Schondebare. 9:00 A.M. - The Board met with Charles Graves, Town Board negotiator for the CSEA contract. 9:15, A.M. - For Discussion Items: (1) Request of Historian Antonia Booth that the Town Clerk be permitted to sell Liber D at a 20o discount for the summer months. Board agreed (see resolution no. 26) . (2) Application of Robert Douglass for a trailer permit will be discus'sed with Mr. Douglass at 2:00 P.M. (3) Letter from the NYS-DEC requesting the purchase of three Town owned wetland parcels at Orient. Town Attorney Schondebare is researching. 9:40 P.M. - Recess to permit the Town Board to attend the opening the STOP building at the landfill site, attended by NYS-DEC Commissioner Jorling, and Regional Director Berger. 11 :10 P.M. - For Discussion Items (continued) : (4) Letters from two candidates for . vacant Assessment Review Board positions (see resolutions no. 30(a) (b) . (5) Letter from Walsh Park Benevolent, Fishers Island, asking the Town Board to consider a modification of the town Code that requires a 20o reduction in the yield for a sub- division that clusters homesites. Justice Edwards submitted a yield map for the Walsh Park proposed affordable homes site which will be presented at the next Planning Board meeting. (6) Receipt of recommendations from the Planning Board concerning the `Farm- land Preservation Program and Open Space Program. (7) Set date to interview applicants for the Tree Committee. (8) Opinion from Town Attorney Schondebare stating that the SEQR process does require a developer to make known the existence of any archeological significants on a proposed subdivision site. Supervisor will contact Professor Walter Smith, President of the Archaeological Society, to meet with the Board to discuss prehistoric and historic archaeological sites in the Town. (9) Proposal from Energy conservation Products, Inc. to repair Town Hall oil burner (see resolution . no. 27) . (10) Suggested proclamation from Town Historian Booth for Southwold's 500th Anniversary 9see resolution no. 28) . (11) Memorandum from Planning Board Chairman Orlowski asking whether the Town Board will accept the dedication of a 50 ft. by 20 ft. parcel for drainage purposes at Mt. Beulah Acres. Referred to the Highway Committee. 12:20 P.M. - Recess for lunch. 2:00 P.M. - Work-Session reconvened and the Board audited outstanding vouchers. 2:10 P.M. —. Board met with Robert J. Douglass to discuss his request for a house trailer permit on his property King Street, ,:14kient. REGULAR MEETING A Regular Meeting of the Southold Town Board was held on Tuesday, June 14, 1988 at the Southold Town Hall, Main Road, Southold, New York. Supervisor Murphy opened the meeting at 7:30 P.M. with the Pledge of Allegiance to the Flag. Present: Supervisor Francis J. Murphy Justice Raymond W. Edwards Councilwoman Jean W. Schondebare SUPERVISOR MURPHY: The first order of business I'd like a resolution approving the audit of the bills of JUne 14th, 1988. Moved by Councilwoman Cochran, seconded by Councilwoman Larsen, it was RESOLVED that the following audited bills be and hereby are ordered paid: General Fund Whole Town bills in the amount of $228,217.69; General Fund Part Town bills in the amount of $340,461 .23; Highway Department Whole Town bills in the amount of $48,103.67; Highway Department Part Town bills in the amount of $69,134.01 ; Southold Wastewater District bills in the amount of $3, 175.78; Fishers 'Island Ferry District bills in the amount of. $23,251 .50; Fishers Island Ferry District Agency and Trust bills in the amount of $255.88; Nutrition Fund bills in the amount of $4,189.28; Snap Program bills in the amount of $70.18; Computer Capital Account bills in the amount of $14,800.54; Community Development Fund bills in the amount of $36,.767.31 ; Payloader Capital Account bills in the amount of $785.00. SUPERVISOR MURPHY: Next is a resolution approving the minutes of the Town Board meeting of May 31 st, 1988. Moved by Councilwoman Oliva, seconded by Councilman Penny, it was RESOLVED that the' minutes of the May 31, 1988 Southold Town Board meeting be and hereby are approved. Vote of the Town Board: Abstain: Councilwoman Larsen. Ayes: Councilwoman Oliva, Councilman Penny, Councilwoman Cochran, Justice Edwards, Supervisor Murphy. This resolution was declared duly ADOPTED. SUPERVISOR-MURPHY: Next is a resolution to set the next meeting date for June 28th, 1988, 3:00 P:M., Southold Town Hall. I offer that resolution. COUNCILWOMAN COCHRAN : For 3:"0 P.M. III second. Moved by Supervisor Murphy, seconded by Councilwoman Cochran, it was RESOLVED. that the next Regular Meeting of the Southold Town Board will be held at 3:00 P.M., Tuesday, June 28, 1988, at the Southold Town Hall, Main Road, Southold, New York. This resolution wa-- declared duly ADOPTED. 194 JUNE 14, 1988 I. REPORTS. SUPERVISOR MURPHY: Okay, moving on to the first item on the agenda are Reports. I'd like to remind everybody in the audience that these reports are on file in the Town Clerk's Office for anyone to look at. 1 . Town Clerk's monthly report - May, 1988. 2. Town Jsutice Edwards - monthly report - May, 1988. 3. Scavenger Waste Treatment Facility - monthly report - May, 1988. 4. Trustees - monthly report - May, 1988. 5. Town Justice Price - monthly report - May, 1988. 6. Police Department - monthly report - May, 1988. 7. Town Justice Tedeschi - monthly report - May, 1988. 8. Councilmen's Reports. At this time I would like to ask the Councilpeople if they would like to have anything special to report on, starting on my right with Ruth Oliva. COUNCILWOMAN OLIVA: As long as I make it quick. June 2nd I attended the Brown Tide Task Force. They basically discussed the two-day conference that they're going to have on July 29th and 30th. On the 29th they'll have panel discussions with many of the top officials from New York State. On the 30th they just plan some special events for on the bay. And the news was that the brown algae count was down as of last Thursday. On June 6th I attended the Housing Committee meeting which Jean will report on. On June 7th there was the Water Advisory Committee meeting. The committee had some questions as far as some of the background, and hopefully filled them .in on something about that. And also they had questions as to the water reserve, where the well sites are needed, .the urgency of the program, specific data on well contamination. We have asked Joe Baier to come out and speak to the committee on June 22nd, which he will do to answer these questions. On June 8th we had a Code Committee meeting. We did get through the whole Site Plan Review. We have comments on those and we will review them and hopefully in another month we'll have a final package on that. On June 9th I attended the Municipal Utilities Association dinner meeting with the Village of Greenport. On June 10th we attended the meeting with the Hallocks Bay- landowers and Harold Berger of the DEC. On June 13th we had the Police Committee meeting.. Thank you. SUPERVISOR MURPHY: Thank you, Ruth. George. COUNCILMAN PENNY: Yes, on June 1st I attended the meeting of the CSEA, which I don't believe anybody will report much on, because it was regarding negotiations. On the 6th, I attended a meeting of the Housing Committee, which Jean will report on�. On the 7th the Water Advisory Committee meeting which was already mentioned. On the 8th the Code Committee meeting, and I'm afraid that although Ruth thinks that that document is going to come back in 30 days, I think that by referring some sections to the lawyers in the Town Hall here, and other sections back to the Planning Board, you may not see for another six months. But hopefully they will come back in some sort of a credible form for the first time. On the 10th I attended the meeting of the New York State DEC and the Orient property 'owners, and I want to take this time at moment to personally thank Joe Sawicki who called the meeting and chaired the meeting and made this meeting possible. He brought the DEC here to Southold Town and I will not comment on my own feelings on that meeting, because I feel that is the job of the people that met. If they're happy, or if they're not happy, at least we had the meeting. But I want to thank Joe Sawicki. He really knocked himself out for Southold Town and he did something that we weren't able to do here on a local level. Also Ken LaValle because he also communicated with the DEC and was instrumental also. On the 12th, which was Sunday, I attended a function of the East End Livestock and Horsemen's Association, and I was given the opportunity to cook over 300 hot dogs. It was quite a success. The benefit of this is going to the North Fork Animal Welfare League and also to the Kent Animal Shelter, and I have preliminary reports that it appears that we cleared over $1,000 on pony rides, hot dogs and refreshments, most of which were donated, and it was very, very worth- while day. 4 lot of young kids and they got a chance to see animals and pets that most of them will never be allowed to have in their own yards. On the 13th we had a Police Committee meeting where we discussed the proposal for a leased rest station in Feather Hill, the part-time Bay,.Constable and some problems he's had with his boat,` water problems at the Police Department, and we're happy to say that our recruits--our three new recruits--have passed the three preliminary exams and are going on to the Police Academy. That's basically it. Thank you. :J SUPERVISOR MURPHY: Thank you, George. Jean? COUNCILWOMAN COCHRAN: Yes, on June 1st George and I both met with Charles Graves, CSEA negotiator. Nothing to report in relation to that naturally. On Thurs- day,.,Sr_ine 2nd Ken Reeves, our Recreation Director, and myself interviewed our beach personnel, our lifeguards and our beach attendants and so forth. Also, if the Town Board has made note, we are working with a handbook this year and if you would JUNE 14, 1988 195 take a few moments to peruse it and if you have any additional suggestions we'd be very happy to hear them. We will be meeting with all beach personnel on Tuesday the 21st at 7:00 P.M. at the Rec Center. We'll be going through the handbook and our Town Clerk will also be there to stress the responsibility and the importance of the handling of the permits and the funding and so forth. Each and every one of you are welcome to attend the meeting if you'd like. On June 6th, as it has been r mentioned, we had a Housing Committee meeting, and we began to review the Afford- able Housing Law. We have not finished that job as yet. We're meeting again on Thursday, this Thursday the 16th, to continue the review. Friday the loth I also attended the meeting with the Orient landowers, which was held with Harold Berger, the DEC Regional Director. And this morning I was very pleased to be a part of the ceremony up at the Landfill in relation to the STOP Program. It's something that many have worked on for quite some time and it's gratifying to see it finally finished and soon to be in operation. Thank you, Frank. SUPERVISOR MURPHY: Thank you, Jean. Ellen? COUNCILWOMAN LARSEN: Thanks, Frank. On Wednesday, May 18th I attended the Commerce and Industry Committee meeting. From the weekend of the 21st to the 22nd participated in a North Fork Girl Scout camp-out at Sears-Bellows. Despite the rain they lasted the whole weekend. On Tuesday, May 24th I attended a Proposition Two briefing at the County Legislature with regards to the 1 /4o sales tax on the Pine Barrens. On Wednesday, May 25th I attended a Trustee work session and the Code Committee meeting. On the 6th I also attended the Housing Committee meeting. On the 7th the Water Advisory Committee meeting. On June loth I attended the Hallocks Bay and DEC meeting with the landowners. I also have attended the last Trustee meeting and the last Planning;. Board meeting, although I don't have the exact dates of those meetings on my list. Thanks, Frank. SUPERVISOR MURPHY: Thank you,- .Ellen. Ray?, JUSTICE EDWARDS: Thank you, Frank. On the 4th of June I went on a cruise over. in New London called the Cruise To No Where, and when 1 come back up on top side of the boat--it's the Block Island boat that they use--and the Cruise To No Where took us all the way to Plum Island. Beautiful, beautiful moonlit evening on the Sound, and it was a very fine affair. And the following Tuesday I got a call from George Penny to have an amergency meeting here in Town Hall. When I flew out at 7:15 to find out that the meeting had been cancelled, so I stayed over and had 'court on Wednesday--a week ago Wednesday, and also had a little marriage ceremony to do in the afternoon. This past weekend there were ten of us from Fishers Island, veterans and wives, that went down to Port Jefferson to the county affair. Had two beautiful days down there. Met Ken LaValle. In fact I gave him the Fishers Island tie off my neck, because I said somebody I may need the shirt off your back. Had a wonderful day down there and then Sunday the constituents from the Island went over to Shelter Island and we were there with John Behan and the rest of the gentlemen from the County and they had the unveiling of the Korea and the Vietnam plaques over there. It was very impressive and a beautiful Legion post on Shelter Island, certainly enjoyed it. And to top it off, walked from the Legion post back to the North Ferry, stopping at the Inbetween, which is just about inbetween, and again at the Dory, and so forth and so on. And this morning--I got back to the Island last night about' 9:00 o'clock from the weekend, check in with everyting, and this morning I left at 7:00 o'clock in my boat to come in to the Orient Marina, and got into the Orient Marina at 8:00 . o'clock, and it was just a beautiful day coming across the Sound. Needless to say, people, that's why I fell asleep at the Work Session. Thank you, Frank. SUPERVISOR MURPHY: Thank you,. Raymond. I -would just--I think when we're handing out thank yous for people coming to speak to the residents of Orient, I think we should also publicly thank Harold Berger who really went out of his way, against State policy, and did come and listen and hopefully maybe some of the landowners are a little happier, I don't know, and I never will know. I did travel up to Albany on lobbyin .for our land transfers-tax. It does look much better. I would have to say that Ken LaValle, Bill Bianchi, John Behan and Joe Sawicki are working very hard with this and I think our new lobbies, I think, really will make th&:'difference this year. We've had tremendou! cooperation from many, many peop.le.- Today, I think, was a very happy day in Southold Town, and it's a day that I'm very proud to be the Supervisor of the Town, to where we were the first Town in New York State to come up with a program that all of us really realize that is so very important (Stop Throwing Out Pollutants Program, and a safety. storage building for-.the pollutants:-art the landfill site) . Many people worked hard. In particular many volunteers from Southold Town, to make this happen over the years. It started with Jean, Paul, myself, Jean Tiedke from the League of Women Voters, our own Councilwoman now Ruth Oliva from the North Fork Environmental Council. These were the people that made this thing happen, and this I think every- body in Southold Town could be very proud of. It's gone a long way towards eliminating the pollution of our groundwater and of our garbage, and it's an excellent program and I was very proud, as I'm sure every member of this Town Board was very proud that this happened today, and it happened in Southold Town. And I think everybody 196 JUNE 14., 1988 deserves a awful lot of credit. The many, many people who worked so hard. I hate to start naming a few because you're always going to leave somebody out and it's not right. Many people contributed to this and it was a long time coming and we've got it and it just shows that when people want to work together, cooperate, we can accomplish something that really is fantastic. II. PUBLIC NOTICES. SUPERVISOR MURPHY: Moving on to the second item on the agenda is Public Notices. Again these are on file on the Town Clerk's Bulletin Board. 1 . U. S. Army Corps of Enqineers, Public Notice, application of Mr. R. James Royer for permission to dredge with upland and beach disposal, Shelter Island Soun 36 Peconic Avenue, Shelter Island. Comments by June 24, 1988. 2. Long Island Tourism E Convention Commission, sponsoring a contest to co up with a slogan for Long Island to help us establish our own identity, such as "1 Love New York". We will try to do a little more publicity on this, and I think we can accomplish something. 3. Notice of Draft Request for Proposals for a solid waste/sludge composting facility. for the Town of Southold. This is another milestone, and I think it's probably one of the first in New York State. This is a first on an alternate method of disposing of garbage besides incineration. We are first. I think we will come up with a very good program, and I'm very happy to see it starting. III. COMMUNICATIONS. SUPERVISOR MURPHY: Moving on to the third item, Communications. 1 . From Eastern Long Island Hospital Auxiliary thanking us for the use of the Recreation Center for their annual flower sale. 2. From William F. Mullen, Jr., Town Insurance Consultant, who did an absolutely fantastic' job in getting--if you could imagine in this day and age--reimbursements ($175,000.00) back from an insurance company. IV. PUBLIC HEARINGS. SUPERVISOR MURPHY: There is one public hearing at 8:00 o'clock (proposed contract for fire hydrant agreement in East-West Fire Protection District, between the Town and Village of Greenport) . V. RESOLUTIONS. SUPERVISOR MURPHY: We will move on to Resolutions, and I would like to state the Town Board's. policy. If anyone in the audience would like to address the Town Board on any of the proposed resolutions you may do so at this time. I would ask anyone who would like to address the Town Board on any other matters to hold it until after we finish the resolutions and the public hearing, at which time we'll stay here and listen to anyone's concerns. So is there anyone in the audience would like to address the Town Board on any proposed resolutions? Over on my left? (No response.) In the middle? (No response.) No one on the right? (No response.) Hearing none we'll move on to Resolution No. 1 to grant permission to hold a conference. 1 .-Moved by Councilwoman Cochran, seconded by Councilman Penny, it was RESOLVED that the Town Board of the Town of Southold hereby grants permission to Account Clerks Barbara Rudder and Jeanne Cullen to attend a CSEA Package 7 Benefit Meeting, to be held at Hauppauge, New York, on Thursday,, June 6, 1988, 5:00 P.M., and use of a Town vehicle for transportation. 1.-Vote of the Town Board: Ayes: Councilwoman Larsen, Councilwoman Oliva, Council-' man Penny, Councilwoman Cochran, Justice Edwards, Supervisor Murphy. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: Number 2 is to authorize the execution of a contract. 2.-Moved by Councilwoman Larsen, seconded by Councilwoman Cochran, it was RESOLVED that. the Town Board of the Town of Southold hereby authorizes and dire Supervisor Francis J. Murphy to execute a contract between the U. S. Department of Housing and Urban Development °and the Town of Southold for the Section 8 Housing Voucher Annual Contributions Contract (ACC) for $77,416.00 for approximately ten (10) vouchers, all in accordance with the terms and conditions of the contract as,approve, by the Town Attorney. (Project No. NY36-V152-005) 2.-Vote of the Town Board: Ayes: Councilwoman Larsen, Councilwoman Oliva, Council- man Penny, Councilwoman Cochran, Justice Edwards, Supervisor Murphy. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: Number 3 is to rescind a prior resolution. JUNE 14, 1988 197 SUPERVISOR MURPHY: Number 3 is to rescind a prior resolution. 3.-Moved by Justice Edwards, seconded by Councilwoman Oliva, it was RESOLVED that the Town Board of the Town of Southold hereby rescinds their Resolution No. 13, adopted on May 31, 1988, accepting the bid of Mullen Motors, Inc. for supplying the town with one (1) 2-Wheel Drive Pick-Up for the Recreation Depart- ment, and hereby reject said bid, and authorizes directs the Town Clerk to advertise for bids for the purchase of a 1988 Full Size Pick-Up with an 8 foot bed. 3.-Vote of the Town Board: Ayes: Councilwoman Larsen, Councilwoman Oliva, Council- man Penny, Councilwoman Cochran, Justice Edwards, Supervisor Murphy. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: Number 4 is a resolution granting permission to Assessor Scott Harris to attend a seminar. I offer that resolution. 4.-Moved by Supervisor Murphy, seconded by Councilwoman Cochran, it was RESOLVED that the Town Board of the Town of Southold hereby grants permission to Assessor Scott L. Harris to attend a Seminar on Appraising for Assessors, to be conducted at Cornell University, Ithaca, New York, from July 24, 1988 through July 29, 1988, and the $265.00 tuition, and actual expenses for text books, travel, meals and lodging shall be a legal charge against the Assessor's 1988 Budget. 4.-Vote of the Town Board: Ayes: Councilwoman Larsen, Councilwoman Oliva, Council- man Penny, Councilwoman Cochran, Justice Edwards, Supervisor Murphy. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: Number 5 is a trailer permit renewal. 5.-Moved by Councilman Penny, seconded by Councilwoman Oliva, it was RESOLVED that the application of Bauer Farms, Inc. for a single family house trailer permit, for trailer located off of the south side of County Route 48, Peconic, New York, be and hereby is granted for a six (6) month period. 5.-Vote of the Town Board: Ayes: Councilwoman Larsen, Councilwoman Oliva, Council- man Penny, Councilwoman Cochran, Justice Edwards, Supervisor Murphy. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: Number 6 is to rescind another resolution. 6.-Moved by Councilwoman Oliva, seconded by Councilman Penny, it was RESOLVED that the Town Board of the Town of Southold hereby rescinds their Resolutior No. 29, adopted on May 31, 1988, setting 8:05 P.M., Tuesday, June_ 14, 1988, for a public hearing on a proposed Local Law entitled, "A Local Law 'in''relation to Boats, Docks and Wharves". 6.-Vote of the Town Board: Ayes: Councilwoman Larsen, Councilwoman Oliva, Council- man Penny, Councilwoman Cochran, Justice Edwards, Supervisor Murphy. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: And Number 7 is to amend another prior resolution. 7.-Moved by Councilwoman Cochran, seconded by Councilwoman Oliva, it was RESOLVED that the Town Board of the Town of Southold hereby amends their Resolution No. 28, adopted on May 31, 1988, to read as follows: "RESOLVED that pursuant to Section 32-36.A of,Chapter 32 of the Code of the Town of Southold, the Town Board of the Town of Southold hereby orders that effective immediately the speed of boats in Town waters shall not exceed 45 miles per hour, unless otherwise posted." 7.-Vote of the Town Board: Ayes: Councilwoman Larsen, Councilwoman Oliva, Council- man Penny, . Councilwoman Cochran, Justice Edwards, Supervisor Murphy. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: Number 8 is to authorize a Budget modification, General Fund, Part Town. 8.-Moved by Councilwoman Larsen, seconded by Justice- Edwards, it was RESOLVED that the Town Board of the Towny)f Southold hereby authorizes the follow- ing 1988 Budget modifications to the General Fund - Part Town: To: B8020.2 Planning; Equipment $1,250.00 From: B8020.4 Planning, -Contractual Expenses $1,250.00 to provide additiona monies for a portion of the Town Hall van. 8.-Vote of the Town Board: Ayes: Councilwomq.1 Larsen, Councilwoman Oliva, Council- man Penny, Councilwoman Cochran, Justice�-Edwards, Supervisor Murphy. I think we should have a resolution approving the agreement. 35.-Moved by Councilman Penny, seconded by Councilwoman Oliva, WHEREAS, the Town Board of the Town of Southold wishes to enter into an agreement with the Village of Greenport for furnishing of water for fire protection purposes in the East=-West Greenport Fire Protection District"; and WHEREAS, the Town Board held a public hearing at 8:00 P.M., June 14, 1988, for the purpose of considering said agreement for a period of five years, at which time all inter- ested persons were given an opportunity to be heard thereon; now, therefore, be it RESOLVED that the Town Board hereby authorizes and directs Supervisor Francis J. Murphy to execute a contract with the Village of Greenport, Suffolk County, New York, for the furnishing of water for fire protection purposes by said Village to the Fire Protection District established in said Town and known as "East-West Greenport Fire Protection District, Town of Southold, New York", upon the following general terms, to wit: (a) The contract shall be for a term of five years. SUPERVISOR MURPHY: Okay, at this time I would like to ask anybody in the audience, any of the throngs out there who would like to address the Town Board on any matter that is of any concern. We're here to listen. Starting on my left? :,g JUNE 14, 1988 205 JOE MERKEL, Peconic: Good evening,,-,Mr:. Murphy, and Councilmen and women, and ladies and gentlemen. I would like to address the Town Board on the matter of the change of nighttime meetings, leaving only one nighttime meeting per month. It's not only confusing, but I am protesting that change in the Town Board meetings- How can the working citizen tak off work to attend the daytime meetings? We're living in the most expensive area on Long Island and many of us have to work long hours to support our monthly obligations. So how can we be able to voice opinions and grievances on various proposals and laws which are enacted at Town Board meetings if we� aren't able to attend? There's a .letter that I'll leave with Judith Terry (did not leaver•a letter) , and I hope the other citizens in the Town of Southold who feel the same way will write a letter to the Town Board expressing their feelings about this. And I'd like to know also the reason for the change. SUPERVISOR MURPHY : Joe, I just might want to comment. You might talk to our Town Attorney who was a prior member of the Southold Town Board. He had strong feelings on that. The reason it was changed was that it also allows people who cannot come out at night to attend a Town Board meeting in the afternoon--who are not able to drive at night--who don't feel comfortable, and I think the Town Board feels it's more representative if we have the night and the day meeting, but, thank you. Do you want to turn that in to the Town Clerk? Fine. (Did not turn in a letter.) COUNCILWOMAN COCHRAN : I just think it's right to add my comments that when I first came on this Board that was the procedure, alternating 3: 00 and 7:30 at night to allow both seniors who do not like to come out in the evening and working people the opportunity, and it .depends on your perspective. You say we only- have one night meeting a month, but if you look at it the other side, you only have one day meeting a month. So it depends on your perspective. JOE MERKEL: Okay. Also on the Resolution No. 7 on the 45 miles per hour. Will we be able to enforce that? SUPERVISOR MURPHY: We expect to. JOE MERKEL: Constable. boats that can go that fast? Some of these boats out here are doing like 80 and 90 miles an hour. SUPERVISOR MURPHY: Welke not buying the "cigarette boat" for that. We'll catch them when they run out of gas. JOE MERKEL: Will they, have any kind of plane, or anything like .that? Or radar to help? SUPERVISOR MURPHY: The whole purpose of the law was to establish a uniform speed limit in the waters in Suffolk County so that they can be properly enforced maybe by airplanes, maybe by radar, maybe by Suffolk County Police boats that can attain that speed. None of our boats can. JOE MERKEL: I've been a boater for a long time and the water is getting really dangerous out there. SUPERVISOR MURPHY : The whole purpose was to establish a uniform so that somebody couldn't say they were in Southold water and we had no limit. JOE MERKEL: It will be ail of Suffolk County then? SUPERVISOR MURPHY : Yes. This what we're trying to do. JOE MERKEL: On that STOP facility, are we going to have any information of what chemicals or. batteries and. everything?
