewer, Mosquito and Ferry. However, your tax bill' reflects these Special Tax Districts, as well as County and School taxes. " The Board agreed to set a schedule for meeting with department heads when they meet on October 6th, •1987.. On motion of Councilman Schondebare, seconded by Councilwoman Cochran, it was RESOLVED that this 'Special Town Board meeting be and hereby is 'adjourned at 9. 15 P.M.. Vote of the Town Board : Ayes : Councilwoman Cochran, Councilman Schondebare, Councilman Stoutenburgh, Supervisor Murphy. This resolution was declared duly ADOPTED. ,� )Judith T.
