Work Session adjourned at 2:35 P.M. ORGANIZATIONAL MEETING 3:00 P.M. The Organizational Meeting of the Southold Town Board was held on Monday, January 5, 1987, at the Southold Town Hall, Main' Road, Southold, New York. Supervisor Murphy opened the meeting at 3: 00 P.M. with the Pledge of Allegiance to the Flag. Present: Supervisor Francis 'J. Murphy Councilman Paul Stoutenburgh Councilwoman Jean W. Tasker SUPERVISOR MURPHY: I'd like to open this 'Organizational Meeting and welcome everybody here - the huge audi.erice - and there is no other business except resolutions and appointments. The first is 'the appointment, of my Deputy Supervisor Frank Kujawski. 1. Supervisor Francis 'J. Murphy hereby appointed Frank A. Kujawski, 'Jr. , Deputy (a) Supervisor of the Town of Southold for the term January 1987 through December 31, 1987. SUPERVISOR MURPHY: Motion to set the salary of the Deputy Supervisor of $2,050. 00. 2. Moved by Councilwoman Cochran, seconded by Councilman Penny, . (b) WHEREAS, it 'is 'required by Section 27, Subdivision 1 of the Town Law that the Town Board fix', from time to time, the salaries of all officers and employees of the Town, whether elected or appointed, and determine when the same shall be payable, now, therefore, be it ' RESOLVED that the annual salary of Frank A. Kujawski, 'Jr. ,. Deputy Supervisor of the Town of Southold, be and hereby is 'set at $2,050. 00 per annum, effective January 1 , .1987, and the same shall be payable in' regular bi-weekly payments. 2. SUPERVISOR MURPHY: Number 2 is 'to designate the depositories for Town funds. 456 JANUARY 5, 1987 2. Moved by .Councilman Penny, seconded by Councilman Stoutenburgh, WHEREAS, Section 64 of the Town Law requires the Town Board to designate, by resolution, banks in' the State in'which the Supervisor or any other officer of the Town shall deposit 'all moneys coming into their hands by virtue of their'office, and WHEREAS, the Town Board may require any bank, so designated, to deposit 'with such Board bonds or certificates of the United States, of the State of New York, J or any county, town, city, village or school district of the State of New York, as security for .such funds so deposited, but such bond or certificate shall be subject to the approval of the Town Board and shall be deposited in" such place and held under such conditions as the Town Board may determine, now, therefore, be it RESOLVED that the following banks are hereby designated as. depositories and the following amounts of securities are hereby required, to wit Bank of New York, Greenport $2,000,000. 00 Chemical Bank, Southold $2,000,000. 00 Suffolk County National Bank, Cutchogue $2,500,000. 00 The North Fork Bank E Trust Company, Mattituck $3,000,000. 00 The North Fork Bank h Trust Company, Mattituck .(Tax Receiver's .Account only) $1,500,000. 00 AND BE .IT FURTHER RESOLVED that authorization for increase and decrease of securities shall be subject to the approval of the Supervisor. 2.-Vote of the Town Board : Ayes: Councilman Penny, Councilwoman Cochran, Councilman Stoutenburgh, Supervisor Murphy. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: Number 3 is 'to authorize the investing of Town funds. 3. Moved by Councilman Stoutenburgh, seconded by Councilwoman Cochran, WHEREAS, Section 11 of the General Municipal Law provides that the Town Board may authorize the Supervisor, the chief fiscal officer of the town, to invest moneys not required for immediate expenditure, now, therefore, be it RESOLVED that the Supervissdr is"hereby authorized to deposit 'or invest moneys not required for immediate expenditure in�special time deposit. accounts, or certificates of deposit issued by a bank or trust company located and authorized to do business in this State, provided, however, that such time deposit 'accounts or certificates of deposit shall be payable within' such time .as the proceeds shall be needed to meet . expenditures for which such moneys were obtained, and provided .further that such time deposit 'accounts or certificates of deposit 'be secured in' the manner provided in Section 11 of the General Municipal Law. 3.-Vote of the Town. Moved by Councilman Penny, seconded by Councilwoman Cochran, it 'was RESOLVED that a facsimile' signature be and hereby is 'authorized to pay all checks, drafts and other instruments for payment of money drawn upon the accounts of the Town of Southold by Supervisor Francis 'J. Murphy, in amounts not to exceed $2,500. 00, on the following banks: The Bank of New York ._Chemical Bank Suffolk County National Bank The North. Fork Bank & Trust. Co. This ' resolution was declared duly ADOPTED. SUPERVISOR: MURPHY: : Number S(a). is 'to designate The Suffolk Times as the official' newspaper, effective February 1. 5. Moved by Councilwoman Cochran, seconded by Councilman Stoutenburgh, it 'was (a) RESOLVED that The Suffolk Times, Greenport, New York, a .newspaper regularly published in' the Town of Southold, which has been entered. as a second class mail matter, be and the same is 'hereby designated, effective February 1 , 1987, as the official newspaper of the Town of Southold for the publication of all notices, resolutions, ordinances and other matter required to be published. 5.-Vote of the Town Board : Ayes: Councilman Penny, Councilwoman Cochran, (a) Councilman Stoutenburgh, Supervisor Murphy. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY : And Number 5(b) is to designate The Long Island Traveler- Watchman as the additional newspaper of the Town, effective February 1st. SUPERVISOR MURPHY: Number 7(a) is �to authorize the Highway Superintendent to purchase equipment up to $3,000'. 00. 7. Moved by Councilwoman Cochran, seconded by Councilman Stoutenburgh, it 'was (a) RESOLVED that :pursuant to Section 142(1-A) of the Highway Law, the Southold Town Superintendent of Hi hways be and hereby is authorized to purchase equip= ment, tools, snow plows and other implements and devices without prior approval of the Town Board in the amount not to exceed $3,000. 00 for any one item during the period January 1, 1987 through December 31, :1987. 7.-Vote of the Town Board: Ayes: Councilman Penny, Councilwoman Cochran, (a) Councilman Stoutenburgh, Supervisor Murphy. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: Number 7(b) is -to authorize the Commissioner of Public' Works to purchase necessary supplies and equipment up to $3.,000. 00. 7. Stoutenburgh, seconded by Councilman Penny, .it was (b) RESOLVED by the Town Board of the Town of Southold that the Commissioner of PublicWorks be and hereby is 'authoriz6d to purchase necessary supplies and equipment, ,without prior resolution of the Town Board, .in' an amount not to exceed $3,000.00 for any one item during the period January 1, :1987 thorugh December 31, .1987. 7.-Vote of the Town Board: Ayes : Councilman Penny, Councilwoman Cochran, (b) Councilman Stoutenburgh, Supervisor Murphy. This resolution was declared duly ADOPTED. SUPERVISOR MURPHY: Number 8 is to designate the delegate and the alternate to the Association of Towns meeting. 8. Moved by Councilman Penny, seconded by Councilman Stoutenburgh, it 'was RESOLVED that Supervisor Francis J. Murphy be and he hereby is'desi nated to represent the Town of Southold at the annual meeting of the Association of Towns of the State of New York, to be held in' New York City on February 15, 16, 17, 18, 1987, and to cast the vote of the Town of Southold pursuant to Section 6 of Article III of the Constitution and By-Laws of the Association of Towns, and be it 'further RESOLVED that Councilwoman Jean W. Cochran eb and she hereby is 'designated to act as the'alternate delegate to cast the vote of the Town of Southold at the annual meeting of the Association of Towns in the absence of Supervisor Francis ' J. SUPERVISOR MURPHY: Number 9 is 'to set an allowance of $450..00 to attend the Association meeting. 9. Moved by Councilwoman Cochran, seconded by Councilman Stoutenburgh, it was RESOLVED that those officersand employees of the Town of Southold attending the annual meeting of the Association of Towns of the State of New York be and hereby are allowed $450: 00 per officer and employee for the actual and necessary 458 JANUARY 5, 1987 - ORGANIZATIONAL MEETING expenses to travel, meals, and lodging incurred while attending said meeting. 9.-Vote of the Town Board : Ayes: . SUPERVISOR MURPHY : Number 10 is Ito set 20� per mile as reimbursement for use of personal autos. 10. Moved by Councilman Stoutenburgh, seconded by Councilwoman Cochran, it 'was RESOLVED that any Town official, elected or appointed, who is 'required to use his own automobile i n the performance of his duty, be compensated for travel expenses necessarily and actually incurred ins carrying out the duties of his • office, at a rate not to exceed twenty ($.20)' cents per mile 10.-Vote of the Town Board: Ayes : Councilman Penny, Councilwoman Cochran, Councilman Stoutenburgh, Supervisor Murphy. This resolution was declared duly ADOPTED. . SUPERVISOR MURPHY: Number 11 is '•to engage the services of Elaine Kaldor for our audit. 11. Moved by Councilman .Penny, seconded by Councilman Stoutenburgh, WHEREAS, Section 123 of the Town Law provides that town officials and employees who receive and disburse moneys of the Town shall, on or before January 20th, account to the Town Board for all moneys received and disbursed by them in` the previous fiscal year, unless the Town shall engage the services of a certified public' accountant or public accountant prior to January 20th, and WHEREAS, the Town Board deems it 'necessary to engage a public account to prepare the aforesaid' annual accounting for all Town officers and employees, now, therefore, be it • RESOLVED that the Town Board of the Town of Southold hereby engages the services of Elaine F. Kaldor, C.P.A. , P.C. to make the annual audit 'of the books and records of officers and employees of the Town of Southold for the fiscal year 1986 at a total fee of $8,750. 00 (Financial and Internal Control Audits - Town Audit $5,500. 00; Grant Audits:, $2,500.'00; Compliance Audit of Federal Projects: $750. 00) . 11..-Vote of the Town Board: Ayes: Councilman Penny, Councilwoman Cochran, Councilman Stoutenburgh, Supervisor Murphy. Moved by Councilman Penny, seconded by Councilman Stoutenburgh, WHEREAS, it is required .by Section 27, Subdivision 1 of the Town, Law that the Town Board fix; from time to time, the salaries of all officers and employees of the Town, whether elected or appointed, and determine when the same shall be payable and that the salaries of the members of the Town Board, .the elected Town Clerk and the elected Superintendent of Highways shall not be fixed in an amount ins excess of the amounts respectively specified in the notice of hearing on' the preliminary budget published pursuant. to Section 108 of the Town Law, now, therefore, be it RESOLVED that the annual salaries of the following elected town .officials shall be as follows, to wit: Supervisor Francis 'J. SUPERVISOR MURPHY: And Number 14 will` be tabled to January 6th meeting (contract and salary of Chief.Winters). N.umber 15 is 'to appoint the Chairman of the Assessors Charlie'Watts. .15.'. Moved by Councilman Stoutenburgh, seconded, by Councilman Penny, WHEREAS, Section 22B of the Town Law allows the Town Board of any town having more than one assessor to establish the office of. Chairman of the Town Assessors, who, in'addition to his regular duties, shall perform. such services in' connection with assessment and taxation of property for state, county and town purposes as the Board shall direct, now, therefore, be it.' RESOLVED that Assessor Charles C. Watts be and -he hereby is 'desi hated to hold the office of Chairman of the Board of Assessors until 'the first day. of January next succeeding such designation, at the pleasure of the Town Board, all in' accordance with Section 22B of the Town,/Law, and be it 'further RESOLVED that the Chai riha'n of the Board of Assessors .shall be responsible for furnishing to the.Town a detailed monthly report of activities within' his 'department, and be it 'further RESOLVED that the compensation for such appointment be fixed at $1,000. 00 per annum, payable in' regular bi-weekly payments. 15.-Vote of the Town Board Ayes : Councilman Penny, Councilwoman Cochran, Councilman Stoutenburgh, Supervisor Murphy. Town Law, Bennett Orlowski,"Jr. is hereby designated Chairman of the Southold Town Planning Board .for_ the calendar year .1987, and be it further RESOLVED that the Chairman of the Planning Board shall be responsible for furnishing to the Town Board a detailed monthly report of activites within his ' department, and be it 'further RESOLVED that the Chairman of the Southold Town Planning Board shall be paid' a salary of $2,000. 00 per annum, effective as of January 1, 1987, and the same shall be paid' in' regular bi-weekly payments. 16.-Vote of the Town Board: Ayes: Councilman Penny, Councilwoman Cochran, Councilman Stoutenburgh, Supervisor Murphy. This 'resolutioh was declared duly ADOPTED. SUPERVISOR MURPHY: ' Number 17 is to appoint the Chairman of the Southold Town Board of Appeals Jerry Goehringer. 17. Moved by Councilman Penny, seconded by Councilman Stoutenburgh, it was RESOLVED that pursuant to Section 167(1) of the Town Law, Gerard P. Goehringer is hereby designated Chairman of the Southold Town Board of Appeals for the calendar year 1987, and be it further RESOLVED that the Chairman of the Board of Appeals shall be responsible for furnishing to the Town Board a detailed monthly report of activities within' his ' department, and be it 'further RESOLVED that the Chairman of the Southold Town Board of Appeals shall be aid` a salary of $2,000. 00 per annum, effective as of January 1, 1987, and the same shall be paid' in regular bi-weekly payments. 17.-Vote of the Town Board : Ayes: Councilman Penny, Councilwoman Cochran, Councilman Stoutenburgh, Supervisor Murphy. Moved by Councilman Penny, seconded - by Councilwoman Cochran, WHEREAS, it is 'required by Section 27, Subdivision 1 of the Town Law that the Town Board fix; from time to time, the salaries of all officers and employees of the Town, whether elected or appointed, and determine when the same shall be payable, now, therefore, be it ' RESOLVED that the annual salaries of the members of the Zoning Board of Appeals and the Planning Board of the Town of Southold be and they hereby are fixed as follows for the calendar year 1987: BOARD OF APPEALS Robert J. Moved by Councilman Penny, seconded by Councilman Stoutenburgh,. it 'was (a) RESOLVED that it 'is 'required by Seciton 27, 'Subdivision 1 of the Town Law that the Town Board fix, from time to time, the salaries of all officers and employees of the Town, whether elected or appointed, and determine when the same shall be payable, now, therefore, be it RESOLVED that the annual salary .of Robert W. Tasker, Southold Town Attorney, be and hereby is 'set at $37,169. 00 per annum, effective January 1, 198T, and the same shall be paid in regular bi-weekly payments. 19.-Vote of the Town Board: Ayes: .
