Cochran, Councilman George L. Penny IV, Councilwoman Ruth D. Oliva, Councilwoman Ellen M. Larsen; Town Clerk Judith T. Terry, Town Attorney James A. Schondebare. EXECUTIVE SESSION 9:00 A.M. - The Town Board discussed the individuals interviewed for the vacant Board of Appeals position. Their choice - James Dinizio, Jr. - see resolution_ no. 18. The Board also discussed the individuals interviewed for the vacant Open Space Committee position and vacant Farmland Committee position - their choices Open Space: Norman Boos, Farmland: Charles Lauer - see resolutions no. 19 8 20., 9:30 A.M. - For Discussion Items: (1) and (2) - see 9:00 A.M. above. (3) Planner Trainee Melissa Spiro met with the Board to advise that the Planning Board, at their meeting on October 3rd met with representatives of the Carr/Wanat/Norris projects to discuss the Draft Environmental Impact Statement submitted for those projects. All parties concerned agreed to a two week extension to the October 17th Planning Board meeting to clarify certain portions of the DEIS. This matter will be addressed again by the Town Board at their October 18th meeting. (4) Receipt of a proposed Local Law in Relation to Zoning relative to affordable housing fees. The Board agreed to transmit this proposed Local Law to the Town and County Planning Departments for their recommendations (see resolution no. 21) . (5) Town Attorney Schondebare advised the Board that Sam McLendon of H2M requested that he bring to the Board's attention the possibility of the expansion of Riverhead water supply to the Town of Southold along Peconic Bay Boulevard. There is a subdivision project in Laurel near the Town line which could possibly be tied into the Riverhead water system which now extends to the Town Line. Mr. McLendon is seeking input from the Town Board on this project. The Board agreed they would like to meet with Mr. McLendon to discuss the concept. 10:10 A.M. - Robert Cavalieri and Scott Travell of Stat Equipment Corp. met with the Board to discuss Emergency Ambulance Service within the Town. Mr. Cavalieri stated that Stat Ambulance if the largest certified private ambulance company in Suffolk County and the only provider of paramedic level services. At least 600 of all costs can be offset by billing third party insurance, ie. medicare, medicade, private insurance, etc. , thus reducing the Town cost by at least 600. . Mr. Cavalieri will submit a proposal for their services. 10:30 A.M. - Insurance Consultant William Mullen, Jr., along with a representative of Craig, Lindsay Associates, Inc., met with the Board to discuss a proposal for self-funded employee health plan for the Town. An analysis of the past four years paid premius and paid claims was submitted. The carriers retained approximately $392,759, and their projections for the 1988 and 1989 years indicate carrier retentions of $204,311 and $244,743 respectively, palinly suggesting that the Town of Southold is a profitable account and generally desirable risk for all carriers involved. An analysis of the costs of being insured. and self-funded was reviewed.---Mr. Mullen returned later in the afternoon to further discuss the proposal.--The Town Board did not make a final decision at this time. Mr. Mullen will secure further data for their review. 11 :30 A.M. - Robert Perry of the North Fork Housing Alliance appeared before the Board to discuss two proposed affordable housing subdivisions; one at Rachels Road and Elijahs Lane, Mattituck, and one off of Soundview Avenue, Southold. The Board advised Mr. Perry that these subdivisions would require Planning Board approval, but he should meet with Town Attorney Schondebare, Community Develop- ment Director McMahon and Housing Alliance Attorney Reale to iron out certain legal aspects. 12 Noon - Recess for lunch. 2:30 P.M. - Work Session reconvened and the Board audited outstanding vouchers and reviewed regular meeting resolutions. 328 — OCTOBER 4, 1988 3:00 P.M. - Trustee President Frank Kujawski, Jr. met with the Board to seek approval to engage a qualified consultant to provide the Trustees with expert opinions concerning freshwater wetlands. The Board authorized Mr. Kujawski to seek such an individual. 3:35 P.M. - Six local 4-H members and two. of their leaders met with the Board to receive a proclamation proclaiming October 2 through 8, 1988 as National 4-H Week in the Town of Southold. Supervisor Murphy presented the following proclamation on behalf of the Town Board: WHEREAS, the 4-H program of Cornell Cooperative Extension since its beginning 67 years ago has contributed much to the health and welfare of the Nation and - has encouraged many young people to choose careers which help improve family and community living; and _ WHEREAS, during thsi week 4-H members, leaders and families will observe National 4-H Week with the theme: 114-H for Youth for America"; and WHEREAS, 4-H members put into practice the skills and science they learn as they develop their talents through 4-H projects and strive to "learn for living; and WHEREAS, in these changing times young people, who are the citizens of tomorrow, must discover and acquire the virtues of responsibility, thoughtfulness, morality and understanding; and WHEREAS, the more than 500 volunteer adult 4-H leaders are organizing their 4-H. Clubs for the 1988-89 year, many others are organizing clubs for the first time; and WHEREAS; the more than 100,000 boys and girls participating in 4-H programs throughout Suffolk County soon will be taking their places in society by estaljlish ing homes of their own and joining the ranks of community leaders; and WHEREAS, 1988-89 is the beginning of the fifty-second year of 4-H in Suffolk County; now, therefore, be it RESOLVED that the Town Board of the Town of Southold, in recognition of the fine achievements of 4-H members and their families do hereby proclaim the week of October 2 through 8, 1988 as NATIONAL 4-H WEEK in the Town of Southold EXECUTIVE SESSION #:50 P.M. - The Town Board discussed personnel matters. 4:30 P.M. - Work Session adjourned. REGULAR MEETING 7:30 P.M. A Regular Meeting of the Southold Town Board was held on Tuesday, October 4, 1988, at the Southold Town Hall, Main Road, Southold, New York. Supervisor Murphy opened the meeting at 7:30 P.M. with the Pledge of Allegiance to the flag. Present: Supervisor Francis J. Murphy Justice Raymond W.. Edwards Councilwoman Jean W. Moved by Councilwoman Larsen, seconded by Justice Edwards, it was RESOLVED that the minutes of the September 20, 1988 Southold Town Board meeting be and hereby approved. Vote of the Town Board: Ayes: Councilwoman Larsen, Councilwoman Oliva, Councilman Penny, Councilwoman Cochran, Justice Edwards, Supervisor Murphy. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: The next resolution is to set the next meeting date for October 18th, 1988, 3:00 P.M., Southold Town Hall. Moved by Justice Edwards, seconded by Councilwoman Cochran, it was RESOLVED that the next regular meeting of the Southold Town Board will be held at 3:00 P.M., Tuesday, October 18, 1988, at the Southold Town -Hall, Main Road, Southold, New York. SUPERVISOR MURPHY: At this time, we have a special proclamation to make, and I'd like to ask Councilwoman Jean Cochran to present one, and Gail Horton to present one. I' d like to ask Betty Price to come up, and Mayor George Hubbard, I'd like to welcome here to the meeting, and George, would you come and join us in the presentation. COUNCILWOMAN COCHRAN: As always, Betty, it's a great pleasure to have the opportunity to make this presentation to CAST for the work:,# ey've done in substance abuse, although we know that this is proclaiming the week of October 23rd to the 29th as Substance Week Abuse Week in Southold Town. This committee, yotrrserf-"and the committee works fifty-two weeks a year in solving the problems, and educating and providing services, a week is . proclaimed to bring an awareness to the community, that we do offer certain services. So it's with a great deal of pleasure that I read this proclamation. WHEREAS: Stamping our drug and alcohol abuse in Southold Town is a long term ,job requiring community involvement; and WHEREAS: Community Action of Southold Town has undertaken a program of public awareness through the implementation of a public information program to alert everyone in Southold Town to the dangers, and the human and economic costs of substance abuse; how to recognize misuse or abuse, and the need for early intervention; and WHEREAS: Community Action of Southold Town makes available an easily accessible, long-term low cost consultation and referral service which will help abusers, families or employers assess need and treatment possibilities, and to involve the total community in the accomplishment of these goals; and WHEREAS: nation, state and local leaders have spoken out strongly about the use of narcotics and alcohol, and the time has come for each and every one of us to make a personal and moral commitment to actively oppose the use of illegal drugs; now, therefore, be it RESOLVED: that the Town Board of the Town of Southold hereby proclaims the week of OCTOBER 23 - 29, 1988 as SUBSTANCE ABUSE AWARENESS WEEK in the Town of Southold to stress the need for public information, programs, and the promotion of early inter- vention and treatment for abusers. Gail would you like to read one? VILLAGE TRUSTEE GAIL HORTON : Okay. The Greenport Village Board shares the feelings of the Southold Town Board and .I feel that it gives the purpose of substance abuse more impact to have both our Boards be together, OCTOBER 4, 1988 3 0 and I was veryha that Frank Murphy invited us. I'd happy p y Ike to read this resolution. Dated: September 9, 1988. WHEREAS, the CAST Substance Abuse Committee is planning a Substance _ Abuse Awareness Week during October 23 - 29, 1988, and WHEREAS, goals of the Substance Abuse Committee are to plan and implement a public information program to alert everyone in Southold Town about the dangers of cost, and human economic of substance abuse. Signed by the Mayor and the Board of Trustees. COUNCILWOMAN COCHRAN : Betty, perhaps you'd take a moment to share with the Board one of the events of the week. The play you were telling me about, because it sounds exciting, and well worthwhile BETTY PRICE: Well, we are going to have a professional theatre production by the Periwinkle Group, of a program entitled "Halfway There". This has been very well received throughout the country. An award winning production and we're going to have two performances of this in Greenport School. One will be in the middle of the day for Junior High students, who will be bused from Southold School and Mattituck School, and maybe even Sacred Heart to the Greenport School. In the evening we're going to encourage other students, who haven't seen it: And also, we're' going to encourage adults. It's a wonderful production, and it has to do with teenage substance abuse, which we have, unfortunately. COUNCILWOMAN COCHRAN: But the best part, not the best part if you can say there's a best part in substance abuse, but a community has to recognize a problem and deal with it, and thanks to people like you and Bessie, CAST and Peg Katsenburg, you're bringing more awareness and we as a Town are dealing with it. Thank yet very much. BETTY PRICE: It's very nice to have the cooperation of both the Village and the Town. So we're off to a good start. _ SUPERVISOR MURPHY: George Hubbard? MAYOR GEORGE HUBBARD: Yes, I think we all have the problem of drug abuse, and I think starting with younger children, training them, and give them the education that they need, not to use drugs, of course. I think that the communities and government agencies get behind it, we can wipe out drugs. BETTY PRICE: We can only hope so. SUPERVISOR MURPHY: Yes, Betty, and I'd just like to add my thanks on behalf of the Town to your effort in doing a great job. And CAST in doing a fine job, and I do agree with Jean saying, if we all work together we're going to make it so much better and so much easier to do, and I'm happy to say we're giving our budget to the Town Board tonight, officially, and in the Budget we do have funds for the first time ever, and a matching grant with CAST, and hopefully that money will 'be matched by the County in the Drug Awareness Program that we will have right here in Town. BETTY PRICE: That's wonderful. Thank you very much. SUPERVISOR MURPHY: Okay, thank you. George, before you go, and Gail, would like to thank you both for doing a really excellent job on your cele- bration an Saturday. I think the whole day was a great success, and I know everyone who was there enjoyed it and it really was fantastic. You did a good job. (150th Anniversary of Greenport's Incorporation),. I. REPORTS. Ruth? -OCTOBER 4, 1988 331 COUNCILWOMAN OLIVA: I'd just like to say that I've been on vacation for the past two and a half weeks on'tle west coast, and enjoyed it very much. While I was there, I did attend a recycling landfill operation in Pala Alto. They hope to recycle 300 of their garbage, and they generate about three to four hundred ton a day. They have a curbside collection program and also, people can bring your their recyclables to the landfill where they are separated and they also do composting of their yard waste. If people compost their yard waste they're only charged $4.00 a yard, while if they don't they're charged $7.00 a yard. So even there they're having problems with expanding landfills. Otherwise I had 'a really good time. Thank you. SUPERVISOR MURPHY: Thank you. George? COUNCILMAN PENNY: On the 21st, we had a meeting of the Commerce and Industry Committee, and among the things that we discussed where soda vending machines on the streets of the villages, the proposed Budget request for the Southold Town Promotion Committee, which would be presented to the Supervisor, the Master Plan and the status of the Master Plan, and various aspects of planning in the Town of Southold. On the 26th, the Police Committee met, and we discussed contract negotiations, as the contract is up again. On the 29th, I met with the computer consultant, Dave Rieber, of Triangle Consultants, the Town Accountant, John Cushman, and the Assessors' Department. We discussed problems that the Assessors have with the BRC's package program, and how we're going to work it out. The Assessors had considered going on their own with a PC, rather than using the Town mini-computer, but I think that we've got that resolved and things are going back in the right direction again. There will probably be further meetings on-this. That's all. Thank you. SUPERVISOR MURPHY: Thank you, George Jean? COUNCILWOMAN COCHRAN : I'd just like to say that our new Southold Recreation flyer is out. It has some exciting programs and bus trips. If anyone . is interested in receiving one, you can pick it up at Town Hall, or call Ken Reeves at the Rec Center. Also, on last Wednesday, I met with Mr. Desenvano, from the Civil Service, and along with people from finance and Mr. Murphy's secretary,to review records, employee records. I had a nice weekend in the _ Poconos with my husband. And that's it. SUPERVISOR MURPHY: Ellen? COUNCILWOMAN LARSEN: I'd like to dispense with my report this evening, Frank, in the interest of. . . You present your Budget, and I'll make a full report of my activities at the next Town Board meeting. SUPERVISOR MURPHY: Okay, thank you. Raymond? JUSTICE EDWARDS: The only thing is, Frank, I agree with your sentiments about the Greenport festivities on Saturday. It was a wonderful day. I came over from the island, marched in the parade and did see the fireworks, which where fantastic out on the bay Saturday evening. All and all, it was a beautiful day for it-. And that's it. Thank you. SUPERVISOR MURPHY: Thank you, Raymond. As I .said this afternoon, you were the hit of the parade in those pants. JUSTICE EDWARDS: If you have it. Flaunt it. 7. (a) Town Clerk Judith T. Terry formally presented the 1989 Tentative Budget of the Town of Southold to the Town Board. 7• (b) Supervisor Francis J. Murphy delivered the following 1989 Budget Message: SUPERVISOR MURPHY: At this time, part of my official job is to present the Budget to the Town Board at a regular Town Board meeting. This year it fell in the time frame properly, so we didn't have to have a special meeting, but the Town Board has received the Budget, my Budget, the Supervisor's Budget. It's a Budget, that I think is very tight. One that, no one likes to raise taxes, but unfortunately it's necessary. I do think we have problems and it's mainly, I think, because of incoming revenue falling off so badly. Mainly, I estimate, that we'll be down $75,000.00 in receipts in the Building Department alone from this year. We have a lose from last year's Budget of over $140,000.00 due to not being able to sell sand in the landfill. We estimate a loss of $294,000.00 in the reduction in the mortgage tax receipts from what we actually received in 1987, and what I anticipate we will receive in 1989. We have . . anticipate with the State problems. We anticipate that 3 32 OCTOBER 4, 1988 they will not be giving us extra revenue this year, and we estimate about 450,Oo0.00. We've, also, reflected in the Budget an increase of $471,000.00 =in"retirement funding, and this is a unique situation with the State Controller. We're billed actually two years later thartthe present time. This year's funding will be two years from now, and the State Controller is now saying that everybodys going to have to come up, by 1991 ito a present day schedule, so that as you're collecting the money you're going to have to pay it in. So it means that we have to set aside, either wait until 1991 and budget the full amount, which will probably be over a million dollars at that time, and have a tremendous impact on that Budget, or we could start doing it this year, setting $471,000.00 aside. This will !be not be paid to the State until 1991 . So we will approve interest and all, ;and do the same thing, I would estimate next year, so as not to have such a large impact in one year. We really did not grow in assetted valuation as J feel we should be doing, with all the new construction around, and still we have a budget that we're proposed for 1989 in the whole Town of $4,593,000.00, which is actually a 3% decrease in spending from last year. Came about from a quirk where we had a surplus of funds at the beginning of this year of $400,000.00. We put it into the landfill for capital improvements, the site testing, the developement of the monitoring wells around there. Rather than bond it, we had the funds, so the Town Board in the beginning of the year, did this. So we won't have that expense again next year. So that's why we actually had a reduction in actual spending in whole town. Part Town because of, mainly salaries, and salaries we really can't control because of overtime, in the Police Department in particular of $4,881,000.00, which is a 24% increase, and ironic that Part Town is 'always the hardest part of the budget to keep in balance, and it's mainly because of personal services. Highway Whole Town has a slight increase, _90, and Part Town reflecting again the problems in Part Town is a 15-160. Overall it's a -10o increase in spending, but the tax rate increased 17%. If the retirement fund was not billed this year, it would be about 6% less, ;or about 11 .140. So that's the budget. We anticipate in my Budget, we anticipate hiring a new full- time Bay Constable with equipment for him. We' have money in there for a Town Engineer to work with the Highway Department, Planning Department, and the Water Advisory Committee. We have fundinq in there for a traffic study, which is much needed. And as I mentioned before, a special drug counseling program, with matching funds from CgST, and hopefully this double amount will be matched with funds from Suffolk County. We hope to upgrade our Nutrition and Day Care Facilities in the Town this year. That's one of the main jobs 1 think that's a head of us. It's a field that's growing. The needs are there. In the main program, we have an excellent series of programs in the Town, and is one that really deserves attention and hopefully we'll be able to make a big inprovement in services this year. Okay, I have nothing further to report. II. PUBLIC NOTICES. COMMUNICATIONS. SUPERVISOR MURPHY: There were four communications. The first one is a very nice thank you to the Town Board, and to the Town really, for the support of Southold Town Green Inprovement Program, making the park down here in Southold, from John Halsey. It was probably one of the greatest things that was accomplished this year, and it was only accomplished because many, many people from all walks of the Town cooperated. We also have a letter from the Clerk of the Council of Southwold England sending greetings and a proclamation from Southwold to us. A very nice letter, and I did send a letter to Scott Harris. He did very well in a course that he took, and we're quite proud that he did so well. 1 . John Halsey, President of the Peconic Land Trust, thanking the Town for the support and involvement in creating the Southold Town Green: 2. Jennifer Hursell, Clerk of the Council of Southwold, England, sending greetings and a proclamation to the Town. 3. David Gaskell, Executive Director of New York State Division of Equalization and Assessment, informing the Supervisor that Scott Harris has been awarded the designation of State Certified Assessor, Advanced by the State Board of Equalization and Assessment. 4. Charles T. McCaffrey, Jr., Chief of the Bureau of Local Waterfront Revitalization Programs, New York Department of State, approving the Town's recommendation to hire an assistant to the Town Planner. IV. PUBLIC HEARINGS. (None) V. RESOLUTIONS. SUPERVISOR MURPHY: Moving on to Resolutions, I'd like to remind the audience, that anyone that would like to address the Town Board on any proposed Resolutions may do so at this time. We would ask you to hold your comments on any other items that are a concern to you till after the resolutions are taken care of. When I came over from Fishers Island for the festivities on Saturday I brought my truck over with me. Tomorrow, after court,l'mgoing out to Orient and I'm going to do my pumpkin run for the Senior class of Fishers Island. Pumpkins, and veggies. They have a veggie stand over there. Saturday, before the Columbus weekend, last year they did very well, and I'll make sure I get the dollar amount and I will present that to the Town Board on my next visit over here. Thanks to some of the kind farmers on the North Fork, they help the Senior class out very well on the island. Thank you. SUPERVISOR MURPHY; That's a good idea. . . . . . . COUNCILMAN PENNY: About a year ago, we lost a very dear friend, a- valued employee of the Town of Southold, our Attorney for thirty years, Bob Tasker. I think from what we've seen in the last. few years, we realize how tough it's been, and the staff it's taken to replace him.
